THE Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. HENRY M. Howe, Bedford Hills, N. Y (written discussion*).¬Mr. Foley's explanation of this interesting occurrence is perfectly reasonable. Possibly a word explaining the phenomenon more in detail may not be amiss. In the act of solidification each drop as it starts to solidify splits up into a half drop poorer in carbon and another half drop richer in carbon than the drop itself. The half drop poorer in carbon solidifies and attaches itself to-the already solid walls, whereas the half drop richer in carbon remains molten for the excellent reason that it is richer and hence is more fusible than the original drop, and hence in turn is wholly fusible at the existing temperature. Under usual conditions, as when the steel solidifies in a mold of any form, the successive molten half drops thus enriched in carbon remain present and by their enrichment progressively raise the carbon con-tent of the remaining molten mass, out of which successive half drops are continuously solidifying and attaching themselves to the already solid walls. BETA brass (consisting of approximately equal atomic proportions of copper and zinc) exists as a random solid solution at high temperatures, but at low temperatures [ ] an ordered structure is stable, with the copper and zinc atoms occupying alternate sites on the body-centered-cubic lattice. On cooling, ordering commences at a temperature of 450° to 490°C., depending on the composition. The degree of ordering progressively increases at lower temperatures until it becomes virtually complete at about 100°C. The electrical resistivity of the alloy illustrates the changes clearly (Fig. I). This type of reaction has been a favored subject for study by physicists. An [ ] excellent summary of the theory is to be found in a paper by F. C. Nix and W. Shockley.1 All published data on electrical conductivity, specific heat and other properties agree in indicating that the ordering reaction in beta brass takes place so rapidly that it cannot be prevented or even retarded by quenching. (written discussion *).-The principle involved in the Crowe vacuum precipitation process is so elementary and the apparatus required is so simple, that the whole subject affords scant material for a technical discussion. As. one prominent Colorado metallurgist recently remarked when asked to contribute to this paper: "The Crowe process is the biggest step forward since the early clays of the cyanide process, but there is nothing to write about; just put it in your mill and try it." The writer confesses to a similar feeling, but having been closely identified with the process since its inception in 1916, he is perhaps in a position to at least comment on the theory involved and to record some of the results that have been achieved in actual practise. In practising the Crowe process, the solutions to be precipitated are first vacuumized in a suitable dispersion tower; that is, thin films of the liquid are subject to the action of a vacuum within a receiver. All mining and milling enterprises must be based on adequate ore reserves. Reserves must be established by physical exploration, and the orebody should be of sufficient size and grade to insure recovery of capital invested in mine purchase, development, and mill construction and to provide a reasonable profit. Determination of these economic factors is so complicated, and present costs of mine development and construction so great, that analysis can be made only by competent persons qualified by experience in this field. What rate for maximum efficiency? Unfortunately, even today mills are built before deposits have been adequately outlined, and there are rusting monuments to such folly in nearly every mining region. Also there is a tendency to be guided by the philosophy that "if a little is good, a lot is better," which leads to the conclusion that mining at a given rate and making so much per ton will yield a profit of so many dollars per day. Consequently, why not build a mill to treat twice as much per day and make twice as much money?

.I. S. Huckaba (Western Machinery Co., Spokane, Wash.)—It has been my pleasure and privilege to be able to follow this work with the H.M.S. pilot plant very closely. This has been a very thorough and painstaking piece of work and will be of great value to the dense-media operators and manufacturers. Unfortunately time was not available to make an accurate comparison between this pilot plant and the commercial plant at Bellingham Coal Mines, both plants having Wemco drum separators. Briefly I would like to point out what I consider the most interesting finding of this work. Capacity: Very good results were obtained at a feed mte of 5.2 tons per hr in a 30-in diam by 24-in. long drum separator. The maximum capacity of this drum is not known but it is something over 5.2 tons per hr for the available area of 2.08 sq ft. This study is concerned primarily with a backward look at the projections made in the Report to the President by the President's Materials Policy Commission issued in June 1952. Only a few years have elapsed since the date of this report, but definite statistics available then were often not later than 1947. Today we have figures for the intervening years through 1957-virtually a ten-year span. What, if anything, has happened during this decade that was unexpected or wrongly appraised? In the light of more recent data and trends, will we be justified in modifying the longer-term predictions made in 1952? This study will attempt to answer such questions. Major sources and forms of energy will be considered from the standpoints of ultimately available amounts and the rates of production and demand. Electricity: The PMPC projections were made on the basis of an unexpected growth of about 10 pct per year. This was at a time when some experts in the field were assuming growth rates of not more than 8 pct.

Over the years, the rope changing procedure on the two double-drum San Manuel ore hoists has been streamlined and improved, so that a job that once required eight hours to complete is now finished in four. The ropes, constructed of improved plow steel, 6 x 25 filler wire, pre-formed, right lay, Lang lay with a fiber core and weighing 8 ½ lb per ft, have a 2 ¼ in. diam and are 3200 ft long. They have widely varying lives, but on the average a rope change on one of the two hoists is required every six months. When a rope change becomes necessary, the ropes on both drums of a hoist are replaced. Thorough planning and preparation are essential for efficient rope changes. A briefing session is held on the day prior to the change, during which the entire procedure is reviewed on a blackboard and discussed among the cable rigging crew. These discussions have led to many improvements that have been incorporated into the present rope changing procedure.

THE law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high, prices or deficiency in supply, the demand may be greater than consumption. The High Gradient Magnetic Separator (HGMS), also known as the High Gradient Magnetic Filter (HGMF), is an effective device utilized in magnetic separation. This method of separation is gaining popularity in the separation of submicron material containing feebly magnetics. The most common use of this type of separator is in the removal of iron stained particles to improve the brightness of kaolin clay. Potential areas for use of this magnet include: (1) desulfurization of coal (2) the clean-up of mill effluent (3) removal of fine particulate matter from municipal and indus¬trial waste (4) desulfurization of oil Design, operation, and applications of this separator are further dis¬cussed in papers by R. R. Oder (1975), and R. R. Oder and B. I. Horst (1975). This device is a system composed of an iron enclosure of high per¬mability material housing a set of electrical coils, a canister en¬closing a magnetic matrix (stainless steel wool), an electric power supply and a hydraulic system to maintain specified operating tempera¬ture conditions. See Figure 1.
