This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. "Slope construction in shale can present some interesting challenges for geotechnical design engineers and contractors alike. There are challenges that can be expected and designed-for; however, all too frequently, such challenges manifest themselves as “surprises” in the field. Common constructability challenges can include those such as drill hole deviation during drilling for controlled blasting; and, excavation slope instability arising from inconsistent perimeter control drilling. Drill hole deviation results from the cumulative effects from both drilling mechanics and rock mass conditions. Once a hole has initiated the deviation trajectory, it is difficult to rectify drill steel position. Although such challenges are not necessarily unique to shale, they are often exacerbated by weak, weathered and transversely isotropic nature of bedrock conditions. All too often, the working assumption is that shale is “soft” and easily excavatable; however, this blanket assumption can prove to be costly. This paper is intended to provide design professionals and contractors with the practical considerations needed to avoid the “surprises” associated with drill hole deviation, and minimize the potential for costly claims.INTRODUCTIONFor all the slopes that have been excavated worldwide, and for such advancements in excavation technology and field characterization, one might be tempted to believe that the industry almost has slope development down to a science. This is frequently not the case, especially for weak/weathered and anisotropic bedrock. Excavation contractors are still pushed to the limits of what their technology can achieve, and engineers are all too often called to the field during construction, to make potentially risky onthe- fly decisions relative to excavatability, short and long-term slope stability, and project safety. Although there have been a host of other research papers and journal articles that have been written on the subject of deviation over the past 30 years (Brown, Geen, Sinha, 1981), the problems associated with drill hole deviation are still all too frequent. Based on underground measurements made at the Nova Scotia coal mines of the Dominion Coal Company, Limited, this paper presents a comparison between the physical properties of hardwood packs and steel friction props when used for longwall support. The probable loads sup-ported by steel friction props on a longwall face at both the Dominion No. 20 Colliery and the Princess Colliery are delineated, and the results of the tests are presented in graphical form. It is concluded that the steel friction props are more efficient than the hardwood packs that they replaced as roof supports. Introduction AN evolution in the methods of longwall face support is taking place in the Sydney coalfield. Longwall face support had consisted primarily of timber props and hardwood packs. In 1957, however, at the Princess Colliery, Sydney Mines, Nova Scotia, the first longwall was equipped with steel friction props. At the present time, eleven longwall faces are supported on wood and sixteen faces are carried on steel friction props.

With a growing emphasis on maximizing the value by rapidly deploying it across their assets, mining firms are eager to identify any issues that may hinder such efforts and to refine their approaches to overcome them. As such a CDE vision can be considered realized when the following components are addressed and functioning as intended - People: the right resources working together and efficiently to achieve shared goals, Process: well-defined workflows mapped out for key value processes, Technology: availability of the correct tools and applications to increase efficiency in work execution and Locations: regional locations/ sites that need to be linked for collaboration and information exchange. For the above vision, an approach that considers the degree of interaction between the roles in metallurgy operations, mineral resource planning, mine engineering, plant operations, logistics and infrastructure, and which accounts for the current technology states across these groups to determine sub-processes where the impact of a CDE will be the most is critical. In effect, CDE is more about transforming an organization?s operational philosophy than a technology driven project. This paper examines the definition and components of a CDE in a mining context. Real-time operations co-ordination, maintenance interventions, production analysis and optimization processes are examined along with current state technologies and manual processes as candidates which are likely to result in most benefits from collaborative work processes. Finally, the paper examines technologies that can be used to further enable a collaborative working environment.

It is recently recognized that the iron reduction and melting as well as the slag separation of a composite of granular iron ore and coal are completed in a very short period of about IO minutes when the composite is rapidly heated up to approximately 1673K. These phenomena are expected to be applied to a new iron-making process. The mechanism of iron ore reduction and iron-slag separation during rapid heating has not yet been revealed and the fundamental research has just started. Carburization of the reduced iron is regarded as one of the most important steps in this process. In the present work, the composite was prepared from four kinds of coal or graphite as a carbon source and electrolytic iron powder as a completely reduced iron ore. The temperature at which the liquid formation and iron carburization occurred was monitored. Direct observation of smelting reduction behavior was made by a confocal laser-scanning microscope combined with the infrared image-heating furnace to clarify the effect of molten ash on iron carburization. It was found that the meltdown temperature of composite became lower as the melting temperature of coal ash decreased. From the observed result, it was presumed that the liquid slag would act as an important media for the carbon transfer from coal to iron. The carburization mechanism during the smelting reduction was estimated as follows. When slag containing iron oxide melted down and contacted carbon, iron oxide in the slag was reduced and the formation of the metallic iron particle as well as the its carburization occurred simultaneously at the slag-carbon interface. Carburized iron particle was carried from slag- carbon to slag-iron interfaces due to the slag convection flow caused by the difference of the interfacial tension between the carbon-slag and iron-slag interfaces. Carburization of reduced iron could proceed with a repeat of the above-mentioned process.

In Romania, there are significant lignite and brown coal reserves hosted by different regions of the country. The most important lignite bearing zone of the country situated in the North ? West part of Oltenia region and which covers a surface area of 2,500 km2 and host a total reserve of 3.0 billion tons of lignite, of which more than 95% can be exploited by open cast method. The paper deals with the existing geological and mining conditions of the zone , the distribution by mining basins and exploitation perimeters, the open cast working technologies and the economic outcomes obtained throughout the time. Years ago, for the improvement of the economic situation as a whole and in each unit, a large production reorganization, technology update and modernization process was started up. There are described the rehabilitation measures of the technological lines and modernization of the equipments of the production flow-sheet, measures developed at present, too and which will still continue in future. There are mentioned the equipments considered, the components under modernization and the economic outcomes obtained so far. At the end of the paper there are presented the future actions for the equipment modernization and perspectives of the lignite deposit exploitation to meet the national economy requirements of solid fuels.

Introduction A brief account of the East Malartic fire is essential if this paper is to serve the purpose implied by its title. The fire originated in the timbers of No. 4 shaft at the 10th, or 1,570-foot, level; this was the top or collar of the underground sinking operations. At the time, sinking was in progress and the shaft bottom was 242 feet below the 12th station horizon, or 618 feet 'below the l0th level. Above the l0th level, the shaft was not in use as the surface plant was not yet completed. The shaft crews descended from surface in No. 3 vertical shaft to the l0th level, where they transferred to No. 4 shaft, a distance of 1,450 feet. Of the sixteen shaftmen mucking at the shaft bottom, four were able to reach safety. One shaftman was overcome by fumes midway between the two shafts on the l0th level, while attempting his escape. The remaining eleven men climbed as far as the 11th station and there succumbed to carbon monoxide. No. 4 shaft, inclined at 61 degrees, bad been raised and timbered from the 10th level to surface; this bad been followed by sinking operations below the l0th. Two air hoists had been set up in the footwall of the shaft, 110 feet above the 10th level, and directly behind compartments No. 2 and No. 4. The waste from the shaft bottom was hoisted in 28-cubicfoot buckets on mono rails and dumped over standard shaft sinking doors into waste chutes built into No. 1 and No. 3 compartments. The five-compartment shaft, 7 ft. 8 in. by 34 ft. 6 in. overall size, was heavily timbered. In addition to the standard shaft timbers of 8 in. by 8 in. and 8 in. by 10 in. B.C. fir, the hanging-wall and ends of the shaft were laced with 4-inch spruce lagging. This represented approximately 300 board feet of timber in placee for every foot of shaft. The cause of the fire bas never been determined, despite every effort to do so. The inquest held for those who lost their lives in the fire was an extremely thorough one, but only the location of the origin, and not the cause, was established.

On July 10, 1926, lightning struck at Picatinny Arsenal, New Jersey, and caused the explosion of at least 600,000 pounds (272,000 kilograms) of ammunition, resulting in more than $600 million (2015 dollars) in damage, the destruction of 200 buildings, and 22 deaths. Fortunately, there has not been a major incident involving lightning and explosives in the US in some time, though lightning has destroyed fuel storage tanks in recent years, including in North Dakota, Texas, and Ohio. Lightning poses a significant hazard to the explosives industry. Carrying high currents and temperature, lightning can cause explosives to detonate, start fires near storage facilities, and injure or kill operators.

Solidification and cooling of a continuously cast slab and simultaneous heating of a mould is a very complicated problem of transient heat and mass transfer. Nowadays, the solving of such a problem is impossible without numerical models of the temperature field not only of the slab itself, while it is being processed through the whole concasting machine (Caster), but of the mould as well. Two original numerical models have been developed and used in the investigation of a continuously cast steel slab. The first (one of two) 3D model of the temperature field of a concasting is capable of simulating the temperature field of a caster. Experimental research and data acquisition have to be conducted simultaneously with the numerical computation-not only to confront it with the actual numerical model, but also to make it more accurate throughout the process. After computation, it is possible to obtain the temperatures al each node of the network, and at each time of the process. The utilization of the numerical model of solidification and cooling of a concasting plays an indispensable role in practice. The potential change of technology-on the basis of computation-is constantly guided by the effort to optimize, i.e. to maximize the quality of the process. The user can therefore choose any appropriate longitudinal or cross-section of a slab and display or print the temperature field in a 3D or 20 graph whenever necessary. The second numerical model of dendritic segregation of elements assesses critical points of slabs from the viewpoint of their increased susceptibility to crack and fissure. In order to apply this model, it is necessary to analyze the heterogeneity of samples of the constituent elements (Mn, Si and others) and impurities (P, S and others) in characteristic places of the solidifying slab. The numerical model, based on measurement results obtained by an electron micro-probe, generates distribution curves showing the dendritic segregation of the analyzed element, together with the distribution coefficients of the elements between the liquid and solid states. The combination of both models enables the prediction of cracks and fissures in critical points of the continuously cast carbon-steel slab. Both models had been applied in the industrial investigation of a cast low-carbon-steel slab.

The Dos Pobres Mine is a copper oxide heap-leach operation located near Safford, AZ. Mine production is 163 kt/d (180,000 stpd) with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The engineering department began a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore, the crush and convey and ore control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, drill energy index and databases, improved fragmentation size has been achieved and results have been verified while controlling costs.

A Step which, it is believed, will prove extremely beneficial to the Quebec asbestos-mining industry was taken during 1931, when the asbestos mine operators of the Province assembled to work out a uniform method of naming the products of their mines. The outcome of several meetings was the drawing-up of a classification which defined, limited, and designated anew the numerous grades of asbestos marketed. It entailed no drastic departure from the existing processes of grading, nor any revolutionary changes in methods of testing, but aimed rather to perfect existing methods. The classification proposed has been accepted by all operators in the Province, who, from January first of this year, began introducing the new nomenclature. Unless one is conversant with the properties and mode of occurrence of chrysotile asbestos, with the unique milling methods devised for its recovery, and with the history of the development of their technique, he may not readily understand the basis of the new classification. For information on these and other data concerning the industry, the reader is referred to a recent publication, Chrysotile Asbestos in (Canada, by James Gordon Ross, issued by the Mines. Branch of the Department of Mines, Ottawa. The object of this paper is to present briefly some of the phases in the evolution of the classification of Canadian chrysotile asbestos, in the hope that the recent effort to standardize the marketable products of one of Canada's most important non-metallic mineral industries will open a field for discussion, fruitful in new ideas and constructive suggestions. The necessity for the grading of asbestos results fundamentally from the fact that the price per ton depends on the length of fibre. At all times in the history of the industry, the very limited available supply of the longer grades, as well as the requirements of the trade, have caused relatively very high prices to be paid for fibre over half an inch in length, while for the shorter grades the price decreases rapidly, and at a rate which bears no proportionate relation to the length of fibre.

Environmental pressures on waste disposal are forcing pigment producers to use higher content TiO2 feedstocks with lower levels of trace elements. Despite this, 50% of the worlds TiO2 comes from ilmenite concentrates with only 37 -54 % TiO2 An industry growth rate of 25 % in the next ten years combined with trends to diminishing resources and lower grades for rutile (95 % TiO2) and leucoxenized ilmenite (55 to 90% TiO2) mean that unless new discoveries are made soon, the industry will become even more reliant on ilmenite. A hypothetical ideal feedstock is presented and strategies to obtain it are suggested. Reasons for some of the mineral specifications are given.

Alaskan villages typically store a one-year supply of fuel to reduce significant delivery costs. Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to upgrade and improve their undersized and aging facilities. The Village of Stebbins, located south of Nome on Norton Sound is receiving upgrades to its AVEC bulk fuel facilities. Stebbins offered unique challenges from a foundations perspective due to the nature of the soil. The geotechnical investigation found the soil below roughly a third of the footprint of the bulk fuel facility to be thawed with seasonal freezing and the remainder was found to be warm permafrost with ground temperatures of between 30°F and 32°F. This is a unique and challenging arctic engineering design issue because foundations are designed differently for frozen ground conditions. Driven piles were selected because of site constraints, such as the design flood elevation and the change from thawed to frozen ground conditions. The pile design specified that the pile embedment depths would be selected based on the results of pile driving analyzer (PDA) testing during construction in the thawed ground and maintained within the frozen ground portion of the footprint. Difficulties during pile driving in the frozen ground resulted in several piles becoming severely damaged, requiring subsequent removal. This resulted in a reevaluation of the means and methods for pile installation. Additional fieldwork was performed to further characterize the subsurface soils and their frozen nature. Options for installation of piles in difficult areas were evaluated including ground thawing, predrilling, and reducing embedment depths. Presented within this paper are the findings from the initial and subsequent field explorations, discussion of the design methodology, and the decisions that led to successful installation of piles at this challenging remote village.

The Bureau of Mines has conducted extensive studies on the recovery of alumina from kaolinitic clay by a HCI leaching-HCI sparging process. The current study reports a modification of the process, which involves a double-leaching system. The first leach of the calcined clay is made at as high a HCI acid strength as possible so that the dissolution of aluminum chloride hexahydrate (AlCI3*6H20) is suppressed, Most of the impurities, but very little aluminum, are soluble in the strong acid. After liquid-solid separation and washing, the solids are leached with recycled weak HCI, which dissolves the AICI3'6H2O. The pregnant liquor is separated from the gangue, and AICI3'6H2O is crystallized from solu-tion by injecting HCI gas. A proposed flowsheet is presented, and the effect of bleedstream size on AlC13'6H20 purity is discussed.

The U.S. Bureau of Mines (USBM) has developed a laboratory-scale on-line analysis and process control system for a decopperization electrolytic circuit. This system is software driven, running on a 486DX-33 personal computer (PC) utilizing a portable energy- dispersive x-ray fluorescence (XRF) spectrometer as the sample analyzer. The XRF copper reading obtained was used as the control variable through an RS-232 serial interface to the PC for software-based control of feed flowrates. When the copper concentration in the electrolytic cell (as measured by the XRF) deviated from the set point, the feed flowrate to the cell was automatically altered using software-based proportional-integral-differential (PID) computer control to yield the desired copper concentration at the electrolytic cell outlet.

INTRODUCTION MY SUBJECT is one which would require several speakers and many hours of time for adequate presentation in all its many facets. Because of the widely varying market requirements and coal seams mined, the coal industry of the United States bas of necessity employed many types of preparation facilities to satisfy its needs. Predominance of Baum-type jigs, however, bas marked the mechanical cleaning installations since the early thirties, and these machines continue to hold the lead. CLEANING As a matter of record we find that, at the end of 1948, we had 480 mechanical cleaning plants in operation. Of these, 19 used air cleaners only,?400 used water washers only, . and 61 used dry and wet washers in combination . Due to the increased use of spray water underground on cutting and mechanical mining equipment, there has in recent years been a marked downward trend in dry cleaning installations. In fact, the moisture in dry-cleaned fines has been increased to such an extent by spraying that recent dry cleaning installations have incorporated thermal drying ahead of the dry cleaning units in an effort to overcome the varying and increasingly higher moisture percentages in their raw coal feeds. While on the subject of dry cleaning, it might be well to bring to your attention one of our most recent developments in this art. I refer to the McNally-Brusset vacuum jig.

The record of safety in the use of permissible explosives in United States coal mines has been excellent, due in great measure to the persistence with which research has been carried on in the Bureau of Mines, to the development of permissible explosives, and to the cooperation of mine operators and workers in using permissibles in a recommended manner and in the effective though gradual replacement of black powder and other nonpermissibles. The demand for increased rate of coal production, changes in mining conditions and minim methods, and introduction of new mining machinery have resulted in modified or new blasting practices. To keep abreast of these developments the Bureau of Mines conducts investigations under actual mining conditions at the Experimental coal mine near Pittsburgh, Pa. Several years ago an extensive study was complete to determine conditions under which the allowable charge limit for permissible explosives per shot hole might be raised from 1.5 to 3 pounds without undue risk of gas or coal-dust ignitions. As a result of the study, this increase in the charge limit was authorized under certain specified conditions in 1948,5/ greatly facilitating production schedules.

Exploration at both Greenfields and Brownfields stages entails business risks of different nature and success rates. Greenfields exploration is exceedingly assumptive and the success rate of exploration or return on investment is low because exploration is an inherently risky business. Brownfields exploration on the other hand is less risky, as the geology is better understood, but generally speaking since the larger ore bodies close to surface have already been found the return is lower. In addition, most exploration at the Brownfields stage is generally more expensive due to extensive use of drilling. Surface geology mapping and expensive drilling have been key technical contributors to most exploration programs over the last two decades. However, as client expectations, logistics, target depths and complexity of exploration programs increase, there has been a growing emphasis on using geophysical techniques to complement other methods. Integration and optimization of various geoscientific disciplines is becoming more important in successful exploration programs of the future to reduce exploration risks, successful integrated exploration requires putting reliable geophysical parameters and correspondent petrophysical property contrasts into an assumed or conceptual geological model. This paper discusses a new multi-parameter geophysical methodology finalized in a unique conceptual geologic model which can be used either as a root model in grassroots exploration or as an efficient tool in Brownfields exploration to successfully find satellite orebodies of almost any size. The application of a new multi-parametric geophysical approach to Brownfields exploration is illustrated with examples from Manitoba, including a past producing nickel sulphide deposit in Lynn Lake and the Reed Copper deposit, currently in development.

Lead blast furnace water-jacket stability was investigated by examining samples from the Port Pirie Lead Smelter. The compositions of the phases formed in the samples were analysed using Scanning Electron Microscopy (SEM) and Electron Probe X-ray Microanalyser (EPMA). Phase equilibria analysis and thermodynamic modelling was undertaken using FactSage with latest thermodynamic database for the slag/matte/metal/speiss/solids multi-component Cu2O–PbO–ZnO– Al2O3–CaO–MgO–FeO–Fe2O3–SiO2–S major and As–Bi–Sb–Sn–Ag–Au minor elements system. Results indicated that the stability of the water-jacket steel wall without freeze-lining is influenced by formation of the complex Fe-rich speiss phase at critical As concentrations. The integrity of the furnace walls with freeze-lining is critically dependent of the stability of the oxide-based freeze-lining which is dependent on various factors including most critical one—the proportion of solids determined by the slag chemistry and fluxing. Thermodynamic modelling of the lead blast furnace operation indicated limiting thermochemical conditions for the water-jacket stability. Factors and controls critical to the water-jackets integrity are discussed.
