Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company's Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer's requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system. Introduction If a subject this broad were to be covered in even moderate detail, it would require a set of books about the size of an encyclopedia. Since an acceptable length for this paper is a small fraction of one book, it will have to consist of a few samples of the subjects that I think are the most pertinent to World Fossil Fuel Economics. I plan to discuss the trends in world energy demand, particularly in the U. S. and Europe; the consumption patterns and cost patterns of oil, gas and coal; the prospects of synthetics; and some of the effects of government regulation of fuel economics. World Energy Demands Fig. 1 shows Free World energy consumption by principal areas for the period from 1950 to 1970 and a forecast for the period from 1970 to 1985. These figures include only the measurable forms of energy. An example of energy consumption that is not measured is the wood a peasant might cut in the forest and bum in a fireplace to heat his home. This omission probably is a very small part of the total. This forecast is not identical with that of Wayne E. Glenn (see Page 22), but the differences in total energy consumption are not significant. The U. S. consumption, which was 55 percent of the world total in 1950, had declined to 45 percent by 1970, and is expected to decline further to 38 percent by 1985. Western Europe has consumed 28 percent of the total from 1950 to 1970 and is expected to lose share slightly between 1970 and 1985. The most spectacular gainer is Japan, which increased consumption from 2.5 percent in 1950 to 7.5 percent in 1970, and is expected to reach nearly 17 percent by 1985. The over-all Free World total has grown from 62 quadrillion Btu (equivalent to 29 million B/D of crude oil) in 1950 to 151 quadrillion by 1970, an average growth rate of 4.5 percent/year. This total is expected to grow at a rate of 5 percent/year between now and 1985, reaching 315 quadrillion Btu (equivalent to nearly 150 million B/D). Fig. 2 shows which fuels supplied this energy between 1950 and 1970, and gives an estimate of how it will be supplied between 1970 and 1985.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

Thermodynamic properties of indium oxide (In203) have been studied with a high-temperature galvanic cell employing stabilized zirconia electrolytes. In the temperature range 790° to 1,230° K the free-energy change for the cell reaction 21n(1) + 3Cu20(c) = In203(c) + 6Cu(c) together with the standard free energy of formation of cuprous oxide gives the standard free energy of formation of indium oxide from the elements as ?Gf° = -218.78 + 75.34 X 10-3T ±0.7 kcal/mole. A third-law analysis yields the standard enthalpy of formation: ?Hf°298.15 = -221.5 kcal/mole.

"Seam gas flow in coal mines takes place through a medium which has both capacity and resistance and can therefore be expressed in terms of the basic diffusion equation, provided that the characteristics of the system can be adequately described. It may be possible to lump the variations from point to point in a seam together as an effective diffusivity. The paper discusses the characteristic flow-time patterns for various types of openings and the particular features of coal and seam which influence the diffusivity.Two field experiments are described in which gas make to a heading and to a borehole were measured in a mine for which considerable data on coal sorption properties were available. Incremental gas flow measured from the borehole experiment predicted the actual flow from the heading measurements remarkably well. The effective permeability adjacent to the face was much higher than expected from the properties of the coal. The incremental flow measurements to a horizontal (in-seam) borehole showed a striking picture of advancing 'relaxation' behind the face which is not discernible by other experimental means."

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

The world's population by 2000 A. D. may approximate 6.5 billion and the United States' 304 million. South Asian population increases between 1970 and 2000 A. D. will be triple the projected population of North America. Such anticipated dramatic and probably traumatic increases in world population yield grave concern for the standard of living in the world and the United States. The people of the United States currently consume 32 percent of the world's energy and similarly large percentages of the world's mineral raw materials. With only 6 percent of the present world's population and slightly smaller percentage by 2000 A. D., much expanded world-wide production of energy and raw materials will be required to maintain even a standstill living standard. A minimal 2 percent increase per year in the standard of living in the United States and a 4 percent increase elsewhere in the world, beyond the demands of the estimated population increases, suggest the magnitude of the increased need for energy-mineral raw materials and the possible crises the world will face in these areas by 2000 A. D. Mineral engineers and scientists with broad educational backgrounds will be required in greatly increased numbers to help alleviate, and possibly avert, expected energy-mineral raw materials shortages of the next millenium. Explorationists, mineral engineers, commodity economists, environmentalists, city, county, state, and federal mineral materials planners and coordinators, and metallurgists will be among those most needed. AIME membership in the second century of the Institute's history will contribute directly to this personnel pool.

Low-temperature heat capacities, high-temperature enthalpy increments, and the enthalpy of formation at 298° K were determined calorimetrically for vanadium subnitride (VN0.465). The low-temperature investigation gave S°298.15 = 6.379 ±0.005 cal/deg mole, and a combustion calorimeter investiga¬tion provided ?Hf°298.15 = -31.80 ±0.60 kcal/mole. The two quantities were combined with the high-temperature data to give standard values of enthalpies of formation and free energies of formation above 298° K. These and related thermodynamic functions were tabulated to 1,800° K. Similar data are included in the range of 298° to 1,600° K for the mononitride, VN.

During 1964 and 1965 a mineral exploration program was carried out over an area of approximately 250 square miles, located in the Anvil-Vangorda Creek area of east central Yukon, 125 miles northwest of Whitehorse. The Vangorda deposit, a massive lead-zinc sulphide body discovered in 1953, was centred in the area proposed for exploration, a northwest trending belt located between the southwestern flank of the Anvil Range and Pelly River. Exploration for base metals in the remote Anvil area had previously been restricted by poor metal markets in the late 1950's. Regional geologic information was also limited except for publication of a scale 1 inch to 4 mile map by the Geological Survey of Canada in 1961. To effectively explore this area, a combination of geophysical and geochemical methods were essential due to extensive overburden cover varying in depth from a few feet to over 300 feet. (Figure (i) Key Map) Dynasty Explorations initiated the first comprehensive regional exploration program in the Anvil area, utilizing saturation prospecting methods employing geologic, geochemical and geophysical methods. The program involved an approach demanding continual modification of technical and physical logistics. After a total of 12 months of field work involving an expenditure of approximately $450,00, massive sulphides were discovered which subsequently proved to be an economic orebody. Thirteen properties had been acquired and explored. Ten separate geophysical anomalies had been outlined by a combination of magnetic, electric and gravimetric survey techniques of which five were tested by rotary drilling and two by diamond core drilling. The discovery of the Faro deposit was a direct result of this program.

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world's largest. "Special salt protection rings containing a water-swell• able, polymeric sealant are in successful operation in Canadian potash shafts. Installed above the Prairie Evaporite salt formation at a depth of 3,000 feet, the sealant is preventing formation water migration into the salt and pressure build-up on the concrete lining of both production and service shafts. The salt protection rings are not under the hydrostatic pressure of the formation water.The chemical sealant in use has the unique property of imbibing water and swelling. •Therefore, any water at• tempting to flow by the seal ring actually produces a tighter seal.The purpose of this paper is to discuss the sealant and its properties and uses. Installation of the material and its operation in two Canadian mine shafts is described."

This Bureau of Mines publication considers the feasibility of augmenting the present transportation system by pipelining taconite concentrates from the Mesabi Range to the Chicago area. The cost of pipelining in the hypothetical system using water as the carrier is estimated to be between $3.66 and $3.97 per long ton. This appears competitive with the 1970 rail-vessel transportation rate of $4.08 even after allowing a few cents per ton for barging from the terminal to existing furnaces. Political obstacles requiring solution before such a pipeline could be built and the feasibility of using crude oil as the carrier fluid are also discussed. FORTRAN routines used to calculate unit transportation cost for specific estimated values of cost items and for a range of values are presented. The effect of deviations from estimated values of cost items on the total unit transportation cost are shown graphically.

A preliminary survey was performed to investigate the impregnation of relatively weak, porous volcanic tuff and a relatively strong, dense sandstone with five different monomers. Increases in compressive strengths by factors of 2 to 5, and elastic moduli by factors of 2 to 3.5, are reported for natural rocks (tuff., sandstone, dacite), which were impregnated with five monomers (methyl methacrylate; chlorostyrene; 40 percent TMPTMA-60 percent styrene; 40 percent TMPTMA-60 percent chlorostyrene; 60 percent polyester-40 percent styrene); polymerization took place after monomers were forced into the rock. Impregnation was performed (1) by pressurizing rock specimens from one end, or (2) by a vacuum-soak operation. Polymerization was accomplished by either radiation or chemical initiation techniques. Strength improvement is dependent on (1) the type of monomer used, (2) the amount of polymer incorporated into the rock, and (3) the degree of water saturation of the rock. Water saturation strongly reduced the effectiveness of the method for the polymer systems tested. The more viscous monomers (for example, 60 percent polyester-40 percent styrene) were more effective in displacing the water from the rock, and compressive strengths of wet rock were doubled with these systems. Water saturations ranging from 25 to 100 percent of maximum saturation gave essentially identical results. Further tests on other types of mine rock; including shale and coal, are planned. Water-compatible polymer systems should be developed, or present systems should be suitably modified. For application to tunnel stabilization, design studies evaluating the improvement in rock strength and its influence on the support system are also recommended.

In galena flotation, lead ethyl xanthate, Pb(EtX)2, is precipitated and is physically adsorbed in the form of multilayers on the chemically adsorbed first layer of Pb(EtX). 1,2) The solid particles are coated with layers of Pb(EtX)2 in heterogeneous manner over surface areas possessing both anodic and cathodic character (3,4) It is anticipated that the mode of formation of Pb(EtX)2 and the number of ions present, together with stable or unstable by-product species, have great influence on the surface characteristics of galena. The information obtained from a study of these parameters may have important practical applications in flotation. Lead ethyl xanthate is sparingly soluble in water. The metal and xanthate ions released to the aqueous solution during its dissolution undergo various types of reactions depending upon the pH values of the system. Extensive work (5,6) has been carried out to elucidate the mechanism involved in acid decomposition of xanthate ions. Different decomposition paths (7,8) have been proposed for the hydrolytic decomposition of xanthate in neutral and alkaline solutions, The concentrations of lead ions vary due to a number of chemical reactions, regulated by the pH and the temperature of the bulk phase. The hydrophobic character of Pb(EtX)2 may change with the nature of chemical reactions. Some of the numerous by-product species in solution may adsorb on the solid and change the properties of surface film either favourably or adversely. The flotation performance of galena, therefore, may depend to a considerable extent on the physical and chemical stabil¬ity of Pb(EtX)2 layers. Since little work has been reported in literature dealing with the stability of Pb(EtX)2 and its correlation with the flotation of galena, attempts have been made In this study to evaluate the behaviour of freshly formed Pb(EtX)2 in aqueous systems at various pH values.

A centennial meeting should be a time to take stock, to evaluate performance, to plan ahead. It is like a line in a televised commercial that goes, "You've come a long way to get where you've got to today." And no less should be said of the mining and energy industries. We have come a long way. A hundred years ago when AIME was founded, this country produced 23 million tons of bituminous coal and 5.2 million bbl of oil. The figures in 1970 were about 580 million tons of coal and 4.1 billion bbl of oil. In spite of such accomplishments, serious and compelling voices are heard in the land - doubting sincerity, questioning corporate structures, and challenging ethics. Those doubts are raised in one part of Washington at the same time that other sections of the Capitol are asking us to produce more energy in order to keep up with population growth, emerging nations, and new technologies. Those of us in the fuel or energy business frequently talk about the race for energy. The question is, can we develop enough energy fast enough to outdistance our present and increasing demands? Recently I heard of an incident that - in an odd way - caused me to think of the energy race. The incident involved a sky-diver who jumped from an airplane without a parachute. He was handed a chute in mid-air by a sky-diving companion. He put it on, opened it, and landed safely. In a way, it seems to me that our society is hurtling through space and that it needs some help from the energy industries to land safely. We're doing our best, but under some rather difficult conditions. Because of illegal strikes and work stoppages the coal parachute is snarled a bit. The cut in percentage depletion and other tax changes have put some holes in the oil parachute. And the gas ´'chute has been in trouble for some time because of unrealistic controls on producer prices. The irony of the situation is that some of the very people who have been taking potshots at the energy parachutes for a long time are the ones who are complaining loudest now because the 'chutes are not functioning the way they could. The safety of the entire nation can depend on the energy industries.

"Before getting into more specific aspects of my talk today I should put in one disclaimer - one week in Mainland China and one day with Premier Kosygin does not make me an expert on Sino-Soviet affairs nor on Canadian-Chinese relations. Perhaps though there is a message in the fact that one meeting took place in relative openness in China and the other was at least partly in a bullet-proof limousine in Canada. I thought it might be interesting and appropriate to explain something of the forest industry to you who are engaged in the mining industry. Our industry, like yours, is based on a natural resource and the basic activity that we engage in is the extraction and conversion of that resource into saleable materials. However, the fundamental difference between our industries is that our resource is on top of the ground - easily visible and easily measurable, whereas yours is under the ground - difficult to find and, having been found, expensive to measure. A second difference is that ours is renewable while yours is extractive, and you must keep finding more to keep up reserves."

The effect of pH on the adsorption of dodecylamine at the mercury-aqueous solution interface was investigated by differential capacity and electrocapillary measurements. With dodecylammonium acetate, the differential capacity curves showed two desorption peaks in the cathodic branch with their relative intensities varying with the solution pH. With dodecyltrimethylammonium chloride, only one cathodic de-sorption peak was observed in the same pH range. Through thermodynamic analysis of the electrocapillary curves, the adsorption density of undissociated amine was evaluated separately from that of aminium ion. The adsorption densities of the un-dissociated amine and of the total amine increased with increasing pH. The ratio at the interface of undissociated amine to aminium ion was several orders of magnitude greater than the ratio in the solution and increased with increasing pH. The potential at the closest distance of approach of counter ions to the mercury surface was compared with values of zeta potential on quartz previously reported. The most important variable in the flotation separation of minerals is probably the pH of the pulp, and a number of theories have been proposed to explain its effect on the condition of the mineral surfaces, on the dissociation of collectors and of inorganic and organic species (accidentally present or intentionally added) in the pulp, and on the mineral-collector interaction. In the development of a theoretical background for oxide flotation systems, an experimental approach based on electrokinetic measurements has been of much value, although the effect of pH becomes confounded since it governs both the electrochemical conditions of the oxide surface and the dissociation of the collector. For investigation of the adsorption behavior of long-chain collectors on oxide minerals, however, electrokinetic potential measurements are the most widely used technique. Hydrogen and hydroxyl ions are found to be the potential determining species, thereby governing the interfacial electrical conditions. The electrostatic interaction between the charged mineral surfaces and ionized collectors is regarded as the driving force for the adsorption of the collectors. An association of alkylamine collectors adsorbed on quartz surfaces has been postulated from streaming potential measurements, and a term "hemi-micelles" has been proposed.' The possibilities of coad-sorption of undissociated amine along with aminium ion has been inferred from contact angle measurements? and from adsorption studies.~ Electrochemical titration as applied to silver sulfide provides a more quantitative approach to the analysis of the electrical double layer at an ionic solid-solution interfaceqG and the electrochemical evidence for the adsorption of amine at pH 4.7 indicates a specific affinity of dodecylammonium ion towards silver sulfide surfaces, whereas at pH 9.2 the adsorbed species might be free arnine." A combination of differential capacity and electrocapillary measurements on a dropping mercury electrode was reported to be a sensitive method of provid- ing reliable information on the adsorption behavior of dodecylammonium acetate (DAA) at a natural (near neutral) pH.? It was also shown that there were striking similarities in the properties of the double layer and in the adsorption behavior of the amine on mercury and on such ionic solids as quartz, silver sulfide, and silver iodide. The effect of pH on the differential capacity curves at a mercury-sodium fluoride solution interface has been investigated by Austin and Parsonss who reported that between pH 7 and pH 11 there was very little effect. In the present paper, the adsorption behavior of DAA was investigated as a function of pH through differential capacity and electrocapillary measurements and the information gathered was correlated with that available in literature on quartz and silver sulfide. Experimental The apparatus and the method used for determining the differential capacity and the electrocapillary curves were identical to those described previously.' The ionic strength of the supporting electrolyte was fixed at 0.1 M with potassium fluoride, and the pH of the solution with potassium hydroxide. Only the neutral to alkaline range was covered in order to avoid the dissolution of the glass vessel with hydrofluoric acid. Results In Fig. 1 the differential capacity has been plotted against the applied potential at a DAA concentration of 10-' M at three different pH values. The curves are characterized by one capacity peak in the anodic branch, by two capacity peaks in the cathodic branch, and by a marked depression in capacity between the peaks. The depression indicates an adsorption of the arnine in this potential range. One of the cathodic peaks appears at pH 7.3 near -1.4 v and decreases with increasing pH. The other appears at pH 8.9 near —1.2 v and increases with increasing pH. At pH 9.6 only the latter peak is observed. Beyond the cathodic peaks, all the curves tend to converge with the curve in the absence of DAA, implying that two different species are being desorbed in this potential region. The anodic peak near 0.0 v increases markedly with increasing pH. The well-defined anodic peaks at pH 8.9 and 9.6 were accompanied by an appreciable increase in the current flow (in excess of O.luA), and, therefore, is a "pseudo-capacity"'" due to a
