Discussion of the paper of SAMUEL S. WYER, presented at the New York meeting February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 263 to 279. DAVID T. DAY, Washington, D. C.-I would like to ask whether the court decisions quoted in the paper are general, or do they represent one side of the case; if so, are there any decisions that represent more than one side of the case? Are they of general application, or do they affect only one side? Also, what is the difference between a pump and a compressor from the standpoint of the natural-gas industry? I notice stress is laid on the word "pump" in. connection with some of the legal decisions, and then it is stated. that they must not pump or compress above 300 lb. The question is, is a pump a compressor and a compressor a pump, under certain conditions? SAMUEL S. WYER, Columbus, Ohio.-Answering the first question, I will say that the decisions cover both sides of the case very thoroughly, and are uniformly on the side that a company is justified in the use of gas compressors; in other words, there are no decisions holding it to be illegal to use gas compressors, with the exception noted in Indiana, Kansas, and Oklahoma where you cannot go below atmospheric pressure. In regard to the second question, I think the engineers and the gas operators themselves are responsible for the confusion. It is because the use of the term "pump" is almost universal, and so many people have obtained the idea that the primary function of a gas compressor is to pump air into the gas, in order to increase the consumers' gas bills. I appreciate that it is very hard to draw a clear line of demarcation. between a pump and a compressor. The distinction I have always made myself, and which I think is a logical one, is that you do not get the pumping action until you get below atmospheric pressure. As far as the compression end is concerned, there is only one State, namely, Indiana, that has any statutory limitation with regard to how high the pressure may be increased in order to put the gas into the transmission lines. The State law in Indiana limits the maximum pressure to 300 lb. per square inch.

It has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine — each has very often to be governed in his actions by conditions which he cannot see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal—the further extension of ore-bodies, the existence of new ones, the throw of a fault, the probable change in grade' or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what his course should he to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directcd with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory operation is averted. Development in the upper Texas Gulf Coast during 1944 resulted in the discovery of 19 new fields as compared with 11 during 1943. These discoveries include 10 oil fields, one dry gas field, and eight gas-condensate fields. Drilling During the year 590 wells were drilled as compared with 418 drilled during 1943. Of these operations, 485 wells were drilled in proven fields, with the following results: 281 oil wells, 22 condensate wells, one dry gas well and 141 dry holes. The remaining 105 wells were wildcats, of which 19 were producers. The geological distribution of these discoveries was as follows: In 1944, production amounted to 178,-522,630 bbl., which was an increase of some 31,670,384 bbl. over the 1943 figure of 136,852,246 bbl. These figures include both condensate and oil production, as separate figures are not available. Wildcatting in the area was more successful during 1944 than in 1943 as the following comparison of number of wells drilled illustrates: Discoveries during 1944 Smith Point, Chambers County.—Standard Oil Company of Texas completed its No. I State, sec. 109, on Feb. 15, 1944, in a Frio sand at 8135 to 8146 ft. The well flowed 250 bbl. of 42º gravity oil through an 1/8-in, choke. Gas-oil ratio was 800 to I; tubing pressure, 1100 bbl. Four other oil wells and one gas well were completed during the year. This discovery does not appear to be of major importance. The producing area lies on the upthrown side of a large fault. North Winnie, Chambers County.—Sun Oil Co. completed No. I P. E. Dougherty on Apr. 27, 1944, from the Frio, through perforations at 8757 to 8759 ft. The initial production was 154 bbl. of 38.3º gravity oil through an 1/8-in. choke. Gas-oil ratio Was 2526 to 1; tubillg Pressure, 2280 1b.; casing Pressure, 1225 lb.; total depth, 9519 ft. Three other wells were drilled during the Year. This discovery is on the downthrown side of the major Winnie Stowell fault, and increases in magnitude the already large producing area along this fault. Mayes Field, Chambers County.—Humble Oil and Refining Company's No. I Mary Etta Mayes was completed on Dec. 24, 1944, in a Frio sand, at 8166 to 8169 ft. through 1/4-in. for 768 bbl. of 40.3º gravity

SO commonplace that they are seldom noticed, mining-machinr, bits have a definite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the purchase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. From the point of view of indirect costs they are important, as the lack of good bits at a mining machine can seriously impair production. Good bits tend to ensure an adequate supply of coal. Classes OF Bits Mining-machine bits may be divided into three general classes, based on shape and method of use: (I) chisel, (2) pick-point and (3) one-use. The chisel and pick-point bits are shown in Fig. I. The so-called "chisel" bits were made of steel of various sizes and were sharpened to a wide chisel cutting edge. Few of this type of bit are used, except in places where coring is very bad. Sometimes chisel bits are used with standard bits to help cut out the core. The "pick-point" bit is widely used today. Normally it is made from ½ by I-in. steel, is about 4½ in. long when new, has a rake angle of about 25°, a front clearance of about 23O, a side clearance of approximsteji 8".' There are many variations in the shape of this bit, depending on the ideas of the individual that may be dressing the dies of the bit machine. This bit has been generally used for many years and at present, in one form or another, is by far the most popular bit used in coal mines. This bit usually is made from 0.85 carbon steel, although in recent years some alloy-steel bits have made their appearance. At present, carbon-steel bits are frequently tipped in. hard facing materials. A third class of bits might be called the L'one-use" bit; that is, a small bit that is used once and then thrown away. These bits have two or three points, are usually made from 0.85 carbon steel and sometimes from higher alloys. Recently some. of them have been tipped with hard facing material. Since the outbreak of the war we have discovered in the united States minerals of which there was no general knowledge, and which compared very favorably with anything that could be found in any foreign country. One of these was magnesite, or the carbonate of magnesium as it occurs in nature. This mineral crystallizes in the rhombohedra1 form, has a specific gravity of 3.00, molecular weight of 84.4, molecular volume of 28.1, and a hardness of 3.5 to 4.5.1 Had it not been for the development of the California deposits of this mineral and the discovery of immense new deposits in Stevens County, Wash., the production of steel during the war would have been more seriously handicapped than it was. Now that the war is over, we face the possibility of competition with the cheap Austro-Hungarian magnesite; and while that may not be so cheap as it was before the war, adequate protection should be given the producers in this country to insure the full development of our own resources. The consumption of magnesite in the United States in 1913, the year preceding the war, was 172,591 tons of calcined and 22,872 tons of crude magnesite. Less than 3 per cent. of this amount was produced at home. At the present time, practically all of the magnesite used in the United States is produced at home. Expensive plants have been constructed, extensive exploration work done, and production pushed to the utmost to supply the necessary requirements of the war. Thus a considerable industry has been built up within our borders. Some magnesite has been imported from Canada and Mexico, but the Canadian ore was of an inferior grade and could not be used satisfactorily. During the year 1918, production decreased in both the United States and Canada; the production in the United States was 225,000 tons in 1918 as against 315,000 in 1917, and in Canada 39,365 tons in 1918 as against 58,090 in 1917. This decrease was mainly due to over-production during 1917, the domestic demand being only 300,000 tons. The material produced and sold in the United States must contain, in the crude form, not more than 3.5 per cent. silica and 2 per cent. lime;

Y.-I notice Mr. Bosqui says that zinc dust can be used profitably. I had occasion recently to try to ship some zinc deist to South Africa, owing to the. high price of zinc in the last six or eight months and the difficulty in getting zinc sheets We were informed that the steamship companies in England refused to accept zinc dust for shipment through the tropics on the score that it was an explosive mixture. C. W. MERRILL, San Francisco, Cal.-In the early days zinc dust was packed in wooden casks. The steamers at that time were very chary of transporting it. It was put on the deck in the wooden casks, and if the zinc dust got wet it exploded. Since that time we have used hermetically sealed cases, in which case there is no risk whatever in its transportation.. This rule of the steamship companies is perhaps another sample of their ultra-conservativeness. HENNEN JENNINGS, Washington, D. C.-Unfortunately, I have not yet read Mr. Bosqui's paper, but believing it might interest you to know something of the beginning of the cyanide process on the Rand, I will speak briefly as to my own knowledge and experience of the early initiation of this process in South Africa. I took the position of consulting engineer of H., Eckstein, the parent firm of H. Eckstein & Co., and a branch of the firm of Wernher, Belt ,C Co., at Johannesburg, in December, 1889, and at that time the Robinson Co. managed by them was the premier company of the fields. Up to this date plate amalgamation and catchment of a small percentage of concentrates by blankets, and in a few instances Frue vanners, were the main gold-saving devices used and had obtained an extraction' of only about 65 per cent of the gold contents of the ore. Also at that time the orebodies were seen to be changing from oxidized deposits to pyritic at varying depths from 50 ft. to 300 ft. below the surface, and uneasiness was felt as to future recovery. The deepest exploitation at any of the mines was not much below 300 ft.

It is always the case with heavy and cheap materials that the area within which they can be economically used depends upon the cost of transportation, and in those days of poor roads and no mechanical means of haulage on them, coal could only be moved a few miles from the mine by any other means than water. The need of better means of transport to the areas west of the mountains had been urged by Washington and many other leaders, but the first turnpike over the Alleghenies only reached the Ohio River at Wheeling, W. Va. in 1818. The James River and Kanawha road reached the Ohio in 1831, that from Winchester, Va. to Parkersburg in 1838, and the road through the Cumberland Gap was completed in 1797. None of these affected the coal industry excepting indirectly by building up some of the river towns which coal could reach. The inadequacy of roads alone to carry the traffic of the rapidly growing interior communities was demonstrated only a few years after the National Pike was completed, and in the early 1820's several of the states embarked upon the construction of a canal system, which had been under discussion for some years. The Erie Canal was opened in 1825 from Lake Erie to the Hudson River through New York; Pennsylvania, Virginia and Maryland had already started similar projects designed to bring traffic to their principal cities from the interior. The Pennsylvania Canal was started from Columbia, as a railroad extended from Philadelphia to that point, and it followed the Susquehanna and Juniata Rivers to Hollidaysburg; thence to Johnstown, a distance of 36 miles, where it consisted of partly railroad and partly inclined planes, the boats being hauled up, and lowered down the planes; from Johnstown the canal followed the Conemaugh, Kiskiminitas and Allegheny Rivers to Pittsburgh, 104 miles. Boats first reached Pittsburgh by this route in 1834. The Chesapeake and Potomac Canal followed the Potomac River from a point above Alexandria above the falls, to Cumberland. This canal was chartered in the eighteenth century and a portion of it was used by traffic in 1800. It was too small to be of much use and was abandoned, and later after many legal and financial vicissitudes was completed to Cumberland, traffic from there starting late in 1850. This date, however, was long after the Baltimore and Ohio Railroad had been completed to

Discussion of the paper of HOWARD N. EAVENSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 413 to 430. WILLIAM H. GRADY, Bluefield, W. Va.-Mr. Eavenson gave a comparison between accidents in the State of West Virginia and in the Pocahontas field. The figures quoted are, I presume, taken from the reports of the State Mine Inspector. There are no statistics available, in readily accessible form, giving a comparison between the Pocahontas field and the mines of the United States Coal & Coke Co. which are a part of the field. It occurs to me that the paper would be more complete with these data and I will say that the mines of the Pocahontas field produced during the year 1913 about 15,000,000 tons, about 3,000,000 tons of which was produced by the United States Coal &Coke Co. This gives an indication of the extent of its operations. The Pocahontas field lies largely in the counties of McDowell, Mercer, and Wyoming in West Virginia, and Tazewell in Virginia.: Without consulting maps, I should say that all of the acreage under operation at present by this company lies wholly in McDowell County and that the average conditions off roof top and bottom in its mines are the average of the county, but that the worst conditions in some of these mines are the worst to be found in the county. The average conditions in Tazewell County are about the same as in McDowell County, except that the average thickness of the seam is much greater. The average conditions of top and roof and bottom are better in Mercer and Wyoming counties than in the mines of the United States Coal &. Coke Co.; the worst conditions in these counties are not so bad as in McDowell and Tazewell counties and the best are better than those encountered in McDowell and Tazewell counties; also the thickness of seam is less in Mercer and Wyoming counties. THESE notes should be considered as a further discussion of Mr. S. W. Miller's paper on "Some Structures in Steel Fusion Welds."1 In that paper and the resulting discussion; several conflicting opinions were expressed as to the identity of the needles or small crystals present in oxyacetylene and electric welds. An interesting specimen of an electric weld examined by the writer seems to afford new evidence regarding the needles, that may be worth presenting at this time. The specimen consisted of a piece of 3/8 -in. (9.5-mm.) steel plate, about 2 ¼ by 1 ¾ in. (5.7 by 4.5 cm.) in size, on which some iron had been deposited by arc-welding to a depth of about 3/16 in. (4.7 mm.). The weld appeared to be a very good one, with no noticeable break or boundary between the plate and the deposited iron. Sections for microscopic examination were cut in three planes at right angles to each other through the deposited metal, two of these sections also extending through the steel base. After polishing in the usual way, the microscope showed that the deposited metal was full of very small, round, gray, oxide spots, while the steel plate contained quite a number of alumina inclusions and a little slag. The sections were etched with nitric acid in ordinary alcohol, and structures similar to those described by Mr. Miller were then displayed. Fig. 1 shows the typical appearance of the deposited metal, which was quite uniform in all three of the planes examined. The round dark-gray spots are oxides, and the pale angular crystals are evidently what, Mr. Miller called cementite and Mr. Jeffries martensite, while Dr. Ruder and Prof. Boylston suggested that they might be nitride. The boundary between this structure and the steel base was sharply defined under the microscope. Fig. 2 shows the structure of the plate just under the weld; this is almost martensitic and resembles a coarse-grained casting. This coarse cast structure soon became finer as the distance from the weld increased, finally, becoming very fine, with numerous small particles of sorbite. This very fine structure, shown in Fig. 3, became coarser in turn and finally merged into the original normal structure of the steel plate, shown

The structures and properties of the copper-aluminum alloys have been the subject of much study since the classic investigation of Carpenter and Edwards1 focused attention on. the engineering utility of these alloys. It was recognized at an early date that the metallographic structures developed in the aluminum bronzes were similar to those developed in steels, both in the annealed and the rapidly cooled state. Most investigators have been concerned with the acicular, martensitic-like structure formed from the 0 solid solution upon rapid quenching; the transformation of the ß under equilibrium cooling to a lamellar eutectoid having been relatively neglected. With the introduction in 1930 by Davenport and Bain2 of the isothermal transformation technique for studying eutectoidal decompositions, a new field was opened. Although an enormous amount of work has since been done on the isothermal transformation of steel, study of structurally analogous systems has been almost totally overlooked. The outstanding exception was the prize-winning paper† of Smith and Lind1ief³ ho investigated the decomposition of the 0 phase in copper-aluminum alloys by isothermal methods. This was followed in 1934 by Wasserman's review' of available information on analogous transformations in eutectoid alloys. Since that time no comprehensive study of isothermally transformed eutectoids analogous to steel has appeared, although many valuable contributions have been made to an understanding of the structures developed in such systems. Important papers have been published by Kurdjumow, Gridnew and co-workers, Obinata,18.'9 Greninger,20.21 and Others. The work to be described in this paper was an outgrowth of preliminary studies on the isothermal transformation of a entectoid aluminum bronze, after it became apparent that the alloy under study was reacting somewhat differently than the similar alloy used by Smith and Lindlief. Preliminary Experiments The material used in this study was a high purity aluminum bronze especially prepared by Ampco Metal, Inc. It analyzed: Copper—88.07 pet, Aluminum—11.89 pct, Iron-—0.02 pet, Manganese—-.OI pct, Others—Balance. Although some disagreement exists on the exact composition of the eutectoid, this alloy was believed to be of essentially eutectoid composition even though some pro-eutectoid* delta particles existed in the microstructure of furnace cooled specimens. Specimens transformed isothermally at temperatures slightly below the eutectoid showed relatively large amounts of pre-eutectoid delta, but as will be shown later, this results

This paper summarizes investigations during 1949 on three pilot plants for drying low-rank fine coal by entrapment in hot gases. Detailed operating results on processing seven coals having moisture ranging from 24 to 62 pet, formulas and data for calculating performance of large units, and general conclusions on the problem of drying fine coal are presented. THIS paper presents a summary of investigations by the Coal Branch of the Bureau of Mines during 1949 on the removal of internal moisture from low-rank coals by processing them in the entrained and fluidized state. A paper on this subject, giving a summary of the early work, was presented at the 1949 AIME annual meeting1 and gave a the- oretical discussion of the time and heat required to dry various sizes of low-rank coal. The investigations on two pilot plants were presented in the foregoing paper. During 1949, three additional pilot plants were built to study phases of the drying problem and to investigate different techniques of handling fine coal in the entrained and fluidized state. The present paper gives operating data on the new units and presents detailed data on the drying of seven coals having bed moisture ranging from 62 to 24 pct. The problem of removing surface moisture from fine coal is principally one of heat exchange and dispersion of the coal particles so that heat can reach the liquid moisture to permit evaporation, and it does not involve the factors of size and time of contact to any great extent. If enough heat can reach the surface of the particles at temperatures higher than 250°F, moisture evaporates almost instantly, and the factors of time and size are of secondary importance compared with the factors of heat balance and dispersion of the coal. Therefore, it does not appear to be necessary to employ a fluidized bed when removing surface moisture, and the most efficient process would be one in which the coal particles are entrained in a hot gas stream of optimum temperature traveling at a velocity that causes the particles to disperse into a low-density phase. When low-rank coals are dried, the fluidized bed is necessary to provide control of time of contact. This is done by adjusting the superficial velocity which controls the density or dispersion of the particles. The density of beds having fluidized properties suitable for drying low-rank coals appears to range from about 5 up to about 15 lb per cu ft. When the density is below 5 lb per cu ft, which represents a low-density phase, optimum conditions for removal of surface moisture should be found, and this requires superficial velocities of about 15 fps. The problem of removing bed moisture from low-rank coals involves consideration of size of coal, temperature, mass flow, heat balance, pressure, time of contact, and method of dispersing the coal in the heating mediums. The experimental work presented here gives data on these factors. Coal sizes up to 1/2 in. x 0 were dried with hot gases having initial temperatures ranging from 1900° to 2400°F. Coal

MIZIKAR, Grace, and parlee' studied rates of absorption of oxygen in stagnant liquid silver in a new type of open-ended gas-liquid metal diffusion cell, where the capillary diameters used were 1.5, 2, and 3 mm. They reported that the rates appeared to be controlled by the rate of diffusion of oxygen atoms in liquid silver and they used their data to arrive at the following equation as a reasonably good representation of the diffusivity (D) of oxygen in liquid silver: D = (14.7)10-4 exp (-7100 ± 3200)/RT cm2/sec Since this type of diffusion cell offers a promising method of measuring diffusivities of gas atoms in liquid metals, the senior author of this note and his students are carrying on a critical examination of the method, and are attempting to improve and extend the technique. The research reported briefly here was designed to examine more carefully the earlier conclusion1 that the absorption rate is diffusion-controlled, and to find out whether the diameter of the cell could be greatly increased and thus extend the method to systems where gas solubilities and diffusion rates are much smaller than in the case of oxygen in silver. For the purpose of these experiments, the open-ended capillary cell used by Mizikar, Grace, and Parlee was replaced by a small cylindrical crucible (1 to 1.7 cm in diam) containing pure silver (to a depth of 1.3 to 3 cm) resting in the bottom of a closed-ended vertical quartz tube, with an evacuated quartz filler tube just above the crucible to reduce dead volume. The method of measuring the rate of absorption was otherwise very similar to that of Mizikar, Grace, and Parlee and all the same precautions were taken. A much smaller and shorter tube furnace was used for heating, but simi- lar precautions about temperature gradients were observed. This technique was nothing more than the application of a Sieverts apparatus to the measurement of rates of absorption in small crucibles of stagnant liquid silver. In each run the volume of gas absorbed (V) was plotted against the square root of time (vt) and apparent diffusivities were calculated from the slope of the line, as described by Mizikar, Grace, and parlee.' Care was taken to use only the data obtained during the early part of the total absorption period while the cell functioned as one of infinite depth. The results at 1000°C are summarized in Table I and Fig. 1. The following conclusions may be drawn: 1) Diffusion cells up to 1.7 cm in diam yield, within experimental error, the same values for the diffusivity of oxygen (D) as the capillary cells of 1.5, 2, and 3 mm in diam employed by Mizikar, Grace, and Parlee. Cell diameters as large as 1.7 cm are probably not desirable for the most precise work. Intermediate sizes, perhaps 0.5 cm, will be most practical. 2) All absorptions measured were consistent with a model where the rate is controlled by the diffusion of gas atoms in the metal. To /neet the need for a subsurface flowmeter capable of measuring low rates of flow, a new type flowmeter has been built and tested in the field. This instrument is self-contairzed, can be run on a wire measuritzg line, and may be run through 2-in tubing. It consists of a rotameter flow-measuring assembly used in conjuncfion with a conventional subsurface instrument clock and chart. Integral with the tool is an inflatable packer which, by effecting a seal between casing and tool, diverts all fluid through the metering assembly. Packers of different size adapt the tool to different sizes of casing or liner. The flowmeter is capable of measuring rates of flow as low as 4 BID. The flowmeter has been run experimentally in seven wells. It has yielded satisfactory resrrlts in five of the wells, and in the other two it failed to operate because of loose sand in the hole. INTRODUCTION One of the oldest problems facing the producing branch of the petroleum industry is the location of depths of entry of fluid into a wellbore and the determination of the amount of fluid entering at each depth. This problem is often encountered in oil and gas wells completed in single producing horizons as well as in multiple pays; it is a common problem in oil wells which produce excessive volumes of gas. Several subsurface instruments designed to detect and meter flow in the producing interval of wells have been described in the literature.1,2,3,4 Most of these, however, were apparently intended for use in wells producing at relatively high rates of flow, and consequently lack sensitivity to low flow rates. Because of this and of other possible disadvantages inherent in these instruments, development of the subsurface flowmeter described in this report was undertaken. DESIGN OF FLOWME'I'ER Design Requirements In considering the requirements for a flowmeter that would not be subject to the limitations of devices existing at the time work was started, attention was first given to the size of the tool. Such an instrument should be of sufficiently small diameter that it could be lowered readily in 2-in tubing in a producing well. The flowmeter should contain a recording unit so that it might be run on a wire measuring line with conventional reeling equipment. It should not be too long to be accommodated by a portable lubricator of the type used for running conventional subsurface instruments. The metering mechanism of the flowmeter should not be affected appreciably by the viscosity or density of the flowing fluid. Such an instrument should record flow rates in the range from less than 10 B/D to over 100 B/D. To achieve this, a packer should he provided to divert through the instrument all fluid flow in the wellbore. This packer should be of such nature that in the event of excessive flow the fluid would bypass the instrument instead of forcing it up the wellhore. Essentially, no detailed examination has appeared which treats the fundamental factors controlling the quantitative features of the relative permeability relation*, although cer- tain references can be Cited where a qualitative awareness of their existence and nature is indicated. This condition is explainable in terms of the recognized complexity of the problem, and in order to provide some basis for theoretical development, the general emphasis has been placed in the past on experimental procedures of evaluation, the validity of which, in principle, could be confirmed by the analysis of well and reservoir performance. However, because of the experimental difficulties which have been encountered (notably, difficulties due to the so-called "end effects"), and because of the general unreliability of field performance tests required to study the applicability of the data, relative permeability phenomena continue to be incompletely understood and described.? In this paper is examined the possibility of predicting relative permeabilities entirely from fundamental considerations. In addition, attention is called to certain important factors, previously unemphasized in the published literature, which now can serve as a basis for the eventual experimental confirmation of this and similar theoretical approaches, as well as the experimental solution of the problem in general. Therefore, the analysis presented herein has the dual purpose both of orienting future experimental activity and also of providing an immediate solution for the relative permeability porblem, sufficiently adequate for some engineering use. Analytical expressions are derived from empirical data relating the basic physical device parameters to the radiation dose. To put in perspective and justify the approach taken, the overall problem and methods of attempted solution of radiation damage to transistors in a missile or satellite environment is briefly examined. The main emphasis is on a new criteria for neutron radiation hardness and the device design implications resulting from using this criteria. Contrary to other derived criteria, the derived bipolar hardness relation depends mainly on the initial lifetime rather than the base transit time. It is shown, that contrary to previously accepted beliefs, the inherent attainable radiation tolerance of JFET's is at least a factor of ten greater than the radiation tolerance ofbipolars. Experimental results on JFET's designed for maximum neutron radiation tolerance are presented. The accuracy, utility, and range of possible validity of various published lifetime and carrier removal damage constants are discussed. It is well known that transistors are subject to damage due to radiation at much lower radiation levels than those which would cause structural damage to a missile or satellite. The three principal categories of radiation damage to transistors are displacement, ionization, and thermomechanical. The main cause of displacement damage is fast neutrons, and the main effects which permanently degrade transistor operation are minority carrier lifetime reduction and carrier removal. A second-order effect is mobility reduction. The main cause of ionization damage is gamma radiation which results in permanent effects due to charge build-up in the oxide and transient effects due to photo-current generation. The transient effects are usually handled by using circumvention techniques in the electronics system. The extent of the transistor degradation due to displacement and ionization damage depends strongly on the transistor type, whereas the extent of thermomechanical damage does not depend on the transistor type, but depends mainly on packaging and metallization which are common to all transistor types. The standard transistor types are categorized in Fig. 1 and typical cross-sections are shown in Fig. 2. The original reason for the designation of the two classes of transistors was that the unipolar operation depends on only one carrier (majority) and the bipolar operation depends on both minority and majority car- riers. The bipolar is then seriously degraded by minority carrier lifetime reduction, whereas the unipolar or field effect transistor is not. One of the two principle classes of field effect transistors, the junction field effect transistor (JFET), depends strongly on carrier removal. However, the insulated gate (MIS) is little affected by either carrier removal or lifetime changes, but is virtually eliminated as a radiation resistant device because of permanent charge build-up in the insulator caused by ionizing radiation. The bipolar and JFET suffer only minor effects due to charge build-up in the oxide passivation when compared1 to the MOS. This is because the active region of the MOS is adjacent to or part of the oxide layer. It is then the bipolar and JFET which are potentially resistant to permanent radiation damage. INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. The estimation of the magnitude of pressure changes which occur in mine ventilation circuits is of primary importance to the mining engineer in making changes in an existing mine or in projecting the ventilation requirements of a new mine. It is a formidable task in many cases, because no adequate theory is available and empirical data are unreliable or even lacking. The common practice of increasing one's estimate of the mine static pressure by an arbitrary "safety factor" to compensate for the unknown is a poor substitute for accuracy. Generally little difficulty is encountered in calculating friction losses in mine airways. As long as the friction factor can be reliably estimated, the well-known Atkinson formula gives accurate results. However, it is in the determination of shock losses that the ventilation engineer encounters difficulty and is apt to resort to an arbitrary allowance. Shock losses may constitute as little as five or as much as twenty-five percent or more of the overall pressure drop in the mine, and such allowances are generally completely unsatisfactory. Since other shock losses have been covered by McElroy (1), this paper deals with a long-neglected source of shock and pressure change in ventilation circuits, divergence and convergence of airflows, here referred to by their more common mining terms, splits and junctions. PREVIOUS WORK There is practically no fundamental information available in ventilation literature on the splitting and junction of airflows, either in mining or mechanical engineering periodicals or handbooks. Fluid mechanics textbooks seemingly avoid the subject of divergence and convergence, except for brief empirical treatment. The only investigation reported for mine ventilation systems was by Weeks, et a1 (21), in 1933. Although applicable to the case of line brattices in coal mines, it cannot be applied to the general case of mine splitting and junctions involving change of direction with little or no area change. In dealing briefly with the subject of shock losses at splits and junctions, McElroy (1) suggests only that they be considered comparable to bends, with losses at junctions being increased 50 pct to allow for interference of merging streams. He recognizes the importance of quantity ratio but concludes that exact quantitative data are lacking to compute losses at splits and junctions. A very capable summary and analysis of the state of knowledge in industrial ventilation and fluid mechanics regarding losses due to divergence has recently been reported by Gilman (3). In considering all earlier work dealing with both air and water as fluids, he compares results on a common basis and obtains good empirical agreement. For divergent flow, the controlling variable in each branch is the quantity ratio, although the deflection angle is of secondary importance. Empirical equations are presented for straight and 90-deg branches with varying velocity ratios, assuming branches smaller than the main duct. These formulas are modifications of the Borda equation for abrupt contraction and expansion. The only information available on shock losses in convergent flow are approximate experimental data presented by Alden (4) and the Manual of Recommended Practice for Industrial Ventilation of the American Conference of Governmental Industrial Hygienists. Alden considers the effects of both quantity ratio and deflection angle. The data indicate an effect opposite to that observed in divergence, the shock loss varying directly with quantity ratio. SHOCK LOSS THEORY Because pressure losses due to shock have been found to bear a constant relation to the mean velocity of flow in a given conduit, they are frequently expressed as a dimensionless function of the velocity head, termed the shock loss factor.
