PERSONAL INJURY ACCIDENTS According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. NO one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

INCREASING realization that pouring and ingot-mold practices involve many factors of fundamental importance to ingot quality and general steel-mill operations has caused these phases of steelmaking to become major concerns of operators and metallurgists engaged in control of quality and costs. Methods of pouring steel from the ladle into the ingot molds have some direct effects on ingot quality. The mold itself governs solidification and dimensions of the ingot and in so doing exerts some very tangible influences not only on ingot quality but also on product yields and general steel-mill processing. In addition, practices are employed' in the handling of molds during daily open-hearth operations that are important to quality and production costs. Therefore, pouring and mold practices must be considered highly specialized and important steps in steel-mill operations. MOLD DESIGN Mold design is difficult to discuss in a precise manner because it varies greatly throughout the industry, both in theoretical concepts and practical application, and few well developed data are available. Most ingot molds are designed to meet conditions peculiar to a given plant wherein quality standards are dictated by end-use requirements, which may differ considerably, even for the same grade of steel. The mold designer must also consider the equipment available to process ingots and the product obtained from them. Such equipment, used for stripping, heating, blooming and finishing operations, is seldom, if ever, exactly the same in any two steel plants. Thus, pronounced contrasts in mold designs can be expected to continue, even among plants making strictly comparable types of product, particularly because some producers are just beginning to realize the benefits possible from specialized designs. PRECISE knowledge regarding the effect of heat treatment on the properties of steel has made possible the detailed specifications and instructions covering optimum heat-treating temperatures and practices that are in current use. A distinct contrast is presented by the metallurgical treatment of steel adjacent to a fusion weld, as such steel is subjected to each temperature from room temperature to fusion temperature, and cooled at a rate that is not generally controllable but is predetermined by the nature of the assembly to be welded, the kind of welding used, and the surrounding conditions. This is true regardless of the type of fusion welding: oxyacetylene, electric arc, thermit or flash resistance. Therefore it seemed desirable to investigate the effect of this metallurgical treatment on the characteristics of carbon steels commonly used for welding, by a detailed study of metal subjected to each temperature range; i.e., each heat-affected zone. Oxyacetylene welding was chosen for the investigation because of the experimental facility of accurately segregating and studying each temperature zone. The nature of the zones produced by other types of welding is the sane. The difference is primarily a matter of dimensions of each of the temperature zones involved. The advantages and disadvantages of the extent of the zone are of prime moment, and are discussed after the presentation of the detailed zone study. No mention is made of the fused metal proper, as this has been the subject of much published research and the nature of the solidified metal is fairly well known. Nomograms and charts are provided which permit rapid determination of the mold-casting interFace temperature and the speed of solidification when a semiinfinite ingot is cast into a semiinfinite mold. The physical properties of the mold, the frozen metal, and the liquid metal are not assumed to be equal, but they are assumed to be temperature independent. Aside from having a usable product and good mining conditions, the greatest asset for a profitable coal mining organization is an effective mine maintenance program. The first step in acquiring this is the presence of good mechanics-men who have a desire to be mechanics and who want to know more about the design and control of the machines in their charge. The knowledge and ability to be found in a good mechanic is the result of ambition, curiosity, and determination. With these qualities as a start, the aspiring mechanic can launch his career if he begins learning all he can about mechanics, electricity, and hydraulics. The path is rough, but the goal is rewarding. Mining machinery probably absorbs as much or more abuse than any other heavy equipment in use today. And when one considers the conditions under which much of the repair work must be done, it can be seen that the mine operator needs the best of men and tools to perform the service. MOTORS AND POWER SUPPLY Mining machines, from their inception, have utilized the electric motor; and down through the years of mechanization, this power source has undergone many changes to better adapt it to the job. The first motors used were large, heavy-framed, open d-c motors (direct current), using a series or shunt winding. A motor having one or more field coils connected in series and themselves in series with the armature, is called a series motor (Fig. 1). The series motor had the advantage of quickly developing starting torque, and it was, and still is, the best motor for locomotive or shuttle car tramming service. The series motor, however, speeds up as the load is reduced and, if not properly controlled, can overspeed. The shunt motor, as its name implies, has one or more field coils in

SINCE their comparatively recent development, the alloys of cadmium with silver and copper or nickel, and of cadmium with nickel alone, have been used somewhat extensively as liners for connecting rod bearings and main bearings of internal-combustion engines. In applications where, owing to high bearing loads and elevated operating temperatures, the life of bearings made from tin-base or lead-base alloys has been undesirably short, cadmium alloys have demonstrated considerable advantage. In applications where, because of deflection of the crankshaft or bearing supports, copper-lead bearing metals have resulted in scored shafts, cadmium alloys have been operated successfully. The somewhat serious drawback to these alloys in bearing service has been that they, in common with copper-lead and certain lead alloys, are susceptible to corrosion in the presence of lubricants containing organic acids. These acids may be fatty acids (such as oleic acid) derived from animal or vegetable oils that sometimes have been compounded with engine lubricants, or they may be compounds of an acid nature developed by the oxidation of some petroleum oils under operating conditions. The result of such acid attack on bearings is illustrated by the photograph, Fig. 1. The petroleum oils that are most readily oxidized to a corrosive condi-tion, and the operating conditions under which such oxidation most readily occurs, are now rather well known among the technical organiza-tions of both the petroleum and automotive industries. While means have been developed for inhibiting petroleum oils against such acid formation, the knowledge that this condition may be encountered has been a factor in restricting the wider use of cadmium alloys as engine bearings. It has appeared, therefore, that their value and use would be enhanced if they could be made corrosion-resistant to a degree compatible with the most severe operating requirements.

In the first report1 disks of steel of known composition and history were exposed, under carefully prescribed conditions, to impacts of explosion products resulting from the explosion of 50-gm. charges of explosives having well-determined rates of detonation, or to impacts of a weight of known mass, falling through measured distances. There were available at the Bureau of Mines Experiment Station five explosives, having rates of detonation of 5716, 4470, 3190, 2296, and 1523 meters per second. It being desired to continue this exposure downward, and no explosives with a lesser rate of detonation being at hand, resort was had to the impact of a falling weight, the differences in the velocity of impact being attained by varying the height from which the weight was allowed to fall. It was expected by this means to demonstrate experimentally that the development of Neumann bands was determined by the suddenness of the deformation of the metal in which they were produced. But while progressive deformations were obtained with the explosive charges, the falling-weight method failed because the tup was progressively deformed, also the disks were so flattened as to be unfit for metallographic examination. A return, therefore, has been made to the use of explosives as the source of energy, an air-gap being interposed between the charge of explosive and the disk, as the effect diminishes as the function of the distance between the charge and the object on which the products of its explosion, or the shock wave from its detonation, impinge. The details of the arrangement of the tests by the air-gap method were the same as those described by Foley and Howell,2 except that after the system had been set up and the desired apparent specific gravity for the explosive attained by tamping it, the small lead block, with the steel disk adhering

THE Tri-State zinc and lead-mining district is in the northeast corner of Oklahoma, the southeast corner of Kansas and the southwest corner of Missouri. The area throughout which active mining has been conducted is about 45 miles long and about 5 miles wide, extending northeasterly from Commerce, Okla., to Alba, Missouri. Although the lead ores were mined on a very small scale in the vicinity of Joplin, Mo., as early as 1848, nothing of any importance was done in the district until 1870, since when both mining and smelting have been prosecuted with considerable vigor. In the beginning the lead ores only were exploited, but within a few years extensive deposits of zinc ores were found and since that time the production of zinc ore has far exceeded that of lead. Both the surface and mineral rights in Missouri and Kansas were under individual ownership by the time ore was discovered. Although some of these rights were purchased by mining companies, most of the mining has been done under leases covering small areas, usually 40 acres, although in the past many leases were given on much smaller tracts. In Oklahoma most of the mineral land had been alloted by the Government to various Indian tribes and although the title to some of these lands had been acquired by various white men before the discovery of the rich Picher field, the title to most of the land has remained with the Indian tribes and the leasing of the mineral rights has been done by the Federal Government for the benefit of the Indians. The Indian allotments were of 200 acres each and some of the mining leases covered entire allotments, although many leases were granted for only 40 acres or even less.

Most of the early coal production in Tennessee was for iron-making, and here, contrary to the usual custom, coal was used in the early furnaces before charcoal was. There was no salt industry of any volume. A considerable quantity of the coal used in the state before the Civil War was brought down the Cumberland River from eastern Kentucky, and both Pittsburgh coal and coal from the river mines in Kentucky was brought up the Tennessee River. The Memphis market was supplied almost entirely by river from Pittsburgh seam mines until the end of the period. The available data did not permit the production by counties to be estimated. [ ]

The sixty-fifth Congress created a commission on classification and standardization of wages of Government employees consisting of three members of the Senate and three ex-members of the House of Representatives: The Chairman of the National Service Committee has been notified orally by the Vice-chairman that when said Commission reaches the consideration of engineers' salaries in the Government service, request will be made for assistance of Engineering Council. As it is probable that this request will be received prior to the June meeting of Council, it is recommended that action be authorized concerning the appointment of a suitable committee of Council to undertake this work.

RECENTLY seven Boy Scouts were chosen from all the troops in the United States for their all-around ability, excellence in' scouting, and special ability as writers. STATISTICS just released by the American Society for Engineering Education and given in the table, show that the total current enrollment of 200,227 in the 220 engineering schools of the U. S. and Canada represents a gain of 9.8 pct over a year ago, while the mineral engineering enrollment in the U. S. of 9826 shows a gain of only 4 pct in that field. The spurt in the mineral group shown last year is thus slowed down to less than one half of that in the whole engineering student body. Last year, it was growing more rapidly than the whole engineering group.

Moisture sampling of uranium ore should coincide as nearly as possible with weighing of the lot represented by the sample. This requires care by the sampler since the sample must usually be taken as a grab from each truckload as dumped. Correct proportions of coarse and fine material are necessary. A sample of at least 10 lb should be collected, placed in an air tight container, and promptly taken to the moisture determination room. Further, the sample should be dried for a minimum of 24 hr or until there is no further apparent loss of weight at a temperature no greater than 110°C.

IKE'S amiable expression and apparent sincerity impressed AIME members as did the theme of his talk. Cautioning against the gradually increasing power of the federal government, he said: . . . "freedom as we know it is in no greater danger from without than it is from our own lack of understanding of this creeping paralysis from within." Next February, it will be three years since he uttered these words at Annual Meeting welcoming ceremonies, but the theme was oft repeated in his winning campaign. This brush with the exalted, brief though it was, makes Washington look friendlier to many AIME members than it has for years.

Discussion of the paper of HAROLD RABLING, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 128, August, 1917, pp. 1161 to 1172. A. P. WATT, Mine La Motte, Mo.-The information in Mr. Rabling's paper is of great value to users of the Hancock jig. In the Lead Belt, these jigs treat a larger tonnage than any other type of concentrating machine, and produce tailing of a larger size. The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division.
