This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.

IN developing a consistent picture of the thermal expansion of the commercial chromium steels, which cover a range of carbon contents, it is desirable to know the expansion in the limiting case of the binary, carbon-free, iron-chromium alloys. We have, therefore, determined the thermal expansion of a series of five special alloys, ranging in chromium content from 3 to 10.5 per cent, with not more than 0.03 per cent carbon, over a temperature range extending beyond the transformation region; this low carbon content enables us to draw reasonably reliable conclusions as to the behavior of the carbon-free system. Moreover, the measure-ments serve to determine the beginning and the end of the alpha-gamma transformation; and they emphasize once more the fact that a transforma-tion temperature determined by any method in which the specimen is cooled at an appreciable rate is apt to be seriously in error, particularly if the metal contains a transformation-retarding element such as chro-mium or managanese. The lag, or undercooling, observed at the ? - a transformation is explained in terms of the influence of temperature on transformation velocity; the rather unusual shape of the ? loop is attributed to a change with temperature and with composition of the distribution of chromium between the alpha-iron and gamma-iron solid solutions. The exact composition of the alloys which were obtained through the courtesy of Dr. W. Rohn, of the Heraeus Vakuumschmelze A-G., is given in Table 1. Determinations of the linear thermal expansion and of transformation temperature were carried out in the vacuum dila-tometer previously described,1 using a rate of heating and of cooling of 3.0° to 3.5° per minute unless otherwise stated. Magnetic susceptibility, which was measured in studying the rate of transformation, was determined with a magnetic balance, which also has been described.2

InteRmetallic compounds are formed in many binary metal systems. Some compounds are stable to their melting points, and others decompose at lower transition temperatures. Even those of the first class are dissociated in the liquid state, as indicated by the continuous form of their solubility curves at their melting points1. While the lattice structures of some of these compounds have been determined, their thermodynamic properties have not been investigated. In this paper is described the determination of the free energy and heat of formation of the compound CdSb, which is of the first class mentioned above, melting congruently at 455' C. This compound shows a rhombic structure, and the lengths of the edges of the elementary cell containing four molecules are: a = 6.52, b = 8.60, c = 4.16 A.' There are three possible methods of determining the free energy of formation of a compound of this type. The first method, applying the third law of thermodynamics, requires the measurement of its heat capacity preferably to liquid hydrogen temperatures, and a calorimetric determination of its heat of formation. The second method involves the study of the equilibrium of the compound in some gas reaction, such as: CdSb + CO² = CdO + CO + Sb From the known free energies of formation of CdO, CO² and CO the free energy of formation of CdSb could be calculated. The third method measures the electromotive force of a galvanic cell in which the cell reaction is the reversible formation of the compound from the elements. The first method is generally applicable, but requires elaborate experimental equipment. The second method can not be used for compounds melting at low temperatures, owing to the difficulty in establishing equilibrium. The electromotive force method, therefore, seemed to offer

Introduction Most of the Flin Flon ore-body, like many others in northern Canada, was covered by water. The original discovery was made where the ore-body outcropped on a strip of land jutting out into Flin Flon lake. The outcrop could be traced for a distance of 600 feet across the strip of land, but disappeared under the lake on both sides of the peninsula. Following the discovery or location of the property, in 1915, and subsequent to its examination by the H.P. Whitney interests in 1925, an extensive diamond-drilling programme was completed, which proved the existence of an ore-body at least 2,600 feet long and 900 feet deep. In plan, the central part of the ore-body at surface attains an overall width of about 450 feet; including waste horses, and gradually becoming narrower to the south. To the north, it stretches out as a much narrower tongue. The main body is a solid sulphide ore containing gold, silver, copper, and zinc. Adjacent to, and on the footwall side of, the solid sulphide ore-body, there are considerable widths of talcy disseminated copper ore, particularly in the upper 300 feet of the deposit, where the maximum widths occur. The ore-body occurs in a greenstone area, the rock being quite hard on the hanging-wall side, with the footwall schisted, talcy, and much softer. The greater part of the ore-body was overlain by 12 to 15 feet of water and from 15 to 90 feet of mud and clay, this material requiring eventual removal, regardless of the system of mining adopted. The total of mud and clay overburden was estimated at 1,000,000 tons. After considerable study, it was decided to mine the upper 300 feet of the ore-body by open-pit methods; the balance of the ore to be recovered by underground mining . The present paper gives an account of the methods adopted in both operations, and of the problems encountered.

INTRODUCTION THE electrical system associated with the mining development of the Hudson Bay Mining and Smelting Company, Limited, at Flin Flon, Manitoba, may be conveniently divided into three main parts, namely, the Island Falls power plant, the transmission line, and the distribution systems at the mine and metallurgical plants. For a description of the Island Falls power plant and the transmission line, the reader is referred to the paper, to be presented at this meeting, by R. W. Davis and M.F. Huffaker (1). The transmission line and sectionalizing combinations are shown diagrammatically in Figure 1. The present paper deals with the distribution systems at the Flin Flon mine and metallurgical plants. THE FLIN FLON DISTRIBUTION SYSTEM In the high-tension sub-station at Flin Flon, each incoming 110 kv. line is provided with manually operated, gang-type disconnecting switches. Each line is connected to Canadian General Electric type F.H.K. 39-60B-F.2 T.P.S.T. 110 kv. 400 amp. oil circuit breakers, each provided with M.K.4 centrifugal motor-operated closing mechanism. Gang-type disconnecting switches are installed on each side of incoming line breakers, and a complete ring bus system is formed through station tie breaker, which is' further provided with gang-type disconnecting switches on either side. The?bus tie breaker is of Canadian Westinghouse design, type G.22B, 110 kv., 400-amp., solenoid-operated. All three breakers are provided with bushing-type current transformers, and the two line breakers are further equipped with bushing-type potential devices. Oxide film lightning arresters (121 kv.) are installed on each incoming line and are located outside the station. Each line is further provided with interlocked gang-operated ground disconnecting switches. All disconnecting switches are mechanically connected to auxiliary switches, which provide pilot service to indicating lamps in the remote-control room, located in a separate building.

The selection of a process for treating a gold ore is governed primarily by the characteristics of the ore under consideration. The form in which the gold occurs, its mode of association with other minerals, and the size and surface condition of the gold particles are important factors which influence materially the choice of procedure for recovering gold. A knowledge of these characteristics may be obtained by microscopic and chemical methods combined with experimental testing. Cyanidation and amalgamation, either alone or in conjunction with flotation and gravity methods, are peculiarly adapted to the treatment of gold ores, especially those of relatively low grade. Gold alloys readily with mercury provided both present clean surfaces. The presence of oils and grease, antimony and arsenic minerals, or soluble sulphides have a harmful effect. Very small, flaky particles of gold frequently are lost in amalgamation because of noncontact with the mercury. Fine gold in pyrite, or gold having rusty or contaminated surfaces, is often lost for the same reason. Grinding or some form of abrasion sometimes removes surface films of iron oxide or substances of a similar nature, and alkalies or other chemicals are used to remove grease. Gold is readily soluble in cyanide solution, and this method of treatment is particularly effective in the recovery of gold from the tailings resulting from other types of concentration procedure. Cyanide solutions must contact the gold to insure recovery, and the porosity of the ore treated and the fineness of grinding required are important governing factors. The use of lime in cyanidation is necessary to protect the cyanide, to precipitate undesirable substances, and to settle slimes. Certain substances in ores are harmful in cyanidation; chief among them are those that combine with cyanide, forming cyanides, and carbon which precipitates gold from solution. Arsenic and antimony are also harmful if present in sufficient quantity. These and other difficulties encountered in cyaniding certain ores often are overcome by roasting prior to leaching. Zinc dust is used almost universally for precipitating precious metals from cyanide solutions. The refining and melting of the product may be accomplished by oxidizing the zinc before melting it in graphite pots with fluxes, although sulphuric acid is now used largely to remove the zinc before melting. Straight cyanidation practice is being replaced by flotation as a major process, followed by cyanide leaching of the tailings, but amalgamation is still needed as a primary process for the recovery of coarse gold before either flotation or cyanidation.

THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

[Permissible electric cap lamps represent a workable balance between the amount of light needed and the various limiting conditions, such as the weight the miner can carry conveniently, cost of the lamp, including upkeep, and adequacy or practicability of the lamp as regards safety, mechanical strength, and general performance. Other things being equal, the coot desirable lamp is one that gives the greatest amount of useful light. Conversely, with a given amount of light the most desirable lamp is one that its the most efficient respecting weight, cost, and performance.]

General Description Due to the extreme cold weather experienced in Flin Flon during the winter months, thought and precaution were necessary in the design of the plant buildings. The machine shop, carpenter shop, drill shop, and coal plant buildings are similar in the building materials used in their construction. They are sided with two-inch shiplap, insulated with celotex and asbestos paper, and covered with corrugated iron on all side-walls. Roofing consists of 2 by 4 lumber on edge, laminated, and further covered by celotex and three-ply roofing. These buildings are heated by means of unit heaters. The heaters are primarily steam-heated radiators, through which the air of the buildings is circulated by electrically-driven fans. Our machine shop is located to the east of, but central to, the main operating buildings of the mine and plant, and is so connected by a net work of tracks as to be able to serve all portions of the entire plant conveniently. The building is divided into two bays, the main bay 53 ft. by 340 ft., and the east bay 24 ft. by 340 ft. The shop office and drafting room, a two-story annex 24 ft. by 30 ft., is located on the west side of the shop. The arrangement within the shop is such as to house conveniently the several departments, namely, heavy machine tool section, repair floor section, boiler shop heavy tool and floor section, blacksmith heavy tool and forge section, tool room, electric welding rooms, stock room, tin and copper shop, and electrical parts and armature winding and repair shop (see Figure 1). All the heavy tools, the repair floor section, and railway tracks are so located in the large open bay as to be fully serviced by an electrically operated 15-ton bridge crane, with a span of 50 feet and a travel the full length of the shop. A standard-gauge railway track, branched off the main line, penetrates the full depth of the building. This track lies along the extreme east side of the main bay, allowing easy entrance and movement of rolling stock and heavy machinery, loaded on standard flat-cars, to the repair floors in the main bay. Eight jib cranes, affixed to building columns, further facilitate the heavy repair work throughout the various shop divisions. Our light and heavy machine tools are standard equipment, not unlike tools used in mine, mill, and railway shops.

Knowledge of the relative floatability of silicate minerals is increasing in importance as flotation is being applied to the concentration of nonsulfides. Many silicates are in themselves commercial products amenable to concentration by flotation. Moreover, the selective flotation of other nonsulfide minerals, such as cassiterite, depends largely upon the floatability of associated gangue silicates. Differences in floatability existing between the various silicates have not- been sufficiently appreciated; for example, the feldspars that differ greatly in floatability have generally been merely treated as "feldspar." It was the purpose of the work described in this paper to determine by experiment the differences in floatability between silicates; to investigate the causes for such differences, and to discover a means of predetermining approximate floatability without the necessity of experimentation. Determining Floatability The relative floatability of 20 silicates so selected as to represent all of the more common silicate types1 was obtained by flotation tests enumerated in Table 1. The mineral to be floated was crushed dry on a steel plate, and screened repeatedly during crushing through an 80-mesh screen in order to produce a sand with all grains as close to 80 mesh as possible. The sand was placed in dilute (6N) hydrochloric acid until free of soluble foreign material, and then washed with tap water about ten times in order to remove both acid and fines. The resultant product, which averaged 82 per cent plus 200 mesh, was floated in 50-gram charges in a 50-gram Denver celluloid flotation machine with 0.008 gram of terpineol, and from 0.01 to 0.05 gram of oleic acid in a solution acidified with sulfuric acid. The degree of separation of one mineral from another was determined by counting under a nlicroscope the grains of each mineral, both in the concentrate and in the tailings, and comparing their relative abundance in each. The Tri-State zinc-lead mining district embraces an extensive area, including the northeastern part of Ottawa County, Oklahoma, the southeastern part of Cherokee County, Kansas, and adjacent portions of Missouri, mainly in Jasper County. The Oklahoma-Kansas portion of the district, in the vicinity of Picher, Okla., has been the principal producing area since 1917, and the present milling practice in that section is the subject of this paper. This district is the largest zinc-producing field in the United States. In 1926 it produced 55 per cent of the nation's zinc and 15 per cent of its lead, and in 1933 it produced 35 per cent of the zinc and 10 per cent of the lead. From 1842 to 1933, inclusive, the total output of the district was 18 1/2 million tons of zinc and lead concentrates valued at 818 million dollars. Of this production, the Oklahoma-Kansas, or Picher, field yielded over 9 million tons valued at over 400 million dollars. Mining operations in the Oklahoma-Kansas field near Picher and Baxter Springs began in 1915. The mills built it that time consisted merely of gravity concentration plants employing jigs and tables and the same flow sheets as had proved satisfactory with the free-milling ores such as were mined in the Joplin-Webb City fields in Missouri. The Kansas-Oklahoma ores proved to be much richer but also more refractory to treatment than those in the Joplin area, and contained a considerable percentage of zinc mineral not freed by the amount of crushing usually practiced in preparing the ores for jigging. Thus the old Joplin type of mill, with its usual two or four jigs and a few tables, proved inadequate and resulted in excessive tailings losses sometimes as high as 50 per cent

This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

FROM AN OLD MANUSCRIPT THE text for this contribution to the history of the Patio process is a page taken from a Spanish manuscript of Bartholomé Arzaj Sanches y Uela, now in the possession of the library of Brown University (see Figure 1). I owe the photographic print to the courtesy of the librarian. The date, as will be seen, is 1577. The subject is the treatment of silver ores at Potosi, in old Peru, but in modern Bolivia. The group of drawings (see Figure 1) is entitled "Arrangement of the machines in which the ores of silver are ground on the bank of Potosi, the one of two batteries and the other of one". First, top-left, we have the sketch of a "machine of one battery" operated by a water-wheel. From this mill the water runs in part along an aqueduct supported by pillars to the two-battery mill and in part down the hillside, where men are at work with "tubs, which are called cochas, in which are washed the charges of ore and amalgam". Along the top of the page are shown the "various offices in which are stored the copper, the salt, the ucha [llama dung, used for fuel], the lime, and other materials for the re-duction of the ores". To the right of these are "apartments and warehouses in which is stored the ore brought down from the mountain"?the cerro de Potosi. Through the arched portal come the "sheep [llamas] on which is brought down the ore". To this is added a reference to "the second gate, which closes the whole works". On the level above the aqueduct are seen six men carrying skin-bags that contain water. This is being sprinkled on the ore. On the extreme right are six more of these water-carriers. Next comes the two-battery mill. The mortero, or mortar, is marked on the right. Another description says, "Stone, on which the stamps crush the ore, which is called a mortar". To the left of these are indicated "screens of wire in which the ore is sifted after it has been crushed". Farther to the left, near the ore-washers, is a "shed, in which is placed the metallurgist to test the ore of the boxes". Along the left side of the page are sundry buildings, one of which is labelled a "shed in which are placed the cones of silver". Near it, lower, to the right, is the "furnace, in which are roasted the sulphides to facilitate treatment". Farther to the right is the "place where the Indians mix the charges of sulphide ore, which is called a buitron". Alongside is a "buitron in which the charges are prepared for reduction". Inside is a container, to which are attached the words "measure, called topo" On the extreme right is "another buitron in which the Indians mix the ores with their feet, as well as the heaps for the preparation of the reduction". Near the bottom, on the extreme left, is the "chapel where the holy sacri¬fice of the mass is celebrated". Under the first buitron is the "place where they dry the moist ores, called pãpear".

Since its inception the United States Bureau of Mines has fostered the development of portable mine lamps. Although there is still much to be desired with respect to illumination in coal and metal mines and the replacement of open lights has been slow the Bureau has been given credit for assisting materially in the development and introduction of the safe and efficient portable mine-lighting equipment available today. Much of the work conducted by the electrical section of the Bureau entails approval tests of various types of electrical equipment, including lamps; to be used in atmospheres that may contain methane or coal dust in explosive proportion. If a can lamp meets the requirements-for safety, efficiency, and adequacy, as published in Schedule 6B,4 it is approved and is generally known as a "permissible" lamp. The terms "approved" and '"permissible' often are used interchangeably. The manufacturer must put an approval plate on each approved lamp, showing it has mot the schedule requirements. The approval plate is not a guarantee that the lamp is safe. However, if the lamp, once in service, has not had any parts changed or improperly assembled or if carts that wear out or depreciate have been properly replaced it should still, be safe, efficient, and adequate for the service intended. Virtually all electric cap lamps in service today in the United States and a great many that have been sent to foreign countries bear the approval plate of the United States Bureau of Mines. Although many explosions have been attributed to open lights none has been charged against the permissible cap lamp. Nystagmus, a disease of the eye attributed to working under insufficient illumination, is practically unknown among; American miners, although it is quite prevalent among European miners.

Introduction Up to the present, the operation of small mills for the treatment of gold ores has not been favoured in Canada to the extent that it has in other countries. For instance, a list of the operating properties in Southern Rhodesia, published in The Rhodesian Mining Journal of November, 1934, shows for the month of September, 1934, that there were over 500 small mills treating less than 50 tons per day, and the majority of these between 5 and 25 tons. They are operated by individuals, syndicates, and small mining companies. It is presumed that the operations are profitable, although from the published figures of the tonnages treated and the yields, it is difficult for one familiar with Canadian operations to understand how this can be possible, in the majority of cases. Most of these small mills employ stamps with plate amalgamation and with, occasionally, tables to produce a concentrate. Enquiries have been received from many parts of the world respecting milling practice suitable for small gold mines and the type of plant used in Canada. The tenor of these enquiries leaves the impression that the majority of the writers assume that the practice would be similar at all small properties. This, of course, is not the case. Conditions vary widely, and what would be a suitable mill for a typical Nova Scotia ore would not necessarily be wholly adaptable to many ores in Ontario, Quebec, or British Columbia. This paper has been written with the intention of inviting discussion, and it is hoped that, by such discussion, the subject will be more fully dealt with than has been possible in the time at the disposal of the writer. Only more or less standard principles and practices have been dealt with, and, purposely, no reference has been made to plants using mills of the Hadsel, the Nutt, or the Gibson type. As there is available but little reliable information on the costs of installation and operation of small mills, it is also hoped that those contributing to the discussion of milling practices for small mines will be in a position to give these data for the benefit of those contemplating the erection of small plants in Canada. Although it is difficult to generalize, it can be said that there are three types of gold mills commonly used at small mines: (1) Amalgamation and Gravity Concentration; (2) Amalgamation and Flotation; and (3) Cyanidation.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. Slag control for any kind of steel, rimming, straight carbon or alloy, should start with the charge and be developed well in advance of the tap because its composition, viscosity and temperature will unquestionably govern the physical and chemical properties of the steel when tapped. In the majority of plants producing alloy steels, primary consideration is given to the chemical specifications; physical characteristics usually occupy secondary place in the melter's mind. Recently, however, buyers have indicated limits of machinability, hardenability, grain size and, of course, always wanted steel free from foreign nonmetallic inclusions. It is these latter specifications that require the attention of the operator to the slag and its control. The slag must act as a vehicle for oxidized elements originating from the metallic portion of the charge; it should hold the oxides of phosphorus, silicon, manganese, iron and chromium that come into contact with it either before or after the refining and finishing stage of the heat. It must be used as a transferring medium of oxygen from the atmosphere or oxide additions to the metal and should permit a free escape of gas generated within the charge. Finally, the slag is the principal controlling factor in regulating the rate of oxidation which in turn eventually determines the quality of the steel as measured for the various characteristics mentioned above. With pig iron of uniform composition, the iron oxide in the slag increases as the limestone is increased but with the same addition of stone in every heat, the iron oxide decreases as the silicon is increased in the charge, and vice versa.
