The disturbance of surface land to support the underground mining of coal requires several hundred acres to produce easily in excess of $1 billion in sales at a moderately sized mine over 20-30 years. Due to the recent influx of environmental legislation, these surface operations must now undergo complete reclamation upon permanent cessation of production. This reclamation procedure has become so complex that the cost of reclamation must be a major consideration in the design of a new mine. This presentation will discuss these costs as they may be methodically evaluated and surcharged as a percentage of the product price. When placed in the proper, logical perspective, it is anticipated that the obstacles involved in this process may be minimized.

A singular mineral extraction and processing operation is conducted by Metal & Thermit Corp. in Hanover County, Va. The mine presently produces aplite rock, rutile and ilmenite. The deposit lies in the piedmont plain about 25 miles northwest of Richmond. It first drew attention as a result of discovery of float rutile on the surface about 1910. About seven years prior to this, Metal & Thermit through a subsidiary. American Rutile Co., had begun producing rutile'and ilmenite from a deposit in Nebon County, near Piney River, where aplite rock and ilmenite are mined today. Because of the interest in titanium minerals and the similarity of the new deposit to the Nelson County deposit, Metal & Thermit became interested and eventually acquired the Hanover County deposit.

Cyprus Pima Mining Co.'s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. Over the years, a number of attempts have been made to refine and polish the ore reserve figures using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results.

On the basis of metallographic and cooling-rate studies of 15 U-Zr alloys, a new version of the 6 phase region of the U-Zr phase diagram is proposed. IN several published diagrams of U-Zr alloy system:' there is good agreement that at elevated temperatures complete solid solubility exists between y uranium and ß zirconium. Similarly, there is reasonably good agreement concerning the uranium-rich and zirconium-rich ends of the diagram. However, there is no agreement concerning the nature of the diagram at intermediate compositions and at temperatures below about 650°C. The early work of Saller et al.8 hows an intermediate phase, 6. In a later diagram by Saller and Rough' shown in Fig. 1, the d phase field is drawn with dotted lines, indicating doubt that this phase exists. The diagram of Summers-Smith2 does not show the d phase. More recently Holden and Seymour' have shown that in the composition range 40 to 60 wt pet Zr, the high-temperature ? phase, which is body-cen-tered-cubic, transforms to an ordered structure, 8. They found that the order-disorder transformation occurs between 595° and 610°C, and presented a diagram based on the study of four different alloy compositions. Most recently Saller et a1.5 presented a new diagram which differs with respect to the composition limits of the 8 field from the others proposed by these authors. The purpose of the present investigation was to determine the boundaries of the d phase field. Experimental Procedures and Results Alloys—Buttons, weighing 80 g of 15 different alloy compositions were prepared by arc melting Mal-linckrodt uranium and iodide-process zirconium in a water-cooled crucible. A controlled atmosphere of argon and helium was maintained in the furnace. Prior to making each button, a sacrificial button of zirconium was melted to increase the purity of the furnace atmosphere. Each alloy was then melted six times to improve its homogeneity. Subsequently the alloy buttons were jacketed in copper and hot rolled to slabs at 775°C. From these slabs, specimens were machined for chemical, thermal, and metallographic analyses, Table I gives both the estimated chemical composition of the alloys, and the values which were obtained by analysis. The oxygen contents varied from 0.013 to 0.032 pet, nitrogen from 0.0014 to 0.014 pet, and carbon from 0.0013 to 0.011 pet. The purity of the alloys ranged from 99.947 to 99.975 pet. Thermal Analysis—The specimens for thermal analysis were blocks 11/4 x 1/4 x % in. The bead of a calibrated thermocouple was placed between two of these blocks and molybdenum wire was wrapped around the assembly. Each assembly was sealed in a quartz capsule having an argon atmosphere. The capsule was placed inside a refractory crucible which was heated in a furnace. RAPIDLY rising world demand for mineral products has accelerated depletion of the more readily accessible ores, particularly those of premium grade. Operations must proceed at a faster rate to deeper horizons, where there are problems of ground control that restrict economic recovery of the mineral and introduce new hazards to mine personnel. For some of the new Canadian mining fields severe problems of ground stress are still in the future, but much of Canada's mineral output comes from well established mines that have reached considerable depths. It must also be anticipated that the depletion of premium grade ores will eventually necessitate mining low grade material at competitive cost, and unsolved problems of ground control can materially increase costs. Studies of ground stress phenomena in underground workings are therefore considered a present-day necessity, especially since these investigations must be a long-term effort owing to the highly complex nature of the problem and the difficulty of making full-scale observations. In recent years the Mines Branch of the Department of Mines and Technical Surveys in Canada has conducted such an investigation. This report of the work is primarily concerned with stress problems in some Canadian coal mines and, in particular, with mine bumps. Mines Branch investigations of this and related problems are carried out by a small team of mining engineers and physicists who, with assistance from geologists, pool their special skills in an integrated program. These Canadian investigations combine a field and laboratory approach. Since data obtained under contrasting mining conditions allow useful comparisons of ground behavior under stress, this article will present data gathered under a wide range of Canadian coal mining conditions. Two contrasting longwalls in eastern Canada will be discussed and two dissimilar pillar extraction operations in western Canada. Locale of Observations In eastern Canada observations are being made in the collieries at Springhill, Nova Scotia. The district's No. 2 mine, which has a history of bump occurrences dating back to 1917, is currently being worked at a depth of 4200 ft. The mining method is longwall retreating along the strike and the practice is to retreat three walls in line, each about 350 ft long. There is no machine cutting or shooting—the coal is hand-picked and hand-loaded onto face conveyors. There are three rows of hardwood chock block supports parallel to the coal face. These supports are built during the two daily coal loading shifts, and the rear line is withdrawn during the midnight shift. The goaves are partially packed by stone midwalls 12 ft wide which are built forward daily in step with the face advance. The seam dips at 15° and averages 9 ft of strong, well cleated bituminous coal enclosed in competent beds of shales, sandy shales, and sandstones of Carboniferous age. The bumps rarely disturb the retreating longwall faces but manifest themselves as violent upthrusts of pavement in the levels leading to the walls. When I first received the announcement of this meeting I was pleased to see that this 14th APCOM Symposium had expanded its range of interest. One new topic to be considered this year is long range or strategic planning--the continuous process by which current risk taking decisions are made systematically, and with the greatest knowledge of future impact. Long range planning should receive our attention. It is the first step in the management process and the foundation of many--if not all --key managerial decisions. Improvements made at this stage of managing are almost certain to be of benefit in later stages of decision making. It is obvious to many of us that in a physical process such as mineral beneficiation, one does not concentrate all of one's attention on the flotation design without also considering the grinding, cycloning, and desliming stages of the process. Taking this a step further it would be equally erroneous to find a mineral engineer designing a mill without due consideration for mine, smelter and refinery and beyond that the sales goals, growth and profit objectives of the firm itself. And yet, how many times have we seen organizations staff and reorganize without consideration of an overall plan; without adherence to the management process which by its definition, calls for a plan first, followed by the appropriate organization and staff. The computer applications traditionally discussed at APCOM meetings have concentrated on areas dealing with things and people-- the implementation of the plan, rather than with concepts and ideas, the formulation of the plan.

I HAVE the pleasure of exhibiting samples of the rock in which the South African diamonds are said to occur, for which I am in debted to Mr. Franz Groeger, of Vienna, formerly an assistant of the Royal Imperial Geological Institution, whose account of the general geology of Southern Africa was contained in a recent number of the proceedings of that Institution. The rock is apparently a sort of tufa, evidently of volcanic origin. Mr. Groeger assured me that it could be seen in situ, bounded by uplifted stratified rocks; and that diamonds had been mined from it, by means of shafts, some distance below the surface. Groeger calls it "greenstone-tufa," and says of it, in the proceedings of the Geological Institution, " it breaks through the younger members of Group III [lower Trias and Jura], . . .. and crops out in oval masses, filling fissures . . ..The occurrence of this tufa is not locally limited, but has been traced and proved already over a large territory." DR. HUNT remarked that the material looked like the trass of the Rhine region. He thought it a new occurrence for diamonds. He believed diamonds to belong to ancient crystalline rocks, although these materials might be brought tip by volcanic agency, and the diamonds remain unaltered. In the volcanic rocks of Auvergne, crystals of sapphire, zircon, and spinel are found; and yet no one supposes that these minerals have been generated by volcanic agency. He had had a conversation with Bertrand de Lom on this subject, who agreed with him that these minerals, being hard and resistant,

JOHNSON, Pittsburgh, Pa.-I hope that this contribution of Mr. Washburne's is only the first of a series dealing more in detail with the very important problems involved. Pores are of two kinds: Those which are entirely inclosed, so that they do not belong to a system of communicating pores tapped by the bore hole or shot hole; second, those which do so communicate. Porosity, of course, includes both. But since pores of the first class are valueless to us, we should confine our attention to the latter, for which I propose the term "effective porosity." This should be measured by the Wisconsin method, based on the quantity of fluid that can be introduced by the aid of vacuum. Another factor which requires attention in this connection is the dependence of the extractability upon the rate of loss of pressure, as affected by the number of holes, and the rapidity of their completion, the existence of uncontrolled wells, the use by other operators of vacuum pumps upon the casing head, the exhaustion of a gas field in the same reservoir prior to the discovery of the oil, etc. The extractability depends upon the pressure available for the exclusion of the oil from the reservoir into the hole. The action of gravity in bringing oil into the hole is relatively small where the pores are very small, as is so frequently the case.

A. MALINOVSZKY,* Belleville, Ill. (written discussion?).-I have been very much interested in Mr. Dolman's paper. We all realize, I think, that this question of developing our home industries and support-ing the new industries which have developed during the great war is very important at present. Mr. Dolman has well shown the quantity and quality of the raw magnesite in the United States, and the commercial and industrial possibility of our home magnesite and I believe, with him, that our home industries should receive adequate protection. There are two reasons, however, for believing that this may be difficult. One reason is that much American capital is invested in the Austro-Hungarian magnesite industry. The raw magnesite can be quarried and prepared for the market in Austria with much cheaper labor expense than in the United States; large deposits which are very easy to quarry and good transportation facilities also contribute to the cheapness of production. The second reason is the old saying that the magnesite found in the United States is not of the same quality as the Austro-Hungarian mag-nesite; this I doubt. Even if the magnesite found here does not in a raw state equal the Austro-Hungarian, it can be synthetized so that the finished article will have the same properties as the Austro-Hun-garian finished magnesite refractory possesses. Thaw magnesite from Greece is not the same as the. Austro-Hungarian, but it has linen demon-strated that a good refractory can be made from the Greek product.

Processes for the removal of phosphorus from iron or steel are steadily assuming greater importance in view of the abundance of high-phosphorus iron-ore and the diminishing supply of pure ore. In the present methods of removing phosphorus by the basic open-hearth or basic Bessemer process, or even by electric processes, complete control over the metallurgical conditions is either impossible or has not yet been realized. The removal of phosphorus has so long been accomplished along certain well-defined lines, that when the electric furnace made its appearance metallurgists adhered to the same old reactions used in the older processes and failed to appreciate and take advantage of the new forces at their disposal. One object of the present paper is to set forth more clearly the metallurgical reactions by which phosphorus can be removed from iron, and to show the necessity of controlling the conditions, and particularly the temperature, by means other than combustion in the furnace-chamber. Invariably, the commercial removal of phosphorus has been accomplished by oxidation. The reactions involved in oxidation of phosphorus in general consist, first, of the formation of P2O5 and second, the combination of this oxide with lime, forming calcium phosphate, which latter is held in a slag high in iron oxide. In the present-used processes, the phosphorus is never removed without the assistance or presence of considerable quantities of iron oxide. During the past decade the genesis of the lead- and zincdeposits of the Mississippi valley has received special attention from many distinguished observers. But their united egorts, instead of settling all disputed questions, have, in many respects, involl-ed the general problem in greater uncertainty than would be thought possible under the circumstances. In place of the harmony of opinion that might be expected, there is unexpected disagreement, largely due to the fact that, instead of giving attention to a possible multiplicity of ore-producing conditions among the different deposits, the attempt has been made to bring all deposits under a single genetic head. To a new observer of the lead- and zinc-deposits of the Mississippi valley, it appears at the outset that all the deposits cannot possibly have had the same genesis. In fact, different modes of origin have been often asserted for the ore-bodies, but the difficulty has been that each writer has referred them either all to one category or all to another, and no intermediate ground has been considered possible. Such a position now appears to be clearly untenable. The opinion that, in the deposits of the region under consideration, the ore-materials represent original depositions, made at the time the rocks themselves were formed, is no longer held by any authority, and therefore need not be considered here. THE continual improvements in. the two extremes of the drilling, unit, the drill and bit, have prompted critical examination of the drill steel, the weak link of this drilling unit. Obviously, little is to be gained from the betterment of the drill and bit if the drill steel which transmits the force needed for drilling from the machine to the bit cannot stand long hard service. The technology of the bit has advanced from the integral type to steel detachables, thence to the tungsten carbide insert. The carbide insert is the most significant advance in the bit, bringing it to the level of a machine tool with its performance records under constant surveillance. Long steel changes have become advantageous because the carbide bit will drill greater footages without replacement than did the steel bit: The development of the tungsten carbide insert opened new fields of endeavor in drilling with percussion drills here- to fore known, but limited by the steel bit. After the introduction of the tungsten carbide bit, drill manufacturers began promotion of long feed shells, lighter drifters and stopers, and easily handled auxiliary equipment. Ultimately this promotion of better equipment was intended to increase the bit-against-rock time of the drill shift. Advantages of the uninterrupted drilling period of a long steel change and faster setup time of lighter drill machines are lost when the shank fails in the machine, rod failure requires continual changing, or the bit breaks off in the hole. Sublevel stoping has been used in Finland since the 1930's and today more than ten under- ground mines have adopted it as their main stoping method (Fig. I). Approximately 80% of the total underground tonnage is mined by sub- level stoping (Table 1) The first mines to introduce the sublevel stoping method in Finland were limestone mines. The development of sublevel stoping was very slow up to the mid 1960's when the switch to trackless mining started and the increase of mechanization lead to higher capacity and productivity. The method itself has been almost the same since the 1950's when long hole drilling was introduced. According to a future prognosis sublevel caving will give way to sub- level stoping; on the other hand, open pit mining will at the same time grow rapidly with some new mineral orebodies, which will he brought into production. Most Finnish orebodies are, however, only marginal ores and they could not support mining with more expensive methods than open pit mining or sublevel stoping. The future of sublevel stoping seems relatively bright. GEOLOGICAL AND ROCK MECHANICAL BACKGROUND The rock mechanical conditions in Finland are in general relatively good and the rocks firm. The compressive strength is normally 40 - 150 Mpa and modulus of elasticity 40 - 200 Gpa. Low values are common in altered and fractured rocks and near the ore contact Rock stress measurements have been carried out already for 20 years for mine design and monitoring purposes. The results of these measurements show that relatively high horizontal stresses seem to be common (Fig. 2).

The evolution of the modern blast-furnace from the embryonic stages of comparatively few years ago, has been the work of wide praetiee and experiment. That much is still to be desired, the experience of every furnace-manager mill testify. Mr. Walsh's paper on "The Irregularities of the Blast-Furnace Process, and a Practical Way to Avoid Them" (Trans., xv., 419), proposes a new solution of the problem of interior lines, and one that has given rise to not a little speculation and controversy. The investigation described in this paper was undertaken to test experimentally the theory of Mr. Walsh as to maximum reducing capacity. Briefly explained, Mr. Walsh's views (outside of his claim for increased efficiency due to having the bosh wholly within the meltingzone) are, that a furnace of contracted stack and throat, on his lines. may equal in product one of considerably greater cubical capacity. The explanation offered for the theoretical greater capacity per cubic foot of his furnace is, that the increased tension of gases caused by passing through the small area mill promote transpiration, thus facilitating reduction and permitting more rapid driving. This alleged relation will appear from a hypothetical case in which a furnace, A, constructed on Mr. Walsh's lines, has but 1/x of the cubical contents of a furnace, B, of modern type; the two being equal in height. THE sinking of a new shaft at the Newport mine, Ironwood, Mich., was started in May 1931 and completed on Aug. 3, 1932. During this period, 2665 ft. of shaft in granite was completed, at, an average advance of 6 ft. per 24 hr. In November of 1930, experimental work was con-ducted oil 65 ft. of shaft through 22 ft. of overburden where ledge was encountered, and this work convinced the operators that all drilling could be clone with vertical holes with the blasting relief to a 4 ½ -in. hole drilled vertically in the center of the cut. The reason for not adopting the conventional V-cut was to get away from damaging the shaft steel. The blasting in a V-cut naturally tends to throw the broken material upward, but with the cut as adopted the relief was in a horizontal direction to a large extent. The scheme of mucking employed made it necessary to keep the steel shaft sets within 511 ft. of the bottom at all times. This could not be clone without serious damage with a V-cut when blasting in granite. The cut as drilled also broke 10.53 ft. per round of drilling, which was considerably more than the experience with a V-cut in the sane material. The extended cut reduced proportionately the delays for charging, blowing smoke and handling drilling equipment in the shaft. Another advantage was the ease in drilling vertical over inclined holes, and the preservation of the proper spacing of the drill holes at the bottom of the cut.
