The subject of this paper is particularly appropriate, since Daniel C. Jackling was active in early exploitation of taconites on the Mesabi Range and contributed greatly to their later economic development. After his success in developing the low grade porphyries in the West he looked for more worlds to conquer, and so undertook the concentration of low grade taconites, from which he hoped to produce commercial ore. Mesabi Iron Co., organized in 1919, actually did produce merchantable sinter from taconites in 1922. The enterprise did not prove commercial at the time, as cost of production was high and the surplus of iron ore in the Lake Superior District already contributed to a low market price, but this same property has since been developed by Reserve Mining Co. The work done by Jackling had much to do with the success of this later venture. Iron ore was first discovered on the Marquette Range in Michigan in 1845. The first ore from this range came from the old Jackson mine in Negaunee in 1848. During these early years this property and others on the Marquette produced limited tonnages for transportation to Lower Lakes and for consumption by charcoal furnaces in the area, where a plentiful supply of hardwoods furnished the charcoal for iron smelting. The Marquette and other ranges tributary to Lake Superior did not produce much ore for transportation to Lower Lakes until the locks at Sault Ste. Marie were constructed, but from the time the first lock at the "Soo" was completed in 1855 these ores were transported through the locks to consumer centers in the East. The Marquette Range has a history of continuous production from 1848 to the present day.

A Federal statute, enacted several years since, provides for the preparation of a geologic map of the United States. There are three requisites for a geologic map. The first is a suitable base- or surface-map upon which the rock-formations may be platted by means of conventions ; the second is a classification of the rocks and formations, and the third is a system of conventions by which the rocks and formations may be represented on the map. When the work of the Federal bureau created to prepare the geologic map was commenced, a topographic survey of the country was undertaken for the purpose of making maps suitable for the use of geologists in the field and for the representation of the geology; and this work has ever since been continued. The surveys have now extended over about one-fifth of the national domain, and are mapped on a series of atlas-sheets, each constituting a section of the great map of the United States. About 700 of these atlas-sheets are completed. They are in extended use among engineers, miners, prospectors, map-publishers and educators, and are thus widely known; moreover, these base-maps have been exhibited, described and discussed at meetings of the Institute, and thus do not require detailed consideration. Classification of Bocks and Formations. Modern classification is designed to express natural relation. In the beginning of observational science, or natural science, objects were discriminated and grouped by differences and resemblances; but at first the differences and resemblances recognized in the classification were external, even superficia1,'and often confined to single features. Later, groups of features and characteristics, both external and internal, were recognized as the basis of classification ; and of recent years, throughout the entire domain of biology, and to a considerable extent in the kindred sciences, classification is based not

This paper gives the results of experiments conducted in the metallurgical laboratory of the Ohio State University with the objects of determining: First, the calorific powers of a number of coals in general use in Ohio; and second, how far ordinary analytical methods could be used as a basis for computing these values. Incidentally a test of the performance of the calorimeter was involved. The chemical work has been carried on in the department for some time, so that the whole investigation has extended over three or four years. The Mahler calorimeter was purchased from L. Golaz in Paris, and is practically identical with the one described and figured by Mahler in his monograph "Contribution a l'Etude des Combustibles," from the Bulletin de la Société d' Encouragement pour l'lndustrie Nationale. A figure and description is also given by William Kent in The Mineral Industry for 1892, page 97. There were furnished with the instrument three thermometers covering a range of from 7°.5 C. to 31° C. Thermometer "A" (17°.5 to 31°) was carefully calibrated by reading the ends of a thread of mercury in sixteen positions covering the whole scale, supplementing this by readings of longer threads and deducing the errors of scale by the method published by Prof. Holman in the Technology Quarterly of September, 1887. The maximum error of a single reading was found to be 0°.0042 C. Thermometer "B" (13° to 25°) was compared directly with " A " over the scale common to both, and a variation was found of 0°.0145 C. for 7°.5 (or 0°.002 for l°) of the scale. Thermometer " C" ('7°.5 to 19°.0) was omitted from the cornparison, as it was rarely used, being only required where measurements were made at low temperatures. From the

5.1-1. Geographic and Geologic Factors. Surface mines are located where the coal seam can be economically uncovered and where the product can be utilized competitively with other fuels. The planning and designing of a pit may follow various procedures. The sequence for consideration of the influential factors as considered here may not be complete for every pit, nor will it be necessary to be completely used in each design. It is suggested as a check and outline for the engineering approach. Controlling conditions for the layout should be listed and considered with the facilities and equipment for the exploitation. After these items, as listed below, have been discussed and the feasibility agreed upon, then the actual planning and design of the pit can be done. GEOGRAPHIC FEATURES. The location of the coal area sets the climatic stage. The rainfall, the temperature extremes, and the general weather conditions all affect the design of the pit. Overburden soil when wet may not be stackable and may be impossible to move by standard procedures. The coal seam itself may be so soft that it must not be traveled on when wet, as the losses may be the difference between a profitable venture and an unsuccessful one. Some equipment will work well on dry soil only, just as a dredge works only in the wet. The conditions must be checked and analyzed. Some equipment cannot handle frozen soil (wheel excavators), so temperature extremes must be noted. The extreme weather conditions may also govern the expected working days and therefore the ultimate production. The altitude (atmospheric pressure) may affect the equipment, and this should be checked. All of these conditions should be noted on the preliminary map of the area. GEOLOGIC FACTORS. Coal mining historically has been a hazardous occupation but, in recent years, tremendous progress has been made in reducing accidental coal mine deaths and injuries. The purpose of this chapter is to discuss the basic principles of accident prevention as they are related to coal mining. Accident prevention fundamentals are no different for coal mining than for any other type of work. The fundamentals apply to all industries. Construction workers may be struck by falling tools and materials, and miners may be struck by falling slate and coal. Sailors may be trapped by shipboard fires, and miners may be trapped by mine fires. Railroad brakemen may lose hands and fingers positioning couplers, and miners may lose hands and fingers positioning couplers. Many other examples could be cited, but the point is that accidents that happen in coal mines are basically similar to accidents that happen in other industries. Thus, the basic principles for preventing accidents apply in coal mining as they do in any other type of work. COAL MINE ACCIDENT EXPERIENCE The US Mine Safety and Health Administration (MSHA) is the main source for accident experience data in coal mines. Coal mine operators are required, by law, to forward to MSHA monthly the number of fatal and disabling injuries, man-hours worked, and tons of coal mined. This information is compiled and published quarterly, with annual summaries, by MSHA. Trends in the number of fatalities and fatal injury rates are shown in Fig. 1. Major coal mine disasters, with number of miners killed, and dates of coal mine safety legislation are shown in Table 1. The fatal and disabling injury frequency rates for the coal industry are shown in Fig. 2.

Prior to 1950 most fertilizer manufactured in the United States was produced in a nongranular form. In such form, the material caked when stored and was extremely dusty when applied in the field. About this time a wide interest developed in the fertilizer industry for the manufacture of a granular, high-analysis fertilizer of improved physical properties. Thus, TVA began work on fertilizer granulation about 1950 using both a pugmill (double-shaft paddle mixer) for a thick slurry of nitric phosphate and a continuous ammoniator-granulator drum for superphosphate-base mixed fertilizer. Granulation in these units was mainly by agglomeration. The liquid phase generated by the moisture and by the heat of reaction of ammonia with acidic materials, such as superphosphate and sulfuric or phosphoric acids, resulted in agglomeration of the solid ingredients. About 1956, TVA began studies of the use of a pan or disk granulator for production of ammonium nitrate or other fertilizers containing a large proportion of ammonium nitrate, such as 30-10-0 ammonium phosphate nitrate. This is the layering method of granulation. More recently, TVA has demonstrated pan granulation of urea from a highly concentrated solution and granulation of ammonium polyphosphate melts in a pugmill. The bulk of TVA studies throughout the years has related to use of the drum granulator. About 200 granulation plants in the United States have been licensed and built to use the TVA continuous ammoniator-granulator; it is estimated that more than half of the 20 million tons of mixed fertilizer used in the United States in 1974/1975 was produced in these plants. Some other granulation processes developed for use in the drum granulator include diammonium phosphate, monoammonium phosphate, urea- ammonium phosphate, ammoniated superphosphate, and most recently, NPK fertilizers by melt granulation using a pipe reactor.

THIS paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, in it reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. FUNDAMENTAL VALUATION PRINCIPLES Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but, one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to he negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed1 coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the salve district have been sold recently. To give a few reasons why such a measure of value can not be strictly applied, it may be noted:

THE amount of gold that occurs in a ton of milling ore from most of the large-scale copper mines is so small that unusual care and special attention are necessary to recover it. In some cases the gold is not considered important enough to warrant daily assays of the various products. Considering the large tonnage of copper ores that are now concentrated by flotation, as computed in a recent review, the gross gold content is surprisingly large, probably amounting to over 10 million dollars per year in the United States. The indications are that in many of the copper-milling operations with gold content under $1 per ton, only 50 per cent. of the gold is recovered in the flotation concentrates. Lime is generally used as a depressant for pyrite in the flotation circuit. The authors have shown that high lime or a solution high in calcium ions is also a depressant for gold. Their experiments on several well-known ores show that by careful regulation of the alkalinity of the mill solutions, a higher flotation recovery of the gold can be obtained, together with equally good copper recovery in a good grade of copper concentrates. In cyanidation for the recovery of gold, the best accepted practice demands that the mill solutions be tested and regulated by simple chemical reactions at definite periods during treatment or with each change in the treatment. It is similarly important for the recovery of gold that the solution in the flotation circuit be analyzed for calcium ions at regular periods and at each step in the flotation practice. The lime should be added when and where needed and not in excessive amounts at the head of the mill.

THE principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the line-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania.

INTRODUCTION IT is the purpose of this paper to set forth the relation and functions of the various organizations and institutions engaged in the promotion of safety iii the iron mines of the Lake Superior region; also to indicate the value of this work. Ten to 15 years ago there was practically no organized safety work; the accident rate was high, excessively so in some districts, and dangerous practices and conditions existed in many of the mines. During recent years, however, a gradual change for the better has been made. The chief causes of this change have been (a) public opinion, which has set the stamp of disapproval on the disregard for human life; (b) certain State laws which have made the operators responsible in dollars and cents for injuries to workmen; and (c) the humanitarian attitude of many of the operators, who have always decried the great loss of life in the mines. Today the Lake Superior region as a whole stands second to no other metal-mining district in the United States in its efforts to promote the welfare and safety of the miner. Dangerous practices in and about the mines are fast disappearing. The operators are ready and eager to adopt any expedient, rule, or device that holds forth a reasonable promise of reducing the hazards of the miner. Today the value of a mine captain or shift boss is reckoned, not alone on his ability to "get the ore," but also on his capacity for reducing accidents. While the progress made has been remarkable, there still remains much to be done, for the accident records of the Lake Superior iron mines, while lower than those of the chief metal-mining regions of the United States, still compare unfavorably with those of the metal mines of practically all foreign countries.

IT will be recalled that when educational instruction for the mineral industry began at Freiberg, at the beginning of the eighteenth century, the original aim was to organize and systematize the procedures previously followed by young men in gaining familiarity with the technology then in use. There must have been many other ideas current, even then, as to just what a young man needed to learn in order to become capable of assuming responsibility for the supervision and direction of such technical work. The problem in Europe was decidedly different from that in nineteenth-century America, because some of the European mines were actually owned and operated by the governing authority and the others were supervised, regulated, and taxed by it. The American problem was the efficient performance of technical operations; the European one was regulatory supervision. It was natural, therefore, that in the development of educational processes in Europe stress was laid on those factors which conserved and protected the interests of the state. The study of mineralogy and geology, leading to correct judgments as to the workability and value of mineral deposits; assaying, which gave the means of quantitative measurements, as did surveying; chemistry, which furnished a better basis of understanding for assaying, mineralogy, and geology; and physics and mathematics, which are the bases for the understanding and efficient use of mechanical appliances, became the core of systematic instruction for the mineral industry. It was early recognized that men could learn more than was already known about all of these subjects and education took on that dichotomy which still characterizes it; the teaching of established knowledge to the unlearned, and that of extending of the bounds of knowledge, now loosely termed research, which after two and a half centuries of work still shows

In the design of foundations for large structures and of safe mine openings in rock, the results of laboratory and small-scale in-situ tests are often used to predict the behavior of the material as a whole. For reasons of simplicity in these analyses, the rock is usually treated as an ideally elastic, isotropic material. It has been observed, however, that most rocks are neither isotropic nor ideally elastic. This observation is particularly true for rocks subjected to low confining pressures. It is therefore necessary to investigate further the effects of anisotropy and nonlinearity on the mechanical behavior of rocks. When small differences in stress and strain only are involved, the rock may be treated as an elastic material. The elastic constants for such a material subjected to a particular confining pressure can be calculated from the classical theory of elasticity for different degrees of anisotropy. There are two experimental methods by which this can be done: first, from measurements of static stress-strain relationships; second, from elastic wave velocities measured in the rock. The former yields the static elastic constants, and the latter, the dynamic constants. The static constants will be equal in magnitude to the corresponding dynamic constants only if the rock is ideally elastic. Walsh and Brace1 have reviewed theoretical studies of the elasticity of rock considered as a material containing pores and cracks. They re- ported that the presence of sharp, narrow cavities at low confining pressures strongly influences the mechanical properties of a rock. A considerable reduction in magnitude of elastic moduli is associated with the presence of inhomogeneities such as cracks or joints. The elastic properties appear to approach those of the uncracked material in magnitude as the cavities are closed by higher pressures. Walsh and Brace

Joseph E. Thropp, Jr., Indiana Harbor, Ind.:—To what do you attribute the fact that in some localities the by-product coke sells at a premium over the ordinary bee-hive coke for foundry use ? If the cell-structure is preferably soft and rather thick in coke for foundry use, as I understand it, do you mean that by-product coke has soft and thick cell-walls ? William H. Blauvelt, Syracuse, N. Y.:—As I say in one of the paragraphs of my paper, the tendency seems to be towards the manufacture of foundry- and furnace-coke under somewhat different conditions. The development of the best cell-structure in coke, of course, has not reached perfection, but we are making progress, and we are inclined to believe that under ordinary conditions the best furnace-coke, that is, coke with the hard cell-wall and the well-developed cell, is produced at fast coking-time and high heats, whereas the best foundry-coke seems to be produced at somewhat lower heats. In one of our plants we are making furnace-coke in 16-hr. coking-time, and foundry-coke in 20-hr. time. Foundry-men want the strong, tough coke. I think the furnace-men present will agree that the best furnace-practice requires a hard coke, with a well-developed cell-structure. Replying to the question as to the reason for higher prices being realized for by-product foundry-coke than for bee-hive coke, of course, the immediate reason is that it suits the foundry-men better. Perhaps one cause may be that we are able, by the selection of coals, which is not usually practicable at bee-hive plants, to get a quality and analysis best suited to foundry-work, with high carbon-content, and with cell-structure and physical strength especially suited to the foundry-men's ideas.

This chapter, therefore, describes Project Management for the personnel of groups not familiar on a regular basis with project management and deals with the basic questions that these groups can be expected to ask, such as: - What is project management? - Why is it needed? Project Management is the planning, implementation and monitoring of the Engineering, Procurement and Construction activities that are necessary to complete the project in the most economic manner. In the case of a crushing and grinding plant, completing the project would mean bringing it into full operat ion. Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group. During the latter part of 1916 and the early months of 1917, due to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to $2 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and SO much complaint, that some action to regulate prices was considered essential by the National Administration. Lane-Peabody Agreement In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

INTRODUCTION Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy). Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. THE structural relations existing between cuprous oxide and copper -were first systematically studied by Heyn1', who suggested that a study of the microstructure of refined copper might be substituted for the analytical methods in vogue for determining the oxygen content of copper coming from the refining furnace. Hofman, Green and Yerxa,2 in their paper A Laboratory Study of the Stages in the Refining of Copper, working along the lines suggested by Heyn, showed that a study of the microstructure could be made to yield a correct estimate of the oxygen content of the specimen of refined copper under examination. In order to determine the oxygen content of the specimen of refined copper under. examination a photomicrograph was first made. From the relative areas of copper and eutectic, the percentage of cuprous oxide and the corresponding percentage of oxygen were then readily calculated. It was found that the values for oxygen thus obtained corresponded closely with the analytical results. With the idea of utilizing this method of determining the oxygen content of each charge dipped from the refining furnaces at the Boston & Montana Reduction Plant, the physical testing laboratory was equipped with suitable apparatus for carrying out the work. It may be of interest to describe certain of the methods which have been worked out in this connection and give such data as have been obtained bearing on the effect of the oxygen content of refined copper upon its conductivity. Apparatus.-For the benefit of those who may be unfamiliar with metallographical apparatus and methods and may be interested to know what equipment is required, a few words with regard to the apparatus is in place at this point.

THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultimate cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development.

THE Cr,O-type, or P-tungsten, structure having the space group (Oh2— Pm,n) is one of the most widely occurring structures found among the intermediate phases involving transition metals. Including the phases reported here for the first time, the total number of these A,B phases now known is 39. Greenfield and Beck' have correlated the lattice parameters of these phases with the Goldschmidt radius of the close-packed chains of A atoms. Laves' discussed the apparent size of the A and B atoms in this structure. Gel1er" proposed a scheme for reproducing the lattice constants of the phases by the use of a list of effective C.N. 12 radii for the component elements. Reported here is a survey of the A,B combinations which appeared favorable for the stability of the Cr,O-type phase but which, at the time the investigation was begun, either had not been reported upon or had conflicting reports as to the existence of the structure. Seventy systems were investigated, and 8 Cr,,O-type structures were found. Six of these also were reported by other investigators in the interval between the start of this investigation and its completion. This survey yielded information as to the influence of the relative sizes of the A and B atoms on the stability of the phase and, for the various families of Cr,O-type phases, the effects of the sizes of the A and B atoms on the lattice constant. Likewise, a somewhat clearer picture of the connection between the position of the A and B elements in the Periodic Table and their Cr,O-type phase-forming tendencies has become apparent.
