This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.

THIS bulletin presents all analytical and lest methods regularly used by Bureau of Mines laboratories for characterizing coal and coke. To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

It's not news to you that the United States is highly vulnerable to potential problems in supply of critical and strategic metals, and that these metals - chromium, for example - are employed in important bearing alloys. It's also not news to you that there is a significant challenge to improve durability and life of bearing systems which contribute to conservation as well as productivity. The objectives of this workshop are to identify available technologies and opportunities for new technologies in conservation, substitution, and displacement of critical and strategic metals in bearing systems. These considerations are among the most viable options for reducing vulnerability to a cutoff of chromium and other critical metals and action should be taken to identify and develop those technologies now rather than after a crisis is upon us.

The following pages discuss the objectives, the background, the scope and a statement of the problem of the study of methods to improve the pillar extraction practices in underground coal mines. 1. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

This report, the second of a series, presents the results of laboratory corrosion studies which were made in connection with a one-year test on aluminum lease tanks conducted by the United States Bureau of Mines. Part I of the report contains the results of the field teats.5 The studies were made on an oil lease in a so-called "sour district," near Borger, Tag., where free hydrogen sulphide accompanied the production of oil, gas, and salt water. Steel tanks previously used on the lease had suffered severe corrosion, because steel is inherently susceptible to attack by hydrogen sulphide. Because of the high resistivity of aluminum to the action of hydrogen sulphide, it Was believed that this metal had promising possibilities as a material for the construction of lease tanks in "sour districts." The results of the one-year field teat proved that aluminum lease tanks will withstand corrosion by hydrogen sulphide, but it was found that aluminum was susceptible to attack by salt water, which was invariably present in certain portions of the tanks, and that hydrogen sulphide accelerated this salt-water corrosion in an indirect manner, as will be explained hereinafter. In order to study corrosion conditions encountered in the tanks during the test period, a laboratory was maintained at the site of the aluminum lease tanks.

Electroslag melting technologies have recently been developed for recycling light scrap of valuable metals and alloys such as superalloys and oxygen free high conductivity (OFHC) copper at Defence Metallurgical Research Laboratory (DMRL), Hyderabad. Conventionally, electroslag melting processes use consumable electrodes. Because of the difficulty in compaction of scrap into a consumable electrode of satisfactory quality, non-consumable electrodes such as graphite and water-cooled copper have been designed. Electroslag remelting using a water-cooled non-consumable electrode was developed to melt scrap of a nickel base superalloy. Sound ingots with smooth surface finish and properties comparable to vacuum melted superalloys could. be obtained from scrap using this process. A modified electroslag crucible melting process using graphite crucible and graphite electrode was developed for recycling OFHC copper scrap. Copper ingots with less than 10 ppm oxygen and electrical conductivity"" 100% IACS could be produced. The same process was also utilized to produce copper-based alloys such as copper-chromium and copper-titanium starting from copper scrap.

Private equity (PE) firms are comparatively free of mandatory requirements for the level and scope of due diligence applied prior to making investment decisions in minerals projects when compared to listed entities, sovereign funds or financial institutions adopting the Equator Principles (Equator Principles Association, 2013). While this freedom allows for flexibility, agility and innovation in making investment decisions, it can also expose PE firms to material risks that may impact their ability to successfully list the projects or attract later financing.Financial institutions and investors with mandatory due diligence and disclosure standards may refrain from investment in or acquisition of a project if it fails to meet various performance requirements. There are many high-profile projects that have suffered significant write-downs on book value after acquisition because specific non-mining issues were not adequately assessed. Thus, a PE firm may be left with an asset that is difficult to divest and incapable of securing development finance.PE firms can manage this risk by being aware of the growth trend in the adoption of ‘international standards’ in addition to host nation standards and legislative requirements. This paper outlines key issues for PE firms to address to maximise the chances of obtaining funding or successfully taking an exploration or mining project through to listing or divestment. IN A DISCUSSION of use of any material of ?construction in the mining industry, two points of view must 'be kept in mind - that of the producer or manufacturer of mining and metallurgical equipment, and that of the maintenance and operating staff of the mining plant. In the first case, the choice of material of construction is up to the manufacturer and the user of the equipment has little direct say in the matter. However, if materials are badly chosen and the equipment does not function properly, wears out rapidly, or costs too much, repeat orders ?will likely go to a different manufacturer, so that, in the end, the consumer or mine operator does have the final voice. In the case of materials for maintenance work and plant operations, however, .the mill personnel have direct control over purchases and it is then that a well-balanced knowledge of materials, their properties, and their costs, can be directly useful. With all materials of construction, the final criterion is unit cost versus service performance, so that the lowest possible total operational cost will be obtained. Sometimes this means using the cheapest material available, sometimes the most expensive, but in any case careful analysis of service performance, replacement cost, and material cost is essential to determining the material that produces lowest total cost.

Data are presented which show that fractions of varying densities-from the same coals are oxidized at different rates by nitric acid. From oxidation data, the approximate quantity of "bright" and "dull" components may be calculated. Definite relationships between oxidation rate and rank are shown for density fractions from at least two bituminous coals.

"This paper describes a new processing of rare-earth oxide precursor, in which rare-earth carbonate powders are precipitated directly from emulsions of rare-earth loaded carboxylate solutions, using CO2 gas and water. This synthetic route of rare earth carbonate is a combined process of the stripping and precipitation stages in a conventional solvent extraction. Using this technique, lanthanum carbonate and yttrium carbonate were prepared at temperatures of 10 to 80°C and CO2 pressures of 0.1 to 3.0 MPa for 120 min. The rates of carbonate precipitation in a batch autoclave were sensitive to processing parameters such as CO2 pressure, temperature, and organic-phase composition. The particle size distributions of the carbonate powders were markedly dependent on temperature and C02 pressure.IntroductionSolvent extraction is the most appropriate commercial technology for separation and purification of rare earths. In typical commercial processes, the rare earths are stripped from loaded solvent extractants using aqueous solutions of mineral acid. After adjusting the pH of the aqueous strip solution, the rare earths are precipitated as insoluble powders of oxalates or carbonates, from which oxides can be produced by calcination. Such conventional processing can be simplified when the stripping and precipitation stages are combined by emulsifying rare-earth loaded solvent extractant with aqueous oxalic acid solution. It is likely that the single-stage precipitation stripping results in a marked decline in the consumed amounts of precipitating and neutralizing agents, thereby saving on both running and capital costs.Yoon and Doyle1) first demonstrated that oxalate powders of lanthanum and yttrium are directly precipitated from rare-earth loaded carboxylic acid solvent extractant when contacted with aqueous oxalic acid solution at ambient temperature and atmospheric pressure. Yttrium oxalate pow4ers were also prepared by precipitation stripping of di-(2 ethylhexyl) phosphoric acid. (D2EHPA) extractant using oxalic acid-hydrochloric acid solutions. 2) Moreover, neodymium oxalates were directly precipitated from organic solutions of tertiary aliphatic monocarboxylic acid and 2-ethylhexyl phosphonic acid mono-2- ethylhexyl ester using aqueous oxalic acid solutions, and powder characteristics of the resulting oxalates were compared with those of powders by the conventional solvent extraction routes. 3 • 4) Recently, attention has been directed towards the influence of processing parameters on the particle size distributions of yttrium oxalate precipitates. 5)"

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In most exploration or mining grade data-sets, the presence of outliers or extreme values represents a significant challenge to mineral resource estimators. The most common practice is to cap the extreme values at a predefined level. A new capping approach is presented that uses QA/QC coarse duplicate data correlation to predict the real data coefficient of variation (i.e., error-free CV). The cap grade is determined such that the capped data has a CV equal to the predicted CV. The robustness of the approach with regard to original core assay length decisions, departure from lognormality, and capping before or after compositing is assessed using simulated data-sets. Real case studies of gold and nickel deposits are used to compare the proposed approach to the methods most widely used in industry. The new approach is simple and objective. It provides a cap grade that is determined automatically, based on predicted CV, and takes into account the quality of the assay procedure as determined by coarse duplicates correlation.

Boron compounds have been considered for many years as possible additions to iron and steel. A very recent use of boron-steel rods was for the control of neutron intensity in the graphite-uranium pile at the Clinton plutonium plant(130).4/ Norris(129) reports that slags containing boric oxide reduce the ferrous oxide content of steels and thereby the aluminum required for deoxidation. Boron is not considered an alloying element, but minute amounts produce what is often called a "needled" steel. The study of a series of iron-boron alloys by convenient steps, starting with iron containing no boron, indicated that boron was a hardening agent and made the iron very difficult if not impossible to forge. Then came the discovery that very minute traces of boron are quite different from the smallest amount previously thought worthy of study.

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

"INTRODUCTION The Cahaba coal field is the second largest coal—producing area in Alabama. This field underlies parts of Shelby, Jefferson, St. Clair, and Bibb Counties and has an area of about 270 square miles. The Cahaba formations contain a number of coal beds, about 8 of which are mined at present. Although the area contains many folds and faults, samples from various mines and beds indicate that, except for the variation in ash content, the coal from this field is very uniform in character and quality. It is a high-volatile bituminous coal used chiefly for steam-raising purposes and domestic fuel. The coal as mined usually contains too high a percentage of impurities to be marketed without some preparation. The majority of the mines have washing plants in which jigs are the favorite type of equipment, although at some mines tables are used for cleaning the slack sizes. The washing characteristics of the coal from the Cahaba field are very uniform and differ from those of the near-by Warrior field, in that the coarser sizes contain a much lower percentage of bony material than the finer sizes. In general, the bone increases with decrease in size. It breaks into thin flakes, making difficult its elimination in the cleaning process, and gives rise to what is known among the washery operators of the Cahaba field as the ""rash problem.""A previous publication 5 referred to rash from the standpoint of jig operation and suggested some means of handling it with jigs. This report presents the results of table tests on two samples of fine coal from the Thompson and Woodstock beds, respectively, of the Cahaba field to determine the influence of rash on table efficiency.This investigation has been made in connection with the study of coal-washing problems now being conducted by the U.S. Bureau of Mines and the University of Alabama, with the cooperation of the different coal operators of Alabama."

The research conducted previously on Shock-Tunnel Waveform Analysis gave a brief insight into the propagation of a shockwave within a shock-tunnel compared to that of an open air arena test. As a refresher, a shock-tunnel is an energy channeling device used to simulate the effects of a large scale detonation with significantly smaller charge weights; having the ability to conduct tests in this fashion can greatly reduce the costs of testing products.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.
