THE PROPERTY of Mount Isa Mines, Ltd., is located at Mount Isa, Northern Queensland, Australia, at roughly 20" south latitude. It is 600 miles from Townsville on the east coast, the port for Mount Isa, 1200 miles from Brisbane and approximately 1600 miles from Sydney in New South Wales. Living conditions in the camp, though wild and crude at the commencement of building, are now excellent and little has been left undone to provide comfort and attractiveness. The climate being warm and dry, many of the buildings are built on posts, 8 to 10 ft. off the ground, with spacious screened-in verandas. Club houses, stores, school, hospital and ice plant have all been provided by the company as well as modern conveniences, such as running water, shower baths, electric lights, septic tank arrangements, tennis courts and amusement grounds.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. The rapid increase in the mmber of automobiles during the last 25 years has resulted in the insistent and growing demand for better roads of more permanent construction. Some form of State license for the operation of automobiles has been in effect almost from the time of the first "self-propelled" vehicle, and some part of the revenue derived from the sale of these licenses has been applied to the maintenance and construction of roads. However, to obtain funds with which to build their present highway systems, the individual States have resorted to the taxation of gasoline. The first State to adopt a gasoline tax was Oregon, the law becoming effective February 25, 1919. By 1928, all of the States except two had levied taxes on gasoline at rates varying from 2 to 5 cents per gallon. New York and Massachusetts passed gasoline tax laws which became effective in 1929. Regulations governing the quality and the methods of handling gasoline and other petroleum products sold in the States have also been adopted by 29 States; many of these laws antedate the adoption of a gasoline tax. The variations in motor fuel speci- fications and methods of test have been pronounced in the several States. The Bureau of Mines, in making certain technical studies of the rasolines marketed throughout the United States, the results of which are reported in its semiannual motor gasoline surveys and other reports, has had occasion to obtain and compile all of the present (April 1, 1931) tax and pection laws of the several States which relate to motor fuel and other petroleum products. To facilitate the use of this material and to obviate the need in most cases of reading the complete text of the laws as published by the States, the pertinent information was arranged in tabular form for cly reference. 3 Although digests of States gasoline tax laws' are available and copies of the complete laws can be obtained from the State agancies in charge of the enforcement of gasoline tax and inspection laws, it is believed that

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. This paper , describing the operation of the Ward Sand and Gravel Co.'s plant at Oxford , Mich . , is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining and preparing sand and gravel throughout the United States . These papers are designed to disseminate technical information regarding the methods used . The cost tabulations represent local operating expenditures only and not total production costs . It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole . On the other hand , operating costs are essential to the technical discussion and study of the methods employed . The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue . The plant described is a dredging operation with many unique features ; especially noteworthy are the mining of the sand and gravel with hydraulic jets operating on the principle of a water ejector , the unusual construction of the dredge and the self- unloading barges that tend it , the transportation of the sand and gravel to shore in barges instead of in pipe lines , the large storage capacity of the plant , and the fact that all material goes into storage before being shipped .

This is one of a series of papers dealing with mining methods, practice, and costs be¬ing published by the United States Bureau of Mires. In this paper a description of the mining practice in vogue at the Braden unit of the Kennecott Copper Corporation is undertaken. PRODUCTION At present (1931) the entire production of ore is being obtained from the Teniente mine. The miring method in use is an adaptation of block undercutting which has been a development of the stoping and pillar caving experience obtained at this property. Improvements in mining practice are constantly being made.

"The number of persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division,The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut—in in 1930 than in 1929."

Tourmalines are among the most beautiful of all the semiprecious stones, and are unsurpassed even by corundum in variety of hue. The stones most suited to jewelry purposes are those comparatively free from iron. One reason for the fact that the tourmaline has advanced rapidly in public favor in this country is that it is found in California in great profusion and of extraordinary quality. The superb green and especially the pink crystals found at Pala and Mesa Grande in San Diego County, Calif., are deemed superior to tourmalines from all other localities.

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

Sixty-one fatal accidents were reported in the mines of Alabama during 1930. This number is a decrease of 15 per cent as compared with 1929; however, production was 13 per cent and the man-hours worked were 16 per cent less than in the previous year. There were 21,731 men employed inside and 3,386 outside. Table 1 gives the comparative rates per million tons and per million man-hours for the United States and for Alabama for 1929 and 1930. These rates are based on figures published by the State and by the United States Bureau of Mines, with preliminary figures for 1930. (These sources of data are used throughout this paper.)

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. The United States Bureau of Mines has in its files additional and more detailed data upon many of the subjects presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. The bureau will welcome comments, criticisms, and contribu- tions of data that may assist in making later editions of this circular of information more accurate, or may aid in developing more fully the files pertaining to pyrites.

Companies which have been engaged in safety work for a number of years are becoming increasingly aware of the fact that it is not enough to supply guards for various pieces of machinery and equipment and to supply safety inspection to see that rules are being carried out. Studies of many safety organizations have demonstrated that the accidents which could have been prevented by proper guards constitute only a small percentage of the total acci- dents, and amount to perhaps not more than 15 per cent. Evidently, if success is to be attained in preventing all accidents which it is humanly possible to prevent, a company must have the cooperation of every employee. Mining particularly presents probably the greatest hazards of any industry. Prevention of accidents. is made increasingly difficult because men often work alone, although generally in pairs, and only in the concentrated systems of mining do they usually work in groups of more than three or four. Supervision is difficult, therefore, and much reliance must be placed upon the individual workmen. In mining, as perhaps in no other occupation, it is of the greatest importance that individual workmen should receive continuous safety education. Within the last few years safety education has come to the front as one of the most important of accident-prevention measures, although it is true that its importance has been repeatedly stressed by the United States Bureau of Mines and other national safety organizations since the inception of the safety movement many years ago. A review of the safety educational methods of some companies in the Lake Superior district should be of interest. Perhaps better methods are in use in other parts of the country, but the methods shown have been instrumental in many cases in reducing the number of accidents. In one mine in the district whose methods are described the frequency of accidents has been reduced to zero within the last two years. A number of other mines in the district have recently gone into the class having no lost-time accidents for considerable periods of time. One company in the Lake Superior region, operating over 30 mines, succeeded during one month of 1930 in operating every mine without having a single accident which caused lost time beyond the day of the injury. Records like these are increasing in number, and while it is believed that they are the combined result of different means of safety activity, it is undoubtedly true that many of these results were obtained through safety educational methods.

Turquoise is prized solely for its attractive color ; it is dull and opaque , wholly lacking the brilliant luster that is the chief attraction of transparent gems . The best quality of turquoise is blue , of a soft and pleasing tone , like the color of clear sky but distinctive , as indicated by use of the term " turquoise blue . " Often its value is lessened by a greenish cast ; in many stones the green predominates . A large proportion of the turquoise that is mined is utterly worthless , so inferior and unattractive is its color . The finest grade of turquoise comes from Persia , notable from Nishapur . Large quantities have been mined in the Southwestern States of the United States , and less important deposits have been found in a number of the other States .

Umber and sienna, like ocher, are naturally occurring mineral pig- ments composed largely of clay permeated with hydrated iron (ferric oxide), but they differ from ocher in that they also contain hydrated manganese oxide. The presence of manganese accounts for their browner color. In addition to silica and alumina (clay) and the coloring oxides of iron and manganese, these pigments often contain lime, barium, and other metallic salts as impurities. Sienna most nearly approaches ocher in chemical composition, and the chief distinction is its physical character. It grades into ocher with de- creasing iron content and into umber with increasing manganese content. Sienna is translucent rather than opaque and is more of a stain than a pigment; as the iron oxide content is rather high (often 60 to 80 per cent), the color is strong and rich and varies from pure brown to reddish brown. This pigment raw sienna, terra di Siena, and Italian earth. is known under several names: Burnt sienna is a pigment of an orange-brown tint made by cautionsly calcining raw sienna. It is divided into two grades; American, and Italian burnt sienna. American burnt sienna is a reddish-brown pigment containing from 25 to 60 per cent iron oxide (Fe2O3). One grade, found in Pennsylvania, analyses as high as 80 per cent and is mown as double strength sienna. Italian burnt sienna is a pigment generally containing more iron than the American product, averaging 60 to 75 per cent iron oxide.3 American pig- ments of the same iron content differ materially in shade, having a Havana- brown color, whereas the Italian is more of a maroon. Italian siennas when tinted with 20 per cent of white, show a bluish tint, whereas American siennas yield a brownish or yellowish hue. Raw umber, also known as Turkey umber, Levant umber, and terra ombra, is a greenish to yellowish brown siliceous and ferruginous earth, containing a considerable proportion of one or other of the higher oxides of manganese, Mng04 and MnO2." It is similar in many respects to raw sienna except that it is much coarser and contains more manganese oxide. All umbers contain over 5 per cent of manganese dioxide. Like sienna, umber is a permanent pigment, not being injured by light or by impure atmospheres. Burnt umber (velvet brown, chestnut brown, etc.), results from the calcination of raw umber. The color is much richer and warmer than that of the raw umber. The colors are equally permanent and can be used in conjunc- tion with all other durable pigments.

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

A comprehensive study of all bituminous coal-mine fatalities occurring in Pennsyl¬ vania during the 5-year period, 1926-1930, was made to try to determine the factors that in¬ fluence accidents which cause these fatalities. During this study some two thousand reports of fatalities were reviewed, and pertinent information as to causes and influencing factors were tabulated therefrom. These tabulations are discussed in detail, and in some instances recommendations are made with a view to reducing the hazards in certain classes of these accidents.

"GENERAL STATEMENTThe purpose of this report, which is the first of a series of three covering mines in the Fairmont district of West Virginia, is to give the result of a' study conducted in seal mines to ascertain the nature of the safeguards employed to prevent injury to the workmen from falls of roof and coal. In presenting the subject matter, consideration must necessarily be given to factors, features, and conditions such as method of mining, timber regulations and practices, supervision and natural conditions; and, for comparative purposes, a certain amount of statistical matter bearing upon the relation of fatalities and injuries to their causes, tonnage produced, men employed, days worked, and time lost.Those features and practices found to promote safe protection are summarized and suggestions made for such additional safeguards and practices as appear to give greater protection against injury from falls of roof or coal.ACKNOWLEDGMENTSThis study of falls of roof and coal in mines in Harrison County has been conducted by the U. "Quartz and silica not only occur in diversified forms in nature but find a multiplicity of uses in industry. The purpose of the present paper is to assemble brief summaries of the many widely differing industries engaged in the production and preparation of these minerals in their principal commercial forms. Due to the scope of the subject it was though advisable to divide the paper into three parts. Part I deals with the subject of quartz and silica in general. It also contains a flow sheet of silica from deposit to consumer (fig. 1). Part II covers the uses and other economic factors of quartz, quartzite, and sandstone, the varieties of silica found in consolidated form. Part III deals with sand and miscellaneous silicas such as tripoli and diatomite. A chart showing the major ramifications of these industries is presented herewith as an introduction to the more detailed discussion that follows.For a more intensive study of many branches of the quartz and silica industries the reader is referred especially to Bulletin 263 of the United States Bureau of Mines, Technology and Uses of Silica and Sand by W. M. Weigel. For annual statistics relative to silica and its products in the United States he is referred to the annual chapters of Mineral Resources of the United States, entitled ""Silica,"" ""Sand and Gravel,"" and ""Abrasives."" With respect to diatomite reference is made to Diatomite, by Paul Hatmaker, recently issued by the U. S. Bureau of Mines as Information Circular 6391. The name quartz is an old German word of uncertain origin used by G. Agricola in 1529.Silica or silica dioxide (Si02) either free or in combination with other elements constitutes 59.08 per cent of the lithosphere, and quartz alone represents fully 12 per cent` of all rocks. Next to the feldspar group quartz is the most abundant mineral in the earth's crust; and it appears in a greater number of varieties and modes of occurrence than any other mineral. Silica or quartz occurs in crystalline, cryptocrystalline, microcrystalline, and amorphous forms. The most common, however, is the crystalline form, which occurs as three minerals, quartz, tridymite, and crystobalite, and of these three tridymite and crystobalite are quite rare in nature."
