A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain t did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

For the last 4 years political leaders have found a new subject on which they can safely generalize wihout creating opposition. That subject is commodity prices. Since the four-fold increase in OPEC crude oil prices, public attention has focussed as never before on the subject of commodity prices. To advocate stabilizing commodity prices is akin to supporting motherhood or peace or better schooling. Everyone gives lip service to the concept that stable commodity prices are desirable. It is easier to state the principle than to achieve it. Prices that are stable in terms of one currency may be clearly unstable in terms of a different currency. This has become a troublesome matter since 1971, when the world's leading trading currencies were set free to float in relation to each other. To illustrate: consider copper prices in the interval between the end of 1974 and the end of 1977. During those 3 years, the copper price in pounds sterling on the London Metal Exchange rose by 25 per cent. During that period, however, in terms of the USA dollar equivalent, the price was unchanged. And during that period, in terms of the German mark equivalent the price shrank by 13 per cent while the Japanese yen equivalent fell by 20 per cent. Thus a price that appears stable in dollars, rose in terms of pounds sterling and fell in terms of marks and yen. Had this result been achieved as a consequence of an international effort to stabilize prices, an American would have said the effort was successful. An Englishman would have said it had failed to prevent a price rise. And a German or a Japanese consumer would have been happy to have covered his copper needs at a lower cost in terms of his own currency.

The oil embargo and increasing disillusionment with nu- clear power have put this country's abundant coal reserves in growing demand. Both the government and industry are looking toward increased coal mining, and with this goes an increased interest in new and advanced methods of coal utilization. One advanced coal system stands out among the rest-magnetohydrodynamics (MHD). Its high efficiency, strong probability of sulfur dioxide control, and limited consumption of cooling water place MHD in a unique position to help the power generation industry. Another point in MHD's favor is the capital costs of operation, which are lower than those of other advanced technologies. However, initial costs are higher and realization of a commercial MHD plant in this country may be more than a decade away.

The current status of the US lead and zinc industries was reviewed by J. G. McCullough, president of Amax Lead and Zinc Inc. He reported that in the US, lead and zinc are separate industries because of the nature of mineralization. The large Mississippi-type zinc deposits are practically lead-free, and while the new lead belt in Missouri has some zinc content, it does not have the same favorable economic impact as in the complex massive sulfide ore bodies being developed elsewhere.

Lead-zinc production in Canada accounted for 19% of the total value of metals and minerals produced in 1976, says Keith C. Hendrick, president of Noranda Sides Corp. Mine production of recoverable zinc w as 1. 158 million toils of 27.4% of free world production in 1976. Slab zinc pro¬duction was placed at 472,000 tons that year. Canadian mine production of recoverable lead was 247,000 tons or 10.6% of the free world production. Refined lead that year was at 177,000 tons.

Earth bottom thickeners are generally considered to be the lowest cost solution for thickener bottom construction presently available to the mining industry. In addition to the capital cost advantage, these basins have proven to be watertight structures providing trouble-free operation for indefinite periods of time. During the past 15 years, some 18 of these thickeners have entered service with no particular problems encountered in porphyry copper operations, counter-current decantation in a gold cyanide plant, and other similar applications in mineral processing. In the course of this work, technological advances have been realized in the procedures for engineering and construction of these units to assure watertight basins and achieve all possible economies in construction.

FOREWOHD-Americans have been able to create wealth from the nation's natural resources to an extent unprecedented in recorded history, thanks largely to the existence of a free market and of a rational body of laws. The General Mining Law of 1872, for instance, by establishing the rules of the game, was quite effective in channeling the ability of Americans to discover and develop mineral deposits. Another example was the Mineral Leasing Act of 1920 which made available the more easily discovered mineral deposits by spelling out the conditions and rules under which miners could obtain leases on federal lands.

Noise control of existing pneumatic drills is difficult and runs into cost, performance and weight penalties. A need exists for a start-from-scratch approach for quiet pneumatic rock drills. The designs based on Leavell Principles which has been successfully used in demonstrating a quiet and vibration free paving breaker, is the concept chosen here. This report shows the feasibility of a quiet stoper for drilling roof bolt holes in coal mines. The work is directly applicable to pneumatic percussive rock drills. The report shows an oscillator based on patented Leavell concepts which results in a vibration free tool and noiseless exhaust. Dynamics of the oscilator is analyzed. Independant rotation of drill rod is provided by an air motor (screw expander) and flushing of cuttings is accomplished by an air ejector in a compact lower housing. The feasibility of no exhaust noise, low drill machine noise, and vibration free casing is discussed.

Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.

The discovery of the New Lead Belt in the mid-'50s began a search for mill design criteria that is continuously updated. The opportunity to design, construct, and operate four new mills in the span of 20 years provided fertile areas for new concepts. The central theme for design parameters encompassed simplicity, functional, and economic consideration. Ore characteristics for each plant remained relatively constant, providing stable criteria for grinding circuits. Bond index nominally 10-12. Flotation circuit parameters were based upon power application with 10-20% excess capacity built-in to protect recovery. Newer equipment exhibits greater power application efficiency lowering horsepower requirements per ton. Instrumentation was installed to stabilize circuits, protect equipment, and improve products. With ever increasing requirements of higher quality products, environmental considerations, and operating cost pressures, the upgrading of operating procedures is in a constant state of flux. Installation of more efficient equipment, chemical processing, or any other technique would be considered as feasible. Current practice is for St. Joe to design and engineer in-house its own plant design. The exception being detailing of structural steel. It is felt that familiarity with past design criteria serves as a valuable foundation to incorporate changes. Also, direct contact with operator provides specific data, and feedback for constructive criticism that is utilized for defining and correcting problems. The results are in reality an operator's plant with the benefit of advancing technology that meets the demands for improved products without sacrificing the economies of throughput or recovery.

Subsidence movements have damaged houses, schools, streets, and public utility lines in some undermined sections of Belleville and Maryville, Ill. In cooperation with local officials and the State of Illinois, the Interior Department's Bureau of Mines is sharing experience in backfilling abandoned coal mines to demonstrate that bituminous coal mine workings in south-western Illinois can be successfully backfilled and subsidence-prone areas stabilized. Subsurface investigations revealed that mine workings are dry and underlain by underclay deposits susceptible to instability upon wetting. Backfilling will therefore be accomplished by pneumatic injection instead of the hydraulic methods used in previous subsidence-control projects.

This paper describes the concentration processes of the Sullivan. Concentrator, including crushing , transportation, sink-float, grinding , flotation and dewatering. Handling of hot muck has had a deleterious effect on most of the processes, resulting in significant operating problems and poorer metallurgy. These problems are described -in detail. THE SULLIVAN CONCENTRATOR is situated in Kimberley, high up in the Purcell Range of the Selkirk Mountains, at an elevation of 3,600 feet, approximately 4 miles from the Sullivan Mine (see Fig. 1). The original plant went on stream on August 23, 1923 at a designed capacity of 2,500 tons per day. This has been increased in stages to its present rated capacity of 11,000 tons per day. The latest stage was in 1949, when several major projects, including the underground crushing plant, the sink-float plant and the installation of a rod mill, were completed. Some 112,800,000 tons of ore have been treated in this concentrator to November 1975. The plant started on a 48-hour/ week schedule, but was reduced to 44 hours/week in October 1946 and down to 40 hours/week by the end of 1949. Except for a 6-month period in 1952 when the mill operated continuously, the 40-hour/week, Monday to Friday schedule was in effect.
