The electric furnace has always been found to be especially adapted to melting, refining, and finishing processes throughout its gradual acceptance by metallurgists as a practical apparatus for conducting metallurgical operations. In the steel industry, the electric furnace is firmly established in the manufacture of steel of the highest grade, equal to crucible steel. For the production of the cheaper grades of steel in large tonnage, the electric furnace gives a higher-grade product than the open-hearth or converter, but due to the high cost of power prevailing in steel centers, considered from the electric furnace standpoint, it is not economical to produce tonnage steel in the electric furnace. As a refining and finishing agent for open-hearth or Bessemer steel, the electric furnace has had some degree of success in thc production of tonnage steel. After a study of the use of the electric furnace in the steel industry, it appears that there may be a possibility of its use to advantage for the melting of cathode copper. In the case of copper the problem is not one of actual refining, because the copper if refined properly by the electrolytic method needs no further refining; it needs simply to be cast into a marketable shape. The name "refining" is applied to the present finishing process, because in the operation oxygen and other impurities arc removed, which the electrolytic copper absorbs in being melted in the reverberatory furnace. Considering that processes may be positive, negative, and neutral, the electrolytic method would be positive; reverberatory melting of cathode copper, negative; and electric furnace melting, neutral. The electrolytic method produces about as pure a copper as is possible, if operated properly and the anodes are not too impure. The final reverberatory melting of this cathode copper lowers the grade of the final product, due to the absorption of gases and impurities. THE lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnec-essary drilling.1 While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a tech-nique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. Motor fuel is very largely a consumer's good, while residual fuel oil is almost entirely a producer's good, the other products falling between these extremes. The peculiar-

DURING the summer of 1927, the Department of Terrestrial Magnetism of the Carnegie Institution of Washington joined with the Michigan College of Mining and Technology in conducting a series of earth-resistivity measurements in the Michigan copper country. The geological structure in this section is quite varied and fairly well known. The purpose of the investigation was to discover the correlation between the variations in electrical resistivity of large masses of soil and rock in place and the geological structure below the surface. The work done may be roughly divided into two parts: (1) Measurement and study of the variations in resistivity with depth, or with volume, to establish such general relations as exist between the two: and (2) the determination of the specific resistivity of various formations in order to make available more fundamental data which may aid in the interpretation of the results of the former type of measurement. A report by Mr. Rooney, which gives in detail the measurements made and the results obtained, forms the basis for this article. MEASUREMENT AND STUDY OF VARIATIONS IN RESISTIVITY The possibility of applying data from measurements of the physical properties of earth material to the 'study of the geological structure has long been recognized, and a number of methods for determining the position and character of concealed rock strata by means of seismic, gravitation, magnetic and electrical measurements made on the surface are being used with varying degrees of success. One physical property which varies widely for different materials, and hence affords an opportunity for distinguishing between them, is their electrical resistance. Locations were selected where the geological structures were well known and where the depths to the water level and bed rock had been determined by drilling. The problem was to determine the value of measurements of resistivity and its variations as indications of the geological structure below the surface.

This paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now. because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number of repetitions occurring in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. During the past fen- years, the requirements for steel have been raised so high that soundness is more important than ever before. The old practice mas to make steel ingots of suffciently large sections to permit a considerable reduction of area in rolling and hammering to a given size, relying on the fact that by such rolling and hammering all cavities will be squeezed together and practically eliminated. The finished sizes, if found by inspection of the surface to be faultless, were therefore pronounced to be sound. But when such steel is " worked up," the manufacturer is surprised and disappointed to find that it splits, or that streaks and seams make the product unmarketable. Large sections, such as rails, beams or heavy forgings, may, within certain limits, be sufficiently strong, even if the sides of the cavities are only squeezed, and not welded, together. But it is well known that, in the interior of heavy articles, under certain conditions, forging may develop small streaks into large cavities. Small sections, steel for ordnauce and tubes, and numberless articles in the tool-trade, always show up the defects. It may be doubted whether cavities in steel ingots can ever be completely welded. The old theory is, that the silver-clear blow-holes, without the blue oxide, can be welded by suffcient working. They are, however, not empty, but are filled with carbonic oxide. It is admitted that the " blue " cavities, resulting from air mechanically drawn down into the mold during the casting, can never be welded, because the oxide does not melt, and there would be no escape for it if it did. The only way in which steel can be made satisfactory for the above-named particular purposes is by having it " dead molten." But then the trouble of piping is encountered. As is well known, a pipe is the result of the contraction of the liquid interior after the surface of the ingot has become solid by contact with the mold. When this contraction is partly

This study is an investigation on using hydrogen peroxide for tank-leaching of uranium with sulfuric acid. The optimum sulfuric acid concentration was found to be 0.03 mole 11 -'for a 25% pulp density suspension. The order of reaction with respect to sulfuric acid concentration was found to be ns0.75. The best results vith hydrogen peroxide were obtained at a 4.64 molar ratio of 6202 to U in the ore. The order of reaction was found to be zero with respect to hydrogen peroxide concentration. The theoretical maximum rate effect of Hz02 on uranium extraction was derived as Vm = 8.15 x mole &-'min-'. The highest rate experimentally attained was 8.09 x mole kL'min-'. It was found that the uranium extrac- tion was not affected by the pulp density up to the 50% used in this study. However, the final yieldswere significantly higher (over 90%) for leaches carried out in the presence of Hz02 than (less than 90%) for leaches carried out in the absence of H202. The reaction was found to follow a first order course with respect to substrate concentration (pulp density) regardless of the presence of H202. The effect of temperature was more explicit at moderate tempetatures (30 to 55 C) than at lower (10 C) or at higher (70 C) temperatures. At this latter temperature an almost complete extraction was realized even without H202. The apparent activation energies were found to be AEa = 2.68 kJ mole-' in the absence of H202, 0.5 kJ mole-'with Hz02 at 40 C to 70 C. and 4.72 kJ mole-' with Hz02 at 10 C to 40 C. All these activation energy values suggested that the uranium extraction process is diffusion controlled regardless of the presence of H202. Further, the change in activation energy in the presence of Hz02 indicates the possibility of change in the reaction mechanisms at lower and higher temperatures.

WITH so tremendous a subject, an attempted review of the coal situation of the world in a short talk must necessarily be of a sketchy character. It is hardly necessary to tell a body of engineers that had it not been for nature's gift of coal the material side of modern civilization would never have reached its present status. On the other side, it is regrettable that it was a byproduct of coal, T. N. T., which made possible Germany's initial success in this war, because that country had an enor-mous development of manufacturing plants that could be immediately utilized to make this destructive agent. One sometimes hears the casual remark that when the coal of the world is exhausted we shall use electricity; but, of course, electricity is ordinarily only a means of transforming and transmitting energy derived from fuel or water power, and chiefly from coal. It is true, we have much undeveloped water power, but it is more or less remote from the centers of industry; and when all shall have been developed it will not begin to supply the power requirements of the world. It is, however, reasonable to expect that before the world's supply of coal shall be exhausted, methods will have been discovered of harnessing other forces of nature, such as the tides, or the energy emanating from the sun. Petroleum and natural gas naturally come to mind, but the days of both, as fuel, appear to be numbered, although the products of petroleum, if economically used, doubtless will be available for internal-combustion engines, automobiles, trucks, and boats. for a long time, provided the reckless use of crude petroleum as an ordinary fuel is stopped. The products of petroleum are too valuable to mankind for such waste to be permitted. The civilization of the world, therefore, appears to rest, and, so far as can be seen, will indefinitely continue to rest, upon coal.

If an electric field is applied to a conducting liquid solution, changes in concentration usually occur because of differences in ionic mobilities. A variety of ways of utilizing this effect in conjunction with the freezing process are discussed in principle. For example, if a column of binary eutectic liquid is maintained a few degrees above the melting point and a field is applied, the component solid solutions will crystallize at opposite ends of the column until the liquid is consumed. An expression for the effective distribution coefficient, k, is derived for the case of a direct current Passing through a solid-liquid interface. It is shown that k can be varied It is well known that solute distributions in crystalline substances can be controlled by careful freezing from melt or solution. It is also well known that an electric field can produce substantial changes of concentration in liquid solutions by virtue of differences over a wide range, including values outside the usual range between ko (the equilibrium value) and unity. Hence, for many systems: the efficiency of zone refining can be increased; a ko of unity can be made greater or less than unity; solutes that lower or raise the fretzing point can be concentrated at the same end of the ingot by zone refining; be made equal to unity; and the tendency toward constitutional supercooling can be reduced. The methods of field-freezing are applicable to a wide range of materials including metals, semiconductors, and ionic conductors. in ionic mobility. In this paper we discuss, in principle, some methods that combine these techniques in useful way's. The methods are designated by the general term, field-freezing. Topics discussed include separation of the components of a eutectic, crystal growth, and controlling the value of the effective distribution coefficient. The methods are applicable to a broad range of materials, including alloys, semiconductors, fused salts, and other liquid electrolytes.

The numerous and copious reports of geological surveys made in the lead and zinc region of Wisconsin leave, perhaps, but little room for any original work, or for descriptive details of the nature and origin of the deposits not already given in the exhaustive memoirs of Percival, Whitney, and Chamberlin and their associates. HOWeyer, since the completion of the last survey, in 1879, much more attention has been given than before to the exploration of the ores of zinc, especially of late years, since the region has been better opened up by railways and the zinc industry of the country has assumed large proportions, giving a constantly increasing demand for zinc-ores. A residence of more than a year in the region, and the active direction during that time of mining operations over a considerable area, have familiarized me with the forms and peculiarities of many of the deposits; and it appears probable that some observations upon them, especially from the mining and commercial standpoint, may interest the members of the Institute. A few notes on the structure of the deposits from the mineralogical and chemical standpoints have already been presented by me to the Wisconsin Academy of Arts and Sciences." The presence of lead-ore in the soil at many points along the Mississippi river was well known to the aborigines, and early attracted the attention of the frontier traders, who purchased from the Indians the ore and even lead smelted out by the squaws. The demand for the lead-ore soon increased, and it became one of the early and potent factors determining the settlement of southwestern Wisconsin, and the development of its mining and agricultural resources. The mines of that section, together with those of Missouri and the Mississippi valley, may be said to have been the cradle of mining in the western United States. A standard set of coal mining laws for the entire United States is hardly practicsble, yet the numerous variations in the state laws for almost every item seems entirely unnecessary. The same useless variations appear in almost every comparable section with no apparent reason except that no attempt has ever been made to codify them, and as they were developed over a long period of time by innumerable individuals and legislatures, the present situation is the logical outcome of lack of cooperation between states. The ventilation of a mine is affected indirectly by many provisions not listed specifically under this heading, so that it would be necessary to tabulate the major portion of all the laws to secure a complete comparable digest; therefore only a few of the more important have been set down here. This point is well illustrated in the section providing for clearance between car and rib, which is intended as a safety measure against personal injury, but is very important from the standpoint of ventilation because of choked airways in mines on two-entry system. Confusing Phraseology Misinterpretation and confusion may be expected from the phraseology alone; one state provides that the scale of the mine map shall be "not more than 100 ft. to 1 in.;'' another state demands "not less than 100 ft. to 1 in." Both probably mean the same thing and seek to prevent the operator from furnishing a map on which the workings will appear SO small that the detail is illegible. Legislation is certainly indefinite that specifies structures must be fireproof when "near" a mine opening, and just what is a "dusty" or "gaseous" mine is open to argument in most of the states. The variation in spacing crosscuts and break-throughs and the limited number of men on a split seem entirely unnecessary, as the distance is not reduced in gaseous fields, excepting in Arkansas and Tennessee, which states produce a comparatively small amount of coal, and the number of men differs 100 per cent. and more for no apparent reason.

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized. sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. The object of the present investigation was to discover a physical basis for rank differentiation of coals, particularly the coals of the Illinois basin. Vitrainl was selected as the most appropriate coal material to use in the investigation, because of its homogeneity and ease of acquisition and handling. Previous Investigations.—Hoffman and Jenker2 have shown that their index of reflection is a characteristic of coal rank and that the Leitz slit microphotometer may be used in determining the different intensities of reflection. Zhemchuzhnikov3 measured the luster of several Russian coals with a color analyzer and found that the degree of luster was indicative of rank. Luster-volatile matter curves based on data from Sucan and Donetz coals were satisfactorily used for determining the rank or volatile content of other coals after the luster strength was determined. In 1934 Fisher4 reported refractive indices of 1.76 for bituminous vitrain and 1.87 for semibituminous vitrain. Investigation of Angle of Polarization.—Early in the present investigation several determinations of the refractive indices of the vitrains were made by immersing the minus 150 plus 200-mesh powder in oils. It was found that all the samples fell within the range 1.6 to 1.8. However, difficulty was encountered in securing oils in this high index range that were closely enough spaced to separate some of the coals. The writers made a number of determinations of the angle of maximum polarization from the polished surfaces of the vitrains and derived their refractive indices by the procedure described in the following paragraphs. Johannsen5 states the fundamental concepts underlying this procedure as follows: In general, in an isotropic medium light vibrates in all directions at right angles to the direction of propagation, and when it meets with another isotropic medium at an angle, part of the light is reflected and part refracted. This paper presents results of static capillary pressure measprements made both by the restored-state and by the mercury-injection methods, and of dynamic capillary pressure measurements made by the Hassler technique. The results indicate a variation from sample to sample of the factor used to convert capillary pressure obtained by mercury injection to those applicable to a water-gas system. Static capillary pressures measured by the restored-state method were found to be in close agreement with dynamic capillary pressures, indicating that data obtained from static measurements may be utilized with confidenre in the solution of dynamic problems of fluid flow. Experimental data are presented on the use of "J-curves" for the correlation of capillary pressure-saturation relations for a number of cores from a particular geologic formation. It is shown that the correlation was improved in some cases by reqtricting it to rertain lithologic classifications. INTRODUCTION The Meaning and Importance of Capillary Pressure The coexistence of two or more immiscible fluids within the voids of a porous medium, such as reservoir rock, gives rise to capillary forces. Because of the interfacial tension existing at the boundary between two immiscible fluids in a pore space, the interface is curved, and there is a pressure difference across the interface. This pressure difference is termed the capillary pressure. The magnitude of the capillary pressure between two immiscible fluids which together fill a porous medium depends upon several factors: the textural properties of the medium, the wettability of the medium, the interfacial tension between the fluids, the respective saturations of the fluids, and the manner in which these saturations are attained. For a given pair of immiscible fluids in a particular sample of reservoir rock, the capillary pressure is a unique function of the fluid saturation, provided that the saturation of the fluid which wets the rock has previously been decreased unidirectionally from an initially complete saturation. TROUGHS or launders are probably the oldest machines used for ore. concentration, and their development was suggested no doubt by the natural segregation and stratification of materials that take place in the bed of a stream. Trough washers for coal cleaning were first used in France and Germany about one hundred years ago and have been used in some form or other ever since. The early launders were intermittent or batch machines, and only comparatively recent developments have made them continuous. The chief disadvantage of early launder systems as applied to coal has been that when a satisfactorily clean: coal was produced the loss of good coal in the refuse was excessive. Other disadvantages have been the large quantities of water and the great lengths of troughs necessary to treat moderate tonnages of feed. One of the most widely used types of trough washers is the Rheolaveur, which has been developed in the last 25 years. Fig. 1 shows a more or less standard arrangement for fine coal. In this there are four troughs placed one below the other and sloped a few degrees from the horizontal. Rheo-boxes or draws are provided at intervals in the bottom of the trough for the removal of material deposited from the stream. These draws are spaced substantial distances apart. Some of the rheo-boxes are provided with upward currents of water to modify the horizontal current stratifica-tion. In operation it is the function of the first two troughs to remove all refuse material and permit only clean coal to be discharged over the end. In order to accomplish this, large quantities of coal are drawn through the rheo-boxes. The third and. fourth troughs are used to recover the coal discharged through the boxes of the first two troughs as a middling product and to discharge a clean refuse. The middlings are returned to the first launder and are usually about equal to 40 per cent of the raw coal being fed to the launder.

Plastic anisotropy determined by the ratio of width strain to thickness strain in tensile specimens of low-carbon steels is strongly related to crystallographic preferred orientation. Using(222) Pole figures, a method was developed which permits rapid Predictions of plastic anisotropy for any crystallographic texture or orientation. The method is applied to low-carbon steel sheets in which four different crystallographic orientations were produced by variations in cold rolling and annealing treatments. AnISOTROPIC behavior of metal sheets during plastic deformation has long been evident. A familiar example is earing in cup type draws. During tension testing of sheet specimens, anisotropy results in a difference in width strain as compared with thickness strain. Carpenter and Elam1 observed this phenomenon in single crystals of aluminum for both sheet and rod samples. Lankford, Snyder, and Bauscher2 made tension tests on sheet samples of aluminum-killed low-carbon steel to determine the ratio of the width-to-thickness strains, and showed that this ratio was related to drawing performance. Burns and Heyer3 calculated theoretical ratios of width strain to thickness strain for two specific orientations of the bee system, using <111> as the operative slip direction. These calculated values were in fairly good agreement with the ratios determined by tension tests of low-carbon steel sheets in which these preferred orientations existed. The high degree of plastic anisotropy of silicon steel sheets could also be predicted from their crystallographic structure by these calculations. The present study has been made to show that the anisotropy observed in plastic tensile straining is strongly orientation dependent and can be adequately predicted for many orientations and textures. A necessary condition for a uniaxial stress distribution in compression testing is that the specimen end surfaces make full contact with the apparatus compression plates. In addition all compression surfaces must be machined perpendicularly to the loading axis. In general this condition is not sufficiently fulfilled in a simple apparatus. Therefore on application of the load the compression plate may first touch the specimen at one point only. This may cause crumbling of the specimen if the material under investigation is brittle (e.g., ionic crystals). It also precludes a precise study of the beginning of deformation as the effective cross sectional area is unknown. In addition a complex stress state is set up which renders quantitative work impossible, e.g., on dislocation density and arrangement as a function of stress. To overcome these difficulties a "self-adjusting" upper compression plate is required. A simple and reliable method of achieving this is shown in Fig. 1: A steel hemisphere is placed on the specimen. As soon as the compression plate (which no longer needs precise machining) makes contact with this hemisphere the load is uniformly distributed over the whole specimen surface, and a homogeneous uniaxial state of stress results. An advantage of the method is that the loading is always central, even when the specimen surface is not parallel to the compression plate (Fig. 1, dashed line). Therefore to a first approximation a uniaxial state of stress is maintained if the misorientation of the specimen end surface is small. Two typical stress strain curves of identically prepared sodium chloride crystals are shown in Fig. 2; curve 1 was taken without and curve II with the hemisphere under otherwise identical conditions. The improvement in the accuracy of defining the beginning of elastic and plastic deformation is clearly indicated. When Professor Silliman made his first examination of the newly-discovered Pennsylvania rock oil in 1859, he noted that different rates of heating produced different results in fractionation—longer heating produced larger percentages of light fractions. In 1862, it was found that when petroleum vapors are condensed in the still crown and dropped back into the hot liquid, the result of the distilling operation is materially modified. These early dates mark the beginning of what is called cracking petroleum and is explained as separating the component parts of the hydrocarbon molecules into more and smaller groups of the same elements. The phenomena were utilized for the next 30 years to increase the yield of burning oil. The procedure was that regularly practiced today in dry or destructive distillation. Considerable scientific study was given to the subject from 1862 to 1905, and a number of patents were obtained, but the work done was not continuous or intensive until about 1905, when the increasing demand for gasoline attracted attention of petroleum refiners to the possibilities of cracking. The first equipment built and operated essentially for cracking petroleum on a large scale was placed in successful operation in 1912. The commercial practice is, therefore, less than 15 years old. Comprehensive intense study of the controlling factors during this period has resulted in rapid increase in our knowledge, and material improvement has been made in the practice of the art. It is the purpose of this paper to outline briefly the state of our knowledge and to suggest some of the questions which are attracting attention of researchers at the present time. The major purposes for which petroleum hydrocarbons, including natural gas, are or have been cracked are: 1. To obtain products used to increase the heat value and illuminant content of artificial gas. 2. During the World War, to increase the supply of toluol. 3. To increase the amount of products capable of conversion into industrial chemicals. 4. To produce pure carbon.

Discussion * of the paper of H. M. Chance, presented at the butte meeting, august, 1913, and printed in bulletin No. 79, July, 1913, pp. 1315 to 1341. George H. Ashley,+ Washington, d. C.:-Mr. Chance&apos;s long practical experience in reporting on coal lands admirably fits him for a discussion of the value of such lands. On behalf of the government geologists, I wish to express my appreciation of Mr. Chance&apos;s friendly, constructive criticism of the government method of valuing coal land in the first part of his paper and, at the same time, to reply to some queries he makes. All admit that coal has no " intrinsic "-monetary value, in the sense that a pound of coal of certain chemical and physical characters is worth " intrinsically " so many cents or fractions of a cent. The term has, however, been found very useful as including those natural factors of coal value, among which are its position and location in the earth, that affect its sale price in contrast with the other cost elements involved in the labor and capital necessary in mining, preparing, transporting, and selling the coal (extrinsic factors). Mr. Chance, while recognizing the " dual origin of value," does not offer any better terms. The survey agrees with Mr. Chance in his definition of coal conservation, that it means the fuller utilization of the heat contents of the coal, and the more complete recovery of the coal from the ground. Coal land withdrawals have not been made to keep such lands off the market, but to prevent their acquisition as non-coal lands before they could be classified so as to be disposed of under the proper law. Nor has the pricing of the more valuable coal lands above the minimum been to raise money for the reclamation fund, to which the money goes, but primarily to discourage the alienation, for holding or speculation, of coal lands not intended or needed for development, and, secondarily, to secure to the people the ?unearned increment," which they are certain in any case to be charged.
