The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

In the fall of 1937, the Department of Mining at Penn State was being reorganized and the department records were moved to the Records Room of the School. An inventory of the contents of the vault disclosed six folders of records that had been forgotten for 27 years. These files, apparently preserved by former Dean W. R. Crane, plus the recollections of several former members of the Association described below, unfolded the "lost chapter" in mineral industries education.1 It was apparent at an early date in technical education that an association of mining schools with common interests and problems would have definite value. By 1902 sufficient interest had developed in this idea to cause the holding of a preliminary meeting for the purpose of organization. The first meeting was held at the Montana School of Mines on September 4, 1902. At that time, officers were elected and resolutions were adopted that there be formed an organization to be known as the National Association of State Mining Schools. The object and purpose of this Association was to advance the interests of state mining schools in every way, particularly by promoting legislation for the benefit of such schools. Frank Owen, El Perú Venezuela (communication to the Secretary): Mr. Cragoe's accurate description of the rich and extensive mines of the Frontino and Bolivia Co. is of much interest to those acquainted with Colombian mining. While the labor in that part of Colombia is, of course, admittedly far inferior to that of white miners, it is,. nevertheless, decidedly superior to that available in other parts of the republic, and in the northern mining regions of South America generally. The Autioquenos have been miners for several generations, and many of those employed at the Frontino Co.'s works have been brought up at the mines, which is a distinct advantage. The ground encountered in the surface-workings of that district being very treacherous, they are skillful timber-men, every miner being able to put in his own timber in tunnels, stopes, etc., so that, except for the main shafts, where sawn timber is used, special timber-men are not required. In the shallow workings it is the custom for a miner to come out of the mine into the thickly-wooded bush and select and cut the timber he requires, which he will then take into the mine and put in

Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. DURING a study of reactions involving iron sulfides, it became desirable to know approxi-mately the heat of decomposition of pyrite. The values given for the heats of formation of pyrite and ferrous sulfide are 35,500 calories and 23,070 calories respectively. For the reaction 2FeS2= 2FeS+S:, the heat effect would be-24,860 calories. But pyrite gives sulfur and pyrrhotite upon heating and the latter is a solid solution of sulfur in ferrous sulfide. The only meas-urements of this decomposition are those of Allen and Lombard1 of the Geophysical Laboratory who have measured dissociation pressures of both covellite and pyrite and have carefully reviewed the literature. They give a table of values for covellite as determined by Preuner and Brockmoller2 and by Wasjuchnowa3 and compare these values with their own measurements. The conclusion is that the measurements of Preuner and Brockmoller are seriously in error, while Was-juchnowa's values fit in well with those of Allen and Lombard. Wasjuchnowa's measurements were made by a dynamic method, while Allen and Lombard em-plowed a static method on both covellite and pyrite. Tables I and II reproduce the measurements of Wasjuchnowa and of Lombard and Allen on covellite and pyrite.

THE change in mechanical properties accompanying quench aging of carbon in a iron has been known for a number of years. Since the amount of carbon involved is rather small, however, no measurements could be made to correlate the property change with the state of precipitation of the carbide. Indeed, until a few years ago it was not plain which property might be used to indicate the state of the progress of precipitation. Some years ago the internal friction of solid solutions of carbon in a iron was demonstrated, and the use of this phenomenon to ascertain the amount of carbon in solid solution at any given time was developed. Shortly afterward the author made a number of measurements in which changes in electrical resistance, thermoelectric emf, and hardness were determined simultaneously with the internal friction (and hence with the precipitation) ? A little later Dijkstra and Wert measured the change in magnetic coercive force accompanying aging.' The present work was undertaken to inquire into the changes in yield strength accompanying aging. The work was done on specimens made of Puron. These specimens were 0.05 in. in diam and about 6 in. long. WHILe engaged, in the year 1856, in determining the oil-bearing properties of some bituminous coals from Western Kentucky, by subjecting them to dry distillation in an iron retort, which held about a pint;, and to the neck of which were attached several bottles, for collecting the carbon oils, and washing and measuring the gas, I observed that there was a very great gain in the weight of coke thus made, over that obtained from the same coal when charred in a platinum crucible, as is usual in the laboratory for making the proximate analysis of coal. It was thought at the time that the increase of coke, by the former mode of treating the coal, was due to the pressure which the retarded gas exerted upon the solid carbon, and the possible fixing of a portion of the carbon from the volatile hydrocarbons. For the purpose of obtaining a more definite idea of the effects of pressure on the coking of coals, a series of experiments were made this spring under my direction, by my assistant, Dr. G. M. Levete. The results are highly instructive and full of interest, since they point out some peculiarities in the nature of bituminous coals which

Dear Sir: In conversation here with Mr. Sales, who is much interested in the work of the Committee on Mining Geology, he made a suggestion which you may be interested to hear. He, and many of us, are interested in papers along our lines of special activity, as they appear from time to time in the Institute Transactions, and often take these papers with us into the field. It appears that the work of special committees which are being formed is likely to result in a much greater number of available papers than the Institute has ever before been called upon to publish. This year's Transactions, for instance, have to be published in two volumes. Why would it not be a good plan, instead of printing heterogeneous volumes, to classify the papers into several volumes, under main headings such, for instance, as iron and steel, precious metal mining, and mining geology ? Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. "In smelting, the firing of reverberatory furnaces with powdered coal has been practised for a decade." The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

Generally speaking, the practical study of combustion has been made mainly from the stand-point of the steam engineer. This narrow view-point has left open a large field for scientific research on the application of combustion in other arts, where the conditions of heat-utilization are widely different from those presented in the steam-generator. The great economic importance of the boiler and the ease of measuring its performance, together with the comparative uniformity of conditions in the steam-generator, is, probably, quite largely responsible for the practical neglect of the study of the use of fuels in other arts save only on the basis of their thermal value. yet these other arts show quite plainly that a thermal-value basis alone is not sufficient. For example, in burning lime, under ordinary conditions of firing, a cord of wood will do as much work as a ton of coal, though the latter affords more than twice the number of heat-units. Similar results are evidenced in burning brick, in the roasting of certain ores, in reheating billets, and in many other, arts where heat is to be applied over extended areas to fragmental masses of more or less refractory materials. INTRODUCTION AND BACKGROUND Because of the potential for large reserves from increased production in the eastern Devonian shales, the Department of Energy (DOE), Morgantown Energy Technology Center (METC) selected these materials for the application and evaluation of existing and novel well stimulation techniques. One technique selected for further study was pulse tailoring, or tailored pulse loading, i.e., shaping the input borehole pressure history to produce a specific fracture pattern and to increase communication with the reservoir. The complexity and expense of in-situ mineback experiments prohibits direct evaluation of pulse tailoring in various geologic formations. An alternative approach used by SRI International consisted of evaluating fracture enhancement by computational simulations with supporting laboratory experiments and using data from field tests by other agencies to validate the computational model (McHugh and Keough, 1980). Laboratory experiments were conducted on core samples to determine fracture phenomenology and parameters and to verify material properties. The fracture parameters were obtained from posttest measurements of fracture distributions and correlation with stresses calculated by a wave propagation code. Model development was guided by these experiments and similar experiments in various materials performed by other agencies. The validity of the modeling, parameters, and scaling was evaluated by comparing fracture patterns from field tests with calculational simulations.

IN shaft sinking for coal mines, the cost item greatly influences the method adopted. This holds true especially when soft material must be traversed. The average life of a coal mine is short. This is clue either to the limited area of the coal basin or to the great expense of maintenance and haulage underground when the entries are extended a considerable distance from the hoisting shaft. Therefore, the engineer in opening a coal mine is confronted with the fact that the cost must be kept within certain bounds else the venture will prove unprofitable. For this reason he may be prohibited from adopting certain safe, but expensive, methods that are used in sinking caissons for foundations, driving transportation tunnels, or other work of permanent construction. A common method of sinking through difficult ground employs the aid of a steel shoe pushed ahead of the shaft timbers. Another is the drop-shaft method. These two methods were used in sinking the main shaft and the air shaft of the Eagle No. 3 mine, at Des Moines, Ia., and the following data show the relative success and cost of the two methods of sinking under the same conditions. THE necessity for slime elimination from valuable mineral and coal products has become increasingly significant within the past 5 years.' , Most of the mechanized mining and present beneficiation methods have resulted in larger tonnages of extreme fines, silts, and clay, commonly called slimes, processed by the preparation plant. Economics in turn have forced the plant operator constantly to lower the bottom size of effective beneficiation, necessitating an almost complete recovery of valuable solids regardless of particle size. When these important factors are considered, the need for an efficient slime removal method for fine solids becomes self-evident. Ordinarily slimes have been classified as ranging from 75 microns, or 200 mesh, down to colloidal dimensions of less than one micron. At the same time there is general agreement that the most troublesome slimes are primarily clays, silts and extreme fines, so that the actual top size may be placed at approximately 30 to 40 microns. This immediately restricts any desliming operation to classification, as screening or other methods would be both uneconomical and grossly inefficient at such dimensions. THE advance made in recent times in this branch of metallurgy is indicated y the attention the subject is receiving from important American copper-producing companies. Reference to the files of publications devoted to the mining industry discloses that some 20 American companies are actively investigating the amenability of their ore, or other material, to leaching methods, and that plants of varying capacities up, to 10,000 tons per day are under construction or are projected. Several leaching works are in commercial operation. It has been frequently pointed out that no method of leaching is universally applicable, for the reason that each ore differs in some particular from apparently similar ore found elsewhere, and also because local conditions are rarely the same even where the ore closely approximates in character that being worked at some other point. For this reason the older companies are approaching the matter in a conservative manner, experimentally determining for themselves the salient features in each instance. In considering a leaching proposition three factors at once fix the attention: (1) disengaging the metal from mineralized forms in Which it is found in nature; (2) recovering the metal in a commercial state after it has been dissolved; (3) the apparatus best adapted to carrying out the several operations.
