This case study is an example of how Encyle/Texas, Inc. (a subsidiary of ASARCO) responded to various socio-economic forces by converting an idle zinc hydrometallurgical refinery into a metals recycling facility. The facility accepts metal-laden process waste streams and produces various "synthetic ores" which are sold back to industry. Acceptance and reactions by industrial, political, economical and regulatory interests towards the project are also discussed.

Fundicion Refimet S.A. has operated a custom copper smelter at La Negra, near Antofagasta in northern Chile since 1993. From an initial operation based on Reverb smelting and Peirce-Smith, converting, the plant was expanded from 90 000 t/y to 160 000 t/y copper production in early 1997, by conversion to oxy-fuel smelting and use of concentrate injection on Converters. As part of this expansion a novel reverb gas cooling and cleaning system was developed and designed by Kilborn SNC-Lavalin Europe, the London, UK-based mining and metals; Office of Canada's SNC-Lavalin group. The reverb gas cooler needed to satisfy several very specific requirements including low cost, flexibility, robustness and simplicity of operation. Of particular importance was the requirement to cool and clean the ,oxy-fuel reverb gases and render them suitable for subsequent treatment in a conventional sulphuric acid plant. It was also important to avoid accretion or dust handling problems. This paper describes the key design features and subsequent successful installation, commissioning and operation of the unit.

It was to be expected that the convening of the first Empire Mining Congress in June, 1924 in the city of London would turn men's thoughts very definitely to the question of exploring the mineral resources within the British Empire, the examining of her strength and her weakness in mineral material, and the consideration of steps that might advisedly be taken to strengthen her trade in minerals. That expectation was in part realized, though in the British way of presenting the case, and permitting the inferences to be drawn by implication. The opening address by the President of the Congress, to whom the Empire meant so much, gave a résumé of the contributions to the mining industry which were being made by the constituent parts of the Empire. The papers from the Institutes in Australasia, South Africa and Canada provided the details of resources and practice: while the individual contributions to the proceedings dealt with those phases of the mineral industry which are fundamental to the economic strength of British people, or to the health and well-being of the workers. While the subject matter thus presented was British mineral resources, and while the first consideration was the co-ordination and co-operation of British enterprise throughout the world, there emerged very clearly the wider viewpoint that the discussions had to do with a world industry, and with the contributions that that industry was making, and could further make, to the advancement of civilization irrespective of national boundaries, the world over. The invitations to representatives of the mining industry from the United States to participate in the Congress, and the warmth of approval which that participation evoked, were indications that such a congress cannot to-day be merely national in scope, and that trade in minerals, as in other natural resources, cannot be confined within national boundaries, but will seek its channels, unless artificial obstructions are too great, where the natural channels already exist.

With the intensification and expansion of deep coal mining, the surrounding rock stress environment becomes further deteriorated because of the complicated geological environment and powerful mining effect, so the major deformation of roadway appeared frequently. The proportions of floor heave are increasing and , the most serious problem is the floor heave of preparatory workings. The coal seam of Binchang coal area in Shaanxi province is at a depth of 621.6 ~ 817.0 m, the average thickness of the coal seam is 25 m, and the overburden and coal measure strata are the main regional aquifers and are highly permeable. The properties of water-weakening are obvious in the floor strata. The main preparatory workings or chambers were driven in the coal seam. The severe floor heave of the water chamber appeared during early mining and the amount was 180 ~ 910mm, and seriously affected the normal installation and use of the water chamber. Theoretical study and numerical simulation as well as the in-situ measurements were carried out to investigate the deformation and failure characteristic of the surrounding rock with non-support in the floor and the main reasons which caused the floor heave were determined. A new combined support technology was proposed which consists of overcutting, grouting, backfilling and invertedarch and bolt-grouting. The field monitoring showed that the cumulative convergence of the water chamber was 20mm, the maximum convergence speed is 1.2 ~ 2mm/d, the accumulative convergence of two ribs was 36mm and the maximum convergence speed is 2mm/d. The combined support technology will enhance the support intensity between the roof and floor, the two sides of the entry and improve the loading capacity of the floor effectively and the floor heave can be controlled effectively.

Almost all of the world?s zirconium is mined in the form of zircon (ZrSiO4), the majority as a coproduct of titanium mining from heavy mineral sands deposits. These are placer type deposits, in which the dominant mineral is silica but which also contain a suite of ?valuable minerals,? often consisting of a mixture of titanium minerals, various alumino-silicates and zircon plus a range of other mineral species. The composition of the valuable minerals in such deposits is known as the mineral assemblage. There is no reasonable consistent geological relationship between zircon and titanium minerals. They can derive from separate igneous rock deposits that rarely occur together. The connection emanates once these separate rocks have been eroded by weather and water, often across a very long geological period. "Strategies to improve performance in mining production, maintenance and mineral processing operations have evolved over time from straightforward time studies of individual machine performance in the 1960s-1970s to more sophisticated and better focused statistical and financial tools that have emerged in the 1980s-1990s. These newer strategies fall under the broad descriptive category of operational excellence.Operational excellence is the term that embodies a number of performance evaluating strategies, the most popular and relevant to mining include the following:• Six sigma for addressing errors within mining or milling process and work standards.• Lean manufacturing to optimize organizational and operational performance through continuous improvement.There are other strategies that can be applied as well and this paper is not focused on a review of the pros and cons of any one strategy. However, the common threads in these strategies embody the expectation that expected results from these efforts can be quantified and that value will positively benefit the targeted work process, organizational unit, equipment deployment or time schedule when applied to it as part of continuous improvement efforts.The priority for proceeding with any one or more of these efforts is based on the calculated net value of the required resources to make the change versus the estimated value gained. The practice is identified as the value mapping process.This discussion summarizes the value mapping process methodology used at a mature uranium mine and mill in northern Canada to work through the myriad of potential improvement efforts available through the operational excellence process for continuous improvement."

THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. ABOUT two years ago some of my friends were discussing the amount of drill-steel breakage that was permissible or not excessive, per month, per rock ton, per ton of steel or any unit of measure or output that would give a comparison between different kinds of drill steel. No one seemed to know what life to expect of steel, or what percentage of breakage might be termed excessive. In fact there were no operating data available to guide one in selecting the best steel for our mines, nor could any ideas or information be secured from the steel manufacturers. One was merely told that so and so used their steel and it was very satisfactory; or else one was given a highly technical lecture on their specific heat-treatment. Any estimates on expected breakage were just guesses, ranging from a fraction of a per cent to as high as ten per cent per month.

ALTHOUGH the zinc and pyrite concentrates produced at Midvale go to other companies, the United States Smelting Refining and Mining Company smelts and refines its own lead. Refining is the first step of the process that is done at some distance from the mining operations, the plant being at East Chicago, Ind., an industrial center about 25 miles southeast of Chicago. For years it has been notable as being the only lead refinery in the country using the Betts electrolytic process. The original buildings, many of which are still in use, were erected in 1906 when the plant was known as the United States Metals Refining Co. In 1920 the parent company sold its copper refinery at Chrome, N. J., and since the copper refinery was also known as the U. S.

Aiming at the subjective impact caused by subjective weighting method in the establishment of rockburst risk attribute identification and prediction model, the combined weighting method was introduced to eliminate the influence of unreasonable weight of each index. Eight discriminant indexes affecting the risk of rockburst were selected. Through the literature review, relevant rockburst cases were collected and 8 index rockburst sample sets were established. A variety of machine learning methods were used to analyze the feature importance of discriminant indexes in the samples, and then to determine the objective weight values of different methods. Combined with the subjective weights determined by the Analytic Hierarchy Process, the combination of weights were successively carried out. Based on the attribute recognition theory, the combination weights with different objective weight methods were established to identify the rockburst risk attributes, and verified by the confidence criterion. The results show that the objective weight value determined by the feature importance analysis of machine learning reduces the subjectivity of the weight of Analytic Hierarchy Process method, improves the prediction accuracy, and makes the prediction result closer to the fact.

A NEW preparation plant has been put in - operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company's blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine. Preparation of the coal is done both under- ground and on the surface. The underground primary crushing station removes some tramp iron, and screens and crushes the oversize, most of which is rock, to protect the main slope conveyor. FOLLOWING the discovery of diamonds in 1870 and the Witwatersrand gold fields in 1886 South Africa changed from a predominantly pastoral country with a scattered white population into a land whose economy came rapidly to be based primarily on mining. The total value of the mineral output of the Union in 1944 was approximately $493,000,000, to which gold contributed 84 per cent. Gold furnished some 33 per cent of the Union Government's total revenue in that year, and approximately half the country's population obtained its livelihood directly or indirectly from the gold mining industry. In any review of the Union's mining activities and in any consideration of the country's future, gold mining must occupy a prominent place. It is generally conceded that the present structure is not properly balanced and that an economy based on a preponderance of a single nonpermanent factor possesses potentialities of serious instability.

During the procurement phase of a Design-Build (DB) project, design-build contractors must often commit to a fixed price based on limited or incomplete geotechnical information. This lack of information can result in an inaccurate assessment and allocation of project risk to either the contracting authority or the DB contractor. This paper presents a case study of an elevated water tank supported by mixed ground improvement techniques, including Vibro-Compaction (VC), Aggregate Piers (AP) and Compaction Grouting (CG) in East St. Louis, Illinois. An adaptive design and contracting approach provided the best value solution for a complicated set of geotechnical problems, including static bearing capacity and settlement concerns as well as liquefaction induced settlement. Close cooperation between the owner, the tank contractor, the geotechnical engineer and the ground improvement contractor was essential to produce an effective solution. Ground Improvement techniques resolved the geotechnical challenges at the site through adaptive design methods, utilizing progressive rounds of verification and real time data acquisition to achieve performance objectives. This paper details the evaluation of geotechnical criteria, the selection of ground improvement techniques, the adaptive design and implementation of ground improvements, as well as contracting methodologies used to ensure that the best value was provided. PROJECT INFORMATION In November, 2016, CB&I Storage Tank Solutions (McDermott) submitted a design/build proposal for an elevated water tank for Illinois American Water Company (IAW) in East St. Louis, Illinois. The purpose of this tank was to have backup water capacity for power generation. In the RFP, IAW requested two alternate styles of tank: Option 1, a 1250 Million Gallon (MG) Composite Elevated Tank or Option 2, a 1250 MG Waterspheroid tank. Option 1 consisted of a steel tank supported on a concrete tower. Option 2 consisted of a steel tank supported on a steel shaft. The height (determined by IAW) was 140 feet to the top capacity line measured from top of floor slab.

"In 2009, storm surge from Hurricane Sandy inundated the Bay Park Sewage Treatment Plant located at El. +4 to +12 (+1.2 to +3.6 m) in East Rockaway, Long Island, NY. With all systems down, raw sewage water mixed in the floodwaters. A recurrence of such an event being unacceptable, and in view of rising future sea levels, a flood protection project was developed by Nassau County with funding coming in large part from the federally funded Sandy Rescue Fund. Designed by Arcadis/Hazen & Sawyer Engineers J.V., the protection took the form of a perimeter barrier capable of withstanding future storm surge. Due to limitations imposed by property lines and existing facilities, a levee design with three different types of cross section was developed to adapt to each location, adding construction complexity. The Long Island subsurface is characterized by beach sand extending to great depth. The clay required for the core and levee cover therefore had to be brought in from out of state. A thin silty clay layer at El. -23 to -25 (-7.0 to -7.6 m) served as an aquitard. The under-seepage was reduced by a hanging cut-off wall designed as a vibrated beam thin wall and filled with a salt water resistant, low permeability, self-hardening slurry.INTRODUCTIONOn October 29, 2009, Hurricane Sandy hit New York City, with a devastating effect on the region. The low lying Bay Park Sewage Treatment Plant (STP) (Fig. 1) serving Nassau County on Long Island was submerged (Fig. 2). All basements and underground mechanical facilities were flooded (Fig. 3) and millions gallons of effluent were released into the waters of the nearby Hewlett Bay which connects via other small waterways to the Atlantic Ocean."

I1944 the cry was for higher production more tons, more metal. New plants were built, capacity of old plants was increased and millmen all over the country were treating tonnages far above normal, sacrificing recoveries to vet that extra metal from extra tons. The list of "critical minerals," at first long, has been scratched until there remains, not a list, but only an item or two. Stocks of all metals and minerals, with possibly one or two exceptions, are now entirely adequate and numerous plants have curtailed or suspended operation.

THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.
