This paper will focus on the background and rationalef or the formation of this partnership, the resulting operating changes and the productivity and cost benefits expected.IntroductionSince the deterioration of the world copper industry in 1981, the future of the Lomex and Cominco mines in the Highland Valley of British Columbia looked increasingly precarious. Despite the expansion of the Lomex mill complex in 1981 to one of the world's most cost-efficient copper and molybdenum concentrators, persistent low metal prices had made the remainder of the ore in the Lomex orebody marginally economic and had significantly foreshortened the expected life of the operation.Cominco had acquired the Bethlehem Copper assets in order to consolidate its ownership of the Valley orebody, and was feeding the Bethlehem concentrator with ore from the Valley orebody. In spite of the high grade and free-milling character of the Valley ore, profitability of the Cominco operation was severely restricted because of the limited capacity of the Bethlehem concentrator and its location high on the hillside above the orebody."

"Research was performed to assess the feasibility of barrier membrane substances, for use within mining or associated high risk environments, in restricting the diffusion transport of radon gas. Specific tests were conducted, both within laboratory and in situ environments, to determine radon gas concentration ratios across a barrier of interest and emanation rate variation resulting from application of such materials. Several materials have been demonstrated to be effective in restricting the emanation of radon gas into initially radon-free environments. One liquid material shows particularly good promise upon consideration of ideal radon barrier criteria.IntroductionIt has long been known (I.2.3) that inhalation of the short-lived, alpha particle-emitting daughters of radon gas can result in irradiation of lung tissue with the potential for causing lung cancer. Control measures are necessary to maintain concentrations of airborne contamination at a minimum to protect miner health and safety. Typical control practices in mines have been through the application of systematic ventilation and backfilling of excavated opening. As mines become deeper, however, and additional workings become exposed, increased ventilation capacity requirements are needed. As an alternative to other radiation control measures, the use of sealants to prevent radon migration from walls into mine atmospheres may provide a suitable engineering alternative."

The extraction of copper(II) from sulphate solution was investigated using LIX®984N in kerosene. The parameters that could affect the extraction, such as equilibrium pH, extractant concentration, salt concentration, various diluents, and temperature, were separately investigated. On the basis of slope analysis, the complex formed in the organic phase is proposed to be CuR2, where R is the anionic part of LIX®984N. The extraction equilibrium constant and Gibbs free energy ( G) of the extraction process were determined. The positive value of H obtained from temperature variation studies showed that the extraction process is endothermic. The extraction of copper was lowest when chloroform was used as the diluent. Separation and recovery of copper from a synthetic copper-nickel solution containing 6.35 g/L Cu(II) and 0.58 g/L Ni(II) was carried out using 20%(v/v) LIX® 984N. The separation factor ( = DCu/DNi) was found to be pH-dependent. A two-stage batch countercurrent extraction was carried out at an O:A ratio of 3:4 at equilibrium pH 1.05 for extraction of copper from copper-nickel solution, followed by copper stripping from the loaded organic phase with 15% H2SO4 at an O:A ratio of 3:1.

Pachuca tanks are extensively used for the cyanide leaching of gold and the carbonate leaching of uranium, processes in which oxygen mass transfer plays a very important role. Experiments were carried out to clarify the effect of design and operating parameters on oxygen mass transfer. Parameters such as the ratio of tank height to tank diameter, the ratio of draught-tube diameter to tank diameter and the tank design were found not to influence oxygen mass transfer. Results also showed that equal superficial gas velocities may be used as a criterion for scaling up oxygen mass transfer in both full-centre-column and free-air-lift Pachuca tanks with clear water. A volume-averaged, volumetric gas-liquid mass-transfer coefficient (k'av) was used to characterise oxygen mass transfer in full-centre-column tanks. The axial dispersion model was used to determine k'av. The resulting model used only tank geometry and air flow rate as inputs for the prediction of k'av in industrial-scale tanks. Predictions from the model show clearly that "local" mass-transfer coefficients, measured at one or two locations, may not adequately represent gas-liquid mass transfer in industrial tanks. The history of firedamp is the same as that of coal: The initial stage was the accumulation of vegetation, which was converted into peat under certain local conditions, then lignite, bituminous coal, and finally anthracite. These deposits ceased to increase owing to inundation that deposited earthy sediment, sometimes as much as several tens of meters (several tens of yards). The vegetable matter, whether it was covered with sediment or not, began to ferment. The basic organic components of the vegetable matter are: Cellulose, lignin, and wax and resin in varying proportions, according to the different kinds of vegetable matter. There are, in addition, some impurities, generally mineral.

In this U.S. Bureau of Mines report, mine and mill cost models are presented to make quick estimates of the cost to develop mineral deposits in the desert region of the Southwest United States. Regression analysis was used to generate capital and operating cost equations for each model in the form Y = AXB, where Y is the cost estimated and X is the assumed daily capacity in short tons. A and B are constants determined by the regression analysis. Each is broken down into 11 subcategories to facilitate escalation of costs for inflation and to increase their versatility in economic evaluation work. This report contains 2 open pit models, 6 underground mine models, 11 mill models, and cost equations for access roads, powerlines, and tailings ponds. In addition, adjustment factors for variation in haulage distances are provided for open pit models and variation in mining depths for underground models.

"The common-held view of the future of copper mining is one of declining quality of mineral resources and increasingly limited long-term development options. This decline, in turn, is viewed as inevitably leading to increasing economic, socio-political and environmental costs. As a result, new technologies and innovations will be required to mitigate cost escalation. The future is therefore typically summarised as a battle of a ‘below-ground’ declining quality asset base pushing costs upward versus ‘above-ground’ technology and innovation driving costs downward. The role that high quality new mineral discoveries could play in mitigating industry cost pressures is typically understated, if considered at all. New high quality discoveries can be mined at lower cost than existing assets and potentially if discovered in the right locations within a more amenable contemporary environmental and socio-political setting. Such deposits, once discovered, would improve the overall quality of the industry asset base, as well as benefitting their owners substantially through higher margins. However, to target new high quality deposits explorers need some understanding of the nature of high quality copper mines in the long-term future. Conventional scientific and economic techniques for analysing the future of copper supply, generally by studying the project pipeline, ignore as yet undiscovered resources and also struggle to fully incorporate the multiple internal and external factors that could impact upon copper mining practices in the future.Scenario analysis is specifically designed to consider multiple factors interacting in the future, and is thus more creative than simply looking at the visible project pipeline. The use of scenarios is therefore potentially capable of providing insight into aspects of the future of copper mining about which little is currently known or that remains considerably uncertain. In this study, the Oxford University Scenarios methodology was employed to analyse different plausible futures for copper mining and the consequent implications for exploration targeting strategies. The scenario analysis highlights two key dimensions or axes that serve to map out potential industry futures: firstly the technical and economic optimisation of the existing industry; and secondly the generation of new prospects or ‘search space’ for the copper industry. These two axes in turn frame four different scenarios for the future of the copper mining industry. These copper mining scenarios are then compared to the 20 largest existing copper mines and projects, and their owners, to determine if any represent an appropriately robust exploration targeting proxy: none do. The paper therefore concludes that efforts by industry are required to generate mine concepts that would be viable across all scenarios, and thus act also as exploration targeting proxies. In the interim, companies will have to seek to build portfolios that create an overall robust asset base, out of individually less robust assets. Failure to do this implies that consequential, irreversible strategic decisions lie ahead for the copper mining industry, which may be a threat to both incumbents and the very industry itself. After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

Published experimental coke data from a pilot plant slot-type oven were examined by statistical regression analysis. Quantitative relationships were found to exist between the coking rate, bulk density, and fine grinding of the coal, sole-oven expansion, volatile matter, moisture, ash, and carbon con-tent of the coal and coke parameters indicative of size and strength. Regression equations developed from coke data were shown to yield computed values that were in good agreement with experimental results for 11 coke properties. Prediction equations developed were evaluated with an independent set of data. Present results indicate that the variables cited undergo much interaction and the sum of these interactions determines coke size and strength.

Production of small tonnages of asbestos has been reported from 18 California counties; 16 additional counties have occurrences of asbestos. The counties in the northern part of California that have had a recorded production are: Alameda, Amador, Calaveras, Contra Costa, E1 Dorado, Napa, Nevada, Placer, Shasta, Siskiyou, Trinity, and Tuolumne. No deposit in the State has maintained consistent production. Serpentinized peridotites (potential chrysotile-bearing rocks) are widely distributed in the coast ranges, Klamath Mountains, and western foothills of the Sierra Nevada.

According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

"INTRODUCTION The relative value of the various individual physical and chemical properties of coke as a measure of its performance in the blast furnace as aroused considerable controversy but it is generally agreed that uniformity in these properties is extremely important if maximum mum pip-iron production is to be attained. The control of,the bulk density or weight per cubic feet of the coal charge in the coke ovens is a major, and frequently overlooked, factor in producing a uniform product and in efficient operation of the coke plant.This report presents a brief discussion of the general problem of bulk-density control and the results of tests on samples of coke-oven charges from several operating plants experiencing difficulties due to lack of adequate control. These tests covered the effect of moisture and oil content on the bulk density of the coal. Some tests on the effect of a wetting agent and furnenous of gained were also made. A description of the methods used to determine the bulk density of the coals studied in this investigation and of the methods used to apply oil to the coal at byproduct-coke plants are included in this product. No theoretical analysis of the data presented in this report, because the primary purpose of the investigation was to obtain data of immediate practical value to the plants concerned."

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

The pile foundation designer typically performs a subsurface exploration program and static pile capacity calculations before selecting a pile foundation type, length, and capacity. During construction, a pile installation criterion must be established to meet these design requirements. This installation criterion usually consists of a minimum penetration resistance or blow count to confirm pile capacity and may also include a minimum embedment requirement. This text will focus on use of wave equation analysis and dynamic measurements to meet design requirements. The metallurgical laboratory data developed in this study indicate an improved electrowinning process for producing higher purity cerium ingot. A typical sample of the Reno electrocerium contains 99.9 weight-percent cerium and the following impurities: Total other rare-earth elements, less than 0.04 percent; iron not detected; silicon and aluminum, less than 0.02 percent each; calcium plus magnesium, less than 0.01 percent; carbon, 0.01 percent; oxygen, 0.002 percent; hydrogen, 0.0003 percent; and nitrogen, 0.0015 percent.

In addition to established test procedures, such as screen analysis, chemical analysis, microscopical examination of ores and products, sink-and- float separation, gravity concentration, flotation, ,and magnetic separation with or without roasting, it was sometimes necessary to apply other methods, such as leaching, in instances where physical separations were not feasible.

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

This paper describing the concentrator practice of the Copper Queen Branch of the Phelps Dodge Corporation at Bisbee, Ariz., is one of a series of papers on milling methods and costs being prepared by the United States Bureau of Mines. The Copper Queen Concentrator treats 4,000 tons of copper ore daily by preferential flotation, whereby the copper sulphides are floated and considerable iron pyrite is depressed. During 1929 the heads to the concentrator averaged 2.15 per pent of copper, the recovery was 91.32 per cent of the total copper, and the concentrates produced contained 12.92 per cent of copper.
