The Federal Coal Mine Health and Safety Act of 1969 had far reaching effects upon many aspects of mining, ventilation being no exception. In this paper, good ventilation procedures are briefly reviewed, and attention is focused on the changes brought about by the new Act. By way of illustration the ventilation system for a typical Pittsburgh Block system is developed and the requirements of the fan determined. This is then solved by an available computer program, and the application is evaluated. Figure 1 represents a projected system for a coal property 1 by 3 miles in plan at a depth of 1000 feet with a coal thickness of 6 feet and desired daily tonnage of approximately 7200 tons on a two-shift basis. Only one half of the mine is shown (north area) with a mirror image mining arrangement to be developed concurrently for the south area. Six working units are projected, three in each area, one on pillar extraction, another developing panel entries and a third on main entry development. A two-split system is used for each working section so that the continuous miner and bolting crews each have a separate split of air, and no equipment need pass through a line brattice. The old requirement of 6000 cfm at the last open crosscut has been increased to 9000 cfm, and for the first time a minimum quantity (3000 cfm) is stipulated at the face thus requiring either line brattice or an auxiliary fan. With the respirable dust requirement limited to 3 mg/m3, the use of a blower system is precluded and exhaust systems are virtually the only choice. Maintaining the line brattice within 10 feet of the working face at all times as required by the new law has a definite effect on the mining cycle and is most difficult at best. In the highly gaseous Pittsburgh seam located in south-western Pennsylvania and northern West Virginia quantities of 20,000 cfm per split are not uncommon to maintain the methane percentage below the required l%

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. The objective of this investigation was to determine minimum air velocities and entrainment rates for coal and rock dust dispersion in wind tunnel experiments under conditions that simulate dispersion from surfaces in coal mines where airflows are induced by weak gas explosions. Dust deposits were bed-or ridge-shaped; particle sizes were 6 to 80 microns (cohesive deposits) or 100 to 150 microns (free-flowing deposits); and wind tunnels were 7.62 cm wide by 5.08 cm high by 300 cm long, and 2.4 m wide by 1.5 m high by 215 m long. The investigation showed that minimum air velocities (directed at mid-height) of separate, layered, or mixed piles of coal dust and rock dust were within the range 5 to 30 m/sec, independent of size of wind tunnel. This finding considerably facilitates scaling of data to mine-size passageways. Free-flowing deposits dispersed relatively slowly by single-particle detachment; cohesive dusts dispersed faster by the breaking and lifting of large clumps along weak failure flames; particle dispersion occurred in flight. Layered or mixed deposits of coal and rock dust did not disperse selectively. Semiempirical expressions were derived relating minimum air velocities and dispersion rates to dust-pile geometry, cohesion, porosity, and bulk density.

Enormous quantities of organic wastes are produced each year in the United States. The total amount is in excess of 2 billion tons and at least 880 million tons of this is moisture- and ash-free organic material (dry organic solids), representing a potential energy source of significant magnitude that is not being utilized. Bureau of Mines scientists have developed methods for converting these wastes to convenient energy forms. This report itemizes and evaluates for the first time in detail the quantities and sources of moisture- and ash-free organic material contained in manure, urban refuse, industrial wastes, sewage solids, and agricultural wastes in the United States. Furthermore, estimates are presented for amounts of organic wastes collected or concentrated. The potential for fuel, either oil or gas, from both the total organic wastes generated and those collected or concentrated is also estimated.

Contract No. H0110929 was awarded by the U.S. Bureau of Mines in February, 1971, to DeTer Company, Incorporated, of Mountain Lakes, N. J. The contract provided for the modification of the contractor's Model 5000 Pressure Foam Generator to fit it for the suppression of coal dust in mines, a detailed testing program in a working coal mine, and for additional modifications and testing for the suppression of fires in coal mines. The contractual program was completed in April, 1972. The results of the dust suppression tests showed conclusively that the modified DeTer equipment effectively reduced the level of respirable dust in a working coal mine well below the present and future acceptable levels set by the Mine Health and Safety Act of 1969. The fire tests, carried out in a simulated mine entryway erected on the surface, demonstrated the ability of the DeTer equipment in suppressing fires of varying degrees of severity within an acceptably short time.

An investigation of several trace elements distributed among sulfide minerals from deposits located in the southeastern United States was conducted. The deposits investigated are distributed within both the Blue Ridge Province and the Piedmont Province, which are contiguous geographic provinces. Twenty five deposits were examined;' eleven in the Blue Ridge Province and fourteen in the Piedmont Province. Figure 1 shows the locations of deposits investigated. In the deposits investigated, the mineral phases examined were pyrite, pyrrhotite, chalcopyrite, and sphalerite. These phases were chosen because of their relatively widespread occurrence, although no pyrrhotite was seen in the Piedmont Province. A total of 116 polished surfaces of ores were prepared, and mineral phases were collected from these surfaces for analysis. Samples were analyzed for cobalt, nickel, manganese, lead, tin, chromium, molybdenum, and gold. A total of 372 analyses were made. Trace elements were determined by atomic absorption spectrophotometry following standard procedures. In this study, trace elements are defined as those elements which are present in the mineral but which do not affect the chemical formula for that mineral. Lead is considered as a trace element only in ores where little or no lead sulfide could be identified as a distinct mineral phase.

The Bureau of Mines has long been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts, the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions1 issued by the Bureau of Mines, and the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. The Government, with the exception of the Tennessee Valley Authority, purchased approximately 5.5 million tons of coal in fiscal year 1971. In connection with these purchases, the Bureau analyzed 4,366 samples. These are published (table 1) for the use of Government officials and the public. Such analyses of delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years. These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today.

The fluidized solids technique for the calcination of phosphate rock has been well established for over 10 years. This paper is intended to review the recent performance of many of the Dorr-Oliver FluoSolids* calciners. In addition, design features of these three compartment refrac¬tory construction reactors will be described and a comparison made with fuel requirements for single compartment calcination. Also presented will be certain, aspects of the use of the rock including a discussion of non sulfate sulfur in the rock. A system is described for producing a blended mixture of calcined and uncalcined rock.

"What is new in air compressors? A good deal - the designers have been keeping pace with technical developments in related fields and also contributing new techniques of their own. Plant reliability no longer requires bulky slow-speed machines. Even the reciprocating machines, which still provide the most efficient method of compressing air, have been greatly reduced in size and installation cost for a given capacity rating. New materials and fabrication techniques are being used, by most manufacturers, to produce less costly plants in total. Many packaged plants are available, which generally means a more complete assembly for shipment. This type of construction offers savings in handling and erection costs at the site. A warning is in order, however - the extent of packaging in any given plant should be investigated carefully to determine what is included and just what field costs can be realized. A suggested specification has been offered for consideration when studying comparative costs. Rotating machines intrigue many because of their potential as regard fewer wearing parts, higher speeds and hence smaller units, utilizing less expensive drivers, and lack of contamination of the compressed air by lubricants. The inherent shortcomings of these machines - lower •efficiency and capacity control - have been much improved lately, and this type of plant is now becoming quite popular. Noise control, of much concern to everyone, is another development that has received considerable attention.Systems for efficient capacity control and continuous monitoring of compressor operation offer additional reliability and low-cost operation of the modern compressed air plant. Accessory equipment and its effect on over-all plant operation is also considered."

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. A solvent extraction procedure was developed on a laboratory scale for recovering trisodium phosphate, zinc, and iron from waste phosphate sludge as separate products. The sludge was dissolved in hydrochloric acid, and iron was extracted as ferric chloride by isopropyl ether. Zinc was extracted by di-2-ethylhexyl phosphoric acid in kerosine. The efficiencies of the one-and two-stage extractions ranged from 98 to nearly 100 percent. Trisodium phosphate was recovered by crystallization from the raffinate. The value of two marketable products is considerably more than than the costs of the major reagent. The process was developed to permit recycling of values in this waste and to consequently reduce stream pollution from this source.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. Through continuing studies of the various processes and subprocesses as the pilot plant program continues, optimums will be discerned. These will serve as

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

As we are all well aware, the demand for coal is increasing very rapidly. This makes the coal industry one of great opportunity for both the miner and the-supplier. Up until the middle 1960's, the price of coal had been one of the most stable of all commodities for the proceeding fifty years. In somewhat oversimplified terms this was because the inflationary tendencies had been offset by improved mine techniques and more efficient, more productive, and more reliable equipment; but, in the last seven years the price of coal has doubled. It is not the intent of this paper to discuss the many reasons for this price increase, but to show how the cost of hauling coal can be sharply decreased with a new truck concept. Not long ago a mining executive stated that all haulage trucks now available are basically the same. They look the same; they cost about the same; they have the same engine, power train, and tires; and, they have about the same operating cost. Truck size has increased which has reduced the number of drivers, but the purchase price and maintenance and repair costs have increased proportionally. Pits must be widened and loading shovels enlarged, out, all this has not reduced the cost of moving coal. Another executive said that he saw no advantage in buying new trucks because his people now know how to maintain and operate the ones they presently have. They have all the right spare parts along with a good maintenance program. Most replaceable parts of the trucks now in operation have been replaced and improved at least once and the trucks are now running better than when they were new. Besides, the trucks are no pretty well written off.

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. Preliminary results of an experiment in seismic holography indicate that the techniques of acoustical holography may be successfully used with seismic waves to determine the size and general shape of underground objects. This experiment was carried out under field conditions on a moderately large scale compared with the typical laboratory experiments in acoustical holography. The object to be mapped was a 100-foot-diameter, spherical, low-velocity zone of explosively fractured rock in oil shale at an average depth of 80 feet. The seismic wavelength of the Fourier component wave used in making the seismic holograms was 50 feet at a frequency of 140 cps. The hologram sampling aperture was 226 feet square and was sampled by 441 geophones in a 21 by 21 rectangular array. One novel aspect of the experiment was the use of a wide-band polychromatic explosive source of seismic waves rather than a narrow-band quasi-monochromatic vibrator source. A successful laser reconstruction of the object image from a lensless Fourier-transform hologram in the form of a 5/l6-inch-square photographic transparency is illustrated. The size of the underground object measured from the laser reconstruction of the object and the size inferred from a knowledge of the amount of explosives used to fracture the site and the tensile strength of the oil shale are found to agree.

This work was done by the Bureau of Mines to provide quarry operators with an uncomplicated, first-approximation method for designing blast patterns, considering geologic structure, and to show the valid use of the technique by comparing drill and blast pattern dimensions used in the quarry with those determined by the presented method. The author visited 12 limestone and dolomite quarries in Ohio (Adam, Crawford, and Highland Counties), Wisconsin (Milwaukee, Racine, and Waukesha Counties), and Minnesota (Fillmore, Olmsted, and Wabasha Counties); observed the blasting practices; studied the major geologic features; and after discussion with the quarry managers, foremen, and blasters, compared the quarry blasting patterns with those as calculated by the empirical formulas (after R. L. Ash), with geologic structural considerations. When geologic structure such as bedding, jointing, folding, and caves, as well as explosive properties and field performance characteristics are accounted for in a manner suggested by the research, the presented empirical formulas may be used as a good first approximation. The included steps in planning a blast design and generalized blast patterns should be of help to the quarry operator. Design changes are recommended for those quarries where problems are occurring.
