Duval Corporation, the owners of the Sierrita, Esperanza, and Mineral Park copper operations in Arizona, first acquired the mineral rights to their Battle Mountain, Lander County, Nevada, property in 1962. Development of the mine commenced in mid - 1965, and the copper operation began at the end of 1968. The ore, a mixture of chalcocite and chalcopyrite, was milled and floated at a rate of 3, 175 mtpd (3,500 stpd). Because of low copper grade and price, the plant was shut down after about ten years of operation. Attention was then turned to an adjacent low-grade precious metal ore body which contained 2.74 g Au and 3.4 g Ag per mt (0.08 oz Au and 0.10 oz Ag) and minor amounts of copper. Test work revealed recovery by Carbon-In- Pulp treatment would amount to approximately 2.8 mt (90,000 oz) each of gold and silver per year. A rapid engineering and construction schedule resulted in the world's largest, as of late 1980, Carbon-In- Pulp plant being put on-stream in January 1979, with a capacity of 2.720 mtpd (3,000 stpd). Fortunately, the original crushing and grinding plant with all its infra structure was available, and the only modification needed was the addition of a gravity circuit to remove coarse free gold ahead of Carbon- In-Pulp treatment. One of the four primary 500 mm (20 in.) cyclone underflows in the primary ball mill circuit is directed to a secondary ball mill where its product is again cycloned. The cyclone underflow is screened at 3,360 microns (6 mesh) with the undersize being treated on two Pan American 1.07 m by 2. 14 m (42 in. by 84 in.) jigs. Hutch product is further concentrated on two Wilfley tables, a magnetic separator, and on a third Wilfley table where approximately 930 g (30 oz) of gold are recovered each day for amalgamation, retorting, and smelting. Returning to the grinding circuit, the final cyclone overflow is sent to the original plant tailings thickener to obtain proper pulp density for Carbon-In-Pulp treatment. Thickener underflow, at about 40% solids, is then conditioned with air and lime in a series of two 8.5 m by 9.75 m (28 ft by 32 ft) 15O cone bottom Pachucas for oxidation of pyrrhotite. The pulp is then split into two streams for cyanidation for 48 hours in two lines of eight Pachucas of the same size. Pulp is transferred from tank to tank by auxiliary air lifts. THERMODYNAMIC calculations indicate that boron is a better deoxidizer than silicon but probably is not quite as effective as aluminum. Boron should, therefore, be readily oxidized out of the open-hearth bath, which implies that it is not recovered in significant concentration from any scrap charged; also that, if added in the ladle, it tends to oxidize out during teeming unless protected by the presence of a. better deoxidizing agent. These conclusions do not apply to liquid cast iron, in which the oxygen content is much lower than in liquid steel. The possibility of conserving certain strategic alloying elements widely used in steelmaking, notably manganeie, chromium and molybdenum, by the use of boron, which in small concentration appears to be extraordinarily effective in promoting hardenability, raises a question as to what extent any boron present in the scrap charged into the open hearth is oxidized out during melting and subsequent refining. This question is significant because the optimum concentration of boron in the finished steel, which is fairly critical, would be very difficult to attain if the boron in the charge were largely retained in the metal. Moreover, unless boron is substantially eliminated in the open-hearth process its use on a large scale would eventually make it impossible to produce boron-free steel except by restricting the charge to virgin material. There is at present, unfortunately, virtually no satisfactory direct evidence to provide an answer to this question; but there are indications from practice that boron is oxidized out in the open hearth in the production of medium or low-carbon steel, although it may be retained if the carbon content remains fairly high; that is, if the oxygen is kept fairly low. In the absence of direct data, it is necessary to rely upon the indications of indirect evidence, the best approach now available being a thermodynamic calculation of the deoxidizing power of boron in liquid steel by the general method used so successfully by Chipman1 in his study of the reactions in the open-hearth process. The thermal data for boron, upon which such a calculation must be based, are reasonably satisfactory; the only quantities not directly determined are the entropy of melting of boron, the activity coefficient of boron in liquid steel, and the activity coefficient of B203 in an open-hearth slag; but these values may be estimated with ample accuracy. The results of this calculation, which is presented later, are given in Table I, together with corresponding data for other deoxidizing elements. When one solid phase is generated from another, fixed and rational orientation relationships are observed to subsist between the parent and the new crystal. The principle has been proposed1 that the relationships obtaining between the same two phases are identical whatever the type of phase change involved, or whichever of the phases may act as parent. Many types of phase changes have been studied: allotropic transformations in pure metals, precipitation from solid solutions, eutectoid decompositions, peritectic reactions, the formation of oxide layers, and others2 Phase layers generated by diffusion of one metal into another constitute an additional type of reaction. This report provides new data on the orientation relationships occurring between phase layers formed by diffusion, in the Cu-Zn system,§ and furnishes further evidence in support of the principle. Materials and Methods The Cu-Zn system is especially suitable for these studies since the high vapor pres- sure of Zn provides an opportunity readily to create one phase poorer in Zn upon a parent phase richer in Zn by removing Zn by vaporization, or to reverse this process by adding Zn from Zn vapor; e.g., the beta phase can be found as a layer upon gamma by dezincing, or gamma can be found on beta by addition of Zn from Zn vapor. Since orientation relationships are to be sought, requiring crystals large enough for orientation determinations, it is convenient to prepare single crystals or large grains of the parent phase. The samples were prepared from oxygen-free high-conductivity copper and Horse Head zinc by melting under a borax flux in a graphite crucible. Large crystals of beta brass were grown by the strain-anneal method, in plates sectioned from the cast ingots, by the following procedure. Rockwell-hardness indents were made at I cm. intervals and with various loads, then the plates were annealed for 4 days at 700°C. in Nichrome boxes packed with beta-brass chips and graphite. Surface layers were removed by grinding and etching to a depth of about 1.0 mm., and individual grains were cut out. Crystals of alpha and gamma brass were prepared by freezing, by lowering a graphite crucible at speeds less than one inch per hour through a furnace held at a constant temperature above the melting point. Single crystals were cut out with a jeweler's saw, ground, polished and etched. Care was taken to remove cold-worked layers from the finished crystals

I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper. Fig 2, for example, shows the so-called equilibrium diagram of the copper-zinc alloys, and here you will see that there is a solid solution of zinc in copper extending to something of the order 35 to 40 at. pct zinc.

This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. The sedimentary clays have been derived largely from the decomposition, erosion, and transportation of granites, gneisses, schists, and basalts. At Molalla, some

The burden a man can endure depends on its magnitude and the number of times it is applied, as well as on many other factors. The resisting power of steel likewise is dependent on many factors. The maximum load it can support indefinitely is much less than its possible momentary burden. A light load straining the metal far within its elastic limit, if repeated indefinitely, ruptures the metal. The magnitude of the stresses that may be alternately applied and removed without rupturing the material depends on the number of repetitions of the cycle; the intervening periods of rest; the thermal, electric, and magnetic conditions, as well as the presence of secondary streessses. While we are unable to formulate the law between the magnitude of repeated stresses necessary to produce rupture and the length of time during which these alternating stresses may be applied before rupture, my experience is that the time increases as the magnitude of the force decreases, according to a law which! to a first approximation, is exponential. In other words, F = Ce-t where F= magnitude of alternating stresses; t= time for which stresses are continued; C = constant, which depends on the conditions under which the operations are carried out. It is quite probable that the same type of law holds for the magnitude of a continuous force and its duration. When a rod of steel is subjected to the blows of a drilling hammer several things happen. First, one end is struck by the hammer and the other end is driven into the rock, thus causing a bodily displacement of the entire material of the steel drill. The greatest stresses involved in this bodily displacement are located at the two ends of the steel and manifest themselves by the distortion of these parts. Second, after the blow has been delivered, the steel drill, due partly to its own resiliency and partly to the resiliency of the rock, experiences a vibratory motion as a whole, this motion is quite similar to the bouncing of a rubber ball thrown violently upon a smooth pavement. Third, the free vibration of the drill is determined only by its own natural period of vibration. This motion involves all the characteristics of any vibrating body emitting sound. In the course of some experiments more than five years ago, made for a totally different purpose than the investigation of the oil used, I placed a small quantity of a transparent yellow lubricating oil in a bomb-like vessel and heated it to a relatively high temperature. At the end of the experiment I removed the oil from the vessel and was amazed to find that instead of bearing any resemblance to the oil which I had put in, it now had the appearance of ordinary crude oil. The green color by reflected light and the rich red-brown by transmitted light were so unmistakable as to at once lead to further investigation. I subjected the material to fractional distillation, and the surprise which I experienced at the appearance of the oil, changed to amazement when I found that it yielded, on distillation, 15 per cent. of gasoline and 30 per cent. of burning oil, and that its constitution resembled crude oil quite as much as did its appearance. Furthermore, the gasoline and kerosene distillates which it yielded were of a clear water-white color, entirely without treatment with acid or alkali, and were entirely free from the odor familiar in "cracked" petroleum distillates. The result of this experiment was quite too remarkable to be credited without further confirmation, and I at once filled the vessel with some of the same oil that I had used before, and again heated to about the same temperature that I had previously used, and for the same period of time. Upon opening the vessel and removing the contents I found, not the material resembling crude oil that I had obtained before, but apparently only the same oil that I had put in, somewhat darkened in color, but nevertheless far different in appearance from the material obtained in the previous experiment. Evidently some condition existed in the first experiment that had not existed in the second test, and here began a series of tests in which I sought by the change of one variable after another to arrive at the identical conditions which must have existed in the first experiment. Direct observation of the charge shape and its motion in industrial mills are not possible, it is then customary to use transparent end, small-scale mills (i.e., model mills) to determine the charge trajectory directly by visualization methods. Because of a short length of the model mills, the end-wall effects could introduce a significant bias on the observed charge trajectories and shape. The shorter the mill, the stronger the bias. This could be due to some material bridging between the end walls. In this research, the end-wall effects were investigated by gradually increasing the model mill length and analysing the charge trajectory and shape variation at a given operating conditions (i.e., ball filling, mill speed, liner type). The unbiased mill length was assumed to be beyond the mill length where no significant change observed in the charge trajectory and shape. For all tests, the torque of the charge was also measured by a torque sensor. The special design of the model mill with the diameter of 100 cm made possible to increase the mill length in steps of 3.6 cm up to 21.6 cm. Four types of liners, five steel ball fillings (10, 15, 20, 25, 30% v/v) and three mill speeds (55, 70, 85% of critical speed) were tested. The ball sizes ranged from 4 to 12 mm. The results indicated that when the mill length was below 10.8 cm the end walls prevented the charge from free falling. This resulted in lower impact point angles and lower power draws compared with the case of no end-wall effects. When the same experiments were performed using an iron ore instead of balls with the same size range, the impact of end-wall effects was more pronounced. For an increase of 30% in the speed (from 55 to 85%), the torque due the change in the charge shape decreased by 41% (from 3.7 to 2.2 kgf.m) when mill filling was 30%. At the same operating conditions when steel balls used the torque decreased only by 19% (from 9 to 7.2 kgf.m). This was expected due to irregular shapes of the ore particles which facilitated bridging. Three-dimensional DEM simulations also resulted in the similar conclusions.

"The use of sand for the filtration of municipal water supplies is comparatively recent use in this country, although at the present time, most cities of any size that draw their water supply from surface sources use sand filters in their purification system. Not only are sand filters employed to remove sediment and suspended matter, but they also take out most of the bacteria in the water.The first comprehensive research and study of sand for this purpose was probably that of Hazen for the Massachusetts Board of Health in 1891 and 1892, although sand filters had been employed for a considerable time before, specifications for filter sand drawn since then have been largely based on the results of Hazen's work,The general requirements for filter sand are more exacting than for any of the different kinds of sands, except the chemical specifications for glass sand. Filter sand must be uniform in size and within certain limiting sizes. In addition, it must be clean and free from clay and organic matter and of fairly high purity. Early investigations established the fact that an excess of fine materiel increased the friction and decreased the rate of flow through the filter, and that the size of the finer particles rather than the courser, determined the effective size. Also, that large grains tended to cause irregularities in flow in different parts of the bed. There is no requirement as to grain shapes, except that they be not flat or elongated, since, so far as known, either rounded or angular grains are equally efficient.Based on Hazen's investigations, two factors are quite generally used to control the average size and uniformity of size of the sand. These are defined as follows: The ""effective size"" of a sand is such that 10 per cent by weight of the seed is finer than this size, end 90 per cent is coarser. It is expressed in millimeters, The ""uniformity coefficient"" is defined as the ratio of the size of grain which has 60 per cent finer than this size to the size which has 10 per cent finer (the ""effective size""). It is evident that the smaller this coefficient, the more uniform is the seed. If all the grains were exactly the same size, the coefficient would be 1."

INTRODUCTION OF FROTH FLOTATION INTO THE UNITED STATES "The introduction and development of the flotation process have proved to be of such momentous importance to the mining industry of the United States that they deserve to be considered historically ." T. A. Rickard l James M. Hyde installed the first froth flotation process in the U. S., about Aug. 1, 1911, at the Basin Reduction Co. plant, Basin, Mont., which was then under lease to the Butte and Superior Copper Co.2 Two months later, the Minerals Separation Ltd.. filed suit in the U. S. District Court of Montana against Mr. Hyde char& him with infringement of their Patent 835, 120/1906. The U. S. District Court decided in favor of Minerals Separation Ltd. on July 28, 1913. This decision was reversed by the Ninth Court of Appeals in San Francisco on May 4, 1914. Then the U. S. Supreme Court, on Dec. 11, 1916, upheld the patent on three counts only but restricted it to 'the use of less than one percent of oil.” The Miami Copper Co. was sued by Minerals Separation on Oct. 10, 1914, for infringement of Patents 835,120 and 962,678, and 1,099,699. The Miami Copper Co. was operating under John M. Callow's froth flotation process Patent 1,104,755/~uly 23, 1914. Miami lost this suit in the District Court of Wilmington, Del., and appealed to the Court of Appeals, Third Circuit, Philadelphia. The Third Court of Appeals decided against Miami, May 24, 1917. The case was referred to a Master and hearings to determine profit and damages were not settled until 1923. Nevada Consolidated Copper Co. was sued Sept. 9, 1919, and Magma Copper Co. was sued Jan. 10, 1920. Thus, the first ten years of froth flotation in the U. S. were beset by patent litigation. This litigation suppressed the free circulation of new discoveries or useful information that might be cited in a patent suit against the originator; it accounts for many of the blank spaces in the historical record. T. A. Rickard3 has reviewed the history of flotation and has given the chain of discoveries, patents, and processes that resulted in froth flotation. He has re- ported also on the patent litigation beginning in 1911 and ending in November 1923, when Minerals Separation's Patent 835,120 expired. He comments on

Some form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft.seam at Weymss, Scotland, or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down, and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent. of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar and (single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213 m.). The bulk of the coal mined in Europe comes from a depth of more than 1200 ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the coal be extracted. In Europe complete extraction is generally compelled either by the lessors or by the governments; whereas in this country it has been more largely a question of competitive cost of production, or the support of the surface in the flat farming districts of the

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. Metal mines were developed long before coal mines and the early lighting of underground workings was effected by torches and candles. The early coal mines were outcrop workings and little trouble was experienced from gas, but as the mines became deeper and shaft mines were opened it became apparent that an open-fame lamp was exceedingly dangerous where gas occurred. No satisfactory way of lighting gaseous coal mines was found until Sir Humphrey Davy brought out his famous safety lamp in 1815. The introduction of the Davy lamp was a great step forward but it was unsatisfactory from a light standpoint because the gauze absorbed a large percentage of the light given out by the flame. Clanny corrected this by the introduction of a cylindrical glass lens, which not only permitted a free distribution of the light from the flame but added greatly to the safety by eliminating the possibility of the flame coming in contact with the gauze and by protecting the flame against air currents. A very complete story of the flame safety lamp since its inception is given in the U. S. Bureau of Mines Bulletin No. 227, by J. W. Paul, I;. C. Ilsley and E. J. Gleim, published in 1924. A little more recent publication, known as Safety in Mines Research Board Paper No. 4, entitled "The Light Power of Flame Safety Lamps," by R. V. Wheeler and D. W. Woodhead, was published in England in 1927. The flame safety lamp was the only lamp available for gaseous mines for about 100 years. Although the incandescent electric lamp has been in use over 50 years, it was not found safe to use this lamp from wired circuits in gaseous locations. The storage battery was advocated shortly after the development of the incandescent lamp but until the introduction of the tungsten filament in the miniature mine-lamp bulb, the battery lamp was not a real possibility because of the excessive weight of the battery necessary to produce a sufficient amount of light. IT is generally, accepted that no method of coal cleaning except froth flotation is effective in cleaning dust. In the majority of coals mined in the United States the dust sizes contain a high percentage of impurities, hence the removal of the dust from the coarse sizes lowers the impurity content of these sizes. Dedusted coal is desired as a means of providing a better feed to cleaning plants because of increased efficiency in both dry and wet plants. In dry-cleaning plants, a dedusted feed makes for a pervious and uniform bed. With a dusty feed the fines tend to segr6gate in the feed stream and pass en masse over the air separators, causing a lack of uniform aeration and fluidity of the bed necessary to efficient cleaning. In wet-cleaning plants dedusting of the feed often decreases the sludge problem to the point of eliminating the necessity of wasting wash water. It may be advantageous to eliminate sludge-settling equipment in favor of dedusting equipment, to provide the advantages of a dedusted feed to the wet-washing process. Dedusting advantages may include: (1) the removal of fusain, especially advantageous in plants washing coal intended for metallurgical coke; (2) prevention of the gradual build-up of solids in the wash water, with a consequent variation in the washing ability of the system; (3) prevention of the loss of dust to the sludge ponds, providing instead a fuel for local consumption or special markets. DEDUSTING The practice of dedusting, sometimes called aspirating, has presented a problem in disposing of the dust and intermediate small sizes recovered in the process. It has been found that no difficulty is experienced in disposing of the intermediate sizes, since they are free of fine dust and burn freely on grates built for small coal. They handle well, flowing freely from bins and hoppers and into conveyors, and pulverize easily. They have a low angle of repose. In tests made on this size as a feed to coke ovens, the results have been excellent, in that the natural breakdown of .coal in handling and shooting in the mine gives this small-size coal good

The process of lixiviating silver ores, which do or do not contain gold, by means of hyposnlphite of soda is likely to assume a very great importance in the West, the conditions being such that while it is applicable to very rich ores which do not contain lead enough to smelt, it is also equally applicable to many ores that are either too poor or too impure to be treated by any other process. Western ores are generally divided into four classes: those which contain copper enough to be smelted for copper, from which the gold and silver is extracted in the wet way, as is the practice of the Boston and Colorado works; those in which there is a large quantity of lead, which can be smelted for lead, and the gold and silver extracted from it; ores in which there is neither copper nor lead enough to allow of a process of smelting, but which can be treated in pans, these ores being " free milling " if they require no metallurgical treatment, or '(rebellious" if they have to be roasted with or without the addition of salt; and ores which do not contain enough either of lead or copper for smelting, which are poor both in silver and gold, contain large amounts of sulphur, arsenic, and antimony, and cannot be treated in many places in the West by any of these processes. Roasting with salt would convert the base metals as well as the silver into chlorides, and would give in the amalgamation a very base bullion, and the expense of the process would be SO great that the margin of profit would be very small, the reason being that for the ordinary process of pan-amalgamation, which is the only one suitable for ores containing small amounts of the base metals, and poor in silver and gold, the cost of a plant for milling is so large as not to justify the expense of treating such ores. The electrolytic processes which have been partially successful in Europe have not been tried 'here. While in the near future they will undoubtedly be used, it is hardly possible to consider them now.

Previous to 1915, zinc refining had not become a general practice among the zinc smelters in the United States. Such refining as had been carried on was confined chiefly to remelting very high-leaded zinc, such as third-draw metal from the retort furnaces, and slab dross, and hard spelter from galvanizing pots. In this remelting operation, the lead and iron were settled out and the refined spelter obtained graded fifth class, ie., Prime Western. Owing to the presence of lead in most zinc ores, the bulk of the spelter produced by direct smelting is of this Prime Western grade. Careful selection of ores of low lead content gave purer grades of spelter, z.e., Brass Special and Intermediate; and smelters which could secure ores carrying practically no lead produced high-grade spelter. Thus, in general, the grade of spelter produced by any smelter was predetermined by the purity of the ore it could obtain. The needs of the warring nations of Europe for enormous quantities of cartridge and other high-grade brass resulted in such a demand for the purer grades of spelter that the available supply of lead-free and low-lead ores could not produce the quantity required. Prime Western grades went begging, so to speak, while high grades sold at times from 5 to 15 c. per pound over the Prime Western market. The great demand, coupled with the wide market margin, which permitted the inherent costs and losses, resulted in the conversion of the lower grades into higher grades by processes of refining. These conditions also accentuated the development and size of the electrolytic plants, which were being worked out at the time this increased demand for pure grade of metal occurred. The electrolytic process, where available, produces a higher grade of spelter from impure ores than does the fire process; a large portion of those impurities in the ore, which by the distillation process would be carried into the spelter, are removed in the leaching of the ores and the purification of the solutions. The refining process, adopted at a number of smelters for the purpose of converting low-grade spelter into grades suitable for bras4 was that of redistillation.
