The Pacific rim countries, comprising more than half the globe, represent a complex mix of developed and developing nations. The area comprises a large segment of the industrialized world. Within its boundaries are also found many of the world's greatest mineral resources largely concentrated in the less developed countries. The conflicting objectives of these developed and developing nations are giving rise to changes in the traditional patterns of world resource development. Powerful political and socio-economic factors affecting the world today are having a great bearing on natural resource developments in the Pacific basin. New forms of partnerships have been emerging in developing nations which have had a great impact on the mining com- munity, lending institutions, as well as political relations. The United States and Japan have been substantially responsible in the past for the development of natural resources in this area of the world. Their role, however, is undergoing significant metamorphosis. The rapidly changing economic and social environment in the developing countries is producing new tensions which affect future collaboration between producers and users of natural resources. To understand current problems, I believe, it is worthwhile to examine historical trends in this area which may help defining alternatives facing us in the future. In modern times the United States was the first country in the Pacific basin to start development of resources on a massive scale. MR. ECKLEY B. COXE, in his able and interesting paper on " The Preparation of Small Sizes of Anthracite,"* read and discussed at the Glen Summit Meeting, October, 1891, refers to the reputed immense amount of coal contained in the culm-banks, which are the unsightly accompaniment of every mining operation in the anthracite coal-regions. Mr. Coxe thinks the available amount and value greatly exaggerated, giving among his reasons (1) the spoiling of the culm by mixing with other refuse; (2) its deterioration; (3) its destruction by fire ; and (4) frequent failures to realize expectations as to the size of the banks. These points are undoubtedly important factors in determining the advisability of working any individual bank, but they have a varying influence in the several regions, some prevailing more in one than in another. Although the amount of fuel lying waste in these banks is still an uncertain and undetermined quantity, yet no one can visit the Schuylkill region without being impressed with the fact that a considerable amount of culm, too valuable to be left merely to the mercy of the elements, surrounds and encumbers each site of an old or present colliery operation. The rapid increase in the number of washeries, and the demand for leases on old culm-banks, shows that, in the Schuylkill region at least, the question of deterioration doès not play an important part. The competitive market potential for solvent-refined coal is estimated and the market advantages are enumerated. Markets are possible in combustion, railroad locomotion, and carbon electrodes. The combustion characteristics are consistent with expected air pollution restrictions on the emission of sulfur and particulate matter. A market potential of sufficient size exists to support the initiation of solvent refining in the United States. The market analysis should help fuel producers determine the advisability of their undertaking solvent refining of coal.

The objective of this program was to conduct dust surveys at six longwall sections having double-drum shearers, that were regularly in compliance, and to identify the dust control techniques that were the most effective. As each of the mines selected had a record of regular compliance with the Federal Dust Standard, all sampling was "short-term" (often less than 30 minutes) and no attempt was made to relate the survey results to dust-sampling results obtained by the companies for compliance purposes. The sampling procedures (1) used during this survey were developed jointly by the Bureau of Mines and Foster-Miller Associates, Inc. In addition to monitoring dust levels, measurements were also taken throughout the shift to monitor airflow along the face and water usage on the shearer. This program was a cooperative effort of the Bureau of Mines and the Mine Safety and Health Administration (MSHA). RESULTS CUTTING SEQUENCE - WORK LOCATION At all mines surveyed, an important factor in controlling dust exposure at the shearer is the design of the cutting sequence so as to allow the shearer operator to work most of the time on the intake-air side of the lead drum. It is generally accepted that most of the dust generated by a double-drum shearer comes from the lead drum, which in the raised position normally takes a full sump. Because the position of the drum that is in the raised position determines the horizon control, the operator must be close enough to carefully monitor its operation. Therefore, his position relative to the lead drum has a significant effect on his dust exposure. Dust profiles, such as those constructed from data collected at Mines A and B (Figure 1), show the large gradient in dust concentrations that can exist between the intake and return air side of the lead drum. When the primary cut is taken head to tail, the lead drum is downwind and dust levels can be maintained at a low level until air has passed the shearer (Mine A). Thus, shearer operators can stay in relatively uncontaminated air. When the primary cut is taken tail to head, the lead drum is upwind of the shearer controls, resulting in higher dust concentrations at the shearer operator's work location (Mine B). At the mines where this cutting sequence was used, it was company policy for the shearer operators to walk on the intake side of the lead drum, returning to the controls only to adjust the height of the lead drum. DIRECTED WATER SPRAYS AND PASSIVE BARRIERS It is not always possible to keep the shearer operator on the intake air side of the lead drum. Various techniques have been tried to keep the dust generated by the shearer away from the machine operators when they work adjacent to the shearer. At all mines visited, the external water spray nozzles were directed so that dust from the shearer was directed downwind and toward the face, and away from the shearer operators. The effectiveness of using external water sprays to keep dusty air close to the face was noted during Bureau of Mines efforts to develop improved water spray systems (2). Laboratory and underground tests showed that water sprays located properly and directed downwind can create aiflow patterns that move dust generated by the shearer toward the face and away from the shearer operators. Inquiries are frequently made concerning the chalk- and clay-beds of Arkansas, usually with a view to the manufacture of Portland cement. The chalk-deposits were first described by Professor R. T. Hill in the annual report of the Geological Survey of Arkansas for 1888, vol. ii., pp. 153-162. Since the publication of that report I have visited localities then unknown, and have accumulated considerable additional information concerning these deposits, dl of which is brought together in the present paper. My report upon the clays of the State has never been published; only a few of the more conveniently available deposits are mentioned in the present paper. The Chalk-Deposits. Stratigraphic Position of the Chalk.—The chalk-deposits of Arkansas belong to rocks of Cretaceous age. The Cretaceous rocks are confined to a single definite area in Southwest Arkansas. Beginning on the Ouachita river, a little northeast of Arkadelphia, its southern or upper margin follows a line about five miles southeast of, and approximately parallel to, the St. Louis, Iron Mountain and Southern Railway from Arkadelphia

WHEN, in April, 1892, the writer began experimenting with the cyanide-process, it had already proved a success in the treatment of tailings, but had not become an important factor as a primary method of ore-treatment. The Livingston, Colorado, mill was running a few small agitators; the Mercur mill, in Utah, was said to be a success, but was " closed down to increase capacity; " and Mr. A. B. Paul, in Shasta county, California, was running ore'through a stamp-mill into leachingvats, using a weak cyanide solution in the battery. Mills had been, or were being, erected in Arizona; on the Comstock lode; and in South Dakota. Some of these never started, and several were shut down or remodelled for other processes. Altogether, the outlook was anything but favorable. Many of these mills were planned to make use of agits tion, and a cyanide solution containing at least 1 per cent. of potassium cyanide was employed. Since then the improvement of the process, both chemically and mechanically, has placed it among the recognized successful methods of oretreatment. Within the past year I have visited a large number of cyanide-mills, and have collected considerable data, of which I publish enough herewith to give an idea of the development of the process and of the methods followed in the principal mills. With the exception of the Vancouver Island coal, all the western coal-fields owe their present development to the completion, in the autumn of 1886, of the Canadian Pacific railroad. While it could not be expected that a very great deal could be accomplished in three years, enough has been done to pretty thoroughly establish the coal-bearing areas and their correspondence with those which have been developed to the south of the boundary along the lines of the transatlantic railroads in the United States. This summer I visited some of the important developments in the coal areas of Washington Territory, largely with the object of being better able to appreciate the corresponding coal-bearing areas in British Columbia to the north. In Western Canada, coal-bearing rocks have been found in three zones: 1. In the plains to the east of the Rocky Mountains and in the eastern flanking ranges, the coal occurs in the Cretaceous formation (including the Laramie). 2. In the interior plateau of British Columbia, the coal is found in the Tertiary formation. 3. On the coast of British Columbia, Cretaceous and Tertiary rocks are found carrying coal, and on the Island of Vancouver the well known Nanaimo coal has been worked for years in the first named formation. In all of these zones, the coals vary from lignites up to higher grades, the factor determining quality being the amount of pressute to which they have been subjected. The intensity of this pressure is generally shown by the disturbance which the coals exhibit, and, in many cases, is almost directly in proportion to the distance of the deposits from mountain ranges. This seems to be also the opinion expressed by Mr. Bailey Willis in connection with his Census Report on the coals of Washington. It has been elsewhere stated

The material presented in this paper has been gathered by the writer during a long and varied experience on matters pertaining to the quicksilver industry. During the past 18 years he has visited practically all of the quicksilver mines of the United States and has had occasion to review the literature on quicksilver mining the world over. In a previous publication1 the conclusion was expressed "that the greatest opportunity for increasing the economy in quicksilver production lies in giving more attention to the geology of the deposits ... " The present paper is a contribution toward that end. Due to a lack of correlation of the observed facts, a great deal of confusion exists in the views of various writers concerning the mode of occurrence of quicksilver ores. This paper attempts to show that certain common factors underlie the formation of all quicksilver orebodies. It attempts to present a framework on which to marshall the observed facts and thus make clear the interrelation of various observations which at first sight appear to be contradictory. The material presented is fragmentary in many respects and it is hoped that readers familiar with the deposits mentioned may supply the deficiency. The reader is asked to refer to the publications cited for maps and additional information on the individual orebodies, as this review, in covering so much territory, must necessarily confine itself to a bare outline of the facts concerning each occurrence. The writer hopes that this paper will elicit comment and criticism from the many competent men interested in the quicksilver industry and to all of them he would express his indebtedness for the many courtesies that they have extended to him at various times in the past. Theory op Primary Concentration The mode of occurrence of any given orebody presents an individual problem to the miner engaged in exploiting it. No two orebodies are exactly alike in their geological relationships, therefore an understanding, in detail, of the geology is necessary if the orebody is to be exploited in the most economic manner.

AS the Petroleum Division rounds off the first quarter century since its evolution from technical committee status, there steps to the long line of notable men who have presided over its activities a young man, currently of Tulsa, one Herbert F. Beardmore by name. For one year, as Chairman for 1946, the Division will be his oyster. hi; baby, his responsibility. "Herb" Beardmore was born at Columbus, Ohio, Feb. 6, 1904, and lived there until he was thirteen. Then his family moved to Oklahoma City, and later sent him to the University of Oklahoma, where he graduated in 1925 with a B.S. in engineering geology. His final year in college was the first year in which a petroleum engineering course was taught at the school. Since his course of study so closely paralleled that of a petroleum engineer, he has frequently been spoken of as the first petroleum engineering graduate from the University of Oklahoma. Out of college he went to work as an oil-field roustabout in the Ranger, Texas, field for Jake L. Hamon. This work consisted of all manual labor phases of cable-tool operation and beam-pumping of oil wells. He moved in 1926 to Bartlesville, to become a gas engineer for the Indian Territory Illuminating Oil Co., where he was employed in gas-well drilling, gas production, and transportation, mostly in Osage County, Oklahoma.

As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

During November and December, 1907, four serious mine-explosions occurred in the Appalachian coal-field, which resulted in the loss of nearly a thousand lives and caused an eliormous damage to propcrty. These accidents attracted more than the usual attention; coal-trade and engineering papers contained many comments and suggestions on the cause and prevention of accidents; the daily press in many instances condemned the coal-operators and charged these accidents to their negligence, or their anxiety to make money without adopting precautionary measures. Immediately after cach accident the respective State authorities ordered close investigations to be made, with the view of establishing the cause and suggesting remedies to prevent recurrence. Representatives of the Technologic Branch of the IT. S. Geological Survey, to whom the investigation of mine-accidents had recently been delegated by the Secretary of the Interior, visited the mines and co-operated with the local authorities in their determinations. It may be safe to say here that an investigation of a mine after an explosion has occurred discloses but little, because the causes hare been removed and conditions have been entirely changed. On Jan. 8, 1908, the coal-operators of West Virginia organized an association at qTashington for the purpose of making extensive investigations, and sufficient funds were pledged to carry out this work. At this organization meeting, the representatives of the Geological Survey present had no suggestions to offer as to the cause of these accidents. An examinatiou of the various reports concerning these accidents indicates that the explosions were caused by the ignition of gas or dust; they show the point of origin and the direction in which the force was expended, and give a detailed description of the damage done. THE attention of the members of the Institute of Mining Engineers is asked to a description of the minerals of Southwestern Pennsylvania, as representing the minerals of an enormous area, stretching continuously, with local variations, along the western slopes, and at the base of the Alleghany Mountains, through Western Pennsylvania, West Virginia, and Kentucky, and destined to play no mean part in the future of the iron trade of the country. The particular locality is at and near Dunbar, in Fayette County, where the most careful examinations and extensive developments have been made. The deep gorges cut by the Youghiogheny and Monongahela Rivers, in their passage through the mountains and lower lands, give admirable facilities for observing the measures lying between the sandstones of No. 11 and the upper coal measures. Apart from its varied mineral and agricultural resources this section of country has great historic interest attaching to it. It was down the Monongahela that Braddock led his ill-fated army to its defeat under the walls of Fort Duquesne, and it was up the Youghiogheny River and Dunbar Creek that the shattered remnants hastily fled to gain the camp of Colonel Dunbar, the second in command, who was entrenched upon a high knob, at the head of the creek which bears his name, and which is still known and visited as Dunbar's Camp. Numerous streams, runs, and localities preserve the names of the guides and pioneers who accompanied, in early colonial times, young George Washington, who was pushing his surveys into the trackless and hostile wilderness, and many of them taking up large tracts of

The oxidation of uranium carbide by oxygen at various pressures, and by air, has been investigated at temperatures up to 600°C. Arc-melted and cast uranium carbide displays oxidation behavior that appears to be dependent on its treatment after melting. ccReactive" uranium carbide, which results from exposure of freshly melted material to laboratory air, ignites in oxygen at about 275° to 350°C depending on pressure, and in air at about 350°C. The product of the initial oxidation appears to be UO2+.. Continued heating produces U30,. The initial oxidation rate is poportional, roughly, to the square root of the oxygen pressure. The activation energy determined for the initial oxidation reaction is 7.1 kcal, from 400° to 600°C in 10 mm of oxygen. AN investigation of low-decontamination methods for reprocessing uranium carbide reactor fuels is being carried out at Atomics International. One of the reprocessing cycles includes oxidation of the fuel at relatively low temperature (300° to 500°C) and reaction of the product oxide with carbon at elevated temperatures (above 1500°C) to produce uranium carbide. A number of small-scale experiments have been carried out in which uranium carbide was oxidized in air and oxygen at various pressures to measure reaction rates and to obtain other information concerning the oxidation process. In initial experiments with arc-melted UC, ignition was observed at about 275°C in oxygen or 350°C in air. However, similar experiments by Neymark' at 426°C in air showed no ignition. It was soon determined that the difference in oxidation behavior was due to the treatment of the UC following arc-melting. The Institute, in June, 1881, visited Low Moor in Alleghany County, Virginia, on the Chesapeake and Ohio Railway, seven miles easterly from Covington. Having occasion myself, a few days later, to make a very hasty geological reconnaissance of the iron-ores there, and finding them to be somewhat different in age from what was said to be the opinion of some of those who were there with the Institute, I have thought it worth while to bring the matter up again at the present meeting. According to the opinion quoted, the principal ore-banks belong to the Oriskany sandstone; and that seems to be the view entertained of the same ore in that region by Prof. Wm. B. Rogers in his reports of 1837 and 1838. it is likewise given by Prof. J. L. Campbell in a paper on the Rich-patch iron region in The Virginias for December, 1880 (vol. i., p. 189). A comparison, however, of the section at Low Moor with sections in Pennsylvania, shows clearly that the main ore-bed is the same as that of the bottom part of the Marcellus shales (part of Pa. and Va., No. VIII), a short distance above the top of the Oriskany sandstone (No. VII). The Upper Helderberg limestone is absent at Low Moor, as indeed it is at many places in Pennsylvania, and that is perhaps the reason why the ore has been thought to belong to the Oriskany sandstone. The ores and their accompanying rock-beds, are exposed in three or four folds near the Low Moor iron-mines on Fork Rim and, as described and pointed out by Mr. Geo. T. Wickes, who had in his management of several years' duration become well acquainted with them, are as follows, from above downwards:

Within the last year or so, a great deal has been heard about Southern iron ; even the Eastern markets have felt the effect of the cheap Alabama ores and coals, and public attention has again been drawn to what is now getting to be an old story—the great mineral wealth of the South. The following paper is based on a report prepared several years ago for a special purpose; but since then, through association with Mr. C. B. Going in a large analytical practice and as chemists to the Queen and Crescent Railway, I have had opportunity to increase my material so greatly that the present paper is really a completely different work. I am under very great obligation to Mr. Going, without whose assistance my work would have been very incomplete, and have also been materially assisted by Mr. F. P. Dewey, of Washington, and a host of gentlemen connected with the railroads and furnaces of the South. The arrangement of this paper is not all that could be desired. Some localities of importance are very poorly represented, both in the description and the tables of analyses. This, however, was in most instances unavoidable, as the study has been done ill the intervals of professional work. OWING to the large area included in the Yellow Pine mining district, and the-varied nature of its mineral deposits, a detailed geological description of the district could be covered only in an extensive monograph. This paper is intended as a description of the most prominent geologic features only with special reference to those of economic importance. The first mention of the district was in 1903 by J. E. Spurr,1 who briefly describes the structural geology of the Spring Mountain range. In 1906, H. F. Bain2 briefly described the Potosi mine. James J. Hill,3 of the United States Geological Survey, visited the district for a brief period in 1912, the result of which is an excellent reconnaissance report, covering the district in some detail but necessarily with brevity. Since that time, articles covering special features of the district have appeared in the technical press, including some by the writer, and a notable description of the Boss mine, by Adolph Knopf,4 appeared in 1915. Development of the district during the past few years has progressed so rapidly and with so many notable discoveries, particularly with reference to the rare metals, that a further description at this time may prove of interest. The writer's acquaintance with the district is based on 7 years' continuous residence in the vicinity, beginning with the spring of 1910.

This report outlines the various features of modern blast-furnace practice with brief comments thereon, and with references to some of the more recent methods devised for applying the principles and attaining the purposes aimed at' under these headings.. In general, the trend in the United States is in the direction of larger and larger furnaces with ever increasing capacity from which, with improved details in methods and equipment, and attention to details of management, considerable progress in. economy of production has been attained, in fuel consumption and in other items of production cost.

Within the past few months I have had occasion to visit and examine the area of country in Gunnison county locally called the Gold Belt and extending from the Cebolla river on the west to the head of Taylor Park and the Sawatch range on the east. The region including the "belt" may be hided topographically into two parts, a northern and a southern one. The former is characterized by lofty mountains and deep canons, with occasional parks and wide valleys. Most of it is included in the granitic system of the Sawatch range, with local patches of the Palaeozoic sedimentary rocks, more or less traversed by great bodies of porphyry and other eruptive rocks. The southern portion, on the other hand, is characterized by comparatively low, rounded hills of schist and sahistose gneisses, underlain by coarse, massive granite, which outcrops locally in small, and sometimes in large, patches. These hills also sometimes form table-lands by reason of overflows of lavas, such as andesitic breccia, rhyolite, trachyte and basalt. The leading geological feature is that of a schistose area of width and extent unusual for Colorado. These schists and gneisses are of pre-Cambrian age; but whether assignable to the Algonkian or to some older system has not been determined. The granite which occasionally outcrops from beneath these schists is, I think, of true eruptive character, since its mode of occurrence indicates a once molten, or at least highly viscous or plastic, condition. Thus, we may observe, included in its mass, numerous fragments of schist, almost like a coarse, volcanic breccia. Again, at its immediate contact with the schists, which often stand vertically upon it, the pediments of the latter are fused into the granite, and granite tongues and veins run up amongst the schists, as only a molten or viscous

THE mining methods adopted in Japanese mines are less known to the mining world than those of other countries, owing to the geographical remoteness, but they present many features of interest to mining engineers. The Ashio copper mine is at the village of Ashio, in Tochigiken, about 109 mi. (175 km.) from Tokyo by the Imperial Government railroad. The area of the concession owned by the Furukawa Mining Co. is 5000 acres (5023 ha.). The mine was formerly divided into three, viz.. Honzan, Kotaki, and Tsudo, which are distant 3 mi. (4.8 km.) from each other as shown in Fig. 1. However, in 1914, when the writer was general manager, the three mining plants were amalgamated into one with the result of simplifying the working projects and increasing the operat-ing efficiency. The mine was visited-by the Institute party in November, 1911, when Mr. K. Inouye was the general manager. Shortly afterward, the writer was appointed manager, and, in 1915, he was succeeded by Dr. K. Asano. At the end of 1917, Mr. K. Kibe became general manager and, after two years, was succeeded by the present manager, Mr. I. Sugimoto-. For some time Dr. J. Kojima was acting general manager. It is needless to say that the gentlemen mentioned are all members of the Institute, as is also Baron T. Furukawa, president of the company. Since the discovery of the enormous masses, called "kajika" or "bullhead" deposits; which the writer has described elsewhere,' the mining methods have been varied to meet the different conditions presented by these deposits.
