As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

Discussion of the paper of R. J. COLONY, presented at the New York Meeting, February, 1921, and issued With MINING AND METALLURGY No. 169, January, 1921. R. J. COLONY (author's reply to discussion).-The work of Sosman and Merwin on the system lime-ferric oxide, mentioned by Mr. Rankin, was not overlooked. When studying portland cements and portland-cement clinkers petrographically, however, the lime-iron compound was difficult to correlate with the very definite dicalcium ferrite described by those investigators, which possesses such well-defined optical properties. In portland cements, the calcium ferrite (or ferrate?) is an indefinite, fuzzy, and generally amorphous, or apparently amorphous substance that is distributed interstitially with respect to the other grains, from which it was very difficult to derive any satisfactory results. For this reason, the writer, tentatively, chose to regard it as related to the aluminate, and assigned to it the composition 3CaO.Fe203, which may be incorrect, however, as Mr. Rankin suggests.

THE burden a man can endure depends on its magnitude and the number of tunes it is applied, as well as on many other factors. The resisting power of steel likewise is dependent on many factors. The maximum load it can support indefinitely is much less than its possible momentary burden. A light load straining the metal far within its elastic limit, if repeated indefinitely, ruptures the metal. The magnitude f the stresses that may be alternately applied and removed without rupturing the material depends on the number of repetitions of the cycle; the intervening periods of rest; the thermal, electric, and magnetic conditions, as well as the presence of secondary stresses. While we are unable to formulate the law between the magnitude f repeated stresses necessary to produce rupture and the length of time during which these alternating stress may be applied before rupture, my experience is that the time increases as the magnitude of the force decreases, according to a law which, to a first approximation, is exponential. In other words, F = Ce-t where F = magnitude f alternating stresses; = time for which stresses are continued; C = constant, which' depends on the conditions under which the operations are carried out. It is quite probable that the same type of law holds for the magnitude of a continuous force and its duration. When a rod of steel is subjected to the blows of a drilling hammer several things happen. First, one end is struck by the hammer and the other end is driven into the rock, thus causing a bodily displacement of the entire material of the steel drill. The greatest stresses involved in this bodily displacement are located at the two ends of the steel and manifest themselves by the distortion of these parts. Second, after the blow has been delivered the steel drill, due partly to its own resiliency and partly to the resiliency of the rock, experiences a vibratory motion as a whole, this motion is quite similar to the bouncing of a rubber ball thrown violently upon a smooth pavement. Third, the free vibration of the drill is determined only by its own natural period of vibration. This motion involves all the characteristics f any vibrating body emitting sound. SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. THE milling of talc, as is the case of many non-metallic minerals, until recently, has not received adequate technical consideration, for the talc industry has become of importance only within the last decade. At first, talc was used only in the massive form, for foot warmers, griddles, and so on, and milling methods were unnecessary. As the demand for ground talc increased, producers adopted the machinery used in the milling of flour; in fact, many talc mills were rebuilt flour mills. Improvement has been slow, but today several types of grinding and separating machinery are in use; many of them, however, are still inadequate and inefficient. To determine the best methods of milling talc, it is necessary to understand the essential properties a talc must possess to fit it for a particular use. For toilet purposes, whiteness, freedom from lime and grit, fineness of grain, and good "slip" are essential. As a paper filler or coating, the talc must be white, have a good slip, be free from grit and iron, uniform, and fine grained; freedom from lime is a disputed point. Fibrous talc is supposed to be superior to massive on account of the interlocking of grains in the paper, thus increasing its strength; this point, though, is in doubt. In general, talc for the paper industry need not be of as high quality or as fine grained as that used for toilet purposes. Talc is usually bought by sample, for which reason it is difficult to state the essential properties for use in paint, rubber, roofing, and so on. The adoption of standard screen tests and standard grades by producers is necessary before an accurate basis for manufacturing or selling standards can be established. Off-color tales might be utilized, as in Germany and-Austria, by the establishment of standard grades of colored tales.

THE concentration of zinc ore in Wisconsin is a comparatively simple process, although it presents problems that must be overcome in an efficient manner in such a way that installation and operating costs are low. As the ore deposits are small, the first cost of the concentrating plant must be low; while the low margin of profit makes it necessary to have the minimum operating costs. The original mills were copied from those of the Joplin district, as most of them were built and operated by Joplin millmen. These served the purpose well; they made a clean concentrate, which was the chief requirement at that time, as most 'of the mines were' considerably 'richer than the average at the present time, and wages and supplies were also considerably lower. ' The apparatus used at present has changed very little in principle. . The grizzly opening has gradually been increased to 12 in. and sometimes no grizzly 'is used. The crusher, gradually grew in size, the largest crusher has -an opening of about 24 by 13 in. and a 7/8-in. throw on the. eccentric shaft.

About six years ago the Anaconda Copper Mining Co. decided to investigate the possibility of extracting zinc from the ores of certain mines in the Butte district. These ores are of a complex character and contain so much iron and lead that the concentrate contains only 33 to 35 per cent. zinc. Investigations showed that while a high-grade concentrate could not be obtained by ordinary methods, such as tabling and magnetic treatment, a fair grade could be made by the Horwood process. In this method, the concentrate resulting from the flotation of all of the sulfides is given a light roast and this calcine is subjected to flotation in the presence of a large amount of sulfuric acid; the resulting concentrate contains most of the zinc and a residue contains most of the iron. The fact that the lead, copper, and silver are divided approximately equally between the zinc concentrate and the iron residue and the large consumption of acid, which ranged from 50 to 100 lb. (22 to 45 kg.) per ton of concentrates, were serious objections to this plan. The zinc recovery, moreover, was low, as a considerable percentage invariably accompanied the iron. While a profit might be made on the ores by the use of this process, it was thought that other and more promising methods might be devised. After carefully studying the field and doing some laboratory work on various processes that had been suggested, it was decided that the electrolysis of sulfate solutions was the most promising. We soon found, as have other investigators, that the only way to obtain a good zinc deposit is to have the electrolyte free from all metals more electronegative than zinc, such as copper, cadmium, lead, arsenic, antimony, etc. Arsenic and antimony are particularly injurious, causing very poor current efficiency and small yield per horsepower when present in amounts so small as almost to defy detection—1 mg. or less per liter. A pure zinc is soluble only with difficulty in sulfuric acid; an impure zinc dissolves very readily. Electrolytic zinc deposited from pure solutions is, of course, extremely pure and dissolves only about one-fiftieth

The writer had the pleasure of several months' laboratory tests on a metallurgical process for copper ores devised by Mr. W. H. Corbould, Consulting Engineer, North Queensland. Mr. Corbould's research work in this direction commenced somesix years ago, and he eventually succeeded in obtaining a good extraction of copper and a resulting solution practically free from iron and other impurities. The commercial operation of the process was investigated and special machines with novel features were designed. OUTLINE OF THE PROCESS.The process described in detail in the following pages, required for successful application that the ores contain at least the minimum ratio of sulphur to copper, consistent with the production of sulphadising roasting conditions.

NO oil territory in the world has been so rich in large producing wells, in a comparatively small area, as the Baku field. Particularly is this true of the Bibi Eibat field, which formerly produced millions of "poods " of " gusher," or as it is called in Russia, "fountain" oil. The Bibi Eibat and Balachany fields have been exhausted of gas and ruined by water, but ' the Surachany and Benegadi fields are still fountain territories and: many outlying districts that have only been prospected produce rich fountains. The method of controlling fountains, or gushers, is the result of growth, along with the Russian system of drilling, where large diameters and riveted casing have been in vogue. The screw casing is seldom used except to exclude water. Formerly the method of finishing wells and the condition of the casing at the top of the well would not permit the use of gates, manifolds, and connections as is standard elsewhere. The life of the flowing wells is very short, particularly those 10 in. (25 cm.) or more in diameter, which produce large quantities of sand and often flow for but a few days and are then a complete loss. More than 1,000,000 poods in 24 hr. have been claimed in several instances, but in no case was the flow for more than a few days. The oil sands of this district are free uncemented sands and vary in thickness from paper thin to a maximum of 10 ft. (3 m.). The sands are interlaid with strata of soft clay. In spite of this, the practice has been to drill into such sands and produce from the open hole without screen or liners. Sometimes the casing is set below the oil sand but in this case holes from 21/2 to 3 in. in diameter are drilled opposite the oil sand, which would not have the effect of a screen. Fig. 1 is an outline of the fountain shield ready for the control of a fountain. It is composed of an inner and an outer covering made from rough boards. The framework is made of rough round poles. When a light flow is expected, only the inner lining is built; and when the fountain comes in unexpectedly, it is often possible to build only the outer cover. The bridge is for the purpose of renewing the blocks as they become worn by the flow. The lower block, as here shown, is made of hardwood and is bolted to the crossbeams with brass bolts. The grain end is toward the flow. The upper block, as shown here, is made of cast steel and is also bolted to the crossbeam with brass bolts.

THE nickel-chromium alloys of importance are those containing iron and those free from iron. The most important alloys containing iron, with regard to high tonnage, are the nickel-chromium steels. Straight nickel steel was introduced about the year 1889, but it was not until 1895, when it was found that the addition of chromium greatly increased the FIG. 1.-RESISTIVITY OF NICKEL-CHROMIUM-IRON ALLOYS. strength and resistance to shock, that nickel-chromium steels came into use. The three types of nickel-chromium steels developed at this time were: Type 1, containing 3.50 per -cent. nickel and 1.50 per cent. chromium; type 2, containing 2.00 per cent. nickel and 1.00 per cent. chromium; and type 3, containing 1.50 per cent. nickel and 0.50 per cent. chromium.

Within the past three years numerous inquiries for information on oil shale have been received by the Bureau of Manes. These inquiries have been increasing to such an extent that it has seemed advisable to issue a short paper prior to the publication of a bulletin on the subject, giving a, general discussion of the subject and a comprehensive list of references, so that those interested in the details of obtaining oil from shale can find additional information without much difficulty. Some of those who desire information are interested only in a general discussion of the subject, or are not in a position to refer to books and' articles describing the industry. The material for this paper is largely derived from published information on oil shale. Much of the information is obtained-from the books and articles mentioned in the list of references, and has been compiled with the intent of furnishing information to those not interested in all the details.

THE eleven mines of the United States Coal and Coke Co. in the Pocahontas coal field are situated in McDowell County, W. Va., which is a mountainous region. The valleys rarely exceed 200 ft. (60 m.) is width, the hill sides slope from 25° to 33°, and the tops, from 600, to 900 ft. above the valleys, carry practically no level land. At least 80 per cent. of the area is covered with timber. All the workings are drift mines; and while the average grades of the seams worked are ample for drainage, local dips and swamps necessitate, the use of a large number of local pumps or of numerous drainage ditches to keep the mine free from water during heavy rains. The water handled in any mine is not great, compared with the coal output, and usually causes little trouble except during extremely wet periods. In hew workings, the water encountered, except in rare cases, is trifling; it is only after rib drawing has started and the surface has been broken that water troubles begin. The strata overlying the coal are sandstone, shales, and slates; as the soil is thin and sandy, it does not tend to puddle and stop the cracks, which remain open for a long time. As mining progresses and the robbed area increases, the broken area becomes larger, increasing the openings into the mined territory. The cover over the robbed portions of the mines varies from 30 to 750 ft. (9 to 228 m.). When the ground is saturated, considerable water finds its way into the mines the day after a heavy rainfall and for three or four days it tends to fill the low places, wash the tracks, etc. and. unless from three to four times as many pumps are installed as are normally needed, considerable', output is lost. In most cases the water will .flow from the mines, so the obvious solution is to provide drainage .ditches of ample size to carry the maximum flow expected, so that the inflow will have no opportunity to flood the working places.

John Stewart MacARthUr, born in 1856, was the son of Robert MacArthur of Glasgow, and came of Scots stock distinguished for character and religious conviction. His election as elder of the Free Kirk gave him greater pride than the receipt of the gold medal of the Institution of Mining and Metallurgy. The former honor was for character— it marked him as a son worthy to follow in his father's footsteps; the latter was awarded for his life work of eminent service to the gold industry. Cheery optimism, resolution, tenacity of purpose, and industry ever characterized his actions. Apprenticed to the Tharsis Sulphur & Copper Co., his work on the chemical staff brought him to the notice of the Cassel Gold Extracting CO.,. at that time struggling with an unworkable electrolytic process..He was engaged by that company, in 1886, as technical manager and before long brought out the perchloride process, which was speedily followed (in 1887) by the epoch-making cyanide process. This process revolutionized gold mining and directly led the way to the elevation of the mining engineer to the most broadly trained product of the engineering profession. A noteworthy feature of the cyanide process was its completeness when introduced. Over thirty years have elapsed and the use of the process has been worldwide, but no suggested improvement has stood the test of time. The extension of the process to the beneficiation of silver ores—containing far more metal per ton and thus requiring the employment of stronger solutions—has brought us the Merrill and Crowe improvements in precipitation and the Nipissing desulfurization process for certain silver-hearing minerals. Roasting apparatus, fine crushing, filtration, and settling equipment have all aided the extension of the process in and from its original field. As Hennen Jennings put it,, the cyanide process today is essentially that of 1890. This self-containedness of the cyanide process arose from no mere chance; it was directly due to MacArthur. It was he who personally investigated every known method of precipitation and then every form of zinc from sheet, punchings, filings, millings, rods and shaving down to fume; it was he who investigated the effect of protective alkalies, of so-called accelerators, and of the addition of lead salts; he was determined to leave nothing to chance.

CHANGES in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. Soft coke is a great hindrance to proper blast-furnace operation and changes in coke hardness affect the working of the furnace. The best method of determining the hardness of coke is by using a combination tumbler-ball-mill. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged. An increase of this ratio improves the hardness of the resulting coke. WHAT IS GOOD COKE? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide, has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Certain physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from shrink holes, cold sets, pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. When copper is to be rolled into thin sheets or drawn into very fine wire, the slightest physical defect becomes evident. It is, therefore, of the utmost importance to consider every characteristic of the shape and ascertain the physical and chemical relationship. Pitch and Set.—The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface of the shape (which may vary from a concave to a convex); and the '" set,"' or the detail appearance of the surface of the shape (the wave-like structure). When the shape presents a concave surface, it is known as "low pitch;" a convex surface is known as "high pitch" or "tough pitch;" and a level surface is called "flat pitch." So far as the elementary composition of petroleum is known, it may be briefly stated. Petroleum consists principally of a few series of hydrocarbons, with admixtures of sulfur, nitrogen, and oxygen derivatives in comparatively minute proportions, which may be regarded as impurities to be removed in the preparation of commercial products. But as each series is represented by many homologs, in the aggregate, crude petroleum is an extremely complex mixture of hydrocarbons and their derivatives. In part, these hydrocarbons individually conform in structure to the system of synthetic hydrocarbons whose structure is well defined and represented by the typical series CnH2n, + 2, C.H2n, the series CnH2n,-2, CnH2,-a, the members of which have not been sufficiently studied to establish their structure, and the series CnHz,e composed of the aromatic group, benzene and its homologs. Hydrocarbons of greater density contained in the portions of petroleum that cannot be distilled without decomposition doubtless have less hydrogen than is represented by these formulas. Since to every hydrocarbon there is a definite temperature, even in vacuum, at which its constituent carbon and hydrogen atoms fall apart, and since for the heavier bodies this temperature is not much above 360" C. in vacuum, it is evident that some other method than distillation must be devised for their separation if anything further is to be learned concerning their individual constitution. Classification of Petroleums There is such a wide variation in the composition of petroleum from Merent fields, it would seem possible to make a classification on this basis were it not that no single variety is entirely free from hydrocarbons contained in others. Such a classification has been suggested of the exceptionally pure Pennsylvania petroleum, the sulfur oil from Trenton limestone and other sources, the California oil with its large amount of nitrogen (quinoline) derivatives, and the Russian oil, composed chiefly of the naphthene hydrocarbons.' THE name engineer makes a very strong appeal to one who appreciates the mechanism underlying the fabric of our civilization. Engineers are scouts of civilization. We send them ahead into the lone 'places-the wilderness, the jungles, the great watery expanses, to build the highways necessary for civilized man. The engineers must deal with Nature, with that mysterious dynamic thing we call "force," with materials. It is their function to direct the human activity necessary to coordinate these forces and material in order to make them serve the needs and aspirations of men. Because of my high conception of the engineering profession I was glad to accept the invitation to address The American Society of Mechanical Engineers to voice my understanding of the possibilities of your work as engineers of industry, and to suggest what seems to me the responsibility of the-engineer to the whole modern industrial system.

IN 1877, Professor Thomson delivered at the Franklin Institute, [Philadelphia, five lectures on electricity. The object of the lectures and the demonstrations, which were numerous and many of them original even to the employment of special apparatus constructed by the lecturer, was to show clearly that electricity, of whatever name, was the same., differing only in tension (as it was termed) and in the current flowing, or quantity (the old term), in steadiness or in wave-like character. In those days, the textbooks divided the subject into statical and dynamic electricity, with sub-divisions such as frictional electricity, voltaic electricity, magneto electricity, electromagnetism, thermo electricity, and animal electricity. The well-known Ruhmkorff coil,' or spark coil as it is now called (as when used for the ignition of automobiles), was employed to step, up a battery current to a high-tension discharge which would charge condensers, such as Leyden jars.
