It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

"Cominco Copper Division's Valley Mine is located in the Highland Valley of British Columbia, approximately 275 km by air northeast of Vancouver. The nearest towns are Logan Lake, located IS km to the east and Ashcroft, located about 50 km to the northwest.Preproduction stripping of rock and overburden at the Valley Mine's Lake Zone Pit began in mid-1982 following a decision to discontinue mining in the adjacent Jersey Pit. Equipment and mining methods were carried over from the Bethlehem Copper operations which, with Valley Copper Mines, were merged into Cominco in December 1982.Blasting practices, as carried over from the Bethlehem pits, were designed to provide the fine fragmentation required to meet production requirements using the Bethlehem crusher. However, after mining the first few benches of the Lake Zone Pit, it became apparent that overblasting at the pit limits was causing a number of bench failures, as well as contributing to an over-all reduction of the material strength of the rock mass forming the southwest wall of the pit.With present ultimate pit plans calling for the southwest wall to be as high as 300 m, Valley staff realized that potential slope stability problems should be dealt with as early as possible. This philosophy would enable experimentation on phase pit walls in order to attain the optimum slope angle on the ultimate pit wall.As part of an over-a ll slope stability program, a controlled blasting program was initiated at the Lake Zone Pit in March 1983. In this program, Valley engineering and production staff worked together with Golder Associates in establishing design criteria and evaluating the results. This program resulted in a marked improvement in the soundness of pit walls while maintaining the required degree of fragmentation."

This is the more appropriate, since Mr. Morse has mentioned me by name, and has cited my "Review of the Russell Process,"* so that silence on my part might be taken as indicating an assent which I cannot give. On the first page of his paper Mr. Morse says that the " goingback " of chlorination was " the only difficulty encountered at Aspen," and adds that he has " never seen any explanation " of the cause. IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. On December 26, 1994, at 1:00 am, Santa Fe Pacific Gold's Twin Creeks Mine experienced a major highwall failure involving over 2.5 million tons. The resulting effects of this slide were thousands of ounces of gold that were now deferred and an unstable wall above which made mining the slough material unsafe.

The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

(Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

Pricing for tantalum raw materials experienced explosive increases in the period 1978-1979, and-similar declines over 1980-1982. The causes for this are examined. Negative effects on the industry are highlighted. Analysis is provided of subsequent structural changes within the industry which minimize probability of future pricing excursions. Data on markets, sources of material, and outlines of concentration and extractive processes are reviewed. The conclusion is reached that expanded sources, future flat demand, and a broader international base of industry participants are principal forces in this restructure. Flat demand is reviewed as a function of increasing application of tantalum, but in more cost effective forms. This is driven by technical advance, notably in electronics applications.

Minerações Brasileiras Reunidas S.A. - MBR is a brazilian iron ore mining company geared for the export market. It is controlled by Companhia Auxiliar de Empresas de Minerações - CAEMI through its subsidiary Empreendimentos Brasi leiros de Minerações - EBM which holds 51% in MBR and is formed by CAEMI, the six major japanese steelmills and five japanese trading companies, Universe Tankships, Inc., and Indústria e Comércio de Minérios S.A. - ICOMI. The remaining 49% of MBR's capital are held by St. John del Rey Mining Company, a subsidiary of The Hanna Mining Company. MBR iron ore reserves exceed 1.5 billion tons of high grade ore distributed in 36 deposits located in the so-called IRON QUADRANGLE in the State of Minas Gerais. The Aguas Claras Mine is the largest presently known and highest grade deposit owned by MBR. Other mines such as Pico, Mutuca and Jangada are in operation at a combined rate of production of about 2 to 2. 5 million tons per year. The project consists of mine, railroad and marine terminal (slide). The Aguas Claras deposit, which is located about six kilometers southeast of Belo Horizonte the Capital of Minas Gerais, was selected for initial development. The Sistema Regional Centro of the Rede Ferroviária Federal, through its 6th Division known as the "Central " is responsible for the transportation of MBR ore, and provided the necessary railway construction to connect Mine and Terminal. The Terminal is located on Guaiba Island near the entrance to Sepetiba Bay, at about 120 kilometers west of Rio de Janeiro.

Low Strain Pile Integrity Testing has been used in India since 1990’s and several have tried to demonstrate the utility and benefits of this method. However, use of this technology was limited till 1998 as not enough data maybe was not available to justify its use and application on major infrastructure and real estate projects. The first author has done significant work in this method resulting in its use in practically all sectors of the industry that use concrete bored pile foundations as a supporting element. The paper explains various signal enhancers or modifiers involved in processing of low strain test data and its implication on the final output. It also describes how the method can lead to abuse or can provide poor interpretation if incorrectly used. The current effort is to demonstrate that data collection and evaluation becomes complex with changes in soil stratum and pile profile. The paper highlights the present testing practices and provides a guideline for classification of pile integrity into few simple categories in Indian context rather than writing complex interpretations.

The foundation solution for a data centre building in Sydney, Australia comprised two alternatives, the first of which incorporated the use of CFA piles founded in rock at approx. 27m depth to support column working loadings of approx. 7.5MN, and the second utilising rapid impact compaction with a raft foundation of 1.0m thick concrete slab. Soil conditions comprised 1m of fill over 3 to 4m of sands varying from loose to dense consistency, underlain by very stiff clays overlying the rock. A creative solution incorporating Rapid Impact Compaction to improve the loose soils in conjunction with a piled raft solution was proposed. Piles proposed under the raft were Atlas Drilled Displacement piles which offered advantages of displacement pile performance and savings in time and material costs. The piled raft solution was developed in consultation with the consulting structural engineer, combining the skills of the piling contractor and consulting engineer to the benefit of the project. This paper describes the development and design aspects of the piled raft solution adopted for the project.

Respirable crystalline silica poses a significant health risk, with the American Lung Association estimating that 2.3 million workers are exposed to silica in the workplace. This includes mine workers as well as those in many other industries. Reducing dust formation is sometimes not possible so other methods to reduce exposure are critical. These methods include the use of surfactants to reduce airborne dust particles. However, it is the proper selection and application of surfactants that leads to reduced dust exposure. A discussion of how surfactants work, especially for silica dust, leads to guidance for surfactant selection followed by a review of technologies for their application.

Fiber Reinforced Polymer (FRP) is an excellent material choice for a broad spectrum of corrosive fluids and, in many cases, offers the best value per dollar. FRP Flanges present the greatest design challenge of all standard piping components. The theory underlying the design of flanges is very complex. In addition, due to the nature of FRP material, proper fabrication of the flanges is as critical as the design. In this review, the challenges of making FRP flanges along with the design techniques and best practices of fabrication that will lead to a high-quality flange will be discussed.

With the prevalence of Mine Internet of Things (MIoT), different types of sensors have been widely deployed in mine sites for environmental monitoring and operational management. Currently, sensors in mine sites are mainly powered by cables or batteries. However, the deployment and maintenance of a power supply network can be difficult and expensive, and batteries have a limited lifespan. The vibration energy harvesting (VEH) technology can be used to provide power for lowpower sensors in mine sites. This presentation briefly introduces three widely used VEH methods (ie piezoelectric, electromagnetic, and electrostatic). The performance of a commercial electromagnetic energy harvester (ReVibe model D) is evaluated based on the vibration of a lab vibrator (3 g, 50 Hz) and an idling SUV automobile (0.3 g, 25 Hz). Experimental results indicate that a ReVibe energy harvester can generate adequate electricity to power a sensor, and its power output depends on the load resistance as well as the vibration frequency and amplitude of vibration sources. To apply VEH to mining applications, this study also analyses the characteristics of vibration sources at the mine site based on the vibration data collected from various operating machines in a coal handling and preparation plant (CHPP). The vibration analysis results indicate that all the measured vibration sources in the CHPP can generate stable and abundant vibrations, characterised by substantial amplitudes (up to 5.55 g) and low dominant frequencies (ranging from 14 Hz to 25 Hz), which are sufficient for VEH.

"With a height of 200 m, a crown width of 626 m and a concrete volume of 1.6 million m³, the Kölnbrein Dam in the upper Malta valley in Carinthia / Austria is the largest concrete dam in Austria. Boasting a storage capacity of 200 million m³ with a received water load of 54 MN, this is one of the strongest arch dams in the world.During its construction from 1974 to 1977, the dam was equipped with a comprehensive monitoring system capable of comparing developing deformations and stresses with the design values.With a planned reservoir level of 1,900 m a.s.l. the dam saw the reservoir level of 1,860 m a.s.l. breached in the year 1978. This led to extremely high seepage losses of up to 200 ltr/sec and a rise in the foundation water pressure up to 100% of the dam’s height. These observations were caused by the development of horizontal cracks in the area of the middle dam blocks, between the lowest inspection walkway and the waterside.As a consequence, power plant operations had to significantly be reduced and a number of additional measures were carried out – though these did not lead to the desired sealings.The developer subsequently decided that the dam should undergo a general rehabilitation from 1998 to 1994 in accordance with a concept developed by Professor Lombardi. This concept involved erecting a 50 m high support structure with a concrete volume of 500,000 m³ on the airside of the dam, along with the addition of neoprene bearings to transfer 1.2 million tons of the horizontal load. These measures were able to reduce the deformations in the dam enough so that mostly load-bearing injections into the cracks in the dam’s concrete could successfully be carried out by way of targeted grouting measures using injection resin (RODUR) specifically developed for this purpose.In the years 1998 - 1994, a total of 130,000 m of grouting, monitoring and control drillings were executed, and around 200,000 kg of synthetic resin was injected into the cracks in the dam’s concrete.These measures have ensured the dam‘s uninterrupted operation since 1994. A number of small re- injections were again carried out on the contact surface in the years 2011 and 2012."

Keywords: Calcium sulfate, Sulfuric acid, Phase transformations, Thermodynamic analysis As part of a boarder research project, seeking the development of a cost-effective process for direct production of the high value material, -calcium sulfate hemihydrate, from sulfuric acid at atmospheric as opposed to elevated pressure conditions, the fundamental work presented here has been undertaken. This includes experimental monitoring of phase transformation reactions and thermodynamic analysis of the relationships among the various phases, namely, calcium sulfate dihydrate, hemihydrate and anhydrite in aqueous sulfuric acid solution at temperatures ranging from 20oC to boiling point.

The DENVER Tube Press is a simple, high pressure (1500 PSI (100 bar» filtration unit, developed for processing difficult-to-dewater materials and to produce a handleable filter cake and clear filtrate product. Lab and pilot testwork conducted in Australia on coal fines (55-70\ -35 micron (400 mesh)) have shown that total moisture contents of less than 20\ are consistently achieved in the final cake products from the Tube Press. Currently, these coal super fines are sent to waste due to uneconomical mechanical dewatering methods, which were only able to reduce total moisture levels in excess of 30%. Calculated, throughput rates for the 500 Series Tube Press exceeded 1700 kg/hr (3750 lbs/hr). Feed solids concentration requirements are between 45 and 50\ to achieve these results.

"In port and harbor facilities, jetties and cargo berth terminals are usually installed on piles that remain partially embedded in soil, while a part of it behaves as columns supporting top deck. Technology in vogue adapts a pseudo static analysis in computer where the top deck including piles are analyzed as an integrated system based on finite element method when the piles are modeled as beam elements, while the soil in which it is embedded is modeled as linear or nonlinear springs. Typical berthing force of the ship is considered as a pseudo static force where the dynamic characteristics of the force is taken into consideration by an equivalent impact factor and little study exists on the actual behavior of these type of piles under the transient shock due to berthing impact. Present paper proposes an analytical solution based on which one can compute the dynamic response of such jetty piles considering shear modulus of soil constant with depth. Considering the solution is analytical in nature no special software is needed and can well be adapted fordesign office practice using generic utility software like MATHCAD, MATLAB etc. that makes theproposed model computationally very efficient.INTRODUCTIONResponse of piles under dynamic load has been an important study in the realms of civil engineering, where significant research has been carried out on its dynamic behavior under harmonic loads like one experienced in a machine foundation or under seismic force.A number of researchers have given solution to this problem like Parmelee et al (1964), Tajimi (1966), Penzien (1970), Novak et al (1974, 1983), Banerjee and Sen (1987), Dobry and Gazetas (1988),Chowdhury and Dasgupta (2008).However, most of these theories are based on piles loaded under harmonic load and valid for long piles where structural failure precedes the soil failure considering the piles are long and flexible."
