The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. (communication to the Secretary*) :—The characteristics of Professor Home's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the labor of collecting and investigating the data which was essential to prepare the paper. Much of it necessarily came from material of preceding years of manufacture in which time was allowed for chemical reactions of the re-carburizer, and for the elimination of the oxidation-products before teeming the ingots. This practice gave a favorable time-element to free the metal from slag and other impurities— a requisite condition for the production of sound steel in the ingots. But, in allowing them to become cold before they were charged into the furnace, a subsequent time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness, at least in the upper portion. (The term slag is used in a general rather than in a strictly technical sense.) Traces of manganese sulphide are often associated with manganese silicates in the same thread or seam, and at other places they are separate and distinct. Interpretations from material thus manufactured must be made with due allowances for the methods of fabrication and the requirements of service. The only way we now have to estimate what the degree of soundness of the ingot-structure was, in the early foreign and American manufacture of steel rails, is by examination of the worn and failed material after years of service. We must remember also that the poorest material was long since consigned to the scrap-heap without any full record of its history. The rails from a given ingot cannot now be identified ; and in many

With decreasing ore grades, the tailings of mining operations are becoming of increasing interest as metal-containing secondary raw materials. The objective of the current work was to investigate chloride leaching of gold, copper, cobalt, nickel, and zinc present in the flotation tailings. In the current study, the effect of cupric ion as an oxidant (0–50 g/L) and NaCl (150–250 g/L) on metals extraction was investigated. The other parameters, such as pH (1.8), temperature (95 °C), solid/liquid ratio (25%), oxygen feed rate (1200 mL/min), leaching time (24 h), and stirring rate (950 rpm), were kept constant. Gold dissolution rate was shown to increase with increase in cupric ion concentrations up to 50 g/L. Also, increase in NaCl concentration up to 250 g/L increased gold extraction. Majority of the copper present in the flotation tailings could be dissolved with all the all solutions investigated. The other base metals, cobalt, nickel, and zinc extractions were also shown to increase with increase in the cupric ion and sodium chloride concentration. However, even in the absence of cupric ion addition (t = 72 h, 250 g/L NaCl), the final extraction of Cu, Ni, Zn, Co, and Fe increased up to 98, 93, 83, 76, and 80%, respectively. This shows the power of inherently originating oxidants present in the tailings. Furthermore, the solid analysis of the leach residue indicated that leaching the flotation tailings in pure NaCl may result in partial gold dissolution. The results demonstrate that significant amount of metals present in the tailings could be extracted even with only NaCl as added chemical in the presence of oxygen feed, oxidizing agents originating directly from the raw material. This can provide an advantageous cyanide-free method for extraction of metals from very low-grade tailings with low chemical consumption.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

NOMENCLATURE USED IN THIS REPORT. In this report the ending ene has been used throughout, except in the bibliography and in quotations from the writings of previous investigators, for all aromatic hydrocarbons, as, for instance, benzene, toluene, xylene. The ending ol, though largely used in technical description, is not correctly applicable to these hydrocarbons, and should be used to designate the impure mixtures of commerce, as distinguished from pure chemical compounds. PRESENT STATUS OF PETROLEUM-REFINING INDUSTRY. Although petroleum is widely distributed, being found in many parts of the world, and although information as to its occurrence and general characteristics seems to have existed from vcry early times, our knowledge of the chemical nature of this substance has been acquired largely within the past 40 years. Within this period a voluminous literature has accumulated, which records work as painstaking as has ever been undertaken in the whole field of chemistry, such as that of C. M. Warren, F. H. Storer, S. P. Sadtler, S. F. Peckham, and C. F. Mabery. Despite this fact, the commercial method of treating crude petroleum for the purpose of procuring marketable products is, in the main, essentially empirical. Much knowledge has been acquired as to methods of separating from crude petroleum such products as are desirable commercially, but little has been done to attain the maximum recovery of such products.

THE OBJECT of this paper is twofold: (1) To analyze the forces that cause air bubbles to spread on mineral surfaces in the flotation process; and (2) To develop a rational expression that will serve as a criterion of the floatability of minerals, to the end that the efficiencies of various flotation reagents can be accurately compared. Heretofore, the subject of the spreading of air bubbles has been dismissed with the statement that the surfaces of minerals on which bubbles spread are water-repellent. Imperfect understanding of the forces involved has led to the use, hitherto, of various erroneous formulas for the calculation of the comparative effectiveness of flotation reagents.

On Dec. 20, 2013, an 8-m (26.2-ft) diameter Robbins hybrid single shield/earth pressure balance tunnel boring machine (EPB TBM) was launched to bore the Grosvenor decline tunnel for Australia?s Anglo American coal mine. The machine was built using onsite first time assembly (OFTA) in order to fit within a tight project schedule. Assembly at the remote jobsite near Moranbah, Australia took about four-and-a-half months, and then the machine was walked down into a launch tunnel. Two decline tunnels, at grades of 1:6 and 1:8, will be used for mine access to new coal seams. The hybrid machine is tackling mixed ground conditions ranging from sand and clay to varying types of sedimentary hard rock up to 120 MPa UCS, as well as coal seams. Methane gas is expected to be present throughout the tunnel, so the machine has been designed as explosion-proof-compliant to ERZ-1. ?Grosvenor is the first underground coal mine in Queensland to use a TBM for drift construction,? said Glenn Tonkin, Grosvenor project director. ?We are proud to be pioneering this technology.? Only about 300 m (984 ft) of ground in each decline tunnel is expected to require EPB mode, while the rest of the tunnel will be bored in hard rock mode. Thus, the design was optimized toward hard rock excavation.

The possible utility of selected compositions in the systems SrO-ZrO2-MgO and SrO-ZrO2-Dolomite for commercial refractory products was confirmed in this study. Specifically the compositions of interest are located in the sub-systems SrZrO3-ZrO2-MgO and SrZrO3-ZrO2-Dolomite. Both sub-systems have regions that are not affected by hydration, but the sub-system SrZrO3-ZrO2-MgO has a larger candidate compositional region. Solid state phase relations were determined for the subject systems over the temperature range 1600°C to 1300°C, with compatibility diagrams presented for each. The systems appear to show good refractory character with no apparent low melting compositions. As the compositions of commercial interest lie mostly in the higher ZrO2 portion of each system, information is presented regarding the firing treatment required to develop stabilized cubic ZrO2. A list of suggestions for further study of these systems, to further delineate the characteristics required for possible commercial utilization, is presented.

CONSIDERABLE progress has been made during the last few years in analyzing the action of plastic deformation in metallic crystals. This is due largely to the development of X-ray spectrographic methods for studying changes in the orientation of single crystals, or of conglomerates, as they occur during the process of plastic deformation, but partly to the widespread knowledge of suitable technique for preparing large (single or variously combined) crystals for direct crystallographic observation under stress or in various conditions of strain. These two methods of studying changes in the crystalline structure of metals may of course be used in conjunction with features of mutual support, but unfortunately the advantage of direct crystallographic observation is lost when we proceed to the study of severely cold-worked structures, owing to the occurrence of real or apparent crystalline discontinuities which become more and more complicated as the amount of plastic action increases. Furthermore, the X-ray methods do not appear to be adequate, at least in their present stage of development, to fix definitely the character of structural alteration in the parent crystal lattice by plastic deformation. The principal question at issue concerns the nature of the crystalline particles that remain after plastic deformation. These are generally known in our American metallurgical literature as crystalline fragments,' and they seem, indeed, to diffract as individuals causing the Hull pattern of a severely cold-worked metal to resemble the pattern of a fine powder,2 with certain features of preferred orientation among the particles deter- mined by the manner and intensity of cold working. We must freely concede that there are conceptions of lattice alteration, apart from that of simple fragmentation, which would account for an increasing number of lattice positions according to X-ray spectrographic observation as the degree of deformation increased.

Under compuision of the present urgency to implement the President's promise to make the United States the arsenal for the democracies there is a tendency to demand a relaxation of restrictions on hours of labor and to speed up all industrial processes. The pressure is the more insistent with growing realization of the importance of the time factor in the success- ful prosecution of the war effort and the lack of skilled workers due to (2) operation of the draft, lack of an apprentice system in industry, and loss of skill by workers unemployed for long periods during the depression. With "total" war such as it is today the probabilities are that everyone will be required to exert greater effort (in many instances in activities to which they are unaccustomed) for longer periods than ever before has been necessary. The question arises, "What will be the aftereffects as well as the immediate effects on health, safety, and efficiency?" A review of the literature leaves the impression that this question has not been an- swered completely, especially as regards the ultimate effects. Mechanization, speeding up of industrial processes, mass produc- tion, and the small industrial concerns present many problems to indus- trial medicine. Does the tendency to expect the worker to produce at full speed all the time he is on the job decrease the effectiveness of the shorter working hours and cause undue fatigue, loss of efficiency, and increased accident proneness? The answer is important as this condition is likely to be intensified by the exigencies of the present emergency. According to Viteles (1)3, The increased tension under such conditions of work appears to offset the savings in muscular force made pos- sible by the machine. The tension, the speed, the subject- tion to specialization of work and a rhythm uncontrolled by the individual promote fatigue, characterized by a "decrease in the power to work, a decrease in pleasure taken in work, and a decrease in the enjoyment of the hours spent away from work."' The crowding of workers in temporary structures without proper provision for comfort and health may add greatly to the general fatigue factors already present in many industrial establishments. In 1932 Lockhart (2) stated that the production and maintenance of a healthy, satisfied industrial population is the most urgent necessity, involving problems so serious as to constitute a national task too great economically to be relegated to industrial concerns. If this was true in 1932, it must be doubly so today.

Amorphization and martensitic transformation (Ms) characteristics of Ti–Ni-Cu alloy ribbons prepared by melt spinning were investigated by means of differential scanning calorimetry and X-ray diffraction. In these experiments particular attention has been paid to change the wheel linear velocity from 21 to 63 m/s. Then the cooling rates of ribbons were controlled. The effect of this cooling rate and alloy composition on martensitic transformation behavior is discussed.

The Bureau of Mines conducted a series of laboratory experiments to test a cutting technique for hard rock using large-scale drag cutters. Cutting experiments were performed on rocks ranging in compressive strength from 10,000 to 27,000 Ib/in2, using large drag cutters from 3 to 6 in. in width. The tests were conducted on a special test apparatus, called a ripper tester, which made a curvilinear cut across the rock sample while measuring the cutting force acting on the drag cutter. The cutting method that evolved from these experiments is called ripper cutting, and its energy efficiency appears superior to all other large-scale mechanical fragmentation techniques. In addition, the method cre-ated very little dust, and the wear on the bits was negligible. A fragmentation system based on ripper cutting was then devised, and a large-scale test device was fabricated to allow full-scale laboratory testing of the system. The results of these tests will be published in future Bureau reports.

The behaviour of cobalt during processing of nickel raw material is analysed within the Ni-Co-Fe-S-O-SiO2 system using the computer model. For this purpose the thermodynamic parameters for "three-suffix" Margules's equations in Co-Fe-S and Co-Fe¬Ni-O-S1O2 systems were computed! Phase and iso-activity diagrams for Co-Fe-S system, and phase diagrams for the systems Co-O, Co-Fe-O, Co-Ni-O, C-oO=SiO2 and Co-Fe-O¬SiO2 are calculated using the developed computer programs and identified parameters. The diagrams are used to analyze cobalt behaviour at smelting and converting.

The Bureau of Mines has examined the operation of an oxygen sensor manufactured by the City University, London, England. The sensor produces a current proportional to the oxygen concentration by reacting oxygen at a nonconsumable cathode. The sensor design is unique in that the primary mode of oxygen transport to the cathode is by diffusion through a capillary, The sensor using this design has a stability of 0- to 0.02-pct reading change per day over a 4.7-month test, small temperature coefficient of 0.29-pct reading change per °C, and small pressure coefficient of 0.34-pct reading change per 1,000-ft altitude change, If this sensor were incorporated into an oxygen detector or monitor, this would be a distinct improvement in electrochemical-type oxygen analyzers and would be useful to the mining industry.

An overview of hydrate properties is given, with emphasis on unusual deviations from ice, the most common solid water form. Reliable sample preparation and reproduction of in situ hydrates provide the foundation for all hydrate science and engineering. Relations are given to connect the three domains in the title: (1) micro-scopic properties measured with Raman, NMR, and diffraction spectroscopy, (2) meso-scopic properties measured with single crystals, and (3) macro-scopic properties measured with pressures, temperatures, volumes, etc. A principal illustration relates micro-scopic and macro-scopic domains. Experiments provides the basis for improving statistical thermodynamics model for these compounds. To date, this model is one of the most commonly used industrial statistical thermodynamics applications, based upon the classical model of van der Waals and Platteeuw (1959). Microscopic measurements and simulations indicate model assumption improvements, resulting in the next generation of the statistical thermodynamics for improved macroscopic property prediction.

The operation of the U .S Metals Refining Company, USMR Co. is defined below by the description of a variety of unit processes and operations the author encountered during his tenure with the operation, 1955 - 1978. The operations discussed include: sampling and sweating of radiators, processing of Indian Coin, treatment of insulated wire, baghouse and converter dust treatment, blast furnace and converter operation, the electric arc furnace, antimony control, selenium and tellurium products, electrolyte liberation with soluble anodes, and the precious metals refinery. These operations, although peripheral to the primary copper production circuit, were critical to the company's technological and economic base.

Adsorption isotherms previously determined by in-situ Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS) for oleate adsorption at calcite and fluorite surfaces near pH 9 and at various temperatures are compared. Results indicate that, at both mineral surfaces, chemisorption occurs at equilibrium concentrations below approximately l x l0-5 M oleate while calcium dioleate surface precipitation occurs at higher equilibrium oleate concentrations. The extent of chemisorption at the calcite surface is 3 to 5 times less than that at the fluorite surface while the extent of calcium dioleate surface precipitation on calcite is nearly a magnitude larger than that on fluorite. However, for both minerals, surface precipitation decreases with increasing chemisorption. Contact angle measurements and flotation recoveries show the hydrophobicity of fluorite to be greater than that of calcite at each of the temperatures and oleate concentrations studied. Significant differences are noted only in the chemisorption region. Unlike calcite, the hydrophobicity of fluorite was sensitive to the presence of oxygen in the system. Multichannel Laser Raman Spectroscopy (MLRS) showed this behavior was caused by the double-bond reactivity of adjacent chemisorbed oleate molecules and subsequent formation of an epoxide/polyether complex at the fluorite surface. Such a reaction product could not be detected at the calcite surface. These differences in adsorption density, hydrophobicity, and polymerization behavior are discussed in terms of the intrinsic surface properties of the minerals.
