The relationships between Aboriginal Traditional Owners and mining companies have often been mired in dispute, particularly since the High Court Mabo decision and the Native Title Act of 1993. In the Pilbara region, Rio Tinto Iron Ore (RTIO) impacts the traditional country of 12 Aboriginal Traditional Owner/language groups. Over the past 12 years the company and the Traditional Owners have negotiated and settled several significant land use agreements including the Yandi Land Use Agreement over the Yandicoogina mine in 1997, between Hamersley Iron (now Rio Tinto Iron Ore) and three language groups û the Bunjima, Nyapaili and Innawonga people and the Eastern Guruma Indigenous Land Use Agreement (ILUA) of 2006. These substantive agreements are now being followed by a new generation of region wide ILUAs which are close to conclusion. Arising from these regional agreements is a new framework for engagement which has been informed by the implementation of the previous agreements in the Pilbara and across the Rio Tinto group of companies. They are driven by both a company desire to have a consistent approach to engaging with Traditional Owners and the Traditional Owners wanting to have a similarly transparent and consistent standard of performance by the company in implementing the agreements which can deliver improved employment, cultural heritage engagement and direct and indirect benefits for the life of mining by the company. During the past three years the growth in the Pilbara, Western Australia brought new opportunities with people flocking to the region for employment flowing from the mining boom. Housing was at a premium and FIFO (fly-in, fly-out employment arrangements) was developed as a method to manage the general growth and demand for skills. Despite the recent down turn in the world economy since September 2008, which has reduced demand for minerals, the Pilbara continues to enjoy high levels of employment and as a result there is still significant pressure on housing and services provision. Although there has been vast economic growth in the Pilbara not only by mining companies but also oil and gas companies, the 2006 census data indicated that the direct benefits of improved employment, business development and engagement in the mainstream economy continued to exclude Aboriginal people. Indigenous people constitute a significant proportion of the population in the Pilbara region, some 6000 people û currently 14 per cent of the population rising to 18 per cent by 2015 û yet they remain at the bottom of the socioeconomic scale. More than 40 years of mining has returned relatively little to this group of people who are the permanent residents of the region and are connected through their traditional culture to this country (Taylor and Scambary, 2005). Ensuring local Aboriginal participation in the mainstream economy has been a challenge for resource companies, Traditional Owners and local residents in the Pilbara. The case study explores the relationship between a mining company û Rio Tinto Iron Ore and the Traditional Owners of the Pilbara. It examines two projects that have been developed to engage Indigenous people in the development of their region and through regional representation and business development to build a sustainable future for themselves and their future generations and at the same time ensure social cohesion to support social licence to operate. The case study also examines the process that was followed by Rio Tinto Iron Ore and its operations in undertaking a regional agreement for land access, participation and the integration of local Indigenous people into their business and the local economy.

"Electric Arc Furnace (EAF) being a power-intensive equipment, EAF based industries are highly dependent on scarce electric energy. This is the reason Government of India is highly concerned about this and laid emphasis on the conservation of electric energy.This paper highlights factors contributing to reduction in specific electric energy consumption in EAF and suggests measures not only for power saving, but also for productivity improvement. To name a few, these are proper sealing of furnace, introduction of oxy-fuel burners, foamy slag practice, increased usage of hot metal/DRI, post-combustion of CO gas for preheating of scrap, improved selection & design criteria of electrics, power demand management, and process automation. Few cases also have been cited, where the above measures have helped in reaping significant benefits.IntroductionFor a long time, Government of India had focused on increase in energy supply, in particular, through electricity generation. Now the emphasis of Government of India has shifted from electricity generation to its conservation for following two reasons:??Power plants have become very cost-intensive??By saving energy, more of it can be delivered at lower cost to the consumersPower generating units, transmission & distribution agencies as well as consumers all have roles to play in the area of energy conservation. By energy conservation, we mean curtailing energy requirement by reducing energy wastages and taking up measures to improve energy efficiency of electric equipment/appliances. In almost all cases, this would be economically beneficial.India’s cost-effective energy conservation potential has been estimated by the Planning Commission at 23 per cent of total commercial energy generated ?1?. A national movement for energy conservation can significantly reduce the need for fresh investment in energy supply systems in coming years. It is imperative that we make all-out effort to realize this potential. Whether a household or a factory, a small shop or a large commercial building, a farmer or an office worker, every user can and must make this effort for his own benefit and for the nation’s benefit as well."

John Marks said in his acceptance of the Hartman Award in 2008 ? ?I guess that without the occasional complaint, your mine is probably over-ventilated? (Marks, 2008). Miners are seldom in this situation and often spend much of the time trying to find enough air to keep the operation running. With examination there are some things that can be done to make the best use of ventilation systems. Should there be surplus air, in which some of these options may result - financial and other benefits can be obtained. Some of the issues mine operators have needed to address recently are increased airflow requirements to dilute diesel particulates in metal and non-metal mines. Also, operations are faced with demands from reserves that are deeper, hotter and further away from fans and shafts, not to mention increased production demands. Mine ventilation air is a costly commodity, especially by the time it has been heated or cooled and moved to the bottom of the shaft and through the mine airways. Most of the options presented in this paper are useful for metal non-metal operations but some may be applicable to coal too. OPTIONS FOR IMPROVEMENT Some of the areas to be addressed are shop ventilation methods, auxiliary equipment areas, dedicated intakes and returns, optimizing development, examination of mine airway utilization and alternative ventilation methods. UNDERGROUND SHOPS First, examine what is being done with the underground shop air. If it is being coursed directly to the returns there may be some potential to better utilize this, in most cases, relatively contaminant free air. Research the legal options for ventilating mine shops. MSHA regulations in 30CFR 57.4761 (1) allow the following options: To confine or prevent the spread of toxic gases from a fire originating in an underground shop where maintenance work is routinely done on mobile equipment, one of the following measures shall be taken: use of control doors or bulkheads, routing of the mine shop air directly to an exhaust system, reversal of mechanical ventilation, or use of an automatic fire suppression system in conjunction with an alternate escape route. The alternative used shall at all times provide at least the same degree of safety as control doors or bulkheads. Discussion This regulation gives some operators flexibility in ventilating underground shop facilities. If shop air is to be coursed through the work area, and then directly to the mine return, the question should be asked ? is the quality of air good enough to be reused in the mine, and if so, what are the risks? Can the risks be accommodated and managed to accomplish the change? If so, a considerable increase in mine level airflow could be attained by reusing shop air. Clearly, regulations are a minimum standard, and can be exceeded. Metal non-metal mine regulations are not as specific as coal due to the multitude of different mining methods and conditions utilized. Risks must be thoroughly examined and addressed to assure a safe environment. Issues Determine what contaminants are being produced in the work area ? welding fumes, diesel exhaust, paint fumes, chemicals and solvents, etc. Survey the area and determine exposures. MSHA requires exposure monitoring in 30 CFR 57.5002 (1) of dust, gasses mists and fumes to assure air quality is being met. Perform surveys and examine existing data to quantify personal and area concentrations of contaminants. Often there is adequate circulation such that exposure levels in shop work areas are low. After sending shop air back into the system any contaminants would be further lowered by dilution with other mine intake air downstream. Look at the shop work schedule. If only on day shift, the other two shifts and possibly weekends have no activity or source of contamination to affect the ventilation system. The worst case planning scenario would be a shop fire. Study and simulate how this would affect the mine and shop area. MSHA regulations require an escape route and a fire suppression system be installed and maintained as follows in 30 CFR 57.4671 (1): (d) Automatic fire suppression system and escape route. If used as an alternative, the automatic fire suppression system and alternate escape route shall meet the following requirements: (1) The suppression system shall be? (d)(1)(i) Located in the shop area; (d)(1)(ii) The appropriate size and type for the particular fire hazards involved; and (d)(1)(iii) Inspected at weekly intervals and properly maintained. (2) The escape route shall bypass the shop area so that the route will not be affected by a fire in the shop area. Case Study In an underground room and pillar mine, active mine workings were advancing further away from the mine shaft with deteriorated returns and leakage having a negative effect on ventilation airflows to the face. Mine level airflows were 236 m3/s (500,000 cfm) and shop airflows were 24 m3/s (50,000 cfm) (see Figure 1A). No additional capacity was available at the main surface fan. A solution was to utilize the shop air then send it to the mine areas instead of directly to the return. Considerable information on shop air quality and exposures from many years of operation was examined and no negative data was discovered. A risk analysis determined that moving forward with a shop air reuse program was desirable. A plan was developed, analyzed and decision to proceed approved by mine management. The change was simulated on the computer with the USBM/MTU MFire program before being implemented. This included utilizing fire scenarios to examine potential exposures to inby mining sections and plan escape routes. Representative samples are required from process streams in order to accurately measure chemical and physical characteristics. This information can then be used by process operators and metallurgists to evaluate the process and effect control actions for the operation. The capture and presentation of representative samples can be critical to measuring values, such as elemental analysis and particle size, with on-line or near-stream analyzers. A comprehensive multi-physics model has been developed and used to better understand the effects of slurry flow and particle segregation under certain operating parameters. An algebraic slip model coupled with a free surface algorithm is used to track motion and position of particles and phases within a specified geometry.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines whose entries are at least 93m2 (1,000 ft2). The ventilation of large-opening mines is unique compared to other types of mines because (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants because the entries are so large, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings that are used to direct ventilation airflows are costly to construct and to maintain. The research results suggest that the ventilation of large-opening mines is improved significantly by incorporating ventilation planning into the mine planning process, using propeller fans to direct airflow, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The objective of this study is to simulate the isothermal filling up of moulds by a RTM process when adopting CV/FEM and VOF method and when also taking into account the presence of obstacles coupled to the effect of the thickness and reinforcement layers variation. The codes developed intended to ensure an optimal positioning of the injection points and of the vents and also to determine optimal injection pressures, in order to minimize the cycle times. These codes use a mesh generator proper to the team, allowing a discretization of the domain in triangular unstructured elements, with the possibility of a local refinement and inserts inclusion.

"Batch aqueous leaching and carbonation tests were conducted using industrial steelmaking slags to determine the effect of carbonic anhydrase enzyme as a catalyst. Calcium leaching is a strong function of particle surface area, and the extent can be expressed as a function of time and particle size. Carbonic anhydrase did not affect the calcium-leaching rate, however, it did catalyze calcium carbonate formation to achieve a neutralization time near the theoretical rate. Additionally, carbonic anhydrase modified the precipitate morphology due to accelerated particle nucleation. Time controlled tests in which the pH dropped to ~6 decreased the amount of carbonate produced, and this effect was exaggerated by carbonic anhydrase, while pH controlled tests (>8.5) exhibited the highest rate of carbonation. Because the leaching rate was ~50% faster than the carbonation rate, a further increase in the amount of carbonation may be realized by using carbonic anhydrase however pH must be >10.3.IntroductionSteelmaking slag contains high fractions of alkaline earth oxide based phases (i.e., CaO and MgO) that exothermically form carbonates. Thus, it is being considered as a means of permanent carbon dioxide sequestration. At current U.S. steel production rates, approximately 13-17 million tons/year of slag are generated from basic oxygen furnace (BOF), electric arc furnace (EAF), and ladle metallurgy furnace (LMF) processes [1]. BOF and EAF slag is used as high quality mineral aggregate or cement clinker, while LMF slag, produced at ~15% the rate of BOF and EAF slags, has limited use as blast furnace flux or acid mine neutralization with the majority going to landfill [2]. Based on slag’s chemical nature and immediate availability as a co-product from steel production, the steel industry initiated a project to investigate hydrous carbonate formation in steelmaking slag as a method of sequestering carbon dioxide emitted in steelmaking offgas [3]. The goal of this project is to determine the reactor parameters suitable for the design of an industrial system for treating steelmaking offgas with raw or minimally processed slag."

There is active debate and research around the most suitable indicators to assess the sustainability of mining. The most common approach is to report a range of data for a given mine site (or less preferably, a company total), such as inputs, outputs, benefits and potential costs. The most popular protocol in use (and growing rapidly) is the Global Reporting Initiative (GRI). However, these measures are numerous and still do not allow a single over-arching indicator to be developed. Other measures, such as known mineral resources over time, do not account for critical challenges such as declining ore grades, increasing wastes and poorer quality ores or more difficult mineralogy. By adopting a thermodynamic approach to sustainability, through the concept of æexergyÆ, it is possible to incorporate into a single measure the effective quality of mineral resources. Exergy involves the assessment of the minimum energy costs involved in producing a mineral resource with a specific chemical composition and concentration from common materials in the environment. The exergy of a mineral resource is evaluated from mineralogic composition, concentration (or ore grade) and, of course, quantity, by multiplying the unit exergies with the tonnes of the resource produced (or consumed). Since exergy is a thermodynamic quantity (ie energy or joules), it is additive across different minerals, such as iron ore to gold to copper or even oil and gas or coal û making it an ideal indicator to assess mineral resource sustainability at the industry scale rather than the individual mine scale. This paper briefly outlines the theoretical basis for exergy, and then presents a range of commodity case studies showing the application of exergy to the Australian mining industry. Overall, the usefulness of exergy is clearly demonstrated for use as a broad indicator of the sustainability of mineral resources at the national or even global scale.

Pyrrhotite (Po) is widely considered to be the most significant mineral in the self-heating of sulphides. It is therefore desirable to determine the amount of Po in mineral samples. This is commonly accomplished through x-ray diffraction (XRD) or quantitative evaluation of materials by scanning electron microscopy (QEM-SEM). This paper introduces another quantitative method based on Mossbauer analysis that requires limited sample preparation and has the additional potential to detect the sulphur/iron ratio within Po. The technique is explored using pentlandite/pyrrhotite mixtures.

A mine fire represents one of the most dangerous and challenging safety issues facing underground mine operators. Given the right circumstances, a mine fire can occur at any location in the active or abandoned mine workings, can quickly grow beyond control, and threaten the welfare and livelihood of the entire underground workforce. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), has been conducting an in-depth program of research addressing mine fire prevention, early and reliable fire detection, and mine fire suppression technologies. One portion of this program is focused on understanding the characteristics of mine fire combustion products and flame spread through large scale deep-seated (firmly established) fire tests and use of computational fluid dynamics (CFD) modeling. In this study, two deep-seated fire tests were conducted; one fire consisted of coal material and the other utilized the two most abundant fuel sources found in a coal mine: coal and wooden cribbing blocks. The fires were burned to completion while the combustion products were collected and analyzed. In addition, an array of thermocouples was placed within the body of the material to measure flame spread rate. The coal fire test information was then used to develop a CFD model of the fire. This paper describes the fire tests, provides insight into characteristics of flame spread, and presents the CFD modeling work results.

Saturated and unsaturated fatty acids are used in the flotation of iron values present in iron ore. Among the several fatty acids, oleic acid and its sodium salt are widely used. To substantiate the flotation results, the quantum chemical calculations of a few such acids have been carried out by adopting the semi-empirical AM1 method. These acids have been further optimized in the presence of an iron atom. The electronic interaction of the polar carboxylic head group of oleic acid with the iron atom is higher compared to the other acids. The beneficiation of iron ore deposits to yield haematite and magnetite concentrates for steel making processes typically require the use of one or a combination of wet processing techniques based on gravity, magnetic or froth flotation processes. With the need for more cost-effective technologies with a lower water demand, a re-examination of dry processing techniques has been initiated. For example, a dry processing capability may offer an advantage where suitable quality and quantity of process water hinders the development of a particular resource. This paper describes recent laboratory test work for the production of high grade concentrates using dry electrostatic techniques for -300 ¦m haematite and magnetite ores and compares them with magnetic separation techniques.

One of the earliest and continuing challenges in driving sustainable development in large scale resource industry projects is around the issue of assessment û how do you measure the sustainability of a mineral operation? One of the key road blocks when confronted with this challenge is the temptation of technical folks to reach for a definition of sustainability or sustainable development. But definitions, by definition, have boundaries and limitations that serve to constrain thinking û they limit the thinking of what we can achieve with sustainability (it also acts as a barrier that constrains innovation). Rather than seeking definitions, better understanding of the core perspectives around sustainability and their application to the minerals industry provides a much more powerful platform from which to conduct assessments. But it is only when these perspectives are combined with the right framework and supporting techniques that the complex becomes doable. With the support of the perspectives and the framework, various assessment and measurement methodologies can be used; the challenge is communicating to stakeholders the sustainability character of the project in ways that are meaningful and to which people can connect. Assessment is not about finding the best or most accurate methods that fulfil strictly academic and possibly abstract requirements. The challenge is to help people understand what the impacts are, and what the value contributions will be, in a format and language that make sense in their world-view.

The recycling of waste of electric and electronic equipment (WEEE) is one of the main modern challenges. Among the variety of WEEE, batteries can be set apart due to their composition and their growing demand along with portable devices. The objective of this work is to characterize the thermal behavior of a sample of mixed types of batteries using a thermobalance (TGA). The results of tests showed that Cd evaporated up to 800ºC, Zn evaporation occurred mainly above 900ºC and manganese oxides were pre-reduced to MnO at temperatures above 900ºC.

The influence of wastewater containing benzene from chemical industry by technology combined blow-off with Fenton reagent oxidation was experimentally studied. The present results suggest that the technology combined blow-off with Fenton reagent oxidation can effectively remove benzene pollutant in wastewater. The main factors that influence the removal benzene such as temperature and blowing time and volume, pH and reagent dosage of H2O2 and Fe2+ are studied and the optimal experimental conditions are as follows: time 20min, temperature 40i, air-blowing volume 0.4L/min, pH value 5, and H2O2 and Fe2+ dosage 2mL/L and 200mg/L respectively. Under the above conditions, benzene pollutant can be removed up to 97%. Compared to other removal ways of wastewater containing benzene, the technology combined blow-off with Fenton reagent oxidation is more effective and has the advantage of high speed.
