The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. In this age of advancing technology, mining companies are confronted with increasing competitive forces. The depletion of high-grade deposits and the development of substitute materials are intensifying market competition. The accelerating activity of petroleum companies in mineral exploration is increasing competition for deposits. At the same time, the trend in government policy is towards a reduction in traditional mineral-industry incentives. To succeed, the mining company must respond to these changing economic conditions by developing a decision-making framework that can effectively contend with the new opportunities and constraints. A combination of two factors in addition to the current Federal drilling and price regulations reduced by 120 from I942 the number of new wells completed in southwestern Pennsylvania during the year. No new prospective area was found comparable to the Armbrust gas pool, Westmoreland Co., which accounted for a seventh of the last year's drilling, and it is considered doubtful whether, even if such a field had been discovered, the drilling contractors, who have been seriously affected by the manpower shortage, could have drilled many more wells than they did during the year. New wells totaling 445 were completed for a combined footage of over 1,250,000 Dry holes numbered 131 and had a footage of nearly 400,000. Old wells drilled deeper total 55, of which 17 were found nonproductive. Shallow Development Oil Oil completions yielded an initial of only slightly over one hundred barrels from 21 wells for about the same per well average as that of a year ago. However, 65 bbl. of this total came from two wells in two new strikes. The footage drilled of nearly 33,000 gives an average of nearly I00 ft. less per well than a year ago. Two old wells drilled deeper had a combined initial of only 4 bbl. The largest oil well of the year, 40 bbl., was found in the Speechley (U. Dev.) sand at a depth of 3492 ft. in German township, Fayette County. The location is several miles east of the nearest oil production hut as the area that could be occupied by a pool is fairly well delimited by drilling, the extent of this production would not appear to be large. The other notable oil production was found in the Dunkard (Penna.) sand, Cumberland township, Greene County, at a depth of 1065 ft. Here the first well had an initial of g bbl. and the second 25 bbl. However, a third proved dry, and as this area is also delimited by drilling, the pool doubtless will be of small area. Gas Gas completions yielded an initial of slightly over one hundred million cubic feet per day and new wells, totaling 303, account for all but four million of this volume. Old wells drilled deeper, numbering 35, found gas. The per well average in new drilling of approximately 320 M cu. ft. is nearly 165 M cu. ft. less than a year ago and the total footage is slightly over 830,000, which is about a quarter of a million feet less than in 1942. Average rock pressure of new completions is approximately 365 lb. per sq. in. The entire volume of new production is from the Upper Devonian or higher stratigraphic horizons. In Allegheny County, the grestest activity was in Forward and Plum townships. Wells there account for more than one half the completions. One large well was drilled in Forward township and an open flow of 3.623 million cubic feet was found in an old Gantz (U. Dev.) sand area. The top of the sand was encountered

In 1944, Illinois produced 77,413,000 bbl. of oil, or 4.6 per cent of the total for the United States, and continued to rank sixth in the nation in oil production. This represents a decrease of 6 per cent from 1943, when- the total Illinois production was 82,256,000 bbl. This decrease was much less than the 23 per cent decrease in 1943 from production of the previous year. The principal factor in arresting the production declinc, which had been going on since 1941, seems to be the increased drilling that followed the relaxing of the Federal Government's rules in regard to well spacing. The daily average production for 1944 was approximately 212,000 bbl. Daily averages by months were as follows: Jan......... 219,000 July........ 206,000 Feb......... 220,000 Aug......... 211,000 Mar........ 216,000 Sept......... 209,000 Apr......... 211,000 Oct......... 210,000 May........ 213,000 Nov........ 209,000 June........ 209,000 Dec......... 205,000 During the year, 1991 wells were drilled for oil and gas in Illinois as compared with 1791 in 1943, an increase of II per cent. Of the 1991 wells, 430 are classified as "wildcat" as compared with 461 in 1943. Twenty-eight new pools (Table 2 A) were discovered in 1944 as compared with 29 in 1943. Changes in federal drilling regulations, permitting closer spacing of wells, resulted in a drilling program that emphasized development of proved acreage rather than wildcatting. Data on production and drilling by fields are given in Table I; data on annual production and drilling for Illinois, in Table 3. Discoveries Twenty-eight new fields (Table 2 A), 42 extensions (Table 2 B), and 39 additional producing zones in existing fields (Table 2 C) were discovered in 16 counties in Illinois during 1944. Of the 28 new fields, one was abandoned during the year, 14 were one-well fields, eight others had not more than 6 wells, one had 8, one had 9, one had 11, one had 15, and the largest new field, Roaches North, had 28 producing wells at the end of the year. In all, 109 wells were producing in these new fields on Jan. 2, 1945, as compared with 111 wells producing from 29 new fields at the end of 1943. . The average initial production of the discovery wells of the 28 new fields was 129 bbl. of oil and II bbl. of water, a notable decline from the average initial production of 194 bbl, of oil and 15 bbl. of salt water for the 1943 discovery wells. In fields discovered since 1936, the total number of oil wells producing at the end of 1944 was 12,335. Productive Acreage The area of proved production in the new fields (discovered since 1936) increased from 144,335 acres at the end of 1943 to 173,485 acres at the end of 1944 (Table I), an increase of 29,150 acres. Of this increased area, 1720 acres are in fields discovered during 1944 and 27,430 acres are in extensions of fields discovered earlier.

The results of an investigation of the ternary system iron-chromium-silicon were reported in 1936 by the present authors.l Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers2'3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon in molten iron-chromium-silicon alloys. Tofaute and his coworkers5'6 have made detailed studies of the iron-chromium-carbon system, which will be referred to later. Materials and Methods Materials.—The iron, chromium and silicon used were essentially the same as those used in the investigation of the ternary system.l The

Only in recent years has any practical headway been made in the application of aerial photography to geological problems, and up to the present time its principal value to the geologist and mining engineer has been in "areal geology;" i. e., the study of formations as revealed at the surface. The object of this paper is to set forth briefly the principal advantages that may be derived from aerial photographic data in geological work and to serve in a measure as a guide to those who may be contemplating its use. Geophysical prospecting has for object the locating of mineral under the surface. Inasmuch as the geologist's chief complaint in life is a dual one—inability to see under the surface and inability to visualize comprehensively what he does see on top of the ground—geophysical prospecting coupled with aerial photography should do much to lessen his burdens. To what extent aerial photography can be made a useful adjunct to geophysical prospecting remains to be proved, but the inference drawn here is that it holds many alluring possibilities. To avoid disappointments, it should be stated at the outset that to the geologist or mining engineer an aerial photograph or mosaic is only a tool, the efficient use of which he must set out to master. Upon his skill and ingenuity in applying it to particular problems will depend largely the value of the results that he will obtain. Under the most favorable conditions an aerial mosaic, or even a few loose photographs, because of the exceptionally comprehensive oversight which they afford of field data, such as dips and strike observations at isolated outcrops, local indications of faulting, mineral and fossil finds, greatly facilitate study and correlation, save much tedious foot work, and may repay their cost many times. Even so, types of country may be found where the most skillful use of the best of pictures will produce results so meager as to render the cost of aerial photography entirely unwarranted. Between these two extremes will be found endless variations and possibilities. Hence no set rules can be promulgated. The safest procedure is to treat each case as a separate problem and to carefully weigh the relative advantages and shortcomings of aerial photography before embarking on its use.

Within the past few years, the mining industry has taken a new impetus in all its branches. New mines are being opened every day, while old ones, which have been either working at a loss, or have been compelled to shut down, are now gradually being reopened and placed on a paying basis. This growth and new life is due, in a measure, to the discovery of new mining districts, but the most important cause of the progress is the wonderful advance that has been made in all branches of mine-engineering. By means of the important inventions and discoveries that have been made in mechanics, chemistry, and electricity, we are now able to work ores which, only a short time ago, would have been regarded as worthless. We find, for instance, the electrician eliminating two of our greatest difficulties, those of distance and superior elevation, while the mechanic has brought to the highest degree of perfection, not only ore-crushing and hoisting machinery, but all such devices as pertain to the mechanical handling of ores, and, at the same time, the metallurgist, with his combined chemical and mechanical skill, has helped us to extract the precious metals from the most refractory of ores. RECOVERY of selenium and tellurium at Copper Cliff by the Ontario Refining Co. has been previously described by the writer.1 During 1935 a new building was erected to house this operation and description of the new plant and process form the subject of this paper. The building, of modern steel and tile construction, covers an area of 5900 sq. ft. with a volume of approximately 165,000 cu. ft. The large monitored center bay is flanked by two smaller outside bays, one of which is devoted to the tellurium section. All equipment, ceilings and upper walls, are treated with aluminum paint, giving good illumination and facilitating good housekeeping, essential from a health standpoint in handling material of this nature.

Manufacture of lightweight concrete aggregate from common shale is one of the most rapidly growing industries in the field of nonmetallic or industrial minerals. Although expanded shale" has been in use since it was developed by Stephen J. Hayde in 1917, it was not until after World War II that it became a substantial competitor with other aggregates. There are some 70 plants now producing this aggregate in the United States, approximately half of them in states west of the Mississippi River. Expanding plants throughout the U. S. are grouped around major urban centers such as Los Angeles, New York, Chicago, and Denver. Concrete made with expanded shale aggregate combines the desirable features of low weight with relatively high strength, making it especially useful in concrete block, in structural concrete for multi-story buildings and in a variety of specialized concrete products such as prestressed panels and beams, and storage tanks. As the cost of construction continues to rise, lightweight concrete will probably be used in increasing quantities because of its low cost relative to the more traditional construction materials such as wood, brick and steel

Pollution problems from smelters may be unique in industry since the pollutants cover the wide range of SOx, particulates, carcinogens (arsenic), plus a number of heavy metals, the health implications of which are not clearly understood. In addition to this wide range of pollutants, many of the plants are extremely old; and fugitive emissions may, in fact, be the most significant air pollution problem. The Environmental Protection Agency, both in an in-house and contract effort, has assessed the quantity of pollutants emitted and evaluated the health impact. This paper will review the status of EPA's regulatory efforts in both new and existing smelters in light of these pollutant assessment studies.

IRON and steel scrap has again become page one news, as it was during the war. To many this is anomalous because the common concept is that the theaters of war are literally paved with scrap as the by-product of war damage and abandoned materiel. To an extent this is true, the bottleneck being the ferreting out and transportation of this scrap. While you as consumers of the electric-furnace grades of scrap-the premium grades-are concerned primarily in only one segment of the scrap market, I believe you ill be interested in a general discussion of the market with subsequent funneling down to your specialty.

Because of this and because mining prospects must compete for the same dollar as many other needs of a diversified company, then the success or failure of any new proposal depends on how well its return on investment compares with all other capital requests. Shaw, Esq., of Boston, it became necessary to sink a shaft through loose materials containing in some layers large quantities of water, and I have been compelled to devise a new method which has proved successful and may be of service elsewhere.

FOREWORD A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931.
