MY treatment of the subject of "Metals of the Future" is imaginative rather than statistical or scientific, because reliable information concerning useful concentrations in the form of ore deposits of by far the majority of the elements does not exist and the chemical, physical, and mechanical properties of the unfamiliar metals are recorded only in fragmentary and uncertain form or not at all.

FOR many years, you and your fellow members of the American Institute of Mining and Metallurgical Engineers have devotedly and ably applied yourselves to the art of making iron and steel. having foremost in your minds the conservation of raw materials, suitable and efficient facilities, economical processes, and improved quality of product. For the past three strenuous years you have contributed wholeheartedly to meeting the problems of increased production. You have conducted scientific and technical investigations and research, recommended experiments. and gathered all the available and valuable information possible to gain the desired objectives. You have had many obstacles and difficulties to overcome. In the early days of your organization, there was some lack of co-operation from the industry itself-perhaps, for example, some failure to recognize the mutual advantages of free exchange of experiences and information. But regardless of any hindrances, you have made many and valuable contribution which have tended to make iron and steel manufacture leas of an art and more of a science.

WE in Canada want to see industry get back to a normal economic basis as soon as possible but wartime controls cannot be dispensed with immediately the war is over. Perhaps never again will we be entirely free from some of the types of controls such as those set up during the war. Certainly the taking over and disposal of surplus materials contemplates the continuation of some form of control for many years to come. However, to the extent that it is possible, the Allied nations are exponents of free enterprise.

ACCELERATED programs, as discussed in this paper, refer to the year-around operation of a college or university with three sixteen-week or four twelve-week terms per year, with pauses between sufficient only to allow the administrative group to perform their functions. In most engineering schools, under such conditions, the conventional four-year course can be condensed to two years and eight months. These accelerated programs of study, which now exist in most of our technical institutions, were forced upon us under the influence of the outburst of wartime patriotism, perhaps one might go so far as to call it hysteria. Many of us felt and hoped that these programs were temporary expedients, but the cold hard threat of permanency now rears its head; consequently we should examine the merits and shortcomings of the new order, and evaluate its effect on our educational system, since it may persist in some form in the postwar years, because of the changing political and financial situation. MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

ABOUT three miles west of Fontana San Bernardino County, California, and fifty miles east of Los Angeles, the Kaiser Co., Inc., has built an integrated steel plant. By integrated, I mean that from its wholly owned iron ore and coal supply, the Kaiser Co. is producing in its own mills iron and steel products. Pig iron to meet the West Coast needs has been produced at Fontana since Jan. 1, 1943; steel ingots were first poured there May 14, 1943; and steel plate for ships was first rolled Aug. 15, just sixteen months after ground was broken. Briefly, the plant consists of: (I) Two batteries of by-product coke ovens, totalling ninety ovens, carbonizing about 1740 tons of coal per day at capacity; with by-product facilities for the production of tar, ammonia, and ammonium suIphate, light oil distillates, and tar distillates. For this vast program, the explosives industry was well prepared. I use the term "well prepared" to cover all the phases of explosives service, which include formulation, design, manufacture, distribution, and application.

IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. ON giving thought to the subject of this paper, my first reaction was that many and striking changes have come about as a direct result of the war. However, more careful analysis indicates that few, if any, of these changes can be wholly attributed to it. The actual situation is that all these changes were conceived and most of them at least partially executed in re- cent prewar years, it remaining the role of war to achieve results in a fraction of the time that might normally have been taken, lacking its driving impulse. The further discussion will therefore be with the premise that the individual changes have been greatly hastened rather than directly and primarily caused by any war conditions. Co-operation among copper alloy producers on production problems is agreed to be much worth while. The industry was too long noted for jealousy and secrecy as to equipment, methods, and even materials produced. Gradually, a more open and co-operative policy evolved but even just prior to the war the interchange of ideas was relatively cautious and limited. The need for a great increase in production in record time fostered a more co- operative attitude; exchange of ideas and experience concerning all phases of production increased tremendously to the benefit of the individual participants and thus the war effort, too. This more united effort has undoubtedly led to many specific improvements in process or equipment and these in turn to more rapid and economical operation than could have taken place on an each-for-himself basis.

PRODUCTION of nickel in Cuba, a new source of this metal, has been started by the Nicaro Nickel Co., subsidiary of the Freeport Sulphur Co. Construction of the Nicaro plant in Oriente Province, Cuba, and of a refinery at Wilmington, Del., has been "substantially completed," according to Langbourne M. Williams, Jr., president. The initial rate of output is less than capacity operation, which will be reached when "the customary problems incident to the commencement of full- scale production are eliminated." The plant in Cuba for the treatment of the extensive nickeliferous ores of that region, and the refinery, were built by Nicaro for the account of the Defense Plant Corp. construction has been under way for eighteen months. As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

"INTRODUCTION For many years protective grounding of electrical equipment has been advocated as a means of safeguarding equipment against damage and of minimizing shock hazards to persons. Several codes are in effect covering in considerable detail the items to be observed in obtaining effective grounding in and about industrial plants. Although the coal-mining industry does not have a comprehensive code of its own covering the grounding of electrical installations, a number of States and individual coal-mining companies have issued codes, standards, or rules that include certain requirements with reference to grounding. As early as 1916, 4/ and again more recently, 5/ the Bureau of Mines recommended grounding, particularly as a means of preventing shock to men working on or around electrical equipment.It is common knowledge among electrical engineers of public utility and mining companies that connecting a wire from the frame of a machine to a rod or pipe driven into the earth does not necessarily assure desired protection of surface equipment. In fact, it has often been found necessary to use several interconnected rods and to treat the surrounding earth with salt or other chemicals before the connection to earth would have sufficiently low resistance to give satisfactory results. Even these expedients have not produced the desired results in some localities. It has also been found that ground connections initially having a low resistance may attain high resistance during some seasons of the year. In spite of such difficulties with surface equipment, it has sometimes been assumed that a mining machine resting on the floor in a coal mine is grounded by virtue of its contact with that floor. It has also been assumed by persons endeavoring to comply with grounding requirements that a peg or rod driven into the mine floor would provide a sufficiently low-resistance contact with the earth to be satisfactory as an electrode for connecting the grounding wire from frames of equipment. That both assumptions may be wholly untrustworthy has been proved by the authors in actual tests with underground machinery."

(being shipped as bailast in ocean freighters). Within the last 10 years it has become more economical to use local sands, and there has been a general shift from the Belgian sand. Deposits of purer sand were treated and used for 'some time: but the suprly became limited, and means were sought to beneficiate the more bountiful subpay-f impure beach sands. These sands are composed of, 50 percent feldspar and 50 percent quartz, with small amounts of iron- bearing minerals, The most objectionable impurities in these West coast sands are the oxides of iron and aluminum. The Del Monte (Calif.) beach sand contains about 0.13 percent FeqQg and about 11.0 percent Aig03 (the latter being furnished by the large amount of feldspar present.) For the manufacture of feldspar present.) For the manufacture of flint-glass containers the maximuni quantities of these two impurities permitted in the sand are 0.05 percent F20 and 6 to 8 percent A1203.. The Fe0g occurs in the sand as follows: Traces of iron-bearing minerais resistant to weathering, ferruginous clay stains on the sand grains, and iron minerais not visible and possibly in solid solution or as colloidal incisions in the grains of feidspar or quartz. A good part of the iron in the sand is present in the traces of iron-bearing minerals, biotite, ilmenite, garnet, monazite; and hornblende. Biotite is present in larger quantities than the others. Samples of quartz, were freed of iron-bearing minerais by the use of heavy liquid (sp.gr. 2.70), leached with boiling HCI and SnCl2. Under a microscope a few apparently clean quartz grains were selected, and Fe203 was determined spectrographically to be 0.03 percent. The technique is similar to that described by Gabriel and Slavin. 4/

The Heliopore process is essentially an arrangement that uses the waste heat in the exhaust gas of an internal - combustion engine to carbonize coal (noncaking ) or lignite . The gases distilled from the coal furnish fuel for the internal - combustion engine , which drives an electric generator . Thus the main products of the plant are electricity and char . A flow diagram illustrating the principles of operation of the Heliopore process is given in figure 1. The primary equipment consists of a carbonizing retort , gas cooling and scrubbing equipment, a gas storage holder, and an engine to burn the gaseous carbonization products . Coal is charged into the top of the retort while the hot gases from the engine travel upward through special ducts in the retort countercurrent to the coal flow . The hot gases never come into direct contact with the coal . Char is discharged at the bottom of the retort and hot gases at the top . The gaseous products resulting from carbonization of the coal are drawn off by an exhauster through the condensing and scrubbing equipment to take out tar and liquor , then to a gas holder , and finally are burned in a gas engine . The gas engine drives an electric generator and the engine exhaust gases are returned to the retort to carbonize coal . The entire process was intended to be continuous and self - sustaining, and to use coal as the only fuel . The plant may be said to be a large - scale pilot plant in that , although it is of full commercial size , its main purpose is to provide data for the design of others of its type . The installation tested had a daily throughput of about 4 tons of coal . Figures 2 , 3 , and 4 picture some details of the plant and equipment used in the experimental testing . Further details of the equipment and engineering drawings of the castings are shown in figures 8 to 22 in the Appendix .

This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (C. F. R. ) Committee of the Coordinating Research Council (C. R. C.) and the Bureau of Mines of the United States Department of the Interior . "INTRODUCTION The ventilation of working places in mines by jets of air discharged from fan-pipe lines is an important phase of mine ventilation, whether the primary purpose is to dilute gas or dust concentrations or to provide air-motion cooling effect. Jets of similar nature are very prominent factors in the ventilation of enclosed spaces, such as buildings and ships. The effectiveness of such jets depends on the distribution of the air in the jet streams, a subject on which the little definite information previously available applied to jet discharge into large, open spaces under conditions quite different from those ordinarily associated with fan-pipe discharge in mines.The results of an initial series of experiments on the discharge of air from fan-pipe lines in mine openings have been described. 3/ This report presents the results of a second series of experiments and compares the results of both series with theory and experiment on jet discharge into large, open spaces. The results of this second series confirm and supplement those of the initial series, in which a 10-inch pipe discharged into an 8- by 8-foot develop¬ment end through seven short discharge pieces of different designs. In the present series the same 10-inch line was used, but the discharge was through 10- to 30-foot lengths of 5-inch, 10-inch, and 20-inch-diameter pipes and through a 20-foot length of 29- by 3-inch pipe. Tests were made with the air discharged into a closed drift or development end, as in the previous series (in which case the discharged air returned past the end of the pipe) and into an open drift (in which case the discharged air did not return past the end of the pipe but continued out along the drift). Test conditions corresponded to the discharge of a jet into a channel closed at one end; in one case, the discharge was directed toward the closed end and in the other toward the open end. The former typifies fan-pipe ventilation of development ends and the latter an abrupt increase in the sectional area of an airway. In both the flow had to pass from jet to open air against some resistance.The tests were made in the Mount Weather Testing Adit of the Bureau at Bluemont, Va., on the pipe line installed for ventilating the adit, and extended from late September to mid-November 1940. Preparations were made for directly comparable series of experiments on the injector effect of fan-pipe discharge in an open drift and on free expansion in large, open spaces, but these test programs were .first postponed in favor of other work and finally abandoned until the war is over."
