Studies of coal reserves have shown that the total augerable reserve base for the United States is estimated to be five billion tons under the current state of mining technology; the potential reserve base at 850-ft penetration is estimated at 20 billion tons. It is with the idea of improving coal recovery, a basic objective of Project Independence, that new concepts, such as modifications and improvements in current machines and development of ways to recover pillars left by current augering, are required. Unless recovery is improved, these potential reserves amount to lost coal.

This report is intended as a reference for personnel interested in the computer anlaysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures described include the Newton-Raphson iterative technique for the analysis of normal operation as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults. During program development, strict attention has been given to the inclusion of core and/or time saving techniques such that these algorithms may be implemented on small as well as large computers. Program languages include FORTRAN IV for batch processing applications and APL or BASIC for interactive applications.

The temperature dependency of the low-density viscosity coefficients, ?°T, of helium and of nitrogen, 100° to 1,000° K, is correlated with empirical equations, and the temperature and composition dependencies of the low-density viscosity coefficients, ?°T, of helium-nitrogen mixtures are correlated with the Chapman-Enskog expressions by using the Lennard-Jones (6:12) potential function. The residual viscosity, ?T,P - ?°T (the difference between the viscosity of a compressed gas and the dilute gas at a given temperature), was found to be a function of the thermal pressure coefficient, (?P/?T)V, and two parameters, a and 1, which are characteristic of gas composition. The equation ?T, P = ?°T + a [(?P/?T)V]ß represented 1,340 higher pressure experimental viscosity values with a mean absolute deviation of 0.86 percent, and this equation was used to compute viscosities of the gaseous helium-nitrogen system for a range of temperatures and pressures including those encountered in Bureau of Mines helium purification processes and in a crude-helium conservation gas reservoir. Tabular viscosities for helium, nitrogen, and 13 helium-nitrogen mixtures are presented for 110 temperatures, 133° to 740' K, and 49 pressures in the range 1 to 240 atmospheres. The accuracy of the tabulated viscosities varies because correlation parameters were obtained from experimental data of unequal reliability. It is estimated that uncertainties in the computed viscosity values are ±5 percent for the region 325° to 740° K, ±2 percent for the region 183° to 325° K, and ±5 percent for temperatures below 183° K. The latter uncertainty may rise to y10 percent as critical conditions are approached.

The ConSep ACACIA Reactor is a device, which utilises a high intensity cyanidation process to achieve very high, usually near total, recovery of gold from gravity concentrates. The process utilises a fluidised bed and a chemical oxidant to enhance the gold dissolution kinetics to the point where the bulk of the dissolution occurs in a few hours. For convenience and security, most plants operate a 24-hour turn around. The product from the process is in the form of cathode gold ready for smelting by traditional means. The ConSep ACACIA Reactor performs a two-fold role. Firstly it increases gravity gold production, leading to a decreased CIP feed grade. Secondly, it removes slow leaching components from the plant leaching circuit. This two fold benefit leads to the following efficiencies: enhancement of the dissolution kinetics; enhancement of the adsorption kinetics; reduction of the gold load reporting to the carbon; a significant reduction of the ægold in circuitÆ lockup; and removal of slow leaching entities which can also result in a lowering of the required cyanide concentrations in the leaching circuit and a subsequent reduction in overall cyanide consumption. The above benefits are discussed in this paper, with a particular focus on the ConSep ACACIA ReactorÆs role in removing slow leaching components, with data generated over a 21-month period. Improvement in overall plant recovery via removal of slow leaching gold species is achieved in two ways. Firstly, some of the slow leaching entities, successfully leached under intensive cyanidation, are not always fully leached under plant conditions. This results in a lowering of the solid tailing. Secondly, the faster leaching kinetics achieved in the plant as a result of the removal of slow leaching entities results in faster and more complete adsorption of the dissolved gold onto activated carbon. This results in a lowering of the solution tailings. The construction and operation of the ConSep ACACIA Reactor is simple. Apart from the reactor body, which is a proprietary design, all components of the system are æoff the shelfÆ or specific to the siteÆs requirements. In operation of the fully automated version, a PLC controls a series of valves and pumps but except for a daily changeover process the only operating component for the bulk of the time is a relatively small solution pump. The process can be totally automated giving the security of a æhands freeÆ concentrate handling process up to the point where the product is presented as cathode gold. The ConSep ACACIA Reactor was developed by Anglogold Australia (formerly Acacia Resources) for Union ReefÆs Gold Plant and has been in production since February 1999. It has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, as of June 2003 there are eighteen full installations of the processing plant installed at mines owned and/or managed by Anglogold, Newmont, Placer Dome, Independence (formerly Lonrho), Sons of Gwalia and Harmony.

Two new splitter designs for intercepting moving streams of matter are presented, the variable cross-stream splitter (vCSS) and the rotary stream splitter (RSS), which are intended for implementation in a fully automated modus. The vCSS facilitates obtaining up to three subsamples with different splitting ratios from automated laboratory flow paths, while the RSS divides the intercepted sample into 16 equal analytical aliquots. The splitters can process a wide range of dry, granular and free-flowing materials (<5 mm). The required weight for each subsample can be set without mechanical adjustments in the case of the vCSS. Typical applications are subsampling/splitting for X-ray fluorescence pelletisation (or fused beads) or splitting for average shift composite sampling or grain size analysis. The vCSS combines the advantages of riffle splitting (three user-defined subsample masses) with miniature bed blending and can accept up to 15 kg in total incoming sample mass. In practice, the automated vCSS can deal with unlimited ingoing mass fluxes, while the RSS is designed to operate at a user-defined fixed subsampling rate (1/16th in the tested version). Both splitters have the potential to be optimised and evaluated according to an application/user-defined total sampling error (TSE) + total analytical error (TAE) threshold. Both splitters were tested under adverse conditions and with compositions involving three components with properties representing typical mass fluxes and components concentrations in industrial and technological systems: phosphate concentrate 89.00 per cent (<500 µm), slag ten per cent (>2 mm) and glass spheres one per cent (750–1000 µm). The slag particles vary widely in particle shape, aspect ratio and surface roughness, while the glass spheres are extremely prone to bouncing and segregation (spillage). This test system is extremely difficult to split and thus constitutes a realistic worst-case scenario. While the vCSS does not comply strictly with Theory of Sampling demands for correctness, both splitters may well be able to deliver fit-for-purpose representative results if/when tested properly. Average relative mass deviations ranged from 1.89 per cent for phosphate concentrate (relative standard deviations of 20-fold repeated splitting) to 4.72 per cent for glass spheres and 13.04 per cent for slag. For the RSS, the average replication experiment splitting variation was 2.89 per cent for phosphate concentrate, 4.82 per cent for glass spheres and 11.1 per cent for slag. Both new automated online splitters would therefore appear to be able to be tuned to fit-for-purpose representivity (defined here as maximum relative reproducibility <5 per cent) for many non-extreme materials; however, it is always imperative to test every new type/class of material empirically. Batu Hijau is a porphyry copper-gold deposit located onSumbawa Island in the western Banda Arc of Indonesia. The deposit has been evaluated from 54 000 m of drilling in 105 diamond drill holes over a surface area of 1.2 km2 and to a depth of 1000 m below surface (412 m below sea level). A provisional plan is being evaluated to mine 642 million tonnes at an average grade of 0.61% Cu and 0.55 g/t Au (variable cut-off) from an open pit in the higher grade portion of the resource.   The deposit is associated with a calc-alkaline intrusive complex that was emplaced in a thick sequence of andesitic pyroclastic rocks. The oldest and most widespread intrusion is porphyritic to medium-grained, equigranular, quartz hornblende diorite. At Batu Hijau the western diorite contact zone was intruded by two phases of tonalite. The older tonalite is a stock increasing from 200 m diameter at surface to 500 m at sea level. It consists of quartz, plagioclase and hornblende phenocrysts set in a groundmass of similar composition. A younger tonalite intrudes the tonalite stock, quartz and plagioclase phenocrysts are more abundant and it has a finer groundmass than the older tonalite. Brecciation occurs near the older tonalite contacts but there are no breccia pipes or late-stage features such as pebbledykes or postmineralisation intrusive rocks.   Hydrothermal alteration of Old Tonalite and adjacent rocks is centred on the Old Tonalite and is zoned from a core of pervasive potassic alteration grading to an outer propylitic halo. At depth a propylitic assemblage is developed in the low grade core in the Old Tonalite. Phyllic alteration, late stage and mainly fracture controlled, overprints both potassic and inner propylytic zones. Intermediate argillic alteration overprinting is widespread, particularly on the eastern side of the hydrothermal system, where advanced argillic alteration overlies argillic alteration.   Ore grade mineralisation is cylindrical in shape, up to 800 m in diameter, and is centred on the Old Tonalite. A high grade shell (>0.75% Cu) forms an upward tapering cone in and around the Old Tonalite and reaches the surface in the centre of the deposit. Lower in the shell >l g/t Au and >2 g/t Ag accompany >1% Cu. Below 75 m above sea level mineralisation in the Old Tonalite rapidly decreases as a weakly mineralised core develops, but the limb continues to contain mineralisation to at least 412 m below sea level. Fracture and vein-controlled chalcopyrite and bornite are the dominant hypogene copper minerals and are the hosts for most of the gold mineralisation. Gold occurs free and in the lattice of the copper sulphides, and has been observed in quartz.   Weathering, especially where argillic alteration is developed, has produced a strongly leached cap, up to 147 m thick, below which is an irregular copper enriched supergene zone. Where leaching is not developed, such as over the centre of the deposit, an irregular oxide zone and a weakly developed supergene zone may be present.

X-ray diffraction and metallographic examination of binary Mn-rich alloys with Ti revealed the presence of intermediate phases in this system. A binary R phase has been identified and also a phase having an a-Mn type structure. The X-ray pattern of the phase TiMn3 is presented and a tentative phase diagram for the Mn-rich portion of this binary system has been constndcted. MANGANESE-rich alloys with titanium have been subjected to thermal analysis at temperatures down to 1100°C by Hellawell and Hume-Rothery.1 Their results indicate the existence of an intermediate phase TiMn3 in this binary system. This phase appears to coexist with the Laves phase TiMn2, and with terminal solid solutions based on the allotropes of manganese, at least down to 1100°C. The above investigators did not attempt to determine the crystal structure of this phase, however. Since, by analogy to the binary systems Mn-V and Mn-Cr3 one might expect to find a phase in this region of the diagram, it seemed desirable to obtain X-ray diffraction patterns of alloys in the concentration range in question, in order to ascertain whether the sigma phase or related structures occur. EXPERIMENTAL PROCEDURES Alloys were prepared by arc-melting electrolytic manganese and iodide titanium in a water-cooled copper crucible under a helium atmosphere. Excess manganese was added to each melt in order to allow for losses incurred during melting. The alloys were then wrapped in molybdenum foil and sealed in evacuated quartz tubes for annealing at various temperatures, as shown in Table I, followed by quenching in cold water. Although the inside of the tubes showed evidence for some loss of manganese from the specimen during annealing, there was no evidence of any reaction between the specimen and either the molybdenum foil or the quartz tube at these temperatures. It was later found that the manganese loss was considerably reduced by annealing these alloys in sealed quartz tubes containing one atmosphere of purified argon. As an added precaution the surface of each specimen was ground off before crushing the alloys to -270 mesh powder, using a hardened steel mortar and pestle. X-ray powder patterns were obtained using either FeKa or CrKa radiation in an asymmetrical focusing camera, which gave excellent dispersion of the closely spaced lines. Pictures were also obtained using a Debye camera of 5-cm radius which provided data in the angular region not covered by the focusing camera. The alloy specimens were polished and examined metallographically, using an etchant consisting of 60 pct glycerine, 20 pct nitric acid, and 20 pct hydrofluoric acid. The 10-g buttons were in each case broken in half and found to be well-melted and free of any gross segregation. One half of certain alloy buttons was submitted to chemical analysis in the "as-cast" condition. No appreciable change in composition seemed to occur during annealing . Electrical ad thermal-conductivity measurements have been made on titanium and 6 titanium alloys. The following expression was derived for calculating thermal conductivity from electrical conductivity: K = 0.626 s T x 10-8 + 0.00497 where K = thermal conductivity, cal sec-1 cm-2 cm0C-1 s = electrical conductivity, ohm-]cm-1 T = temperature, deg Kelvin This expression gives calculated thermal conductivities that are not in error by more than 10 pct from the experimental values for A-55 titanium and the 6 alloys measured; namely, A-110AT, C-110M, C-130AM, Ti-6A1-4V, Ti-140A, and Ti-155A, which are representative of the presently available commercial a and a-ß titanium alloys. THERMAL conduction in a gas, liquid, or amorphous solid is accomplished by energy diffusion from molecule to molecule, a relatively slow process. For this reason, such materials have a low thermal conductivity. When a material is crystalline, there is in addition a heat transfer by a vibratory motion of the crystal lattice. It is the contribution of this lattice conduction that makes a crystal a much better conductor than a gas, liquid, or amorphous solid. Lattice conduction, however, does not account for the relatively enormous thermal conductivity of a metal. This is explained by the freedom of movement of valence electrons. These valence electrons drift in a metal in a direction toward a drop in electrical potential and, to a lesser degree, in the direction of a temperature drop in the metal. Since both the electrical and thermal conductivities of a metal depend upon the presence of free electrons, there should be some relatively simple relation between the two. Wiedemann and Franz in 1653 first discovered an approximate empirical relation between the electrical and thermal conductivities of metals at the same temperature. This ratio varies appreciably with temperature, and Lorenz later showed that by adding a temperature factor to the Wiedemann-Franz ratio the value of K/(s T) is constant, where K is the thermal conductivity, a the electrical conductivity, and T the absolute temperature. This Lorenz constant shows a greater variation for alloys than it does for pure metals, the ratio increasing slightly as the proportion of alloying elements increases. It has been found that a closer correlation between electrical conductivity and thermal conductivity can be obtained by means of an equation of the form K - A s T + B [1] where A and B are constants. In this equation the term AsT is the contribution of electronic conduction and B is the contribution of lattice conduction to the total thermal conductivity. EXPERIMENTAL MEASUREMENTS Electrical-resistivity and thermal-conductivity measurements on titanium and 6 titanium alloys serve as the basis for determining an equation of the K = AsT + B type for titanium alloys. Specimens—Table I shows nominal compositions of the 7 metals on which electrical and thermal conductivities were measured. The electrical and thermal-conductivity specimens for each alloy were taken from stock of the same heat and usually from adjacent sections of the same bar. Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Free energies, heats, and entropies of mixing of solid Fe-Au alloys have been measured by the galvanic cell method between 800° and 900°C. A positive deviation from Raoult's law and a large excess entropy of mixing were observed, both attributable to lattice distortion caused by the disparity in component atom sizes. Since the terminal solid solutortiontions are not regular, thermodynamic properties computed from the location of the mis-cibility gap do not agree well with measured quantities. The electromotive force data suggest some changes in the existing Fe-Au phase diagram. ALTHOUGH a considerable amount of information has been accumulated about the thermodynamic properties of metal solid solutions which exhibit negative deviation from Raoult's law, particularly those in which ordering occurs, relatively few experimental measurements have been made on solutions with positive deviation. This is due to the infrequency of broad homogeneous regions suitable for experimental measurement in solutions of this type, since any marked positive deviations from ideality lead to restricted solubility and the formation of miscibility gaps. Thermodynamic data reported in the literature for such systems have usually been calculated from the location of the miscibility gap boundaries under the assumption that the entropies of mixing are ideal, i.e., the terminal solutions are regular.' One of the few binary systems with both positive deviation and a wide homogeneous range in the solid is the Ni-Au system. A recent investigation of solid Ni-Au alloys' revealed that the entropies of mixing were much larger than ideal and consequently thermal data computed from the phase boundaries assuming regular solutions were seriously in error. Theoretical considerations put forward by Zener indicated that high entropy values should generally be associated with systems possessing a miscibility gap in the solid, when this is due to differences in the size of component atoms. These facts suggest that the regular solution assumption is a poor approximation for many solid solutions with positive deviation and that reliable thermodynamic data generally cannot be obtained by conventional methods from the location of miscibility gap boundaries. The Fe-Au system, Fig. 1, resembles the Ni-Au system in certain respects. The presence of a miscibility gap in the solid indicates a large positive deviation from ideality, but there is nevertheless an extensive single phase region suitable for experimental measurement. The following investigation of solid Fe-Au alloys was carried out in order to obtain additional data on the thermodynamic properties of metal solid solutions with positive deviation from Raoult's law and to further compare thermodynamic data computed from miscibility gap boundaries with those measured experimentally. Experimental Method The thermodynamic properties were derived from measurements of the potential developed between pure solid iron and Fe-Au alloys in a high temperature galvanic cell. The experimental apparatus and technique were the same as those used for the Ni-Au alloys and described in a previous report.' Cell electrodes were 1/16 in. diam rods swaged from chill-cast ingots and annealed for one week at 850°C. "For its end of life, Kemess Mine processed its difficult-to-treat hypogene ore from the east pit, which is a lower grade copper and higher pyrite content gold ore. Metallurgical testwork showed that improvement was possible with finer grinding. In July 2010, small grinding media were introduced into the regrind mill resulting to a nearly 50% decrease of the power draw with a finer grind, an increase of 1.1% in the final copper grade, an increase of 1.2% in copper and 2.9% in gold recoveries at the cleaners. The overall recoveries of copper and gold increased by 0.6% and 1.3% respectively.INTRODUCTION Kemess Mine was located at 430 km North West of Prince George in North Central British Colombia. Its production started in May 1998 by Royal Oak Mines and was acquired by Northgate Exploration in 2000. Kemess reached its end of life production with its last of production on March 9th, 2011. The concentrator nominal capacity was 56,000 TPD consisting of a primary gyratory crusher feeding two identical conventional SAB circuits totalizing 35,840 kW available for grinding. Rougher flotation consists of four parallel rows of eight 130 m³ tank cells to produce a concentrate of 2% Cu and 6 gr/t Au which was pumped to a 5 m x 10.8 m regrind ball mill. The regrind installed power was 4,480 kW to generate a final grind of 80% passing 40 microns. This product fed the two stage cleaner flotation circuit, first stage being two parallel rows conventional 17 m³ Denver cells and second stage, two 3.3 m x 11.0 m flotation columns in series, designed and constructed by Kemess, to produce a 22% copper concentrate grade. The cleaner flotation middlings were returned back to the regrind mill (Froehling, Mohns, Roman & Grady, 2005; Froehling, Mohns, Rajwani & Fullam, 2007). The large copper-gold porphyry deposit was composed of 15% of oxidized supergene and leach cap ore and 85% of hypogene ore having three major alteration zones, mainly characterized by their sulphur/sulphide content. Chalcopyrite is the main copper mineral species with minor bornite. Gold was mainly present as free gold or electrum. The first alteration zone consisted of a phyllic alteration characterized by moderate and intense sericite alteration which had the highest mill throughput and twice the mine grade when in contact with the supergene horizon. The second zone consisted of a potassic alteration characterized by more competent groundmass and moderate to intense quartz stockwork which had a slightly lower mill throughput. Finally, a third alteration found beneath and on the east side of the deposit having almost no quartz stockwork and hardened groundmass, sulphide content is two to four times more. This zone had the lower mill throughput with significant drop in the mine average gold and copper grade. Through its mine life, the average life of mine copper head grade was 0.21% Cu and 0.64 gr/t Au. Head grades began to decrease from 2008 to be substantially lower in 2011 as shown in Table 1."

The fundamental principles by which bismuth may be removed from lead by pyrometallurgical processes are enumerated. Qualitative discussion of the phase diagrams concerned is followed by presentation of quantitative diagrams. Brief mention is made of the practical aspects. Data presented show how chemical lead (<0.005 pct Bi) may be produced by the Jollivet, Dittmer, and Kroll-Betterton processes. BISMUTH is an element whose properties are very similar to those of lead, and its minerals are associated to a greater or lesser extent with nearly all the major lead ore deposits of the world. In consequence, the lead produced contains bismuth unless a special debismuthizing process is practiced. There does not appear to be any published comprehensive review of the effect of bismuth as an impurity on the properties of lead, and there is some uncertainty as to the beneficial or detrimental effects of small amounts of bismuth in lead used for particular applications. Standard specifications of most countries stipulate a maximum bismuth content of 0.005 pct for chemical lead. With one exception, this specification is met only by lead producers whose ores are relatively bismuth-free, or whose refineries are electrolytic. In lead for certain applications a higher bismuth content is preferred by some fabricators.&apos; In contrast to the refining for silver, copper, and antimony, the refining for bismuth does not usually result in a large overalil economic gain from the sale of byproduct. Thus, debismuthizing is customarily practiced only if market conditions demand a lead with a bismuth content lower than that produced by classical refining; i.e., softening, desilverizing, and zinc refining. Until this century, debismuthizing was carried out only a:; an incidental result of desilverizing, as later described. This century has seen the development of the Betts electrolytic process—the only successful one of many electrolytic processes proposed and patented —and a number of precipitation processes based on the pioneering work of Kroll,&apos; although only one of these, the Kroll-Better ton process,&apos; is in wide commercial use today. It is proposed in this paper to deal only with the pyrometallurgical processes, excluding those based on aqueous electrolysis. Historical Background Prior to 1833 silver (and incidentally bismuth) could not be removed from lead. To recover silver from rich bullion, the only course available to lead refineries was to cupel the bullion, forming a slag of litharge. The first slag tappings or skimmings, on reduction, yielded soft lead of very low silver and bismuth contents. Intermediate skimmings yielded a lead of somewhat higher silver and bismuth contents, which could if desired be recupelled. The last skimmings yielded a litharge very high in bismuth, which could by successive oxidation and reduction cycles be separated into high purity bismuth, and lead returns. This oxidation reduction process, with modern operating techniques, can still be used today to produce a portion of a lead refinery&apos;s output of very low bismuth content, as discussed later. In 1833 Pattinsone discovered that lead bullion could be purified of silver and bismuth by fractional crystallization, the primary lead crystals formed by partial freezing being purer than the melt. A sinter plant baghouse dust has been treated as a hazardous solid waste, and disposed at a very high price. A series of leaching tests were conducted to examine the possibility to produce high grade potassium chloride from the solid waste. It is found that around 40% of the solid wastes can dissolve into water, and a deposit with more than 90% KCl can be produced after simply drying the solution.

Iron oxide red pigment powders of high quality were synthesized from pyrite cinders. Iron ox-ide red pigment powders were synthesized by hydrothermal method from the precursor of Fe(OH)3 and Fe(OH)2 colloid, which were obtained after ammonia solution reacted with acidic leaching solution produced by the reaction of pyrite cinders with sulfuric acid. Effects of reaction concentration, reaction temperature, reaction time, pH value and n(Fe2+)/n(Fe3+) on main properties of oxide iron red were studied by experiments. The prepared particles were characterized by means of X-ray diffraction (XRD) and scanning electron microscope(SEM). The results revealed that the synthesized iron oxide red particles were _-Fe2O3 and pseudocubic with particle size of 0.50~0.75µm. Furthermore, the quality of iron oxide red pigment powders reached the first grade of national standard (GB1863-89 ).

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner&apos;s prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

"Room-temperature tunable diode laser (TDL) analyzers are gaining in acceptance for highly critical safety monitoring applications in a variety of industries. This paper describes the testing, evaluation and deployment of a laser-based hydrogen cyanide monitoring system at the Campbell Complex of Goldcorp’s Red Lake Gold Mines in Balmertown, Ontario, Canada.A trial, single channel installation was followed by a staged multi-channel installation. Unexpected technical issues with the multi-channel installation were addressed and resolved.INTRODUCTIONLaser-based gas detection has several advantages over existing gas detection techniques (Ballangrud, 1993; Silver, 1992; Bomse, 1995; Table 1). For practical purposes, lasers generate light at a single wavelength. Room temperature tunable diode lasers (TDL) emit light in the near infrared (NIR) part of the electro-magnetic spectrum. Many gases of interest, including HCN, NH3 and others, absorb energy in the near infrared (NIR). Each gas has a unique absorption signature, or spectrum, made up of a large number of individual “absorption lines”. A TDL can be tuned to select a single absorption line of a target gas, which does not overlap with absorption lines from any other gases. Therefore, laser gas sensing is selective and does not suffer from interference from other gases. The single-wavelength nature of laser light also means that laser gas analysers have a linear response over a wide dynamic range.Tunable Diode Lasers (TDL) generate only a few mW of power. However, all this power is concentrated at one wavelength, the wavelength where gas absorption occurs, resulting in high signal-to-noise ratios and short response times, typically of about 1 or 2 seconds (Ballangrud, 1993). This also means that long path lengths can be used, enabling accurate measurements of very low concentrations, even with weakly absorbing gases. Tunable Diode Lasers provide all the advantages of other semiconductor devices: they are small, solid-state devices, operate at room temperature, and have long-term reliability (over 15 years). Currently, they can be obtained for any wavelength throughout the NIR (700nm to 2000nm). Because many gases absorb in the NIR, the technique is widely applicable."

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

In the present work a ceramic body, fabricated using a mixture of clays and sand, for roofing tiles, produced in Campos dos Goytacazes, north of the State of Rio de Janeiro in Brazil, was characterized. Characterization was performed by X-ray diffraction, thermo analysis, chemical analysis, particle size distribution determination and plasticity. In addition, technological properties related to water absorption, linear shrinkage and flexural rupture strength were determined in samples fired at 700, 900 and 1100oC. The results showed that the investigated ceramic body has satisfactory plasticity and presents a refractory behavior during firing due to the predominantly kaolinitic nature of the clays.

As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.
