This Bureau of Mines publication describes and evaluates a Standard Industrial Classification (SIC) based end-use data system for minerals that is designed to link the demand for minerals to economic activity in commercial uses. The new data system is two-dimensional. The first dimension of technical product classes (TPC's) measures the consumption of minerals in major primary intermediate products. The second dimension measures the consumption of these TPC's in SIC end-use sectors in sufficient detail to identify the major determinants of demand for each TPC. Intercomodity comparisons are achieved at the level of SIC two-digit major groups. The methodology was developed so that all available sources of information from Government and industry can be utilized at minimum cost. This information will be supplemented with additional data to be obtained by modifying existing Bureau of Mines canvasses so as to elicit additional quantitative responses from mineral producers. The new data system is expected to improve significantly the ability to forecast demand for minerals, and provide an information base that would, for the first time ever, permit resolution of such questions as trends in substitution among materials and the intensity-of-use of materials in end-use sectors. For the 42 TPC?s identified in the report, data are available for the new system from current sources or, except for three TPC?s that require new canvasses, can be obtained by modification of existing Bureau canvasses.

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures, and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

INTRODUCTION Strassa lies in the central part of Bergslagen, a tradi¬tional mining district, on the eastern side of the Stora Valley at an elevation of about 200 m above sea level. A railway siding runs between the mine and the Stora railway station from which there are railway connections to the shipping port and iron and steel works in Oxelosund, about 224 km away. The distance to the provin¬cial capital Orebro is about 60 km. The climate is typi¬cal for this part of central Sweden and is illustrated by the diagram of monthly precipitation and temperatures for the years 1968-1975 (Fig. 1). HISTORY There is no certain information as to when the Strassa mine was first worked, but it is known from sur¬viving accounts of mine inspectors that there were smelt¬ing works in operation in nearby villages in the 12th century. An example is the Gusselhytta ore smelting works, 10 km south of Strassa, which dates from this period. Around the year 1540 there were two smelting works in Strassa, the Upper Karberg and Lower Karberg works. Ore for these smelters was probably taken from Strassa and from the adjacent Blanka mine. In the year 1624 Strassa is mentioned by the painter Jons Nils Krook in an account of the iron mines in the Linde mining district (Linde Bergslags Jarngruvor). Several mines were listed in the area, the deepest being about 30 m. An impressive power installation is mentioned in 1639, including a piston system of lashed poles for transmit¬ting power from the Stora River to the Strassa fields. Its length was 2670 m. Common ground comprising about 20.2 km2 (5000 acres) of forest was allocated in 1689 for the furtherance of mining operations. Until the beginning of this century only the rich cen¬tral parts of the ore body were mined and these yielded, after handpicking, lump ore suitable for smelter feed. An example of the ore grades from these early times is an analysis of ore from the "Big Mine" (Storgruvan) from the year 1873: 48.5% Fe, 0.008% P, and 0.06% S. This same year a total of about 18 000 t was ex¬tracted from the Strassa mine. OWNERSHIP The mine was owned and run until 1874 by a min¬ing association made up of 119 so-called "bergsman," who were homesteaders often engaged in agriculture and timber-cutting as well. In that year the Strossa Grufvebolag (Mining Co.) was founded. In 1906 it was con¬verted into a joint stock company, the Strossa Gruveaktiebolag. This was acquired in 1907 by Metallurgiska AB for the implementation of Gustav Grondal's beneficiating and briquetting methods, for which the Strassa ore was well suited. The same year saw the completion of a new ore dressing plant with an annual production of 46 000 t of ore concentrate. In 1911 the mine passed to new hands, and in 1913 it was purchased by an Austrian company. Extensive new installations were made and in 1915 a new dressing and briquetting plant was completed with twice the capacity of the old one. In 1917 the Strassa mine was acquired by Granges. Be¬cause of unfavorable business trends and technical diffi¬culties, mining operations were brought to a close in 1923. Pumping kept the mine free of water until 1933 but it was completely filled ten years later. Up to 1950 the surface buildings and installations remained intact but the large dressing and briquetting plant burned to the ground in that year. Today only the machine shop re¬mains from this earlier period of operation, now housing parts of the Mineral Processing Laboratory. The decision to take up mining operations again was made in 1955 and construction work began the follow¬ing year. Of the old installation, only the "southern shaft" could be used for some development drifting after it had been completed with a new headframe. Other¬wise, all the buildings and installations required for the operations had to be rebuilt. New installations ready by 1960 were office and personnel facilities, a new shaft and headframe, a sorting and concentrating plant, a macadam plant, settling basins, pump stations, and a railway and yard with transport equipment. The results obtained from the operation of a batch centrifugal ball mill are reported, together with the development of a model for the behaviour of a particle in free flight within the mill, and the introduction of a cumulative breakage rate function. Schumann and Rosin-Rammler plots show the change in particle-size distribution with time at various configurations of the mill. Graphs showing the rate of production of fines and the rate of breakage of coarse particles are included.

The Bureau of Mines has conducted research on a flue gas desulfurization (FGD) process as part of its goal of minimizing the undesirable environmental impacts associated with sulfur dioxide (S02)-bearing waste gases. This FGD process, referred to as the modified citrate process, involves absorption of S02 in a buffered citric acid solution. The absorbed S02 is subsequently stripped from the solution using steam, which regenerates the solution and produces a wet S02 product. This product can be further processed to make sulfuric acid or liquid S02. Economic evaluations showed the process to be expensive when the stripper was operated at or near ambient pressures because of the large amounts of steam required for solution regeneration. Research was directed at reducing steam consumption in the stripper. The effect of stripper pressure on steam consumption was investigated. A process research unit (PRU) was operated with the stripper pressurized in the range of 5 to 150 psig. Test results showed that steam consumption decreased with increased stripper pressure. For example, when operating the PRU stripper at 150 psig, 4.1 grams of steam per gram of S02 was required to remove 90 pct of the S02 from a 1.0-vol-pct-S02 gas. This compares to 7.1 grams of steam per gram of S02 required for 90-pct S02 recovery at 5 psig.

The Bureau of Mines, in its alumina miniplant project to investigate alumina recovery from domestic, non bauxitic ores, has conducted research on the use of a hydrochloric acid leaching, gas sparging crystallization technology. An important element of this research is the efficient separation of undissolved, siliceous residue from AICI3 -bearing leach liquors by continuous, horizontal, countercurrent vacuum belt filtration. In an effort to calculate material balances quickly and to predict material balances based on different belt filtration configurations, the perfect-mixing-cells-in-series model (PMCS) for calculating material balances around belt filters was used. Because of the porous nature of the solids, the model produced erroneous material balances. Therefore a reliable model, the shrinking voids model, was developed postulating the presence of an unwashable voids liquor volume that decreases with decreasing liquor AICI3 concentration. This volume decrease postulation is equivalent to assuming that dilute liquors flow more freely, causing more voids liquor volume to become washable. Least-squares based computer programs are provided, which are useful not only in producing material balances from plant data but also in predicting balances for untested configurations using the same feed materials.

As an additive to steel, the versatility of vanadium is particularly impressive. A few hundreds of one per cent of vanadium convert plain carbon steel into high-strength, low-alloy steel with more than double strength. On the other extreme, high-speed steels made via the powder metallurgy route show superior performance with vanadium additions as high as 6 or 8 percent. Vanadium is used as a cost-effective alloying addition in steels for high-temperature service, fully alloyed heat-treatable steels, new dual-phase steels for automotive components, rail steels, etc., to mention only a few applications. Vanadium is also an established essential addition for titanium alloys. The chemical industry is relying on vanadium compounds as important catalysts.In spite of a wide diversity of applications and continual growth in consumption, vanadium has exhibited, over the past several decades, a remarkable price stability, free of conjunctural fluctuations. Firedamp drainage has become an essential part of many mine environmental systems, and new applications are arising. Installations are evolving further to satisfy ever changing basic requirements, standards, and iniilny needs. In this paper, water seal, vacuum based installations are considered, as well as moni- toring, protective and control systems which have been developed for continuous, manless, and trouble free operation. Some factors affecting plant capacity and extractor per- formance are identified and assessed. INTRODUCTION Firedamp drainage applications are incr- easing world wide as mining engineers strive for improved safety and security, and further concentration of coal output. Fewer and fewer mines are able nowadays to satisfy coal prod- uction and firedamp control requirements solely by air dilution or by air dilution and underground firedamp extraction plants. As a result, dependence on surface extraction plants is increasing. This paper deals with som requirements and applications of such installations. I. After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

"In 1980, J.S. Redpath Limited were retained by Dickenson Mines Limited to increase hoisting capacity from 700 to 1000 tons per day. The hoisting capacity of the present skip-over-cage system could not be increased significantly through design modifications. The other constraint was a minimum of disruption to the current production. The Dickenson shaft was a three-compartment shaft from surface to the 8th level and four compartments before the 8th to the 23rd level. The solution to the problem was to remove the services from the shaft man-way compartment from the 8th level to surf ace by drilling a borehole close to the shaft and rerouting those services through the borehole to the 8th level. A service compartment would then be available from surf ace to the 23rd level.By providing a service hoist in this compartment, the skip hoist would then be free to produce the 1000-tons/day required production. This paper will describe the search for the required hoist and the friction hoist selected for the project, and trace the design modifications required to modify the hoist to suit the Dickenson application and satisfy the Department of Labour safety requirements.The paper has been co-authored by J.S. Redpath Limited and C.L. Tiley Associates, who participated in the design changes and eventual commissioning of the hoist.IntroductionIn the earl y part of 1980, J.S. Redpath Limited conducted an engineering study on the Dickenson Mines Limited No. 1 Shaft materials handling system. The object of the engineering study was to investigate the possibility of increasing the tonnage hoisted from the No. 1 Shaft complex by adding a service cage compartment and service hoist. This would permit utilization of the existing hoisting plant solely for production hoi sting. A further consideration of the engineering study was that any alterations had to be accomplished with little, or no, interruption to production."

Mining lignite in the Gulf Coast often requires some interaction with shallow ground water system. Suggestions for determining ground water data and analysis requirements for regulatory compliance are given. Simple methods for estimating mine inflow seepage, ground water level declines, and changes in ground water chemistry, which may result from mining, are discussed. The mining of lignite often results in interaction with shallow ground water systems. An evaluation of the interaction is required as input to mine permitting and engineering. Your evaluation will proceed more smoothly and produce more meaningful results with some planning prior to performing your evaluation. The following are tips to consider in planning and carrying out a successful study.

Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

Long-term stability, appropriate taxation and incentive policies are essential to attract and stimulate investment in the mineral sector. An outline of Ontario's $4.6 billion industry and associated tax incentives is presented. Producers are offered incentives under The Mining Tax Act, federal and provincial income tax acts for exploration and development by reducing Me after tax cost to 13-25¢ for each dollar spent. The Mining Tax Act provides generous processing incentives which have positive effects in enhancing investment and economic advantages of building processing facilities. Non-mining companies and entrepreneurial individuals can receive 25% of eligible exploration expenditures in grants/tax credits under the Ontario Mineral Exploration Program.

Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country's potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America's major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. The following is a review of Argentine mineral production in 1979: (For 1981, the production of boron minerals is put at 167,000 metric tons and uranium at 300,000 metric tons.)

"INTRODUCTIONCominco Limited, one of the free world's largest producers of lead and zinc having majority ownership in Pine Point Mines Ltd., operates a mining and concentrating complex on the south shore of Great Slave Lake in the Northwest Territories. The mine was developed in 1963-64 and commenced operation late in 1964 with the direct shipping of high grade ore. The concentrator started production in November 1965 at a design throughput rate of 5,000 T.P.D.In 1968, the Company acquired the mining rights to a large ore body located to the east of the Pine Point claims and subsequently an expansion program at the concentrator raised the throughput rate to 8,000 T.P.D. The expansion included a third grinding circuit and additional flotation capacity. The flotation capacity took the form of a completely separate circuit from the existing flotation plant. In 1972, the zinc flotation circuits were modified to include two additional stages of cleaning. This change concluded the ""Pre-Consolidation Flotation"" circuit at Pine Point.In considering these modernization programs of the flotation section of the concentrator, the philosophy was to utilize the largest available machine having proven and modern technological changes. With the advent of the large capacity machines available in the late 1970's, it was considered a suitable time to revamp the entire flotation circuit at Pine Point in 1979. The Circuit Consolidation Project was developed to meet this requirement."

At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." We report a successful use of x-ray absorption spectroscopy to probe the chemical and structural environment of trace elements in coal. When applied to vanadium in coal, it was found that vanadium exists in at least two environments: a trivalent site 6-fold coordinated by oxygens at ca. 2.0~ and a tetravalent site 5-or 6-fold coordinated also by oxygens, one of which forms a short V=O bond at ca. 1.6a. No evidence of nitrogen (porphyrin)1'or sulfide environment was found. It was also found that the vanadium environ-ments in the raw coal did not survive unchanged in a liquefaction process. These findings have implications for coal cleaning processes and for trace element release into liquefaction process streams.

The paper describes the replacement of a conventional filtration, clarification and zinc precipitation plant by a carbon in pulp (CIP) electrowinning plant, with the objective of improving the recovery of gold from cyanide leached, acid plant calcines. The discussion covers the early laboratory studies to the design and erection of the full scale plant. Particular emphasis is placed on the problems encountered with commissioning and the strategies which were employed to solve them.
