INTRODUCTION Dense medium processes have been used to separate coal and ores for over a hundred years. In fact Sir Henry Bessemer first patented a process in 1858. In recent years, their importance relative to other gravity dependent processes has increased. This is particularly true in the coal industry where over 60% of all preparation plants operating in 1984 in North America (1) contained either dense medium vessel or cyclone circuits. In addition, the stringent product quality demands of the consumer, together with increases in mining costs, dictate that the cleaning circuits be both predictable and efficient. Dense medium systems are the most predictable and efficient of all gravity- dependent processes. The majority of the text of this chapter will be concerned with dense medium applications as they relate to the coal industry. However, the techniques and calculation procedures can be applied, in general, to all non-coal minerals (such as diamonds, marginal iron and lead-zinc ores and gravel) which take advantage of a difference in specific gravity between the saleable product and the reject. The object in dense medium cleaning is to produce a liquid whose effective specific gravity is between that of the concentrate and the reject. In which case the lighter product will float to the surface and the heavier product will sink to the bottom. Unfortunately, this simple process becomes complicated by the following practical necessities: (a) collecting and removing the float and sink products from the medium without disturbing the free settling effects; (b) maintaining and controlling the specific gravity of the medium; (c) separating and reclaiming the medium once the products have left the separating vessel; and (d) separating finer sized particles which take longer to fall through the dense, and often viscous, medium. As a result of the last issue (item d) two main types of dense medium separators have evolved: dense medium vessels and dense medium cyclones. Dense medium vessels are essentially large baths through which the dense medium flows at a relatively slow velocity. The lighter products float to the surface and are carried out of the vessel by the medium flow. The heavier products sink to the bottom of the vessel and are physically transported out either by means of a conveyor (usually a chain conveyor) or a rotating, lifting arrangement (Figure 1). The object of the Bradley process is to free manganese oxide from its associated gangue and separate the contained iron oxide by dissolving the manganese and precipitating it from the solution. This results in producing two oxides as concentrates, the one to be converted into a manganese sinter and the other into an iron sinter. The manganese sinter may be made to contain as high as 70 per cent. inanganese and as low as 1 per cent. silica, with phos'phorus not to exceed 0.02 per cent, and from that figure downward to about 0.005 per cent., and with sulfur at 0.007 per cent. The iron sinter contains about 2.50 per cent. manganese, making the total recovery of the manganese 98 per cent. The method involves selective roasting, which converts the manganese into a form in which it is soluble in an aqueous solution of ammonium sulfate, then precipitating the manganese as a hydrate by using ammonia gas, then stabilizing and washing the hydrate, followed by sintering; concurrently most of the iron oxide is converted by roasting into an insoluble form and becomes a residue with magnetic qualities, which makes possible the recovery of much of the iron in the ore. Leaching manganese by using sulfur dioxide gas was shown possiblc Inany years ago. Mr. Bradley tried it for a year, working in conjunction with the original experimenters of that method, and found that while relatively pure inanganese oxide could be produced, the likelihood of developing a commercial process along this line was not very encouraging. He also attempted leaching with nitric and sulfur acids, but the cost of recovery mounted and the quality of the product was not as good Mr. Bradley tried nearly every leaching method proposed, and the expen-ments were made on a large scale in the spacious laboratories of John C. Wiarda & Co., in Brooklyn, N. Y. Insufficient encouragement was discernible in the results obtained. Upon the suggestion of N. Arthur Laury, of John C. Wiarda & Co., Bradley undertook using arnrnoniurn sulfate. Because a high rate of recovery appeared feasible, Bradley planned the erection of a 4-ton pilot plant at the State of Minnesota Mines Experiment Station, at Minneapolis. The results of that work are described in this treatise.

We report on laboratory experiments focusing on bubbling phenomena arising from gas injection through a top submerged lance (TSL) in a liquid metal layer. The objective of this study is to reveal the characteristics of the formation and behaviour of the particular bubbles at different gas flow rates and submergence depths of lance. Visualization was performed in the eutectic alloy GaInSn using X-ray radiography. Argon bubbles were injected through the injection positions at three different submergence depths. Essential parameters such as the bubble size, bubble shape, detachment frequency and the two- dimensional gas distribution in the flat vessel were obtained by image processing. The results show that the deep position of the submerged lance causes an asymmetric large-scale circulation inside the fluid vessel. Bubble detachment frequencies were calculated by Fast Fourier Transformation from fluctuations of the image intensity in the vicinity of the nozzle injection point. This frequency does not show strong variations with respect to changes of the gas flow rate and the submergence depth of the nozzle. An increasing gas flow rate results in an increasing two-dimensional projected bubble area and the occurrence of a significant number of small bubbles being trapped by the strong fluid flow in the liquid metal layer. INTRODUCTION The Top Submerged Lance (TSL) process has been an essential component of the metallurgical industry since the emergence of first concepts about 50 years ago (Floyd, 2005). The process, which is characterized by blowing reactive gas through the submerged lance into a liquid bath, was developed mainly for improving the tin smelting process and has been applied for waste treatment or the production of several metals such as copper, lead, nickel and zinc. The productivity of the reactor is determined mainly by the efficiency of the chemical reaction between the gas or solid particles and the liquid. To achieve a high efficiency requires good exchange between the gas-liquid phase and therefore a large interface area. The efficiency changes greatly with the number and size of bubbles injected from the nozzle and the extent of splashing on the free surface. The degree of turbulence in the bath plays a decisive role here. For the reason, the design of an efficient TSL process requires a profound knowledge of the fluid dynamics especially for complex multiphase flows.

To extend our knowledge of the flotation behavior of sulphide minerals, the response of the following minerals to ethyl xanthate as collector was studied by captive bubble and cylinder flotation tests: antimonite (Sb2S3), arsenopyrite (FeAsS), covellite (CuS), rnarcasite (FeS2), orpiment (As&.), pyrrhotite (FeS) and tetrahedrite (4CU2S, Sb2S3). Lollingite (FeAs2) was also exarnined to determine if its behavior could be correlated with that of pyrite or rnarcasite (FeS2. Experimental Method Mineral for Flolation and Contact Tests Mineral was prepared in the manner a1ready described1 and its behavior both freshly ground and "oxidized" was studied. Tests in which the mineral was allowed to oxidize for various periods showed that a uniform response to xanthate was reached in two days or less. Oxidation Products The soluble oxidation products from most of the above minerals were measured and their effect on the flotation of the mineral studied. The mineral samples were wet ground to minus-52 mesh and deslimed, and 20 g of this material placed in 200 ml of distilled water of a measured pH value, and CO2-free air bubbled through each suspension at a constant rate (about I bubble/sec) for 5 days. It has been shown1 that the size of the mineral is unimportant in the rate of formation , oxidation products and that probably the supply of oxygen to the mineral is the rate-determining step. At the end of 5 days the pH value of the 'supernatant liquid was measured again, the mineral filtered off and the soluble products determined. Methods for estimation of sulphur acids, ferrous and ferric iron and copper have already been described.l No satisfactory method was found for antimony. Arsenic was estimated as the arsenate.2 Flotation of "Unoxidized" Minerals with Ethyl Xanthate as Collector Fig I to 3, 4. 6, show the effect of alkali and cyanide as depressants for the minerals with 25 mg potassium ethyl xanthate per liter as collector at 35°C. Wark and Cox8 have shown that with ethyl xanthate as collector, galena, pyrite and chalcopyrite show a greater tolerance to cyanide and hydroxyl ions at room temperature than at 35°C Covellite (Fig I), marcasite (Fig 2) and pyrrhotite (Fig 3) behave similarly. Modern vibrating screening dates from about 1910 at which time the forerunner of the present day two bearing and four bearing circular motion inclined vibrating screens were first introduced. These simple machines consisted of a screen box holding some kind of a screening surface to which was attached an off-center shaft or a shaft with an off-center weight which was rotated. The rotation of these shafts caused a shivering motion to the screen box and produced the first vibrating screen. In the 1920's and early 30's, the box designs were improved and the mechanisms designs were also improved and by 1940, vibrating screens were an important part of most process plants. In the early days when the screen sizes were dictated by how much could be shoveled onto the screen box and by the force that a particular mechanism could produce, not much thought was given to the proper sizing of the particular units. As mechanism and body design improved the ability to predict vibrating screen capacity at various openings became more important. In the late 1930's, a set of empirical capacities came to be used. with few modifications, these capacities are still in use today, both by those companies that use a formula involving only the amount of fine material in a feed, and by those companies using a formula in which the total feed to a particular screen is used. In either method of calculation, the empirical values are based on these ideal conditions: (1) The material being fed to the screen contains 25% oversize. (2) The feed to the screen contains 40% half size material. (3) The material has a bulk density of 1.6 T/Cu.M. (100 lbs/cu.ft.). (4) The screening surface has an open area of 50%. (5) The material is dry, free flowing and relatively cubical. (6) The maximum screening efficiency required is between 90 and 95%. It is obvious that these conditions do not occur in natural or crushed size distributions. Therefore, modifications must be made to these empirical values to allow for the calculation of a vibrating screen for a particular set of conditions. IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un-roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence. These variables were examined systematically to elucidate roasting and carbonate leaching of carnotite ores and to establish a treatment yielding high recoveries of both uranium and vanadium. Tests were conducted on samples of four different Colorado Plateau ores, described in Table I. Roasting Procedure: The roasting tests were conducted in an electrically heated furnace in which the temperature was controlled to +15oC. The ore (usually a 500-g charge) was ground to —100 mesh, mixed with the desired reagent, and spread in a silica tray to a bed depth of about 1/2 in. During the roast the charge was rabbled at intervals of 15 min. To provide free access of air the furnace was usually ventilated; however, in a few experiments a controlled atmosphere such as carbon dioxide or hydrogen was maintained above the charge. Leaching Procedure: The pulp, generally comprising 500 g of ore and a 2000-cc solution containing 80 g per liter of Na2CO3 and 20 g per liter of NaHCO3, was agitated in an autoclave at 120°C, under 30 psi O2. Samples were withdrawn periodically, and the solution and ore residue were analyzed. Under the conditions employed, maximum attainable extractions were generally achieved in 4

Experience has shown that there are some factors connected with the drying of fine washed coal that are not present in drying of slack coal as normally practiced at cement kilns or pulverized coal plants. It is the purpose of this paper to show some of these variations as they have been encountered under actual operation. The Champion No. 1 cleaning plant of the Pittsburgh Coal Co. uses the wet system of cleaning coal. The plant is equipped to produce commercial sizes or mixtures, the primary sizes being plus 6 in. and 4 by 6 in., which are hand-picked. Minus 4-in. sizes are all cleaned by the wet process. To produce a commercial product as free of moisture as possible, the washed coal is first passed over sizing and dewatering screens, then each size except the — ?-in. coal is conveyed to loading booms by slow-moving draining conveyors. As the +?-in. sizes are not heat-dried, no data will be given, as it is the purpose of this paper to describe the heat drying of — ?-in. coal as practiced at the Champion No. 1 plant of the Pittsburgh Coal Company. To fully appreciate the conditions, it must be remembered that the — ?-in. product is now shipped at a lower moisture content than when received from the mine. The incoming coal in the — ?-in. size will average 5 per cent. moisture and the shipped product 3 per cent. moisture. This is a case where a wet process gives a reduction of both ash and moisture in the fine sizes. The shipped product, therefore, is more uniform in all characteristics, and uniformity of product is the most important single factor in coal preparation. The 0 by ?-in. coal is first dewatered on slow-moving continuous bucket dewatering elevators, running at the rate of 40 ft. per minute, with 48-in. perforated buckets with ¼ by 1½-in. slots, spaced ? by 2?-in. centers staggered. The moisture in the coal discharged from the elevators runs 20 to 28 per cent., depending on the fineness of the product. The discharge from the dewatering elevator is further drained on a drag-type conveyor equipped with ½-mm. wedge wire screen. In a zirconium {1121} twins tend to have coherelzt boundaries and thus do not usually taper to a point when they intersect a grain boundary. Under the proper conditions, a (1121) twin may deform a boundary in such a manner as to clearly rcveal the twinning shear. Measurements of these grain-bounrlary rotatzons yield a value of 0.63 for the (1151) twinning shear. The magnitude of the observed shear and its shear sense are in excellent agreement with the assumption that the second undis-torted plme (K2) for this form of twinning is the basal plane (0002). The present value of the tzvinninz shear, which is approximately three limes larger than Rapperport&apos;s value? is in excellent agreement with reported results of Sokuskii and Prolsenko.5 RECENTLY westlake&apos; reported a study of the twinning modes of zirconium based on ~ap~er~ort&apos;s2 values for the twinning elements. He observed that two of the modes, (1012) and {1122), can be explained by relatively simple dislocation models. A workable model for (1121) twinning, however, proved to be very complex and questionable. Because Rapperport&apos;s second undistorted plane, (K2), for (1121) twinning has large indices, {ll2l6), it is possible that the difficulty in defining a model for (1121) twinning lies in an incorrect value for K2. A measurement of this twinning element has therefore been made, using a method based on observations of the shear displacement of grain boundaries at positions where they are intersected by (1121) twins. EXPERIMENTAL PROCEDURES The zirconium specimens were deformed in tension on an Instron machine either at the temperature of liquid nitrogen (77ºK), or prestrained at liquid nitrogen temperature and then further deformed at room temperature. Straining at 77°K was employed in order to nucleate (1 121) twins in large numbers, since simple ropm-temperature tensile deformation favors (1012) twinning. Specimens were machined from 1/2-in.-thick plate. The material was arc-melted sponge zirconium annealed to an ASTM grain size 4 and containing, in parts per million, 380 Fe, 880 0, <40 Hf, 32 N, and < 5 H. The specimen gage length and diameter were 1.25 and 0.130 in., respectively. To insure a gage section initially free of twins, the last 60 thousandths of the specimen diameter was removed by acid machining.

THE Coalinga oil field is located on the west side of the San Joaquin Valley, California. The structure is in general a monocline, the edges of the oil horizon resting on the foot hills and dipping gently toward the east. One prominent anticline occurs plunging southeast. The earlier drilling was done in the foot hills comparatively near the outcrop and the wells were shallow. The sands were followed eastward and, in the case of the anticline, along the plunge, the wells becoming deeper and deeper until the depth of 4,000 ft. was reached and passed. There is nothing to show that the oil will not be found in quantity at still greater depth. In fact, some of the best producers have tapped the sand at close to 4,000 ft. The recovery of oil still farther to the east, and therefore at greater depth, seems to be mainly a question of drilling. In this territory the formations drilled through are chiefly sands and shales; they will not "stand up" in an open drilling hole; the casing has to be carried close to the bit, and it is always difficult to keep the casing free for any considerable distance. Ability to carry casing of comparatively large diameter without conductor pipes for distances of 2,000 or 3,000 ft. or over is desirable in such territory chiefly for two reasons. It makes it possible to enter the oil sand with a pipe of ample diameter; it eliminates one or more expensive strings of casing which act only as conductors for the water string, and furthermore, in territory where waters are encountered which corrode steel rapidly, it makes possible the construction of a rust- and alkali-resisting water string. It is always desirable to shut off top waters, which may lie within 100 ft. or less of the oil sand, with 10-in. pipe. Where the depth is so great that a practical weight of 10-in. pipe will not withstand the probable collapsing pressures, 8 ¼ in. at least is desirable. About the limit of rotary drilling to date in California seems to be the setting of the 10-in. string at 3,200 ft., although the rapid advance in rotary work during the past year seems to indicate that this depth may soon be increased. It is my purpose now, however, to treat only of cable-tool drilling.

Minera Escondida is the world&apos;s largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system&apos;s capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser&apos;s capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system&apos;s performance. The study&apos;s objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

(written discussion ?).-The effect of reducing gases on hot solid copper has been known for many years in the copper industry, and precautions taken to guard against it in the general practice in copper heating and annealing. In view of the statement that Bengough and Hill, in 1910, were the first to suggest the possibility of the formation of gas within the copper itself, it is interesting to note that in Harper&apos;s Magazine for April, 1904, an article, "Life and Diseases of Metals," by Professor Heyn, illustrated the effect of reducing gases on copper by a photograph, which is shown in Fig. 1. This he entitled "Copper burst asunder by disease." After referring to the effect of hydrogen on steel, he makes the following remark: "Similar symptoms of poisoning, caused by hydrogen or gases containing hydrogen (as gas for lighting purposes), are apparent in copper when exposed to red heat. Not every kind of .copper is susceptible to this poisoning in equal degree. Copper per-fectly free of cuprous oxide is entirely exempt from poisoning. Most of the various coppers of commerce, however, contain cuprous oxide, formed during the smelting process while exposed to atmospheric influences. In such coppers, containing cuprous oxide, hydrogen causes a terrible disease on the copper being heated red hot. The copper bursts asunder and is permeated by cracks. This disease is practically incurable and can be eradicated by resmelting only. The results work destructively according to the amount of cuprous oxide contained in the copper." It must have been evident to Professor Heyn, as it was to us on reading this article, that the bursting asunder of the copper was clue to the formation of steam. Practical copper heaters have known for many years that it was quite possible to produce blisters, or large gas holes, in the interior of copper plates or bars by heating to a high temperature in reducing gases. These facts, of course, do not detract from the value of the study of the action of hydrogen gas that has been made by Mr. Pilling, but simply illustrate that the practical effect of reducing gases on furnace-refined copper has long been a troublesome factor in the heating or annealing of that metal.

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. The eleven mines of the United States Coal and Coke Co. in the Pocahontas coal field are situated in McDowell County, W. Va., which is a mountainous region. The valleys rarely exceed 200 ft. (60 m.) in width, the hillsides slope from 25°to 33°, and the tops, from 600 to 900 ft. above the valleys, carry practically no level land. At least 80 per cent. of the area is covered with timber. All the workings are drift mines; and while the average grades of the seams worked are ample for drainage, local dips and swamps necessitate the use of a large number of local pumps or of numerous drainage ditches to keep the mines free from water during heavy rains. The water handled in any mine is not great, compared with the coal output, and usually causes little trouble except during extremely wet periods. In new workings, the water encountered, except in rare cases, is trifling; it is only after rib drawing has started and the surface has been broken that water troubles begin. The strata overlying the coal are sandstone, shales, and slates; as the soil is thin and sandy, it does not tend to puddle and stop the cracks, which remain open for a long time. As mining progresses and the robbed area increases, the broken area becomes larger, increasing the openings into the mined territory. The cover over the robbed portions of the mines varies from 30 to 750 ft. (9 to 228 m.). When the ground is saturated, considerable water finds its way into the mines the day after a heavy rainfall and for three or four days it tends to fill the low places, wash the tracks, etc. and unless from three to four times as many pumps are installed as are normally needed, considerable output is lost. In most cases the water will flow from the mines, and the obvious solution is to provide drainage ditches of ample size to carry the maximum flow expected, so that the inflow will have no opportunity to flood the working places. Laying out the drainage headings on the proper average grades was an easy matter but where blasting was necessary to provide uniform grades, as was frequently the case, it was important that the maximum flow to be expected and the size of ditches to be provided should be known so that only rock work necessary to provide proper drainage

THE object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed he called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the first mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniences of civilization, the cost of which in regions better suited for agriculture and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining com¬pany, it is argued, having made these outlays, should receive credit for, them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security, depend on the prevalence of law and order, which is a result of good government. WITH the economic situation of the world what it is, we may expect important events in every month of 1922, and January showed us some-what of the nature of things that will happen. The Germans announced their inability to meet in full the reparation payments that were due Jan. 15. The Su-preme Council arranged a plan for them to pay some thing on account every 10 days, and called a conference at Cannes to talk things over. While this conference was in progress Premier Briand resigned and was suc-ceeded by Poincaré. This emphasized the growing differences between British and French policies and interests. The French want to exact the utmost from the Germans; so do the British. The latter think, however, that the French aims will so cripple the Germans that they can not work properly and hence can not trade. Great Britain, with a huge unemploy-ment problem, must have trade. The French thought that Briand was unduly deferring to the British and withdrew their support of him. The other important political developments of the month in Europe were the establishment of the Irish Free State, relieving the British of the vexatious Irish question; and the growing tendency to recognize the Soviet government of Russia and admit its representa-tives into international conferences. In the United States the great political event was the establishment of the dominance of the agricultural bloc in the Senate, which implies the passage of agrarian legislation that will probably be unwise. Economically, there was no progress in the United States. If anything there was probably some reces-sion in the physical volume of business. There were some further reductions of wages, but these were irregular, geographically, and moderate in amount. The great unionized trades maintained the jam. Events of great importance were the formal demand of the anthracite coal miners for increased wages on April 1 and the declaration of the bituminous coal miners that they would resist a reduction at that time. The attitude of these groups is believed to presage labor troubles in the spring. In the metal markets affairs were dull during Janu-ary, but prices were generally firm, save for a little further weakening in iron and steel. In the matter of production, however, there was some quickening of activity, especially in copper, zinc and iron.

Recent research work has shown that coal can be produced, at reasonable cost, from almost all coal-mining districts containing not more than 3 to 8 per cent. of ash. From coal so produced, an abundant supply of coke, suitable for blast-furnace operation, can be made containing from 12 down to 6 per cent. or less of ash. These statements apply broadly to the Appalachian coal belt, including most of the mining districts in Pennsylvania, Ohio, West Virginia, Kentucky, Tennessee, and Alabama. The exceptions will generally be found among those coals carrying a prohibitive percentage of sulfur. Any gravimetric heavy fluid method of separation will effect a reduction in the percentage of sulfur, but this reduction may not be sufficient to produce, from coal unfit for metallurgic use, a product that can be so used. When a large part of the sulfur is in the form known as "organic sulfur, "or is present as very finely disseminated and homogeneously distributed pyrite, possibly it cannot be eliminated from the low-ash coal produced. When the sulfur exists as pyrite in distinct layers, bands, or nodules, or when it is finely disseminated but is irregularly distributed, often a low-ash coal low enough in sulfur to make good metallurgic coke can be produced from relatively impure coals. It has generally been assumed that the quality of coke on which blast furnaces must be operated depends on the geographic location of the furnace, and that the grade of coke on which a blast furnace must operate is that produced from the best coal obtainable by careful mining; or if the coal is prepared by washing, hand picking, or other means by which the foreign impurities are removed, that the grade of coke on which the furnace must operate depends on what has been termed the "inherent ash" of the particular coal. The term "inherent ash " is generally understood to mean the percentage of ash present after all removable (free) impurities, slate, fireclay, high-ash bony coal, and pyrite have been removed, and is usually applied to the percentage of ash present in run-of-mine coal from any mine after these impurities have been removed. Perfect washing, or perfect preparation, is understood to be attained when the percentage of ash in the washed coal is reduced to the percentage of inherent ash; that is, of ash that cannot be removed by the washing processes in common use. THERE is a growing demand for pure and cheap material for fine open-hearth steel ; a material not only very free from phosphorus, but from carbon and silicon; so that it may he rapidly converted into steel. Iron and steel scrap are not trustworthy as to quality, and they are often dear. There are three methods of purifying cheap materials for the open hearth. 1. Mechanical puddling, as done at Creusot, which removes 90&apos; per cent. of the phosphorus from the pig iron. 2. Krupp&apos;s washing process (the conduct and results of which I fully described in a former paper*), which eliminates 70 to 80 per cent. of the phosphorus and most of the sulphur and silicon from pig iron. Neither of these processes would sufficiently purify, for very fine steel, those very impure pigs which are cheapest in many parts of the United States: 3. The process of producing directly from the ore an iron which is practically pure chemically, although mechanically mixed with the impurities of the ore. This is the oldest of iron processes ; one form of it, the Catalan forge, employed to produce charcoal blooms, is still in use, but its great cost is rapidly throwing it out of competition. Among the modern attempts to produce iron direct from the one, on a large scale and at a cheap rate, several have been in various respects successful. Dr. Siemens&apos;s process of treating a ton and a half or more of ore and the coal to deoxidize it, in a rotating gas furnace, and bringing out, in some four hours, a ball of chemically pure iron so soft that the fluid and impure slag may be squeezed out of it, is the most attractive and the most highly developed of all the modern direct processes. I have watched it, from time to time, since 1874, and have noted a steady improvement. It may now be said to have passed the experimental stage, although, like older processes, it must be adapted by practice to special materials. The cause which has been more potent than all others, including the defects of the best direct processes, to bring these processes into disrepute, is the waste-ful treatment of the direct product. With one or two exceptions (when failure was due to other and obvious causes), the direct product has been made into wrought iron (weld iron). Even Dr. Siemens has, at Towcester, in England, and at Park, Bro. & Co.&apos;s, in Pittsburg, set up his apparatus for this purpose. Is it likely that

IN order that you may be expert in every phase of this art of parting, I wish to caution you upon twelve points, all necessary, so that you may know beforehand what may happen to you and what provision you must make to obtain good results. Understand that the gain derived from this art lies in carrying out the work that you wish to do accurately and with profit, which means nothing other than working with certainty and seeing that there is no loss of gold or silver [69v] or substance of anything that is valuable in itself. For, since everything lost is silver or gold, it is valuable however little. it may be, and many little things obviously make one large one; for gain increases gain, and loss, loss. Therefore, you will have as your first task to seek to have the materials that you are to use for making the aqua fortis of as perfect a nature as possible. I tell you this because the saltpeter is often weaker and of worse quality than the alum. For this reason it is necessary to make an effort to have it not only well refined and free from earthiness but also of a nature as powerful as pig [dung] saltpeter, the color of which tends strongly toward yellow. In order to work better, you also refine this again before you put it to use, as I shall tell you in its place. Likewise, see if you can get alum of the red kind that comes from the Levant or from Cartagena, for it costs less and is more powerful. Furthermore; see that you have a good number of well-formed cucurbits of properly purified glass not too large and of, equal content and size. Above all, see that they contain, no indentations, bubbles, folds, or scratches, especially, in the, body or in the bottom, because they break easily and the nature and great force of the acid pierces them by eating away, and makes a little hole. For this reason, cucurbits. are always divided into four grades; one is taken for making aqua fortis, another for drying the waters when they are laden with silver, the third for recovering the acids from the separations, and the fourth are either rejected as useless or dangerous, or are saved for recovering the whites or for some other service. World War II has developed a use for the nonmetal mineral quartz crystal that was unknown in World War I. During the interim period of peace, experimental work in the radio field with the piezoelectric properties of quartz crystal resulted in the almost universal adoption of quartz-crystal radio oscillator plates to control frequency in radio broadcasting, police, commercial and amateur communications equipment. Telephone resonators and filters made from quartz crystal also were developed, which vastly improved the frequency control of long distance telephone circuits. Expansion of the Industry The sudden war demands of the armed services for radio equipment using quartz crystal for frequency control led to an unprecedented expansion of the manufacturing industry. It is estimated that the 1940 peacetime volume amounted to approximately $1,500,000, while today a vast new quartz-crystal industry supplies more than $150,000,000 worth of quartz oscillator plates to the Army and Navy each year. This demand has caused an enormous expansion not only of American manufacturing facilities but also of Brazilian mining output, virtually our only source of raw quartz crystal. Actual figures of imports and consumption cannot be cited, for security reasons, but certain comparisons have been made, which indicate the transformation of quartz crystal from a minor to a major nonmetal. Lundl has shown that the value of quartz-crystal exports from Brazil is now about equal to that of phosphate rock produced domestically in 1941 and actually exceeds the combined value of crude feldspar, gypsum and fluorspar production in the United States in the same year. This great expansion under wartime pressure was not accomplished without some anxious moments, but all the demands of industry have been met and the Government has been able also to accumulate a substantial stock pile of material against future contingencies. Inspection and Grading of Quartz Crystal The swift growth of the quartz-oscillator industry necessitated the simultaneous evolution of methods and criteria for inspecting and grading quartz crystal. It has been found that, generally speaking, it is economically feasible to cut only crystals that are at least 30 per cent by volume free from major defects such as optical and electrical twinning, cracks and fractures. Blue needles, bubbles, "chuva" and other minor imperfections can be tolerated in the usable portion unless present in great excess. The present marketing system in use in both Brazil and the United States, as far as quality is concerned, depends solely on the "usability" of a crystal, which is defined in the Brazilian-American agreement2
