THE present economic crisis in bituminous coal is substantially the most insidious, and critical, in the modern history of the industry. The large consumption deficit that has gradually developed (almost unawares), has culminated in a situation that has forced home the urgent necessity for prompt and radical remedial measures, such as the various mergers now in course of negotiation. Conditions today are sufficiently comparable with those in the iron and steel industry, preceding the formation of the United States Steel Corpn., to suggest the possibility of a sweeping super-consolidation, that all but staggers the imagination. The important function of the banker in this, and lesser projects, is too well known to require comment, and it is important that we understand clearly just what these functions are. Certain features in banking practice came up for consideration in connection with a rather exhaustive economic study into the prospective future of the coal industry, upon which I was recently engaged for an Eastern bituminous interest. This survey was made for the purpose of effecting a decision on certain pressing questions of policy, involving considerable capital expenditures, that would be compatible with the flattening out in the curve of production in recent years. An examination of the TRANSACTIONS, and the coal literature generally, failed to disclose any pertinent, and authoritative data, on this subject. This was more or less characteristic of the whole survey, which had involved a large amount of original research, and measures were taken to procure the required information. The following notes have been compiled largely from the data thus collected, supplemented with material, suggestions and criticisms, by several of the larger banking houses active in coal, together with personal memoranda of my own.

AS a part of the general program on alloys of uranium carried out at the Massachusetts Institute of Technology under contract W-7405-eng-175 for the Manhattan Project during the recent war, it was considered desirable to investigate the boundary binary phase diagrams of the ternary alloy system uranium-tungsten-tantalum. Previous work on these alloys was practically nonexistent. A brief statement to the effect that tantalum and tungsten form a continuous series of solid solutions was found in a general paper on tantalum by W. V. Bolton1 but no information was available on the uranium-tungsten and uranium-tantalum systems. The research to be described in this paper has served to delineate the main features of the uranium-tungsten, uranium-tantalum phase diagrams and to check Bolton's work on the tungsten-tantalum diagram. Experimental Details Metals: The tungsten and tantalum used for preparing the alloys were 99.96 and 99.65 pct pure, respectively. The chief impurities in the metals were about 0.02 pct molybdenum in the tungsten, and 0.2 pct columbium, 0.05 pct tungsten, 0.02 pct barium and 0.01 pct silicon in the tantalum. The uranium used was 99.9 pct pure, with the main contaminants being iron and carbon. (An appreciable amount of magnesium was present in the uranium as received, but this distilled off during melting and so is not reported as an impurity.) The composition of specimens indicated in the subsequent figures and tables of this paper are the results of chemical analyses on the cast alloys except for the tantalum-tungsten alloys. The maps of our large mines are usually prepared with the greatest care; and it is somewhat singular that, in compari~on with the great amount of time and money spent in surveying and platting, 80 little actual use is made of them. Almost the only purpose for which a completed survey-map is afterwards consulted, is the determination of the relative position of the different workings to each other, and to the boundary-lines of the property. After the completion of such a map, it should be made the beginning of another, and in most cases a far more important undertaking, namely, its utilization as a starting-point for a complete inventory of the company's underground possessions. The ordinary mine-survey map, being nothing but a record of what has been done, is, in one sense, only ancient history. To increase its value, such additions should be made as will render it a complete statement of the amount and value of ore in sight at any particular time, and a guide for future development. Comparatively little extra labor is involved in this undertaking, since the larger and most expensive part of the work has already been completed when the mine has been surveyed and mapped. The necessary additions consist in working out and platting on the maps, the geology of the mine as exposed in the workings, in such a manner that the geological survey may be of daily use in the development and operation of the mine. The first step towards the production of a geological map consists in tracing individual level-sheets from the general or composite map. The area to be included, outside of the property in question, will depend very much on local conditions; but, for geological, legal and commercial reasons, it should be extended as far as reasonably practicable. As with most rheologically defined materials, rocks react differently in different environments to similar forces. Physical changes and deformations depend as much on the rate of change of stress as the magnitude of stress. In many instances the rate of change is more important. Under load, all real materials will flow if given time. If there is no time for flow, materials tend to react in a brittle manner. Particular characteristics are developed in rocks during their periods of formation and postformative geologic history. Whatever their mode of occurrence, rocks are a record of their formation and changes. Where analyses are possible, advantage should be taken of the natural inherent characteristics to help design economical functional structures. A number of techniques of measurement and analysis have been developed. The fracturing of rock by hydraulic pressure has been examined by many authorities but few within the scope of available published literature have used the actual rocks concerned in tests to examine directional characteristics or preferred strain propagation rates and directions. In a number of investigations of the properties of rocks for mine design purposes and stress analysis problems in which the writer has been associated, it has been demonstrated that there are definable preferred shear planes in most rocks. Preferred shear planes can be identified by a photoelastic method of analysis, and the information can be used to improve design of optimum drilling and breaking directions for mining purposes. Definable principal strain directions can be determined to facilitate design directions of optimum stability for permanent mine openings. In field fracturing operations the same directional characteristics as outlined above should be used to define preferred fracturing directions as in the laboratory from oriented samples. THE study of the relations between gases and metals is one of perennial interest to all who are connected with the production of high-grade metallurgical products. The data reported here are the outcome of work of which the object is to determine the effects of dissolved gases upon the properties of metals and to gain a more detailed knowledge of the reactions between gases and molten metals, particularly iron, under definitely controlled conditions. We have attempted to reduce our margin of error by dealing with relatively large quantities of metal, from 4 to 13 lb. (2 to 6 kg.), and keeping the ratio of refractories to metal as small as practicable. The ingots produced are large enough to provide adequate material for making determinations of magnetic and other physical properties. In choosing the bell-jar type of furnace we were influenced by the results of considerable experimentation along the same general line which indicated that, for the scale or which we were to work, it was important to have the furnace structure independent of the vacuum enclosure. The use of a bell-jar surrounding the entire furnace accomplishes this and also gives great freedom of observation during operation and ready accessibility for the replacements which are necessary after each run. Our choice of analytical method was made in the light of the results secured by H. M. Ryder, who used a method similar in principle for the analysis of very small quantities of gas extracted from strips of metal heated electrically in high vacuum. We have presented some selected preliminary experimental data as being illustrative of the quantity and nature of the gases which occur in iron of different origins, but do not urge any hypothesis at this time.

The firing of explosive charges by electricity dates back to 1745 when a Doctor Watson is said to have used an electric spark for igniting gunpowder. His method failed in practical application because, to ignite blasting powder, heat must be applied for a period longer than the duration of an electrostatic spark; Wheatstone found that this does not exceed 1/24000 sec. The usual result, therefore, of an electrical discharge in gunpowder is to scatter the grains, without igniting them. Benjamin Franklin partly overcame this difficulty by confining the powder and crushing grains that lay in the line of discharge. In 1822, after the primary cell had been discovered by Volta, Robert Hare, professor of chemistry at the University of Philadelphia, noticed the heating of a short piece of wire placed in the circuit of a voltaic battery. Later work by Oersted, Faraday, Wheatstone, and Henley resulted in the developmcnt of the magneto blasting machines. Fulminates of gold and silver are thought to have been discovcrcd by Cornelius Drebbel, about 1600. Pepys, in his diary for November 11, 1663, recounts a conversation with Doctor Allen, who told him about aurium fulminans "of which a grain ... put in a silver spoon and fired, will give a blow like a musquett and strike a hole through the silvel spoon downward, without the least force upward.'ll This fallacious belief that explosives act downwards only is still held by many who should know better. Fulminate of mercury was discovered by Howard in 1799. J. Shaw of Philadelphia is said to have invented a fulminate-of-mercury cap in 1814; his idea was later adopted by gunmakers in England and France. The principal advantages of mercury fulminate for use in detonators are the simplicity of exploding it and the great shock developed by its explosion.

Companhia Vale do Rio Doce (CVRD), founded in 1942, is located near the town of Itabira, Brazil. Its iron ore deposits include over 500 million metric tons (mt) of high-grade hematite and about 2 billion mt of itabirite (banded rock formed by thin alternate layers of hematite and silica). These deposits are part of the Iron Ore Quadrangle, of which the overall reserves have been estimated at more than 30 billion mt. The magnitude of the project meant difficult early years for the company, including large investments, extensive railroad rehabilitation, and construction of ore port and ore handling facilities. Companhia Vale do Rio Doce was organized as a stock company, and 91% of its shares are presently owned by the Brazilian government. Financing has been accomplished in part through loans from international monetary agencies foreign banks, and foreign industry, as well as Brazilian banks. The company markets mainly abroad. In 1967, it exported 10.6 long tons (It) of ore, principally to West Germany, Japan, Netherlands, Italy, France, United Kingdom, and the United States. The Rio Doce geographic region where CVRD operates is strategically located among the large population centers of Rio de Janeiro, Belo Horizonte, Salvador, and Vitoria (Fig. 1). It covers an area of approximately 81,000 sq km in the states of Minas Gerais and Espirito Santo, and its population in 1968 was about 3.5 million. This region presents excellent prospects for development, with factors favorable for forestry, agriculture, grazing, and exploration for minerals other than iron ore, Electric power (hydroelectric plants) is available, as well as two main systems of transportation: the Rio-Bahia highway and the Vitoria-Minas Railroad. The structures and transformation temperatures of high-purity Fe-Cr alloys have been investigated as functions of composition (0 to 10 wt pct Cr) and rate of quenching from the high-temperature Y phase field (up to 40,000°C sec-1). The structures were chmacterized by transmission electron microscopy. The transformation temperatures for each alloy exhibited the progressive decrease to a constant value with increasing cooling rate which has been shown to be characteristic of several iron binary systems. The corresponding structures were found to become increasingly finer in scale with increasing cooling rate and solute content, but to remain essentially equiaxed in character. In all the materials except the high-purity iron and one of the alloys, an additional and lower transformation temperature than the constant value for the equiaxed structures was observed. The structures of specimens which transformed at these lower temperatures (only single thermal wrests were observed in any given run) were martensitic and consisted of arrays of fine ferrite laths which varied in size and morphology with changing solute content. The factors controlling the nature of these transformations are discussed. The composition dependence of the martensitic transformation temperature, ME, in Fe-Cr alloys together with those reported for other iron binary systems indicate that MB for pure iron is some 700°c, rather than the values of 550° and 760°C reported previously. This conclusion is further supported by the results of a compmison of the thermodynamics of mmtensite formation in several systems. ThE extensive investigations of the structures formed on athermal transformation in iron and its alloys have led to the characterization of several forms of martensitic or "military"1,2 transformations and, in addition, a "civilian7' transformation to ferrite or "equiaxed a"* which occurs athermally and at a very high rate.374

Experiments have shown that the use of enriched air would be of particular benefit in the roasting of zinc ores for the manufacture of sulfuric acid. Enriched air increases capacity of furnace, decreases fuel consumption, and increases SO2 content of roaster gas. THE work here described had for its purpose the procuring of data from which some quantitative estimate might be made of the results obtainable by using oxygen-enriched air in roasting zinc ores on a commercial scale. The principal metallurgical advantages of using enriched air in roasting zinc ores would be: 1. The rate of roasting would be increased, with consequent gain in the capacity of the roasting furnace. 2. As less air would be required for roasting, the volume of hot gases leaving the furnace and the heat carried out of the furnace as sensible heat in these gases would be less per ton of ore roasted; partly for this reason and partly because of the increased quantity of heat generated in the furnace by the larger amount of ore that could be roasted, the consumption of fuel by the furnace would be lessened; and by the use of air sufficiently enriched with oxygen the necessity of using fuel might be entirely obviated. 3. Roaster gas having a higher SO2 content could be produced; this would make possible greater capacity and more economical operation of the sulfuric-acid plant. Certain phases of the application of enriched air to roasting can be worked out only by experimenting with a furnace of commercial, or at least semicommercial, size. FLUORSPAR is a nonmetallic mineral aggregate or mass containing a sufficient quantity of fluorite (CaF2) to be of commercial interest. It has only moderate value per unit of weight and its cost as a percentage of the cost of finished consumer products is nearly negligible. Nevertheless, it has wide and great industrial importance. In periods of national emergency it is a mineral without which many very necessary manufacturing processes would be greatly handicapped; a few could not exist. Fluorite contains 51.1 pct calcium and 48.9 pct fluorine. Industrial grades of fluorspar prepared for the consumer normally contain from 85 to 98 pct fluorite, depending on the use. The ores may contain as little as 30 pct fluorite, depending on many factors such as accessibility to transportation and markets, character of ore, and prices. Fluorite is a lustrous, glasslike mineral, generally translucent to transparent; it may be clear and colorless or range in color from slightly bluish through various shades of violet, amethyst, purple, green, and yellow. It crystallizes in the isometric system and possesses perfect octahedral cleavage. Commonly it occurs in masses of very pure crystal- line material with aggregates of cubical crystals in open spaces, but - it is also found in fine to coarse granular form. Banded veins and masses with fibrous, radiating structure occur locally. It is usually found associated more or less intimately with other minerals and rocks, from which it must be separated for commercial use. The specific gravity of fluorite is 3.18 and the hardness is 4 in the Mohs scale, compared with 7 for quartz and 3 for calcite. It is distinguished from calcite by its failure to effervesce with dilute hydrochloric acid. Heated with sulphuric acid, it gives off fumes of hydro- fluoric acid, which etch glass.22,25,33.34,35.41

THrough the courtesy of Dr. James Douglas I am permitted to give a summary of some of the results obtained in leaching slimes tailings in a series of experiments conducted under my direction at Douglas, Ariz., during the past year. While the test run for which the data are given deals with a particular case, much of the work is general in its application and may therefore be of interest. This work was done upon the ores of the Burro Mountain Copper CO. A description of the geology of the district will be found in the paper by R. E. Somers published in this volume, p. 604. The mineral is pyrite and chalcocite very finely disseminated throughout the gangue and a characteristic of all the ores is the large amount of alumina present. A representative analysis of the particular ore under consideration would be about as follows: Cu, per cent..................... 2.35 S, per cent...................... 3.0 Ag, ounces per ton.............. 0.05 CaO, per cent.................. 0.5 Au............................ The ore would have to be quite finely crushed to liberate the mineral for leaching; concentrating after crushing would cost but a few cents a ton; and a higher total reeovery would result from leaching tailings rather than ore. 2. Rough concentration would yield a suitable material for roasting to make sulphur dioxide or sulphuric acid in connection with the leaching scheme. 3. Such a program put the question of cost vs. recovery on a basis where flotation and discarding of tailings were directly comparable. TAYLOR and Floyd's"" work in establishing phase diagrams based on the elements Ni-Cr-Ti-A1 has led to an understanding of the precipitation hardening mechanism in alloys based on these elements. Nordheim and Grant4 concluded that in simple alloys, and where the aluminum to titanium atomic ratio was such that less than three out of five aluminum atoms were replaced by titanium, the precipitate on aging is the face-centered-cubic Ni 3A 1 phase, called They further found that increasing amounts of hexagonal ? phase, Ni3Ti, precipitated from these alloys when the titanium content exceeded the solid solubility of both matrix and Ni3A1. For alloys of Ni-Cr-Ti-Al, in which the titanium and aluminum contents each ranged from 0 to 4 wt pct, the titanium-rich was superior for strengthening to either pure ?' or 7. It was also noted that the combined titanium plus aluminum content (atomic pct) was a direct measure of the high temperature strength and overaging temperatures for these alloys.4 The present investigation was undertaken to extend existing data on precipitation hardening in the more complex commercial alloys containing higher titanium plus aluminum, and with significant quantities of cobalt, molybdenum, and carbon. Experimental Procedure Reforging of As-Received Bar Stock—The alloys were received as ground, forged bar stock. Chemical analyses and the as-received bar diameters are shown in Table I along with the ASTM grain size after the various treatments. All stock except the Waspaloy was reforged to % in. diam to gain material and to facilitate machining of stress-rupture specimens. There has been developed at Latouche a rather unusual system of mining which, for want of a better name, has been called the "Latouche system of mining." It is a modified form of shrinkage stoping applicable to orebodies of large or fairly large size where the ground is such that timbering would not be required in stoping. Mention has been made of this method of mining by Birchll who gave no details as it had been in use only a short time and the final outcome undetermined. The system, however, has proved to be entirely successful and it is thought that a paper covering it might be of general interest. Before proceeding with a detailed description of the Latouche system a brief description of the property and the various mining methods previously used will be given. Location The Beatson mine of the Kennecott Copper Corpn. is situated on the west coast of Latouche Island, in Prince William Sound, Southwestern Alaska, 45 miles east of Seward, the coast terminus of the U. S. Government Railroad. It is a regular port of call for ships on the Southwestern Alaska run. The island is about 12 miles long and 3 miles wide. A ridge of mountains runs the entire length with a maximum elevation of 2500 feet. Climate Latouche has to contend with possibly the greatest amount of precipitation on the North American continent. The annual average precipitation for the past 4 years has been 188 in., with 248 in. for the year 1926. A rainfall of 4 in. per day is not uncommon. In the winter the thermometer rarely falls below +20° F. and the snowfall is usually heavy during the months of March and April.

The practice of carbonizing steel for the purpose of case-hardening has assumed great commercial importance within the past 10 years. Formerly, case-hardened steel was held in more or less contempt, since it was considered a cheap substitute for tool-steel. This is no longer the case. The development of the motor-car industry, and coincidentally that of modern alloy-steels, has resulted in overcoming many difficulties formerly experienced in case-hardening. This result has been accomplished by increased knowledge regarding the analysis of the steel which would respond most readily to case-hardening, and by more careful methods of treatment of the carbonized steel. The ordinary method of carbonizing consists in packing the steel with the carbonizing-material in cast-iron boxes and placing them in a furnace at a temperature of from 1,500° to 1,900° F. for a time sufficient to give the required depth of " case." The steel is then either quenched directly from the box, or is allowed to cool without unpacking, and finally given a single hardening-heat, or, for special work, two or three heats. During the year 1911, more than 100,000 tons of carbonizing-material was sold in the United States, at an average price of probably $55 per ton. More than 85 per cent. of this material consisted of granulated bone. Within the past four years, many manufactured compounds have been placed on the market, consisting largely of some form of carbon or carbonaceous material, with or without the addition of chemicals. Steel will absorb carbon placed in contact with it at the temperature of the atmosphere. The reaction is exceedingly slow, but increases rapidly with increasing temperature. Below

Mine-drainage and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, existing conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. TROUGH washers were among the earliest methods used for concentrating ores; they are referred to by Agricola about the middle of the sixteenth century as already being used while the hand- operated jigging sieve had only recently come into use. For cleaning coal the trough washer apparently was first used in France and Belgium .about 1841. The early trough washers were intermittent and the refuse at least was shoveled out by hand. The invention of a continuous jig washer, by a Frenchman, Berard, in 1848, acted as a stimulus to coal washings in jigs and retarded progress in trough washing' in the nineteenth century. Chapman and Mott describe a number of trough washers developed in England and on the Continent from 1850 to 1900, such as the Bell and Ramsay, Ramsay, Bell and Green, Wunderlich, Scaife, McLellan; Lodge, Elliott, Blackett, and Murton. , The later of these removed the refuse mechanically, either intermittently or continuously, but in ways that interfered with stratification. THE RHEOLAVEUR A Belgian engineer, Antoine France, is responsible for the development of means to remove refuse materials continuously from a trough washer while preserving stratification and preventing the loss of coal with the refuse. The methods and equipment devised, which have become known throughout the world as Rheolaveur, were initiated at the St. Nicholas mine near Liége, Belgium, about 1912. This installation consisted of two units to wash 20 to 8-mm. (13/15 to 5/16 in.) and 8-mm. to 0 (5/16-in. to 0), each having only two superimposed inclined troughs. The first few "Rheo" boxes on the top trough removed refuse directly and the remaining Rheo boxes discharged impure refuse to the lower trough for rewashing. The Seminole field was first drilled in 1913. During the next 10 years other attempts were made to discover oil in this field, but without encouragement until March, 1926, when the Indian Territory Illuminating Oil Co. completed NO. 1 Dyer in the Hunton lime for 1100 bbl. On July 16, 1926, the Independent-Garland interests discovered oil in the Wilcox formation when No. 1 T. Fixico came in at 4055 ft. and on Sept. 9, 1926, production reached a peak of 8040 bbl. On Aug. 1, 1927, the daily production of the pools making up the Seminole district amounted to slightly over 500,000 bbl., practically all of which was coming from the Wilcox formation. The Hunton formation has not been very productive of oil, but has maintained a fairly high gas pressure; this formation has been encountered at from 3800 to 4200 ft., below which there is about 100 ft. of Sylvan shale. The shale is underlain by 75 ft. of Viola limestone in a few places in which formation oil has been encountered. Below the Viola lies the upper Simpson formation in which is found the Wilcox sand. The depth of the Wilcox in the Seminole field varies from 3900 to 4500 ft., and initial production has reached as much as 12,000 bbl. The gravity of the oil is about 41° Be. The general practice is to set 6 5/8 -in. casing above the Wilcox and drill in, though in several cases 5 3/16-in. casing has been set for the oil string, and in a few instances, casing as small as 4 3/4 in. has been employed.
