In 1892 I tested an ore, which was peculiarly difficult to treat, on several concentrators then in general use, including t,he Frue-vanner, the Luhrig table and the Cornish buddle. Owing to the character of the ore it had to be crushed- to a very fine state of division, and the results obtained were far from satisfactory; a large proportion of the values was lost in the slimes, which indicated the necessity of a very careful sizing before dressing. Even after reworking some of the slime-tailings, the results, in my opinion, were not as good aa those which might be obtained on a table designed more especially for the handling of slime. Mineral exploration programs have often experienced mismanagement in the decision-making process, and these errors have consequently resulted in stockholder losses. Unfortunately, the events leading to these errors are little known and rarely studied, since managers aren't prone to publicizing their mistakes. However, a bit of magnified hindsight may serve to identify some of the problems. It is interesting to note that there does not seem to be a generally agreed-upon definition of the role and function of exploration management. Several articles have addressed this subject, written by both academic and industry exploration personnel. Two apparent thought trends can be observed: First, the theoreticians insist that modern scientific management principles can be directly applied, without modification, to mineral exploration. However, when one searches for the rules, the proponents rapidly retreat behind the computers and talk learnedly of management information systems and game theory.

THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.

It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

The Institute published a collective index of- Volumes I to XXXV inclusive, which has been very extensively purchased and used by the members of the Institute. It enables one to look, up any subject in the first thirty-five volumes and is useful to those who have the Transactions, as well as to those who have not, because it tells what subjects have been treated and enables one to look these matters up in his own library and then afterward either to procure the individual papers from the Institute at the price of $1 each, or to procure Volumes, or to consult the Trans-actions at a nearby library, if such a one is available. It now seems desirable to publish another collective index, and the Editorial Department, upon the authority of the Board of Directors, has prepared an index of Volumes XXXVI to LV inclusive. This will be sold in the Institute's standard half morocco binding at a price of $5 and in paper covers at a price of $4. It wilt be ready in a few weeks. Those who already have the first index and purchase the second one, and those who purchase both, will have a complete index of the Transactions from Volumes I to LV inclusive. The Institute will be glad to receive advance orders for this index to insure prompt delivery upon publication.

Description of Operations: Before proceeding with a discussion of our health and safety programs at Pioche, it may be proper to give a brief description of Pioche and of our operations there. Pioche is one of the early Nevada mining camps. It was founded shortly after the discovery of high grade silver ore in 1863 and mining has continued with more or less regularity to the present day. In an era of lawlessness, Pioche was notorious. The story persists that 75 men died with their boots on before one died a natural death, and old payroll records show that nearly as many gunmen were employed to stand off claim jumpers as there were miners working the mine. That was probably as close to a safety program as the times permitted. Pioche is situated in southeastern Nevada on the main highway between Ely and Las Vegas. The camp is on the flank of "Treasure Hill," near the original silver discovery, at an elevation of about 6000 ft. The present day population of about 2000 is primarily dependent upon the mines of the area, although Pioche also serves as the county seat of Lincoln Couqty and as the center of the surrounding livestock industry. The camp is served by a branch of the Union Pacific Railroad and receives power from the generators at Hoover Dam. The Pioche operations of the Combined Metals Reduction Co. were started in 1923 when the first complex lead-zinc ore was shipped to the company's mill at Bauer, Utah. The modern mill at Pioche was completed in 1941. The operations are medium sized in the nonferrous field, employing an average of 350 men in the mine, mill, and related works. The complex lead-zinc ore is mined from replacement deposits in a comparatively flat, extensively faulted, limestone horizon. Mining methods vary from stull-supported open stopes to filled square-set stopes. The thin bedded limestone and shale overlying the ore is allowed to cave as areas are mined out and caving frequently follows closely upon ore extraction. The relatively heavy ground and the numerous faults add to the problems of safe mining. The mine is well mechanized and the mill and surface plant are modern and well equipped. Labor is organized in a C.I.O. union and labor-management relations have been unusually harmonious. During most of the period since 1923 a competent supervisory staff worked to reduce safety hazards but the primary responsibility for safety rested on the individual workman. Accidents happened and all too frequently they were regarded by all concerned as unavoidable. In October 1939, the late Robert L. Dean became superintendent at Pioche. Most of his previous experience had been in the fields of iron and coal mining and from that experience he brought the concept that no accident is unavoidable. Many of the features of our present health and safety programs were initiated by Mr. Dean during his term as superintendent. Health Program: Our health program centers in Dr. Q. E. Fortier and his new, well-equipped, and well-staffed, modern hospital in Pioche. The program starts with a thorough pre-employment physical examination and is followed by yearly re-examinations at the expense of the company. The Pioche Mutual Benefit Association, to which all Pioche mine operators and employees belong, pays benefits covering hospitalization and surgery expense incurred by employee members and their families. The Association is governed by a board of directors elected by its members. The mine operators of the district donated the original capital and pay the monthly dues of the employee members. A brief sketch only is here intended, with a few illustrations, in order to give a general notion of the character and structure of these veins. I have stated elsewhere, several years ago, that these veins were wrought on a large scale and for many ages by some ancient peoples, most probably the so-called Mound Builders; although they built no mounds here, and have left no signs of any permanent habitation. They opened and worked a great marly veins down to or near water-level; that is, as far as the action of atmospheric chemistry had softened the rock so that it was workable without metal tools, of the use of which no signs are apparent. Many of the ladgest and most profitable of the mines of the present day are simply the ancient Mound Builders' mines reopened and pushed into the hard undecomposed granite by powder and steel. Blocks of mica have often been found half imbedded in the face of the vein, with the tool-marks about it, showing the exact limit of the efficiency of those prehistoric mechanical appliances. Much work has been done recently on the lead-antimony system1 in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann, 2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,' as well as the somewhat earlier works of Hof-man (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. The following tables show the analyses of ores from nearly all of the mines which will produce over 10,000 tons of ore each during the season of 1890. There are many small mines now in the course of development, some of which may become large producers. Many of the mines produce several different grades of ore, but the analyses given in the tables are fair averages of ore such as the respective mines can deliver. Most of these analyses were obtained from the agents of the respective ores, and are averages of the season of 1889. One can state positively that over 75 per cent. of all the iron-ores of the Lake Superior district will average over 60 per cent. of metallic iron. During the past 34 years this region has produced about 48,137,421 tons of ore, the different districts contributing about as follows: Marquette District,. 29,754,057 Menominee " .10,415,859 Gogebic " . 6,622,194 Vermilion " . 2,342,991 Miscellaneous,. .. .. 2,320 In the year 1889, the product of all the districts was nearly '1,300,000 tons. The product of the entire region for the season of 1890 may exceed 9,000,000 tons. This large amount of ore is shipped to the lower lake ports, from Escanaba, Marquette, Two Harbors and Gladstone.

Assumptions. Let Q = price to be paid for the mining property. M = cost of developing the mining property to yield y tons of ore daily. P = cost of suitable plant to treat y tons of ore daily, p = value of said plant when the mine has been exhausted. C = total fixed capital investment. W = working capital investment. Then let C + W = total capital investment. y = required yield of ore daily in tons. Y = yield of ore yearly in tons, d = number of producing days per year, u = average operating profit per ton of ore. Henry M. Howe, Bedford Hills, N. Y. (communication to the Secretary.)*—Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is due to their being in part reprecipitated after re-solution in forming carbonic oxide temporarily with.that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when the solidification is too rapid to permit this process to go on. J. E. Johnson might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and reprecipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long den-drites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. When the core has been removed from the core barrel, it should be placed in a core box in the exact order in which it is taken from the ground. This box, Fig. 1, is usually a shallow tray 4 or 5 ft. Conservation, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race may be improved; and still more broadly considered—and as used in popular discussion—it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations—-that a wise conservation policy means wise property relations.

Asbestos fiber, before it can be used commercially, is separated from the rock in which it is naturally found. Johns-Manville Corp. is currently constructing a 12-story fiber mill, of which the first half is completed and in operation. The mill will be the largest in the world, producing about 30 pct of the world's fiber. It was engineered and constructed by a cooperative effort of the engineers of the Canadian Johns-Manville Fibre Div. and the general plant engineering dept. Detailed design work on all phases of the job was done by Surveyer, Ninniger & Chenevert of Montreal. A series of crushing, screening, air aspirating and air separating processes will separate the fiber from 10 tons of rock per min. But to process this amount of ore about 90 tons of air per min will be handled in the aspirating and dust-collecting systems. To express this in more common units, 2.5 million cfm of air will be required. All this air will pass through a bag-type continuous automatic filter and will be expelled to atmosphere in summer or returned to the mill for heating during the winter months.

An examination of the census reports' for 1880, which contain a large number of complete analyses of typical American iron-ores, indicates that the existence of barium sulphate in intimate association with iron-ore is rather unusual. Of 94 analyses reported there, but four show any barium sulphate, and the maximum content amounts to 3.04 per cent. The note of the occurrence of considerable quantities of barite in connection with certain iron-ores found in the Pinar del Rio Province of Cuba may be of interest. These deposits are found near the little village of Francisco, about 25 miles west of the city of Pinar del Rio on the Western Railroad of Havana. The principal ridges are anticlines, and consist of very thick deposits of sandy shales and slates containing a large number of little veins of white quartz, which, by the gradual disintegration of the mass of the material, is left covering the surface. This quartz occasionally shows sulphide, but is generally barren of any such indication. At times lenticular masses of a more or less pure limestone mere observed in these slates. The shales, which are of light color, are occasionally talcose. The formation would tentatively be classed as the Lower Cambrian, arid the heavy ridges of comparatively horizontal limestone found in the anticlinal valleys as the Upper Cambrian. Along the crest of these slaty ridges deposits of iron-ore are found which are apparently in place, and were probably formed by replacement of masses of limestone similar to those noted elsewhere. I DESIRE to call the attention of the Institute to two deep vertical shafts, which are now being sunk in Schuylkill County, Pennsyl¬vania, about 1 1/2 miles north of Pottsville. These shafts are of interest to the mining engineer, not only on account of the novelty of the method of sinking adopted, which promises to produce a revolution in that branch of mining engineering, but also as examples of the manner in which such work should be undertaken. There is a fruitful area of computer competence which has gone virtually unnoticed by the mining industry. This is in the solution of its numerous fluid-flow distribution problems, involving the circulation of air, water and other fluids in conduits through mines. Typical of these is the mine ventilation system, which circulates air through mine openings to the working faces. The networks of interconnected airways in large mines-often resembling a tortuous maze or labyrinth defying representation by schematic, let alone solution-must somehow be resolved and analyzed, if effective and safe control of the ventilation is to be maintained. These are admirably suited to programming for solution by high-speed electronic computer. Not only can direction of flow be determined but quantity and head loss as well. EARLIER EFFORTS AT NETWORK SOLUTION The only prior attempt to solve mine ventilation networks by digital computer methods was made by a Japanese investigator1 in 1958 whose work went unpublished. Unfortunately, he employed a method of network analysis little used in the United States and one which could accommodate a maximum of only 30 airways. While his analysis seems unnecessarily cumbersome and involved, it did suggest that a digital computer approach was feasible.
