Blaster training manuals used by the Office of Surface Mining (OSM) and others are outdated and cumbersome. A new approach has been developed using Microsoft PowerPoint with a Visual Basic overlay to produce modules on CD’s that present state of the art blasting techniques. The education modules contain enhanced information on topics such as explosives and initiation products, blast design, drilling, and vibration control. The content is based on safe practices and illustrated with numerous photographs and movies. Review questions, complete with explanations for incomplete answers, enhance the learning process and keep the blaster involved. The benefits of using an electronic format include the ability to continually change and update the training modules as new products, technology and applications become available. In addition, the blaster can work at home in preparation for class work and may reduce the time away from the job. This poster session presentation will allow potential users to view and take part in the evaluation of these modules.

Natural carbon dioxide has recently been exploited in the United States in consequence of oil and gas developments in the Western States and the growing demand by transcontinental and transoceanic shippers for solid carbon dioxide. The discovery by drilling of commercial deposits resulted in consideration of its geographic and geologic distribution and occurrence. Its wide distribution in nature is evidenced by its occurrence in the atmosphere, hydrosphere and lithosphere. The question of origin of carbon dioxide involves consideration of theories similar to those concerning natural hydrocarbons, although available evidence favors an inorganic rather than an organic source. Areas favorable to development of commercial production appear to be those in proximity to igneous rocks or in the vicinity of decadent volcanic activity, where, it has long been known, the gas is evolved either free or dissolved in the waters of fumaroles, geysers or mud pots. Structure contour maps are presented showing the Wagon Mound anticline in New Mcxico and the Farnham anticline, Utah. A well drilled on the latter supplies gas to a 20-ton plant manufacturing solid curbon dioxide at Wellington, Utah, on the Denver and Rio Grande R.R., whence it is shipped to surrounding territory and to the West Coast. Before funds are invested in a plant for the manufacture of liquid or solid carbon dioxide, whether supplied by wells or springs, an effort to ascertain the volume of gas available is advisable. The use of present methods of estimation of gas reserves with modifications to account for the quantity absorbed by any water present in the producing formation is recommended. The Farnham anticline is used as an example and computations are made of the probable volume of gas originally present in the structure. No attempt was made to compute reserves in the Niland area, California, for the reason that in such areas it is believed the volume is indeterminate. Introduction Carbon dioxide, in liquid and solid form, has found a wide variety of uses other than its primary application in carbonating beverages. It is now used in more than 40 different ways, ranging from cooling or freezing to use in gas or liquid form for mechanical purposes, chemical industry, explosive, fire extinction, and tire manufacturing. On the preceding pages, operations of the four major producers of nickel today have been described. There are, however, other operations in the world that, while not as large, are still of importance to the over-all picture of the industry. Among these are the Finnish producer, Outokumpu Oy, a state-controlled company that operates the Kotlahti mine 200 miles northeast of Helsinki. The ore from this operation, which began production in 1959, is pentlandite, chalcopyrite and pyrrhotite, occurring as disseminations in the host rock and in breccias. The flowsheet of the 1500-tpd mill at Kotlahti follows standard practices of crushing, grinding, and flotation to produce a pentlandite-pyrrhotite concentrate and a copper concentrate, both of which are shipped to the smelter at Harjavalta.

IT is difficult to judge how much influence the success attained during its first year, 1864-65, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering, be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with Generalized as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. The Otjikoto Mine, owned at 90% by B2Gold Corporation, is located 300 km north of Namibia’s capital city of Windhoek. The reserves from the open pit mine, estimated at 25.9 million tons with an average grade of 1.28 g/t Au, contain gangue minerals, pyrite and pyrrhotite, and have an estimated 10 year mine life. The feasibility study included an optimisation of gold leaching using CSTR for the original design. The results of the test work were used to establish the design criteria. Gravity tails from three composites (drill cores), representing the major ore types, were used. The XR3 sample (gravity tails) contained 0.32 g/t Au, while the XR2 and XR1 gravity tails samples (used for variability) contained, respectively, 0.30 g/t Au, and 0.47 g/t Au. The optimum leaching conditions were: a pre-treatment of 7 h at pH 10.5 with 100 g/t lead nitrate, DO > 5 ppm followed by cyanidation at 300 ppm NaCN, pH 10.0, DO > 5 ppm for 48 h. The gold extraction was 91.5% (97.2% overall extraction gravity/leach) and the cyanide addition was 0.57 kg/t NaCN. Increasing the DO to 16 ppm did not show any economic benefits. No pre-treatment or a 4-h pre-treatment reduced the gold leaching kinetics. The XR2 and XR1 gravity tails samples had gold extractions of 92.9% and 92.3%, respectively. At the plant scale, an 11 h pre-treatment is used followed by 42 h cyanidation with 250 ppm NaCN and an average DO of 8 ppm and 230 g/t lead nitrate in 2016. The cyanide addition was 0.49 kg/t NaCN. The commercial operation started on February 28th, 2015. The overall gold recovery and production were 98.4% and 145,696 ounces for 2015 and 98.1% and 166,286 ounces for 2016. It was found that retention times, gold content of leach residues and cyanide addition are comparable for the lab and the plant. Details of the Otjikoto process flowsheet are discussed in this paper along with the results of the lab leach optimisation test program and the plant leach circuit performance and improvements.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

(Eng.)(Rand) INTRODUCTION Stone Age people were living in various parts of South Africa as recent,ly as a thousand years ago, when they were displaced by Iron Age people with a culture developed in the far north. These invaders brought farming, building, and the earliest mining developments to the Transvaal, thus ushering in the beginning of our great mineral heritage. It is of particular interest to record that, up to comparatively recent times, some of these people were excavating iron-bearing shale rocks for their smelting furnaces on the Melville Koppies in J ohannesburg. Although the most recent the iron-smelting furnaces discovered on these koppies is estimated to be some five-hundred years old, it believed that these Iron Age people were driven out, and their settlements destroyed, by Zulu impis only one-hundred-and-fifty years ago.

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. UNDER the stimulus of war psychology the American public has grown confused and jittery in its thinking on the subject of this nation's petroleum resources. This confusion arises from the failure of the average citizen, and even of many leaders in government, in our armed forces, and in the petroleum industry itself, to distinguish between our proved reserves of petroleum in the several oil-producing states and the total petroleum re- sources available to this nation. Leaders and public alike examine the accepted estimates of our proved reserves and thoughtlessly conclude that these estimates represent the total of our petroleum resources. Our fears are aggravated if we turn to the statistics on oil-finding and observe that the discovery of new reserves has waned decidedly in recent years. This confusion is dangerous because, under its influence, ill - considered policies spring up and flourish, choking out the most valuable fruits of the long experience of the American petroleum industry.

AT the Annual Meeting of the A.1.M.E. last February, Cornelius F. Kelley, chairman of the Anaconda Copper Mining Co., was presented with the Charles F. Rand Memorial Medal for "conspicuous success as administrative head of great enter- prises engaged in the production of nonferrous metals at home and abroad; for inspiring leadership of an organization that has trained able engineers for service wherever ores are mined and metals are recovered; and for enhancing the prestige of metal mining in the financial and industrial world." Mr. Kelley's acceptance speech follows: I am not unmindful of the fact that the distinction is not to be considered a personal one, but that by the language of the citation itself it is rather a recognition of the service that has been performed by the many trained men of an industrial organization that in the arts of mining and metallurgy and in the fabrication of metal products has performed a distinct service to the industry and to mankind. In that spirit, the award is accepted, and on behalf of the organization I represent and myself, I thank you and assure you that the honor is deeply appreciated.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.

Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.

This paper examines the occurrence of outbursts, coal bursts and rock bursts in underground mining. It then examines them from the viewpoint of the failure mechanism and velocity of particles. The presence of gas is extremely important as it can both act as the fluid pressure component of effective stress leading to failure, and as a substantial energy source in projecting material during a burst. For gas to drive a dynamic event it must be present as free gas held in voids within the rock or coal mass. This can pre-exist the burst event or be released from desorbing gas during it. The latter is typically part of a multi-stage outburst event which can reach very large proportions. Rock and coal bursts are driven by strain energy release and can vary in form. These tend to be single events associated with failure and strain energy release. It is also possible to conceptually have hybrid events where the failure of the mass and the energy release are due to both stress and expanding gas.

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

Attention is also drawn to the recent privatisation of the electric power and gas industries and the intention of the present Government to follow suit as regards coal mining. The subject of mining law is discussed under the headings: minerals or rights that have been nationalised or are vested in the Crown; ownership (of land and mineral rights); special customs; tracing of owners; right of support (arising from mining); ancillary rights and easements; obtaining prospecting and mining rights; planning permission; statutory aids to obtaining rights; notes on the history, law and practices of petroleum (onshore and offshore), gas, coal, prescribed substances, gold and silver; electricity; safety, health and welfare; and technical information and boreholes. The blast furnace today continues as the primary production method of hot metal in large-scale steel production. The blast furnace process has been the target of repeated attempts to replace it with various process options, including direct reduction and coke-free smelting reduction. While these new technologies are being adopted in appropriate niches, the blast furnace has responded to the challenge by being amenable to continuous improvement. I will review the role of the blast furnace, major developmental and improvement trends, and then list the current important issues in ironmaking. I will outline the challenges to be faced by the blast furnace to maintain its position as the primary hot metal production process. The material presented here is an update of earlier presentations made in Stockholm, Sweden, 1996, Duluth, 1998 and Chicago, 2000.

OUTOKUMPU, a large copper mine in eastern Finland, has the distinction of being one of the few important mines in the world discovered by a geologist the late Otto Triistedt, of the Geological Sur- vey of Finland, having found the out- clop in 1910 by tracing glacial ore boulders, some of which had been carried as far as fifty kilometres. As the mine had no connection with either railways or waterways and the possibilities of transport were poor, the owners first tried the Hybinette hydrometallurgical process to extract the copper. The raw ore was finely crushed, treated by a sulphatizing roast. and then leached. The resulting solution was electrolyzed, using lead anodes. This paper deals with the nickel smelter and refinery concepts Outokumpu has applied at Harjavalta and several other plants. Also other process routes and modifications developed and tested by Outokumpu during the recent years are highlighted. Outokumpu started nickel production in Harjavalta in 1959. Until 1995 the Flash Smelting - Peirce-Smith (PS) converting route was applied. High grade nickel matte from the converting step was further refined by means of leaching and electrowinning to produce cathode nickel. In 1995 the nickel production capacity was increased from 17 000 t/a to 52 000 t/a based on the Direct Outokumpu Nickel Smelting Process (DON). In the DON process PS converting is eliminated and high grade nickel matte with low Fe-content is directly produced in the flash smelting furnace (FSF). Metal values from the smelting slag are recovered in the electric furnace (EF) as iron containing Ni-matte. The DON process can be operated with either two matte concept, where high grade FSF matte and EF matte are produced, or a single matte concept, where EF matte is recycled to the smelting furnace and thus only one type of high grade matte is obtained. The additional refinery capacity at Harjavalta is based on hydrogen reduction producing.
