In the past two decades, of the successive steps leading from iron ore to finished steel, the production of liquid steel and its preparation for the casting operation has probably undergone the most drastic evolution. The reason for this is the development of oxygen converters (top blown and later on bottom blown) and UHP arc furnaces which are replacing the conventional processes such as the open hearth and basic Bessemer processes. These new processes have been great advances, but it would certainly be quite hazardous to assert that the situation will remain the same for the coming decades. In fact, with the advent of continuous steelmaking a new generation of processes has now arrived. The research and development programme at IRSID on continuous an a steelmaking began ten years ago has progressed systematically in the following stages : First a comparison was made on a small pilot scale of various techniques : for example, refining in a runner by top or bottom blowing, pulverizing the metal stream by oxygen, using the mixing effect of a vortex, etc. but for various reasons these processes proved unsatisfactory and were abandoned in favour of a method using the so -called "emulsion refining".

A special war committee of the Engineering Council has been appointed to assist other committees of the United Engineering Societies having to do with the development of the arts and sciences related to warfare. One of the principal functions of this additional committee is to pass upon the probable value of new inventions. The new committee has established headquarters' in the rooms of the Naval Consulting Board in New York City, and has received the franking privilege of the Post Office Department.

(communication to the Secretary*):—In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for 1906 an explanation given by him in accounting for the small production of by-product coke. It was that the market for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908' does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. CRUSHING has always been a major operation in the chemical and metallurgical industries, yet little is known about the theory of crushing, and today, the design of crushers is still based almost entirely on empirical knowledge and accumulated practical experience. In view of the increasing national need for the economic working of poorer grades of ores, the lack of a fundamental under- standing of this unit operation hardly presents a satisfactory situation. Basic investigations of crushing have been concerned mainly with three phases of the problem, 1-the mechanism of the fracture process itself, 2- the particle size distribution of the crushed product, and 3-the relationship between the energy input and the amount of new surface produced. Probably adequate information on these phases will be required for a comprehensive understanding of the process of crushing. A bibliography covering these phases will be given as well as a review of the work done in recent years at the University of Minnesota on the relationship between the energy input for crushing and the amount of new surface produced.

INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. Bromine is the intermediate member of the halogen family of elements between iodine, a solid: and chlorine, a gas. The name is derived from the Greek "bromos," meaning stench. Bromine is the only nonmetallic element that is liquid at room temperatures with a melting point of -7.2" C and a boiling point of 58.78" C. Reddish brown in color, it dissolves easily in water to yield a red solution. Bromine volatilizes at ordinary temperatures to a red vapor that is very irritating to the eyes, nose, and throat. Density of the liquid is 3.12 and gas weighs 7.59 gpl at standard conditions. As the element is highly active, it exists in nature only as bromide compounds. Bromine was discovered by Antoine Jerome Balard in seawater bitterns in 1826 and first prepared in quantity in 1860. Distribution Bromine is widely distributed in nature and compounds occur in solution in natural brines, in seawater, saline lakes, oil and gas well brines, and in evaporite chloride minerals. The concentration of bromine salts ranges from 60- 65 ppm in seawater to several thousand ppm in oil well brines and saline lakes. The distribution of bromine in marine evaporite minerals and in the solutions from which they crystallized was determined many years ago by H. E. Boeke (1 908). Theoretical aspects regarding the geochemistry of bromine have been published in numerous papers (Raup and Mite, 1969). Bromine occurs in solid solution in carnallite and sylvite associated in potash de- posits; in halite in salt beds; salt in oil shales; and in trona deposits. Its presence is useful as a guide in geochemical exploration. The analysis of small amounts of bromides in the presence of large amounts of chlorides is discussed by W. Schwerdtner (1963). Manganese, iron, and iodine may interfere with the determination. Other analytical methods are discussed at length in the literature (Stenger and Atchison, 1964). Sources and Reserves The sources and reserves of bromine, given in [Table 1], appear ample to meet present and foreseeable requirements in all producing countries. With the occurrence of bromine salts in sea-water and other brines, the potential for bromine production is worldwide. It has been estimated that 99% of all commercially recoverable bromine is in the ocean. However, actual subterranean brines having a higher bromine content than seawater will continue to be the preferred sources of bromine for the foreseeable future. Markets and Prices About 17% (1968) of bromine produced is used in its elemental form, with the balance consumed as bromides and bromates. The largest use for bromine is ethylene dibromide which, together with tetraethyl lead, are used as an antiknock additive in gasoline. Tetra-ethyl lead is the antiknock agent. Ethylene dibromide combines with the lead after combustion in the engine to form a volatile com- pound that escapes from the engine with the exhaust gases.

The magnetic reflux classifier, which utilizes the combined effects of magnetic fields and a hindered settling classifier, is a new tool for determining the quantity and quality of middlings in fine-sized magnetite concentrates. Results are given for processing a typical taconite ore, and a sketch of the apparatus is included.

A new sorting process for beryllium minerals is described. This depends upon emission of neutrons upon irradiation by gamma rays, a nuclear reaction which is specific for beryllium at the appropriate energy level. Signals given by neutrons when ore passes on a belt are changed to mechanical commands through amplifiers and other electrical equipment.

Generally speaking, the mining industry had a good year in 1948 with most mineral products being produced in record quantities for peacetime standards. The big boys-iron and steel, coal, and petroleum-indicated the industry-wide trend by surpassing 1947 production figures. Although exploration and expansion are being pushed aggressively in all branches of the industry, there is a pronounced trend to engineering and research directed at cutting production costs, improving the product, and finding new markets. These improvement campaigns are making headway; in the bituminous coal industry, 5.43 tons per man employed is the new production record; 83 million tons of iron ore were unloaded at lower Lake ports, breaking another peacetime record; magnesium, due to improvement in manufacturing techniques, now competes on the market with aluminum.

Meeting of Apr. 23, 1915.-The Iron and Steel Committee was authorized in its discretion to defer the date of acceptance of papers for the Hadfield Research Prize to Nov. 1, 1916. The sum of $250 was appropriated as a guarantee fund to establish a Library Research Bureau in co-operation with the other Founder Societies. The sum of $50 was appropriated to the Puget Sound Section. The sum of $250 was appropriated to the San Francisco Section. The sum of $125 was appropriated to the St. Louis Section. The matter of memorializing the New York State Constitutional Convention was referred to the New York Section of the Institute with authority to act as a Section only. Upon recommendation of the Committee on Membership, 50 Mem¬bers, 1 Associate, and 6 Junior Members were elected.

Successful mining of taconite has required the solution of a series of difficult problems, including more efficient magnetic separation. Progress in this field is evidenced by reductions in operating and capital costs made possible by the advances in permanent magnetic materials and in new circuits for better utilization of these materials. The advent of the flux control circuit appears to be one of the more important breakthroughs in permanent magnet drum design circuitry and has contributed greatly to the economics and metallurgical requirements of the modern day taconite concentrators. High strength permanent magnetic separators are now replacing electro types in many applications requiring field strengths of 900 - 1000 gauss measured at 2 in. This is made possible by the new circuits having gauss readings at 2 in. previously attained only by electromagnets.

CHARLES G. ROEBLING Charles Gustavus Roebling, president of the John A. Roebling's Sons' Co., of Trenton and Roebling, N. J., and of the New Jersey Wire Cloth Co., of Trenton, and vice-president of the John A. Roebling's Sons' Co., of New York, died at his home, No. 333 West State Street, Trenton, on Oct. 5, 1918. Mr. Roebling, who was born in Trenton, was a son of the John A. Roebling who finished the plans for the Brooklyn Bridge just before he died. The bridge was completed by his sons, Charles G. Roebling and Col. Washington A. Roebling. Upon graduation from the Rensselaer Polytechnic Institute in 1871, Charles Roebling became associated with the Roebling company as a mechanical engineer. An informal meeting of the Conferees of the Development Committees of the four Societies was held in New York on July 2, 1919, at which the scope of the work was considered, and a sub-committee oil Procedure, consisting of the chairmen of the Conferees from each of the four Societies, was appointed to arrange the program for and the time and place of the first formal meeting. The Conference subsequently adopted the name, " The Joint Conference Committee." The Joint Conference Committee convened at the Hotel Montclair, Montclair, N. J., Aug. 13, 14, and 15, and in New York, Sept. 15, 16, and 17, 1919. The Committee has divided its report into two parts, that covering the public activities and that covering the society activities of common interest to the four societies.

A NEW milestone in the progress of photography and subsurface exploration was reached when the Chief of Army Engineers announced the development of the NX borehole camera. In obtaining continuous undistorted cylindrical color pictures of dry or water-filled borings the device surpasses all other cameras designed for photographing interior surfaces of pipes, wells, and conduits. The usefulness of the camera and the unique projector that comes with it are at once apparent. To the geological, mining, and civil engineer alike it signifies the end of guesswork with respect to underground conditions that have eluded identification by conventional core-drilling methods. To the medical profession it may well signal new progress in photo optics which could result in cylindrical color photographs supplementing the X-ray and existing photographic methods used in exploratory surgery.
