Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

The function of a process mineralogist in the operation of a copper mine and plant is to assist in the identification and classification of the operation's main throughput. These include ore, concentrates, slag and matte, and to a lesser extent, refined products. In addition, a number of other products not normally thought of in association with mineralogy are examined. These include scales from submersible pumps, failed boiler tubes, acid plant, and shaft furnace; characterization of inclusions in failed compressor gear teeth as well as in copper rod; and flue dusts from a smelter, air transported particulates and coatings on passive copper anodes in the refinery. Techniques and equipment required for these studies include simple hand magnets to the high intensity Isodynamic separator, visual examination to electron microscopes, x-ray equipment, DTA, IR, heavy liquid separation, and contracted services of custom laboratories. Several examined products from Magma Copper Company have been selected to illustrate the range of techniques and equipment required by a process mineralogist.

Lower the respirable dust exposure of longwall shearer operators by use of a modified head to tail cutting sequence. Approach Modify the cutting sequence of double-drum shearer operations cutting unidirectionally head to tail, so that the tailgate drum is used to mine the entire coal face except when cutting out at the head. This approach would place the primary dust generating source, the cutting action of the drum, on the return air side of both shearer operators. How It Works Currently, 75% of the double-drum shearers in operation employ a unidirectional cutting sequence. On half of these operations, the primary cut is taken as the shearer travels from the headgate to tailgate ends of the face, with roof support to be advanced on the intake air side of the shearer. Typically, the leading (tailgate) drum is taking a full cut during the head to tail pass and the trailing (headgate) drum is cutting bottom coal. In this mode of operation, the dust generated by the trailing (headgate) drum can spread out into the walkway, and increase the respirable dust exposure of both head and taildrum operators. As an alternative, if the trailing drum is "free wheeling" or cutting minimal coal during the head to tail cut, and bottom coal taken by the tailgate drum during the tail to head clean-up pass, both operators are able to work on the intake air side of the primary dust generating source (drum) except when cutting out at the head. This modified cutting sequence would save wear on the conveyor and help to eliminate overloads, as well as reduce the respirable dust exposure of both shearer operators. This modifcation is only applicable to long-wail operations currently cutting unidirectional head to tail, and to those operations where this unidirectional cut would not produce operating constraints.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

INTRODUCTION The Washington Metropolitan Area Transit Authority's (WMATA's) rapid transit system, Metro, ultimately will comprise 162.5 km (101 miles) of line divided among 10 routes. As shown in Figure 1, about 24 km (15 miles) of the system will consist of mined rock tunnels distributed along the A, B, C and K Routes. The structural construction contracts for all of the A, C and K Route rock tunnels are complete and trains are running in about one-third of them. A contract for construction of rock tunnel section B-9, the southernmost third of the B Route, was awarded on June 27, 1980. The final design of Sections B-10 and B-lla, the remainder of the rock tunnel portions of the B Route and the Metro system, are well advanced and should be under con¬struction by 1982. Of Metro's 87 stations, 11 will have been constructed by mining in solid rock, a not inconsiderable achievement, since each structure must be over 183 m (600 feet) long, wide enough to accommodate two trains and one or two passenger platforms, and high enough to achieve a stable arching action without encumbering columns. With the passage of years, some original priorities have been reordered, and ways have been sought to streamline and simplify this most complex of Metro structures without grossly violating the architectural standards that make it unique. This paper will summarize that search, and describe the design and construction aspects of the resulting product, the dual chamber rock tunnel station.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSS systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

In addition, dewatering is seldom complete because of aquifer irregularities and an operator's natural reluctance to start a costly study program, provision of wells, and pumping long before mining begins. In some cases, water pumped from the mine is used in treatment. This use is suggested as a way to minimize effluent effects. The true objective of water supply, however, is to provide water of satisfactory quality at the rate needed and at the least cost. Pumping to permit efficient mining isn't likely to coincide strictly with that objective during much of the mine life. The history of mining is replete with efforts, some highly ingenious, to control mine water. Methods that might be used to tackle the challenge Operators of wet mines are faced with both obvious pumping costs and some unquantified water costs. It is possible to reduce both types of costs, generally by reducing inflow to the mine area-and a surprising number of methods have been used to do this. Both the obvious and unquantified costs at a wet mine are now multiplied by: •Increasing costs of power, labor, equipment, and supplies; •Work at greater depth and, in some cases, in wetter ground; •Increasing use of hydraulic fill; and •Increasing zeal in protection of surface and groundwater quality. There are many easily overlooked ways in which mine water may add to hazards and costs (Loofbourow, 1973). As to their importance, consider these examples: •Increased maintenance of equipment, tires, roads, and ditches; •Increased difficulty in supplying proper ventilation; •Increased hazards from ice and use of electric power; • Loss of friable ore minerals and fines stuck on conveyances and in chutes; •Need to use more expensive methods and explosives; and •Decrease productivity of equipment and personnel. Expressed as cost per unit of ore produced, these unquantified costs can be high. Ideally, advanced dewatering should eliminate most of them. Advanced dewatering is a highly effective water control method, but it isn't problem free. Mines in ideal ground for advanced dewatering are most unusual. To be effective, water must be pumped at a comparatively high rate for a period longer than the life of the mine, from below mining depth. Effects on both groundwater and surface water are likely to be drastic. of increasing mine water costs are listed in the accompanying table. Ten groups of possible methods are cited. Most have been demonstrated in mining; two are known from industries other than mining.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. Indian tribes own a substantial portion of the West&apos;s minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

This supplement to the final report is a collection of interim and monthly reports and working memoranda prepared during the course of this program to document the progress, methods and results of the work. The supplement is divided into the self-contained sections briefly described below. I. SELECTED MONTHLY TECHNICAL LETTER REPORTS - This section is a collection of selected monthly technical letter reports that briefly summarizes the chronological development of the analyses and results, including the different concepts, theoretical approaches, and methods of data reduction and analysis explored, and the discoveries, insights and findings made along the way. More detailed treatments of the key developments and results are presented in the interim reports and working memoranda reproduced in subsequent sections of this supplementary report, and in the separately published final report. II. BACKGROUND THEORY FOR MEASUREMENT PROGRAM ON MEDIUM AND HIGH FREQUENCY RADIO TRANSMISSION IN COAL SEAMS - Working Memorandum - This working memorandum gives the initial background theory needed to guide the planned measurements and data analyses of this program to describe the propagation of radio waves-in coal seams for the frequency range of 50 to 5000 kHz. III. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION - Interim Report - This interim report presents detailed treatments of the data analysis and modelling techniques used, and the associated results obtained from conductor-free area propagation data measured by T. Cory in the first set of six coal mines. The mines were located in three highcoal seams; the Pittsburgh seam in northern West Virginia, the Pocahontas No. 3 seam in Virginia, and the Herrin No. 6 seam in Illinois. IV. ANALYSIS OF MF PROPAGATION DATA FROM MARGARET NO. 11, NANTY GLO, EHRENFELD, AND ADRIAN COAL MINES - Interim Report - This interim report presents detailed treatments of several improved data analysis and Modelling methods applied to, and results obtained from, conductor-free area propagation data measured by T. Cory in the second set of four coal mines. These mines were located in three low-coal seams; the Upper Freeport seam in Pennsylvania and West Virginia and the Lower Freeport and Lower Kittaning seams in Pennsylvania. In addition, this report contains a reprint of two papers presented at a Bureau of Mines sponsored EM Guided Waves in Mine Environments Workshop held in Boulder Colorado. One paper describes the three-layer theoretical model and its application to the conductor-free data from the first six mines, while the second paper describes the theory developed for the coupling of loop antennas to a cable in a mine tunnel in a coal seam, and the model&apos;s application to data in the vicinity of cables taken at the Margaret No. 11 mine. V. A METHOD FOR NONINTRUSIVE, IN-SITU MEASUREMENT OF COAL AND ROCK CONDUCTIVITIES IN A COAL MINE TUNNEL - Working Memorandum - This working memorandum briefly describes a possible direct method, and its potential advantages and shortcomings, for performing in-situ measurements of coal and rock conductivities. VI. MODELLING AND DATA ANALYSIS OF IN-MINE ELECTROMAGNETIC WAVE PROPAGATION FROM 50 to 5000 kHz - Interim Report - This interim report presents a summary comparison of theoretical and experimental results for conductor- free areas in eleven coal mines located in seven coal seams. It also summarizes the findings and their implications for intrinsically-safe, portable radio communications between roving miners.

Introduction A number of processes for deriving more convenient liquid and gaseous fuels from coal are commercially available or in final stages of development. Generally, synfuels from coal processes have efficiencies ranging from 50 to 70%. Considerable engineering design and development work are necessary to bring forth commercial plants using the various technologies-but technological breakthroughs are not expected or needed. Gasification While a variety of solids handling, gas contacting, and gas quality upgrading techniques may be employed in the various gasification processes, the primary goal is the same-to convert a sulfur-containing solid to an essentially sulfur-free gaseous product. The gaseous product may be a mixture of hydrogen and carbon monoxide with nitrogen. Definitions are not rigorous, but high-Btu gas is generally over 900 Btu/scf(33 534 kJ/m3) and low-Btu gas is generally below 350 Btu/scf(13 041 kJ/m3). Medium or intermediate gas falls between these values. High-Btu production is more difficult, as it requires additional upgrading of a low- or intermediate-Btu gas stream to produce a commercially acceptable product. The carbon/ hydrogen ratio is adjusted either by rejecting a portion of the carbon, increasing the hydrogen, or a combination of both. The chemical processing steps include production processing gas containing carbon oxides and hydrogen by the reaction of carbon and steam (gasification); reaction of hydrogen and coal to form methane (a hydrogasification process); reaction of hydrogen and carbon monoxide to produce methane (methanation); and the removal of impurities. The gasification processes share a number of common techniques. The coal received at the plant site must be further cleaned and crushed or ground before it can enter the gasifier. Conventional cleaning methods are used to remove extraneous materials such as metal, rocks, etc. For some processes the coal must be finely ground so it may be fluidized or entrained in a flowing gas stream. For other processes crushing and sizing only are required. Agglomerating coals may be pretreated by heating, mild oxidation with air, or other procedures to assure smooth gasifier operation and to avoid reactor plugging. Nonagglomerating coals Such as lignite and subbituminous coal normally do not require pretreatment. Feeding a solid material such as coal to a higher pressure reactor is a difficult task. Dry feeders using a series of pressurized lock hoppers, or wet systems in which a slurry is pumped into the reactor, are used. The gasification step is the heart of the process. Here, the solid feed material is contacted with synthesis gas (carbon monoxide and hydrogen). The coal is devolatilized and a portion of the fixed carbon converted to methane. The gas-solids contacting methods used include fixed beds, fluidized beds, moving beds, entrained beds, and free-fall systems. The gasification process, overall, is endothermic and the heat required to maintain reaction rates is usually supplied by burning a portion of the coal feed. External heat sources such as electric resistance heating, molten salt or solid heat carriers, and the introduction of a hot hydrogen stream also have been tested. Following the gasification step the particulate materials and heavy hydrocarbons contained in the reactor effluent are removed by a water quench and solids separation system. If low-Btu gas or synthesis gas is the desired product, the raw gas is scrubbed to remove carbon dioxide and sulfur compounds and then is used directly. In the process of mining coal today, our greatest asset, the coal miner, is faced with the indirect and direct consequence of underground mining operations. The indirect considerations may be the rank of the coal seam, the amount of overburden, geological factors, seam permeability and cracks. The introduction of newer, bigger and faster coal-producing face equipment having the capability to cut or rip through the bedding planes, cleats and micropores of the coal seam brings about rapid liberation of gas accompanied by greater concentrations of coal dust, has exerted a direct consideration and greater demand upon mine ventilation systems and dust control. The purpose of mine ventilation is to provide sufficient pure air to the miners working underground and to dilute, render harmless, and carry away all the dangerous and noxious gases. The mining operations which create coal dust are cod cutting, drilling, blasting, loading, hauling, dumping and movement of face equipment. The created fine dust causes the propagation of explosions. When quantities of coal dust with no methane present are raked in a sufficiently dense cloud in the presence of a source of ignition, an explosion is possible.

The importance of coal as a major source of energy used by the steel industry has been increasing due to the gradual changeover from steel- making by the open hearth process to steelmaking by the basic oxygen process. Since the production of steel by the BOF process increases the demand for hot metal, there is a growing need to ensure the supply of coke required for the production of hot metal. Coal used for cokemaking has become, therefore, an increasingly important raw material for the steel industry in recent years. Our current projections indicate that coal will be the source of 71% of the total energy requirements of Inland Steel Company in 1985. As a result of the energy shortages of the last few years, various conservation programs have been initiated by the steel industry to reduce the consumption rate of fuel. The efforts to conserve energy have been successful to a great extent due to the rapid advances made in the technology of ironmaking that facilitated gradual reductions in the quantity of coke used per ton of hot metal produced in the blast furnaces. The decrease in the consumption rate of coke was made possible by the use of improved raw materials, such as iron ore pellets and fluxed agglomerates, the operation with high blast temperatures, the injection of auxiliary fuels, and the enrichment of the blast with oxygen. It is expected that additional reductions in the fuel consumption rate will be possible in the ironmaking operations of the large blast furnaces that are being equipped with facilities for proper burden distribution and for operation with higher blast temperatures at high top pressure. The purpose of this paper is to show the effects of coke quality on the production of BOF steel. The importance of coke quality will be pointed out by discussing the effects of the physical strength of coke on both the blast furnace productivity and the steelmaking operations of an integrated steel plant, such as Inland Stee1 Company.

The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube&apos;s surface-to-volume ratio (~1/ro) is simply replaced by the powder&apos;s surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.

Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.
