AN unusually interesting meeting devoted to the discussion of the ways and means of improving coal mining practice, through the larger use of machinery underground, was held in the Auditorium of the Engineering Societies Building on March 11. The meeting was organized by the Materials Handling Division of the A. S. M. E. and held under the auspices of the Metropolitan Section of that Society and the National Coal Association. The New York Section of the A. I. M. E., which had been invited to participate, found itself unable to do so formally because of a conflicting date for its March meeting but informally did its part to aasure the success of the meeting. As a result of the discussion at and preceding the meeting, the National Coal Association, through Walter Barnum, chairman of its research committee, has asked the A. S. M. E. and A. I. M. E. to join the Association in a study of the present problems of the bituminous coal industry. Messrs. Harry L. Gandy, Calvin W. Rice and H. Foster Bain have been selected to act as a committee which shall develop plans for a joint program.

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

Operating properties of Bancroft Mines Ltd. are in the Western Province of Northern Rhodesia, just south of the Katanga border and at the north- western end of the Rhodesian Copperbelt. The concentrator, above, was commissioned in January 1957 to treat 150,000 tons per month of ore derived from the nearby Kirila Bomwe South orebody, and the Konkola orebody eight miles away. The Konkola orebody is comparatively low grade and mining was discontinued there in early 1958. Development work on the new mine at the Kirila Bomwe North orebody commenced in 1959. Today, the plant treats approximately 150,000 tons of ore per month from the Kirila Bomwe South orebody and development ore from the north orebody. Ultimately, 100,000 tons of ore per month will be produced from the north orebody.

INTRODUCTION Post-Lower Ordovician karstification on a continental scale produced a wide-spread paleoaquifer in the upper portion of the Knox Group of the Southeastern United States. The presence of economic zinc deposits in the Knox of Tennessee is considered to be a con- sequence of this paleoaquifer(1). During The New Jersey Zinc Company's initial exploration of the middle Tennessee region the known artesian nature of modern Knox water and its potentially adverse effect upon mining activities was a matter of concern. This concern intensified as a mining situation appeared imminent and a program of hydrologic investigation was begun in early 1969 and continued through August 1972. The preliminary findings of this work were reported at the AIME World Symposium on Mining and Metallurgy of Lead & Zinc in 1970(2). This paper presents additional data acquired during subsequent stages of the program and relates the hydrologic relationships to the overall geologic framework of the area. PHYSICAL GEOGRAPHY The Elmwood mine is 85km east of Nashville and 8km southeast of Carthage in Smith County, Tennessee (Figure 1). Its physiographic location is in the Central Basin of Tennessee, a basin resulting from erosional breaching across the Nashville Dome of the Mississippian strata which now form the bordering Highland Rims. Both the Central Basin and Highland Rims are divisions of the Interior Low- lands Province. Outcropping rock units of the Central Basin are predominantly Middle Ordovician limestones with scattered high hilltops capped by Devonian and Mississippian strata. One outlier

COUNTRY RISK ANALYSIS A company operating in a foreign country assumes all the risks that it would at home. However, beyond these, it assumes risks that arise from the unique political economic, financial conditions of the foreign country which it operates. These risks are known as "country risks". The importance of these risks has grown appreciably in the recent past (particularly in the aftermath of Iran's revolution in the late 1970s and Mexico's debt rescheduling of 1982-83), and as a result, country risk analysis has become an increasingly useful management tool. Country risk analysis seeks to assess the probability that countries will service their aggregate foreign liabilities on time, as well as the probability that country conditions could inhibit the debt service capability of private sector debtors. This involves assessment of both the ability and the willingness of countries to meet their external liabilities in a timely fashion. "Ability" is linked economic and financial variables: principally, a country's economic structure, foreign exchange generating capacity and debt service burden. On the other hand, "willingness" is tied to political factors: mainly the economic/financial orientation of government policy and the stability of economic decision making. Ability: Economic, Financial Conditions and Prospects Judgement of a country's ability to meet foreign financial obligations begins with a detailed study of a country's external balance sheet which compares the country's foreign liabilities and assets. Table 1 below presents country balance sheets for Mexico, Korea and Indonesia. On the other hand, the relationship between Korea's external liabilities and assets ($50.5 billion and $7 billion, respectively), is more favorable and helps explain why Korea has been able to meet debt service payments and maintain its access to the international capital markets. Indonesia has even a more favorable relationship between its foreign assets and liabilities, $31 billion and $9 billion, respectively, and its debt is mostly lower interest rate, non-bank debt, making for a less onerous debt service burden. After the balance sheet, the analysis turns to a comparison of the country's foreign exchange earning capacity and its prospective financing requirements, that is, the country's future earnings stream

The portion of the Nb-Sn phase diagram between 75 and 79 at. pct Nb at temperatures near the liquidus has been investigated by melting alloys of known composition and examining the microstmc-tzlres resulting when these melts were quenched. The Nb-Sn samples were contained in magnesia sleeves, and were mounted in a high-pressure apparatus. It was shown that Nb3Sn me1ts by a peri-tectic decomposition and that the composition of the compound Nb3Sn at the peritectic horizontal lies between 77 and 78 at. pct Nb. Analysis of the phases present in the samples was accomplished by anodic staining techniques and an electron-microbeam analyzer. DURING the past several years a great deal of work has been devoted to the Nb-Sn system, and the bulk of this work has been primarily concerned with the intermetallic phase Nb3Sn. However, the melting characteristics of Nb3Sn have not been investigated because of the difficulty in maintaining known compositions due to tin losses by vaporization, and the added difficulty of containing Nb-Sn alloys without sample-container reaction at the high temperatures involved. This paper reports on the development of a technique for containing Nb-Sn alloys under pressure high enough to prevent tin losses at temperatures in excess of the liquidus. Using this technique, melts of known composition were made and a phase diagram near the liquidus is proposed based on the microstructures resulting when these melts were quenched. EXPERIMENTAL The Nb-Sn alloys weighing 0.7 g each were prepared in the form of cylinders. Niobium powder, -200, +325 mesh, and tin shavings with a minute amount of tin powder for a binder were mixed in the desired proportions and cold-pressed at 50,000 psi in a 0.150-in. die. This cylinder was then enclosed as shown in Fig. 1, and the entire arrangement mounted in a 2.6-in. pyrophyllite tetrahedron.' The desired temperatures (-2500°C) presented several problems in high-pressure container materials. Boron nitride, the usual sample holder, was found to react with niobium to form the nitride. However, MgO cans and plugs machined from refractory rods did not melt nor react with the sample. Thick tantalum contact disks were used to carry the large currents (~450 amps) to the graphite heater, since tantalum did not melt and had enough strength to prevent extrusion of the sample. It was further observed that the graphite heater and tantalum disks could not be in direct contact with the pyrophyllite because it melts and decomposes at these temperatures to kyanite and coesite (SiO2),2 the former reacting with graphite and the latter with tantalum to form the silicide. The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

The history of Niagara Falls, as currently told, is simple, and by that very simplicity it has been rendered plausible. AS the story runs, the Falls were once situated at Lewiston, 7 miles to the north of their present site; and, since all the rocks in this section are alternate hard and soft strata, the waters acting readily upon the soft shales caused their removal, and the overlying hard lagers, deprived of support, broke down under the weight of the large volume of water that rushed over them; and this erosive action has sent the edge of the fall more and more southward, until it now has excavated the seven-mile gorge between Lewiston and the village of Niagara Falls. (See Fig. 1.) As early as 1790" we find this theory advanced in a description of this region; and it has been practically endorsed by subsequent observers, the most prominent of whom was Prof. James Hall, the State Geologist of New York, who surveyed the Falls in 1841, and gave the most exact description of their surroundings in the publications of the State Survey.? Not until 1883 was the correctness of the accepted theory of the Falls questioned.‡ The geology of the basins of the Great. Lakes, as elucidated by Newberry,§ Speneer,ll and others, has added largely to a clearer understanding of the life-history of the Falls. The investigators have shown us that Lake Erie, as a lake, is, geologically speaking, quite young; that its valley was excavated in pre-glacial times by a series of rivers; and that the Maumee, Sandusky, Cuyaboga, Alleghany and other rivers carried the drainage of the surrounding

Basic laboratory tests on trona and the surrounding shales initiated the Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strength, Mohr's envelope, the biaxial stresses at failure, and creep were investigated. A series of underground problems were then approached using this information and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line were studied. After about 30 stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investi- gate a possible application of warning devices near the cave line. A study of mine reorientation was made. Problems related to the shape and size of pillars and barriers were studied. The effectiveness of roof bolting patterns was examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program. Without this system, mining in more than one instance would have been next to impossible. Indeed, from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars. The Westvaco trona* mine is located near the town of Green River in the southwestern corner of Wyoming. It is owned and operated by FMC Corp. on land leased from the US Government, the State of Wyoming, and the Union Pacific Railroad. A rrevious paper1 reviewed some of the properties of clays and shales and presented some data on the nature of the gelling phenomenon. It included a brief discussion of origin of clays and shales, their composition, structure, retention of water, ionization, base exchange, and the nature of the gelling of water suspensions. Other publications of the Institute2-8 have discussed the properties of clays and their relations to drilling-fluid behavior and control. It is the purpose of this article to present some new data obtained and arranged in a different manner and making possible a better understanding of the chemical reactions involved in the control of drilling-fluid characteristics during the normal drilling operations. Experimental Procedure The difficulties involved in the measurements of the flow characteristics of plastic fluids are too familiar to recite. The possible applications of some of the well-known instruments to this problem have been adequately discussed by Hobson9 and he has given an excellent bibliography. Although there are many viscosimeters of varied design, none of them appear to fulfill the most obvious demands of accuracy in the measurement of clay or shale suspensions. Since the fluid characteristics are dependent on the rate of flow of the fluid, and the viscosity usually falls off very rapidly as the rate is increased, it is clear that the first requirement is that the instrument shall be capable of a wide variety of speeds. The viscosity of the fluid at any fixed and constant rate of flow is also a function of time, so that the second demand is that the instrument shall be capable of a constant and continuous motion for a prolonged period of time.

THE hardenability of most steels can be predicted within 10 to 15 per cent provided the complete chemical composition is known, including "incidental" elements; and provided the as-quenched grain size is known; and provided, finally, that the composition and heating temperatures for hardening are such as to result in austenite free from carbide particles. In method proposed herein, the steel is considered as having a base hardenability due to its carbon content alone (the hardenability of a ''pure steel" of the given carbon content, without any other elements), and this base hardenability is multiplied by a multiplying factor for each chemical element present. After multiplying all these together, the final product is the hardenability. Grain sue may be taken into account either in the base hardenability or after the multiplication. Hardenability is stated in terms of "ideal critical diameter"; namely, the diameter of bar, in inches, that will just harden all the way through (absence of un- hardened core) in an "ideal" quench, and the calculation may also be related to the Jominy test. The data bring out certain features rather clearly. For example: I. It is quite useless to attempt to predict hardenability unless all elements, including "incidentals," are known; thus an "incidental" chromium content of 0.20 per cent increases the hardenability by about 50 per cent. 2. The relative effectiveness of different alloys is sometimes unexpected; thus molybde- num when calculated in this way appears to be of the same order of effectiveness as manganese, rather than much more powerful as wouldappear to be common experience; observe that an increase from no manganese to 0.20 per cent Mn provides a multiplying factor of 1.67, and an increase from no molybdenum to 0.20 per cent Mo provides a factor of 1.63, an increase of over 60 per cent in each case. However, if to a steel containing 0.50 per cent Mn there is added " 20 points of manganese," the factor is raised from 2.65 (for 0.50 per cent Mn) to 3.35 (for 0.70 per cent Mn), or an increase of only 26 per cent. Thus the first small addition of an element has a much more powerful percentage effect than an equal further addition when some is already present, and in most cases the effect of molybdenum is considered in relation to a steel in which molybdenum is absent. 3. If two elements are equally effective, a greater hardenability will be obtained by using, for example, 0.5 per cent of each than by using 1.0 per cent of either of them alone. 4. A knowledge of the as-quenched grain size is essential for precise work, since a difference of only one grain size number (say No. 7 instead of No. 6) makes a difference of almost lo per cent in hardenability (in these units); this, however, does not apply to certain steels of high hardenability. It should be emphasized that in chromium steels (over 0.30 per cent Cr) and chrome- molybdenum and chrome-vanadium steels, undissolved carbides are likely to be present in the steel as quenched, and that in such cases the charts can indicate only a maximum possible hardenability, whereas the extent of hardening actually obtained may be much less. Thus tests on a number of chrome-molybdenum steels have indicated a degree of hardening amounting to only 50 to 65 per cent of the maximum possible, and in chromium steels from full hardening (100 per cent) down to as low as 70 per cent. On the other hand, when the amount of such elements is small (Cr under 0.30 per cent, Mo up to 0.25 per cent in the absence of Cr, and V up to 0.04 per cent), the charts provide reasonable approximations. The precise figures on the charts are suggested as tentative, subject to some modification as more data accumulate, but the fundamental concept appears to be supported by tests made on a wide variety of steels, a few of the correlations being shown in Fig. I.

My. first paper, read at the Cobalt Meeting of the Institute,1 July, 1907, dealt with the behavior of a small Wilfley table when concentrating galena from quartz, the table being fed with natural products, with sized products; and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of, lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test, however, I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the contents in copper 8.80 per cent. Through the kindness of Mr. H. 0. Cummins, this material was obtained from Shasta, Cal.,in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg: or less.. As a consequence of the smallness of the 'quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

What is a conflict, as it is understood by men of the extractive industries? And what are the circumstances out of which these conflicts arise? A start can be made with the notion of economic conflict, which can be defined as rivalry over the use of economic resources. Such rivalry is a central part of all economizing activity. It is present within the individual, within the family, and within the business firm. In each of these units there are multiple goals competing for use of a limited income. And economic rivalry is present among individuals and firms who are competing with one another for use of the limited quantity of economic resources available to us as a society.

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."
