WHAT proportion of the national wealth is represented by' the producing mines of the country?' Or by the- mining and metallurgical industry-as a whole, for it is impossible to make-an economic distinction between the mines that produce the ore and the plant that is used to get the metals from it. The total national wealth in fixed property is about $270,000,000,000. How much for the mines? I do not know that any one 'else has ever tried to furnish answers to these questions. In making such an attempt I am conscious that the result can be nothing more than a rough approximation. Yet even that will give an idea of relative values. No separate valuation for the mines of the country has appeared in any inventory of the national wealth previous to that which I compiled and published for 1916. -In earlier census estimates mines were supposed to be included under the head of real estate. However, an examination of the laws and practices of the several states with respect to mine taxation will make it evident that no good idea of the value of the mines of the coun¬try is obtainable from the assessment rolls. In my previous estimate for 1916, I computed the value of the mines at $8,000,000,000, which was approxi¬mately 10 times their net income as reported to the Bureau of Internal Revenue. In making that estimate I fell grossly into error, for several reasons that it is unnecessary to explain, but chiefly because the net income of the mines of the country in that year was exceptionally large. The whole subject of valuing the mines of the country en bloc is extraordinarily difficult At the best, no one can hope to arrive at, anything more than a rough idea about it. However, elements of reason may be introduced and may be made to serve as chief bases.

Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.

LEAD ore smelting plants have been operating in general at reduced capacities and secondary lead has assumed relatively more importance during the last year. Present smelting practice results in a large amount of dross, often over 25 per -cent, from blast-furnace lead. This is usually treated at a fairly high temperature in a reverberatory furnace to remove part of the lead and produce a matte-speiss product which is shipped to a copper plant. Few smelters are satisfied with this 'treatment. The fume losses are high and the matte-speiss contains considerable lead. It would seem that a fruitful field for research was open here.

TWO years ago the Committee on Latin American Education Relations, Mineral Industries Education Division, started a study of mineral industries education in the Latin Americas. Information was obtainable only with great difficulty. Some information was available piecemeal but no complete resume had ever been assembled. Initial assistance was gained from the United States Office of Education and the Pan American Union. This, and first-hand knowledge of the writer, provided a list of colleges and universities which were believed to offer work lead. ing to a degree in one or more branches of the mineral industries. Detailed information could be obtained only by direct contact with each university through air mail service. Questionnaire letters were sent to officials of 34 colleges and universities. Twenty-one gracious replies were received. Fourteen of the colleges and universities concerned offer curricula in mining, five in metallurgy, three in petroleum, seven in geology, one in geographical engineering, one in topographical engineering, and one in geophysics. Two institutions offer advanced training in petroleum engineering. No institution offers any courses under the caption of ceramics or fuel technology.

UNDER the auspices of the Institute's Committee on Industrial Preparedness, a symposium was arranged for the Annual Meeting on the subject "Ores, Metals, and the War," with many well-known Government men and industrialists participating. Wilfred Sykes, president of the Inland Steel Co., of Chicago, presided, with C. K. Leith and Clyde Williams as vice-chairmen, Mr. Williams presiding over the latter part of the meeting. On the Auditorium stage in the Engineering Societies Building was a formidable corps of "experts," with an audience of several hundred to hear what they had to say and to ask questions.

Gentlemen.-The Institute was founded 54 years ago "with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained," At least once a year it is well to take stock of our assets, review our performance and determine how well we are now carrying out the purposes of our Founders. There can be no question as to the work the Institute has done and is doing in promoting the arts and sciences in the fields of mining and metallurgy. One needs only to contrast the methods, the labor and the costs of a half century ago with those now to visualize how far we have gone in the development of accurate technology and sound economics in mineral and metal production. The great mines, mills and smelters of the present, handling individually thousands of tons per day, would' have been impossible except for the accumulation of knowledge, the development of theory, and the improvement in practice that has characterized the period since the foundation of the Institute. The United States has prospered in the last half century greatly, and this has been due not merely to the possession of great natural resources, but to these resources being reduced to possession and put to work. The absence of customs barriers and the freedom of trade across the whole width of this great continent has been an important factor in the growth of our wealth. Unrestricted interchange of goods has permitted each citizen to draw on the resources of the whole country. However, these are but subsidiary causes of prosperity. The free interchange of scientific and technical data, by making the whole body of facts and theory available to each worker, has made this quick and unrivaled development possible. In promoting this free trade in knowledge the Institute may claim a large place without fear of denial. The .72 volumes of TRANSACTIONS, the special volumes, the bulletins and the other publications that have been issued, include a store of knowledge of the arts and sciences related to the production and use of metals and minerals not duplicated elsewhere. INCREASED mining activity during the past year has brought to light changes in mining practice and advances in technique, born and incubated in the period of depression from which the mining industry is now emerging. Although the tendency toward large output from individual mines has continued, a salutary trend is evident toward greater efficiency at small mines, in which the gold mines of Canada have led the way. Improvement in excavating machinery and washing plants for small placers has continued, and knowledge of the possibilities and limitations of this kind of equipment has increased. Greater portability through sectionalization has been the keynote. Power, shovels and draglines mounted on caterpillar treads move from one deposit to another under their own power, and floating washing plants mounted on pontoons can be taken down, moved, and set up again by a small crew of men in only a few days.

MOTHER example of the broad field that is covered by the mining industry is the recent erection by the Phelps Dodge Corp. of a modern hospital building at Douglas, Ariz., and an identical one at the rejuvenated mining town of Morenci. Managers of even small mining properties are often called upon to build schools, houses, stores, maybe a jail, and provide sanitary arrangements, possibly the while acting as mayor of the town. Those who direct larger properties may have to build hospitals, as in the present instance, construct sewage disposal plants, and sometimes even build and manage railroads. A mining camp achieves its reputation among mining men not entirely by the grade or amount of its ore, or the skill of the operating staff in mining and milling it at a profit-the operation soon acquires a reputation as either a desirable or an undesirable place to live, regardless of its remoteness from what is euphemistically termed civilization. Such a community is indeed fortunate if it can boast of a good hospital.

FROM the time the Japs overran the Far East, the United Nations faced a serious military problem in the critical shortage of many raw materials desperately needed to prose¬cute the war on two fronts. For many months this critical shortage threatened substantially to limit the gigantic effort to get shooting equipment into the hands of the fighting men on the far-flung battle lines. Now this crisis has been met. Solvency in raw materials has been achieved. Simply stated, this job of producing solvency has been done by "cutting cloth to fit the garment." This does not mean that we have all the raw materials we need. Unfortunately, a few raw materials are still short, thereby limiting the total production of certain war goods, or making these goods less effective. Where the supply of raw materials is known to be limited, however, substitutions have been made or production schedules have been geared to the amounts available, and an over-all balance has been achieved between various parts of the war-production program.

COMPARED with 1939, the year 1940 has seen no material change in the production of anthracite. Many factors seem to indicate a stabilized anthracite production of approximately 50 million tons per year. The present war has stimulated demand in the Cana¬dian and New England markets, which were formerly furnished with a portion of their needs from Great Britain and other European countries. Neither has there been any material change in the "bootleg coal" situation. This problem is more serious in the Southern anthracite field than in the Hazleton, Wilkes-Barre, and Scranton areas. With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. Horsebacks or rolls varying from 6 in. to 12 ft. in width are encountered in the mining of the bed and heretofore have rendered it practically unworkable. The mines operating in this

(written discussion*).-It is some-what difficult to discuss the paper of Mr. Stork, when the description of the cupola melting occurrences indicates that his practice is open to question. The evident burning of much of the steel charged,. coupled with the remarkably low silicon content of the mixture as shown by the resulting product, throws the entire melting practice into that of making cupola malleable. If anything is wanted here, it is a. high bed to melt upon, and yet Mr. Stork in the very beginning of his paper speaks of the evils of oxidation due to a "high" bed, etc. The experienced foundry-mall would judge at the outset that Mr. Stork has kept his bed in the cupola too low, and naturally got a lot of oxidation from the blast. The oxidation of steel when used in large quantities in cupola mixtures is a well-known phenomenon, and is readily understood. One has but to. put a file into the forge fire and watch it burn when heated high enough. The melting point of steel being higher than cast iron, heavy pieces may dig way into the bed before being completely melted away, the last por-tions being directly exposed to free oxygen from the blast. Another situation not to be forgotten is the oxidizing effect of carbon dioxide at high temperatures. A serious oxidation of the steel is quite conceivable if in the zone of maximum carbon dioxide and minimum carbon monoxide-free oxygen being entirely absent. Hence the well understood practice of never melting a mixture with much steel unless the bed is kept exceed-ingly high; or again the above-mentioned malleable practice. Mr. Stork mentions the impossibility of deoxidizing a heat. after the steel contained has been oxidized. This is true to a great extent with the ordinary deoxidizers, such as silicon and manganese, but can be brought about by vanadium, titanium, magnesium, etc. Proper melting, however, makes this unnecessary.

The solubility of carbon in Ni-Cu alloys was determined at 1000°C. The factors which limit solid solubility are discussed with particular reference to the influence of electronic factors. The results indicate the extent of solid solubility is a function of the density of states at the Fermi surface. THE solid solubility of an interstitial element is primarily limited according to Seybolt and Fullman1 and Speiser and Spretnak2 by (a) the strain energy produced when the solute atom takes its interstitial position, and (b) the partial molal free energies of the solid solution and the coexisting phases. In several binary systems of a transition and a noble metal, where there are no abrupt changes in strain energy or free energies of coexisting phases, the solid solubility of an interstitial third element drops abruptly to a negligible value at a composition corresponding to a complete filling of the "d-band." Such a decrease occurs in the case of hydrogen in the Pd-Ag system at 60 pct Ag.3,4 The solubility of carbon in Ni-Cu alloys seems to vary in a similar manner as indicated by the embrittling effect of carbon on these alloys. These al- loys are embrittled by slow cooling due to the precipitation of graphite. This embrittlement can be removed by heat treatment if the carbon content is less than the solid solubility limit at the heat-treating temperature. If the carbon content of the alloy exceeds the solid solubility at the heat-treating given temperxture, the embrittlement cannot be eliminated by solution heat treatment.' Since pure nickel has a carbon solubility of 0.25 wt pct6 at 1000°C, embrittlement is easily removed from commercial nickel and nickel-rich alloys, which may contain of the order of 0.10 wt pct C. Embrittlement due to carbon cannot be removed from Ni-Cu alloys containing 70 to 80 wt pct Cu by annealing unless: the carbon content is of the order of 0.04 wt pct CL or less."' Rapid growth of the aluminum industry continued through 1948 with an acute shortage of the metal in all forms marking the year. Estimates based on shipments made during the first nine months indicate that, in 1948, the industry shipped more than two billion pounds of aluminum products or roughly four times the amount shipped in the greatest peacetime year prior to the war. The rapid expansion of the aluminum industry is particularly reflected in the production of sheet. Last year, the industry as a whole shipped an estimated 40 per cent more sheet than was produced in the peak war year of 1944.

THE subject assigned me, "Safety in Mining," is a very broad one and only the high spots can be covered in this short paper. As this is a meeting of the Coal Division, these remarks will be directed largely to coal mine safety, although the principles of safety and effective accident prevention methods are relatively the same in every branch of mining or industrial work. The coal mining industry should take pride in the part it has played in the development of the accident prevention movement, and there is ample proof for the statement that the first real organized accident prevention, work, both abroad and in this country, was con- ducted in the coal mining industry.

THE Wednesday morning session was devoted entirely to the consideration of the tentative code for coal mine ventilation. A. W. Hesse is chairman of this subcommittee. E. A. Holbrook presided at the session and assisted by A. W. Hesse and George S. Rice, gave the historical background of the movement for a ventilation code. They stressed the point that this was to be an engineer's code, and that it was hoped that it might serve as a valuable guide to operating companies in securing greater efficiency as well as safety in ventilation. The discussion was continued into the afternoon session, and by adjournment the entire' code had been covered.' Many sections were referred back to the Committee for further study and several new sections were suggested. The various opinions and new ideas brought out during the discussion proved very valuable and. contributed much to the progress being made in the preparation of this code.

THE production of soft coal from strip mines in the United States has shown a remarkable growth in the last sixteen years, increasing from one and one-quarter million tons in 1914 to approximately twenty-two million tons in 1929. This is a growth of approximately 1660 p& cent, as compared with a growth of approximately 20 per cent in the underground mines for the same period. But even with this marked in- crease the total tonnage produced by open-face mining represents only 4 per cent of the nation's soft coal tonnage.

Consolidated Gold Fields Limited published annually an excellent reference, GOLD 1978, GOLD 1979, giving the Supply and Demand for Gold, Recent Developments and Prospects, Soviet Gold Production, etc. This outstanding reference is authored by Christopher Glynn, Investment Department, London, Great Britain. The 1978 Report marked the tenth anniversary of Gold Field's review of world gold market developments; and from it and the 1979 report, the following information was derived. The recovery of gold is widespread in the Soviet Union. Originally, gold was mined principally in the Urals, but in the last few years several major deposits have been discovered in the southwestern areas of the Soviet Union. One of the most dramatic discoveries has been the Muruntau deposit in Western Uzbekestan. This deposit, discovered in 1958, is reported to be the largest and among the lowest cost producers in the Soviet Union. It is located in Armenia, approximately 750 km (465 miles) northeast of the Iran-Afghanistan border, lying in the center of the Kyzylkurn (Red Sands) desert at the foot of Muruntau Mountain. Free gold occurs in both fine and coarse size in quartz veins up to 20 m (66 ft) thick associated with a small percentage of sulfides, mainly arsenopyrite. The ore zone constitutes a large gold-enriched stock work of about 4 sq krn (1.5 sq miles). The development of Muruntau was a major undertaking with open -pit development and construction of the mill and refinery complex started early in 1967, and the first gold bar poured in mid-1969. At the end of the first construction stage in 1970, the mill building was an imposing structure about 38 m (125 ft) high and 330 (1,080 ft) in length housing, probably, 11 parallel milling circuits. The first construction stage also included six 50 m (165 ft) diameter thickeners and 30 Pachuca tanks. The original mill complex was tripled in size after large additional gold reserves were discovered at a depth of 600 m (1,970 ft); and the deposit is now being exploited by both open- pit and underground workings. Ore is ground in semi-autogenous mills with the free gold being recovered into a high-grade concentrate on shaking tables. Table tailings are purnped to duplex spiral classifiers in closed circuit with the grinding mills. Classifier overflow is then thickened before being transferred to the Pachuca building where cyanidation takes place. An ion exchange resin is then added in a countercurrent

Ultrasonic-atlenuation changes due to the formation of free dislocations have been observed during tensile tests of magnesium and LiF single crystals and samples of polycrystalline Results on the LiF and samples are similar: A preyield attenzration increase is observed which, however, be-corlzes smaller as the magnitude of the drop in load al yielding increases. This indicates that the yield point observed in these materials is due to dislovation rather than dislocation unpinning and that the initial density ' free dislocations must be low if the yield point is to be sharp,. Tests on the magnesium ere conducted at both 27" and 200C. Magnesium has the unusual property that the yield drop is larger at the higher test temperature and is accomplished by a decrease in attenuation. The latter is due principally to the temprovary pinning of detained dislocations by highly solute atoms. After strain aging., a stress as low as 0.3 bur suffices to unpin dislocations; microstrain measuements of sufficient sensitivity should. reveal plastic flow at stress levels this low IN another paper,' we describe the technique of simultaneously observing ultrasonic-attenuation changes and plastic microstrain during deformation of spher-oidized carbon steels. Changes of ultrasonic attenuation indicate damping effects caused by the oscillation of long, freely moving dislocation segments. Simultaneous microstrain measurements are used to indicate total dislocation motion. The dislocation-damping observations are most useful in the study of the early stages of deformation where the dislocation density is low and the plastic strain is small and relatively difficult to measure. Particularly interesting results are found in materials which display sharp yield points. Observations of these phenomena are reported here for three materials: single-crystal LiF and magnesium, and poly crystalline molybdenum. EXPERIMENTS Dislocation-damping effects were observed by measuring changes in acoustic attenuation with the ultrasonic-pulse method. The end faces of each of the specimens were ground flat and parallel and a quartz 10 Mc per sec, x-cut transducer was attached to one face. The bonding agents used were: a) "Nonaq" stopcock grease with magnesium, b) beeswax with LiF, and c) salol with molybdenum. With the LiF, the best acoustic signals were obtained at 45 and 50 Mc per sec; all other measurements reported are at 10 MC per sec.
