Carbon-in-leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. The CIL process is becoming attractive even in other situations when preg robbing is not a factor. This article discusses the situations in which the CIL circuit can be applied. The results of leach-carbon-in-pulp (CIP) and CIL circuits at Newmont Gold's Mill No. 2, No. 4 and No. 5 are presented for comparison: Mill No. 4 was initially designed for a throughput of 4.1 kt/d (4500 stpd). It is presently operating at an average throughput of 6.6 kt/d (7300 stpd) without significant changes to the original design. The design considerations of the Mill No. 4 CIL circuit are discussed. The design of any processing facility represents a series of decisions. The final design options should ultimately be resolved based on economic as well as technical considerations. Every design decision represents some sort of compromise. From the designer's view point, these decisions are made with the conviction that the final product represents the most prudent long-term expenditure. The design throughput rate is a decision reflecting a maximum return for the capital and operating costs that the plant will incur over the life of the mineral resource. The result is a plant that is not operator proof or maintenance free because it would be too costly to build. Antitrust and competition laws are designed to protect the free markets and promote competition in order to assure a dynamic and efficient economy and to provide competitive prices for quality products and services. They apply to mergers and acquisitions as well as to joint ventures especially among competitor companies who possess market power and these include collaborations on research and development. If it is determined that these actions are likely to substantially prevent or lessen competition the courts might dissolve, stop, alternate them, etc. Two new factors affect this process today: The role of new technologies and the markets globalization. They both have a considerable effect on the way these laws are interpreted by the courts and on their eventual amendments in order to reflect the new reality. A new applied technology and the globalization separately or together may change the factors that determine how anticompetitive a merger or acquisition between competitors may be and may also serve as a basis for amending the antitrust and competition laws. In this paper, a short review of the recent mergers and acquisitions of various companies has been carried out along with an abridged analysis of the current antitrust and competition laws in USA, Canada and European Union in the view of their capacity to handle the new reality. Some related court decisions are also examined and several examples are given in order to illustrate the influence of new technologies and globalization in interpreting the existing laws and on their amendment possibilities.

His contention of uniform size in balls is borne out by my own experience; in coarse crushing at the Golden Cycle in 6 by 6-ft. (1.8 by 1.8-m.) ball-mills we unquestionably gain by screening out the small balls once or twice a month. The point of gaging the ball size to be used by the uniformity of screen sizing is of particular interest. The necessity of sufficient return feed from classifier to the ball-mill is sound and clearly shown. In connection with this, I wish two further points had been gone into as thoroughly: (1) The effect of the quality of classification. In general, it is true that the smaller the per cent. of undersize in the feed the more effective is the mill's work. This is true on a bucking board, in tube-mills, ball-mills, and grinding pans. Given the possibility of returning. a full-feed load to any mill, it has been my experience that the effective work in the grinder is almost proportional to the quality of the return feed. (2) Again speaking generally, the shorter the tube-mill the greater is the quantity of return feed necessary to keep it loaded. The classification thus keeps the oversize in the mill more free from finished product and thus the crushing more efficient. It is very easy to overload any long mill with too much return

This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

The p-y method is one of the most popular methods in pile design and has been calibrated for various boundary conditions using numerical and experimental studies during recent years. Most studies on reinforced concrete (RC) piles have included the impact of flexural nonlinearity, (e.g. nonlinear moment?curvature relations) but not considered associated pile shear deformations when deriving p-y curves from field data. Common p-y curves may be better applicable for piles with flexure dominated failures (e.g. piles with free- head boundary conditions). For piles with fixed head boundaries (i.e. rotation restrained piles) shear deformations could be of significant influence. To study this problem, a coupled shear flexure interaction model for axial-bending-shear behavior coded in OpenSees is applied to a 0.61 m flagpole and a 0.61m fixed head pile specimen to investigate the possible influence of shear deformations to the overall pile responses. The surrounding soil is represented by p-y curves derived from prior large scale testing on piles with similar boundary conditions. Analysis results show that for flagpole piles, shear forces and shear deformations were insignificant. Considerable contributions of pile shear displacements and forces were observed for the fixed head pile, with shear displacements contributing up to 40% of the total pile displacement. Results suggest that nonlinear shear deformations for reinforced concrete piles should be considered for fixed-head or similar conditions, and that currently used p-y curves may underestimate the actual lateral pile displacement and possibly lead to unsafe design for the particular boundary condition.

Many hard rock tunneling projects, where the majority of excavation can be accomplished with TBMs, will still require considerable specialized excavation which can not be done with a TBM. This secondary excavation, involving cross cuts, galleries, flattening of the invert, increases in bore diameter, et cetera, may be accomplished with conventional drill and blast, applied on a small scale and usually with fracture control techniques, or with mechanical splitters. The problems of using explosives in many of these cases and the high cost of mechanical splitting excavation make the consideration of other approaches attractive. The PCF rock excavation method, which has recently been reduced to commercial practice for mine-development excavation, offers an attractive alternative to drill and blast and mechanical splitters. With the PCF method the rock is excavated utilizing a small-charge, propellant-driven, controlled, penetrating-cone fracture process. Excavation is carried out continuously by combining the PCF hardware with integrated mucking capabilities on a carrier which remains at the excavation point. In addition to the benefit of providing for complicated excavation geometry, the PCF method also causes minimal damage to the remaining rock which will significantly reduce ground support requirements. In very bad ground, the continuous nature of PCF excavation allows ground support to be applied as limited sections are exposed thus reducing both the duration and extent that the ground would be free to move. Data on PCF excavation parameters, as measured in actual mining operations, indicate that crosscuts, galleries and the like could be excavated at considerable cost savings compared to drill and blast or mechanical splitters.

In a previous paper in these Proceedings(l) it was shown from a study of the bore'logs and analyses then available, that the brown coal seams of the Latrobe Valley areas show progressive changes in composition with increase of stratigraphic depth, equivalent to a rise in rank: These changes appear as:(i) An increase in ultimate carbon and hydrogen, calculated on a dry, ash-free basis, and(ii) An increase in calorific value, calculated on the, same basis, each of the order of 1% per 100 ft. of depth, and(iii) A decrease in moisture content of the order of 0.5% to 1.0% per 100 ft. of depth. The decrease in moisture content was found to be less regular than the other changes. In some bores the moisture content remained more or less constant throughout a single seam, or fluctuated slightly, decreasing stepwise on passage to the seam below.It was noted that individual analyses within a bore showed irregular fluctuations, tending to mask the general trend in composition change. This was particularly so for the moisture content, which had been determined for 10 ft. lengths of core, whereas the other components were determined for 50 ft. lengths of core. Averaging of the moisture contents over 50 ft. lengths reduced the masking effects of these irregularities. The suggestion was made that these irregularities arose from variations in the relative proportions of pollen, resin, wood (lignite) and woody attritus composing the core. Introduction Of the techniques reported for cyanide removal from effluents, alkaline chlorination is the most common (Fisher and Wasser, 1969; Reidt, 1969). Shortcomings with this technique are the high reagent costs, chlorine contamination, and potential formation of cyanogen chloride. Chemical oxidation methods are also not suitable to remove cyanide from effluents containing sulphides in suspension, such as flotation tailings. An inexpensive method for removing cyanide, combined cyanide and related species from waste waters has been developed in Inco laboratories. The method is based on the use of sulfur dioxide (or a sulfite), lime, and air as the reagents. The decomposition reactions of cyanide, combined cyanide, and related species are catalyzed by copper in solution. Complete removal of cyanide species, most of which are oxidized to cyanate, is obtained by treating copper containing cyanide effluents with sulfur dioxide-air mistures while maintaining the pH between 6 and 10 with addition of lime. The new approach can also be applied to selective destruction of cyanide and combined cyanide in effluents containing sulphides in suspension, such as pyrrhotite. Again, a sufficient amount of dissolved copper must be present or added. Metals and precious metals present in the effluents are recovered as hydroxides by adjusting the pH of the treated effluents to about 9-10. Using the new method, the anionic species are removed in the following order: Free CN- > Complex CN- > Thiocyanate The above removal sequence is unusual as oxidants such as chlorine and ozone oxidize thiocyanate preferentially over the combined cyanide.

After the milling and flotation of the platinum bearing ore, the flotation concentrate is electrically smelted in 6-in-line electric arc furnaces and the resulting furnace matte treated in Peirce Smith converters to remove the iron. The iron-free (less than 1% Fe) converter matte is granulated and sent to the base metals and precious metals refineries for further processing. During the smelting and converting processes two distinct gas-strength gas streams are produced: ?The Peirce Smith converter off-gas contains 4%?9% SO2which is treated in a conventional sulphuric acid plant to produce 94% H2SO4. ?The electric furnace off-gas contains 0.9% SO2which was (until September 2002) vented through a 91- metre high stack to atmosphere. In October 2002 Impala Platinum commissioned a SULFACID® plant at its smelter in Rustenburg, which recovers the SO2from the electric furnace off-gasses into a weak sulphuric acid solution. The SULFACID® technology utilizes wet activated carbon to oxidize the SO2toSO3. The SO3reacts with the water on the catalyst and is washed off the catalyst bed as a sulphuric acid solution with up to 13 wt. H2SO4. The plant operates at 60ºC and at atmospheric pressure. The SULFACID® technology is widely used in the pigment industry. This is, however, the first application of the technology on electric furnace off-gas. This paper presents the results of experiments in the treatnient of the gold-bearing ores of the Pis Pis district, near the Atlantic coast of Nicaragua, C. A. Up to the present time, the methods in use in this section of the country for the extraction of the values from the ores have been of the crudest, and the waste has been criminal in its enormity. The transportation of heavy machinery being difficult and costly, recourse has been had to flimsy and inadequate installations, involving great wastes in operation. In some places $15 ore is considered the lowest workable grade. One mine that came under my observation had a 7-ft. vein of $23 ore when examined for purchase; it has been running for years and is now deeply in debt. The future metallurgy of these ores must depend upon chemical, mechanical, and economical considerations—the last being, of course, a resultant of the two former, discussed in the light of prevailing or realizable commercial and industrial conditions. I. Chemical. The ores consist principally of quartz, carrying galena, pyrite, marcasite, and chalcopyrite, and occasionally magnetite, hematite, pyromorphite, and sphalerite, in which minerals the gold lies. The quartz veins occur between malls of andesite, " porphyry," or dioritic rocks, occasionally limestone and dacite. Often the dacite itself is heavily ribbed and filled with auriferous quartz, and is mined as ore. Urban railway systems need high invest- ments, especially if their routes and stations have to be placed in the subsurface. In the FRG the construction and equipment cost of urban underground railway systems are in the range of 60 to 100 Mill DM per km tunnel. For this reason, track sections on the surface and on elevated structures are used as far as that is possible. Considering whole systems, the costs are in a range from to 45 Mill DM per km length for a metro system with about 80 % of its tracks and stations in tunnels and from 20 to 25 Mill DM per km for a light railway system with about 25 % subsurface infra= structure. The amount of route lengths in tunnels depends on the size of a city, the situation regarding above ground structure and free space on the surface, the level of service quality which has to be achieved with the railway system etc. Despite of the urgent needs to improve the transport conditions there very often arise doubts if an urban railway system is really necessary and can be justified in an economic sense. The experience from many cities around the world shows, that there arise a lot of benefits from urban railway systems, especially with larger sections placed under- ground. They are to be found in the interests of the operator (f.e. operating costs), the user (travel time, quality of service etc.) and regarding social aspects (environmental protection, accidents, consumption of energy Etc.).

THIS short note on the probable character of the organic sulfur compounds in coal can do no more than indicate lines of research. We have no new experimental work to describe, nothing comparable in value with the careful studies of American coals by Powell and Parr1 and Yancey and Frazer.2 A study of the manner in which sulfur compounds exist in British coals (and their behavior on heat treatment) is rendered increasingly necessary by the fact that the British reserves of good coking coals of reasonably low sulfur content are fast being depleted. We believe that it is essentially by a study of the modes of formation, occurrence, and decomposition of the various types of inorganic and organic sulfur compounds in coal that it will be possible, with hope of success, to attack the problem of purifying coals, otherwise eminently suitable for coking, from these objectionable ingredients. Sulfur, so far as is at present known, does not normally occur in the free state in the coal conglomerate, but is chiefly distributed, irregularly, in three forms: 1. As primary constituents of the coal conglomerate, organic in nature and probably associated with those molecular complexes that have resulted from the degradation of the proteins of the plant tissues responsible for the formation of the coal mass. These constituents can be classed as "organic sulfur." 2. As metallic sulfides, e.g., iron pyrites. 3. As metallic sulfates, e.g., calcium sulfate and ferrous sulfate. (The occurrence of these compounds varies with the occurrence and degree of degradation of class 2.)

Introduction. WALTER RENTON INGALLS recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still possible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written.

The diversity of methods available to engineers and geologists for studying rock masses is a reflection of the fact that, despite the rapid and encouraging progress made over the last few years, there is still no unified and comprehensive method which can be used to predict the over- all behavior of a foundation. Nevertheless, it is agreed that the fundamental characteristic affecting the engineering properties of rock is fissuration, and this paper de- scribes a few new or improved methods of studying fissuration and its influence on major engineering factors such as permeability, deformability, or internal stresses in the rock volume. TESTS ON SAMPLES Conventional tests on samples using thin slices can be improved by staining the slices before cutting with certain ionic dyes which have an affinity for certain types of surface. This shows up the microdiscontinuities. For example (quoted terms are French trade names) : "Turquoise Motylhne JSA" will show up porous alteration of basic feldspars. "Vert brillant SA" is used for acid feldspars. "Fushine ASA" will show up voids in all rocks. A mixture of "Turquoise" and "Rhodamine BSA" will show up zones of alteration in all types of feldspars. With this technique, it is easy to make an optical classification of the different structural types, e.g.: (1) rocks completely free from voids; (2) rocks with microfissures, which in turn can be subdivided into (a) rocks with microfissures secant to the mineral structure, (b) rocks with microfissures parallel to the mineral structure, and (c) rocks with ran-

The wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually pis or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired anale. The usual drive is by a 10-hp. motor through a gear reducer, on which are Insti- two grooved sheaves, One of which is keyed and the other free running On the shaft. DAVID COLE, EL PASO, TEXAS (communication to the Secretary*).-I have read with great interest Dr. Gahl's painstaking paper giving us the details of development of flotation at Inspiration, and it seems to me that he has covered the ground so completely that there is little to discuss or criticize in connection with his subject. While it was in operation, the test mill in which the campaign was carried on was the Mecca of mill men and metallurgists. There was much to interest students of milling methods in addition to the flotation experiments, and readers of Dr. Gahl's paper will miss the information they hoped to get when the "pilot" mill results were. finally compiled, and I hope that the following remarks outlining from a distance some of the things that happened there will bring forth the rest of the story of the performances recorded in these important experiments. Prior to the use of flotation methods in concentration it had long been recognized that the "unavoidable" losses of sulphides were in the slime which is inevitably produced in the grinding operations required to free the minerals to be separated. Classifying the feed prior to its final stage of treatment had long been in style in milling. This assisted the sand-handling machines and resulted in lowering the tailings made by them, but at the expense of the slime-handling department; and while little was expected of the latter, the wisdom of complicating the process by hydraulic classification was being seriously questioned. The wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually pis or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired anale. The usual drive is by a 10-hp. motor through a gear reducer, on which are Insti- two grooved sheaves, One of which is keyed and the other free running On the shaft.
