"IT IS INDEED A PRIVILEGE to address a group representing a sector of the Canadian economy so important as is the mining sector. Important, not only today, but certainly of great importance for the future development of Canada, for employment, for our trade balance and indeed, when one looks at what we are calling increasingly an industrial strategy, for the future. Surely mining will have a very significant role to play in fulfilling that. It's of special interest to me, as the Minister of Labour - and I ought to confess at the very beginning that I am just two months into this function - of special interest for me to know that you are giving such attention to labour-management relations. I think it is timely that, from my point of view at least, you do this, because for the first time in twenty four years major revisions of the Canada Labour Code as it relates to industrial relations and disputes settlements are currently in the House of Commons going through their second reading, after an easier introduction and some changes which I would be very pleased to describe later this morning. It is very timely too, I think, that we should be looking at this area because public interest is certainly at a high level. It is not only at a high level but it expresses a good deal of irritation with the current status and procedures and results in collective bargaining and there is some urgent search for more sophisticated or modified procedures for settling differences in labour-management relations. The public wants different kinds of results. I think that is apparent to all of us. They want results in terms of justice and equity on both sides. And it means that a Minister of Labour and certainly governments who often are representing, or are the third party in discussions, have a very important and complex role to play in attempting to create a balance as these two parties come to contracts and come to agreements."

The zinc-lead-silver mineral resource at Lady Loretta ranks amongst the worldÆs richest when measured in terms of in situ metal grades. However, the project remains undeveloped 28 years after its discovery in 1969. The primary obstacle to development has been the fine and complex grain structure of its ores, which make flotation concentration inefficient even with fine grinding. The size and remote location of the deposit have also hindered exploitation. BUKA planned to directly fume the volatile target metals from the ore when it acquired the project. Intensive, post-acquisition modeling showed the innovative processing route to be uneconomic, notwithstanding high metals recovery and low waste content in fume product. Progressive modifications and supplements to the underlying fuming process enhanced economics and resulted in a new mine-to-metal processing route for zinc-lead-silver ores. The proprietary, three-stage BUKA Zinc Process offers technical, economic and environmental advantages. It is expected to find widespread application in the treatment of ores and residues. However, neither continued R&D nor application to Lady LorettaÆs currently delineated resource can be justified under prevailing market conditions. The objectives and results of each step in the process development sequence are outlined with reference to their impact on the commercial viability of the Lady Loretta project.

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

"The Lake St. Joseph Iron Deposit is in Northwestern Ontario. Exploration to date by Steep Rock Iron Mines Limited has indicated an ore reserve of 683 million long tons. Metallurgical investigations have proved that suitable oxide pellets and/or superconcentrates can be economically produced from this ore. Studies of the Lake St. Joseph iron ore deposits have covered the period 1956-71, and have embodied applications of the improvement in mining and processing technology over this period. Market demand in the early 1960's for high-grade oxide pellets as a replacement for natural iron ores for the blast furnace first drew attention to the potential of the Lake St. Joseph deposit. The current market trend toward utilization of sponge iron to replace steel scrap as feed to electric furnaces and cupolas now suggests that the deposit can better be exploited as a prime source of superconcentrates."

ADDRESSING the Ohio Section at a recent meeting in Columbus, Ohio, R. C. Allen, executive vice-president for Oglebay, Norton & Co., Cleveland, spoke on "The Iron-Ore Industry of the Lake Superior Region in Prosperity and Depression." The speaker considered this region in connection with the problem of national security. This is the age of minerals; progress depends on them; and next to agriculture, the mineral industry is of prime importance. The United States has no shortage of minerals rather an over-supply; but many mines have been and are being exhausted. The shifting of the sources of supplies of minerals so important as copper, petroleum, and iron to other countries would create internal strains and affect international relations. There will be no early decline of ore mining in the Lake Superior region unless it is forced by unwise public policies. Iron ore is industrial strength and self-sufficiency. A study of economic geography is important for statesmen and mining men, because the minerals essential for peace and war are haphazardly or irregularly distributed throughout the world. Of these minerals, 75 per cent are owned by 10 per cent of the population, mainly peoples of Anglo-Saxon origin.

TEIS paper, which is merely an arrangement of data collected during several hurried journeys, is offered to serve as a record, until such time as a better substitute be compiled. My observations were confined, as far as possible, over the entire distance, to the actual river valley; because near the Central Cordillera the country is so mountainous as to be im; passable in any direction but that of the dominant valleys. The river is not navigable anywhere, and for the first part of its course is a mountain torrent that runs down the bottom of narrow, almost vertical-sided valleys, through which the only road requires repeated fording, and often following up the bed of the stream ; but the rock-walls, standing clean and free from debris on either side, present the different formations with remarkable distinctness. A topographical map and a cross-seetion of the Rio Huasco is given in Fig. 1. The Rio Huasco practically rises from Laguna Grande, a lake about 17 km. from the Argentine boundary, and 3,135 m. above se-level, which is fed by direct snow-water, and by a few streams varying from a considerable volume, when supplied by the melting snow, in late spring, to little or nothing during the rest of the year. It is a somewhat pear-shaped body of water, about 1.5 miles in length and half a mile in average width, with a reported maximum depth of 45 meters. It was formed by the choking up of a narrow continuation of the same valley with blocks of an agglomerate mentioned later. The present level is some 5 m. below high-water mark (to which point, according to local accounts, it has not been filled for 35 years). In the intervening margin is a calcareous deposit about 4 m. thick, formed by the rapid evaporation of the water in the exceedingly dry air, and aided by the capillary action of an aquatic plant, growing in thick masses around the edge of the lake. C. N. FEnner, New York City (communication to the Secretary) : A possible explanation of some of the' phenomena of amalgamation cited by Mr. Bayliss and others has occurred to me. We know that if, to a quantity of mercury, gold and silver are added until a putty-like paste is formed, and if this mass is spread on a flat surface and pressure is applied, a more fluid portion of the mercury will be squeezed out from the rest, carrying gold and silver with it. The proportion of gold to silver will depend, I think, upon various causes and conditions—the relative chemical affinity which gold and silver have for mercury; the amount of pressure used; the presence of other metals:

Joseph LeConte, Berkeley, Gal.: I have read with some care and with extreme interest the work of Dr. Don, and have 110 hesitancy in expressing my high estimate of its value. We have here an example of laborious work undertaken in the true scientific spirit and by right methods. Loose statements and rash conjectures are here brought to the test of chemical analyses. By such work only may we hope to reach reliable conclusions and finally to solve the complex problems presented by the occurrence of ore-deposits. Such work as this is not only scientific but Is in the highest degree practical; for while a crude and imperfect science, by interfering with the results of approved empirical methods, may be positively hurtful, a more perfect science must eventually become the only sure guide to practice. Such a more perfeet science can only be reached by such work as Dr. Don's. I am sure every member of the Institute will unite with me in the hope that Dr. Don will continue his work, and that his example will incite others to similar work. S. F. Emmons, Washington, D. C.: I desire to bear my humble testimony to the great value of Dr. Don's paper to the science of ore-deposits, the thoroughness and accuracy of his work, and the immense amount of care-taking and tedious labor which it represents. Erwin S. SperRy, Bridgeport, Conn.: The analysis of refined copper is a subject of great importance, and has not received the attention it deserves. Copper metallurgists, therefore, will welcome the paper of Mr. Heath with satisfaction. The state of the art of the chemical analysis of copper has been such that consumers, if they could not afford to run any risk, have been obliged to buy copper from the smelter having the best reputation, and a specification for copper to meet certain requirements could not be drawn up by the mere giving of the chemical constituents. Mr. Heath has brought the analysis of the copper to such a state that when a specification calls for copper " equal to Lake copper " one will know immediately what percentage of the pure metal to expect. It seems to be a pretty well established fact that the copper of Lake Superior is practically free from antimony and bitmuth ; and, with the exception of arsenic, the other elements are easily separated from copper by electro-deposition in an acid solution. The authorities differ in regard to the question whether antimony is deposited with the copper in an acid solution. Classen* recommends the employment of a solution containing 10 per cent. of free nitric acid, sp.gr.1.21, and the strength of the current from 0.3 to 0.4 ampere, in order to prevent the other metals from being deposited with the copper; and for this reason, I presume, the method has been generally used. I, myself, have been accustomed to use such a solution for the analysis of copper-alloys, but have found that for such alloys only a small quantity of nitric acid is necessary, if sulphuric acid is present in sufficient amount to give the solution the required conductivity.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. In this our fifth year of actual mining, a resume of our methods of mining may prove of interest. Our conditions are radically different from those of other districts; and we are just commencing to be able to draw conclusions regarding the systems in use. The ore-bodies of the range lie in a blanket-formation varying in width from 200 or 300 feet to over half a mile, and in length from 500 feet to more than 2 miles. It is practically horizontal in bedding, but in places has a dip of as much as 7 feet in 100 for a quarter of a mile. The top of the ore is in most cases nearly level, although local rolls make the back (or top of the ore) vary to the extent of 10, or in rare cases 20 feet, and very frequently there is a general slope of the top of the ore, as well as the bottom, which makes it impossible to mine it all from one level. Taking the average of long stretches, the side-walls may be described as quite regular; but local deflections make it necessary to prospect for the wall-rock, and in drifting underground it is common to drive along the sidewalls, uncovering them almost continuously, and thus making sure that no large pockets of ore are missed. The dip of the side-walls varies greatly, but an average is probably between 45' and 60°, sloping inward at the bottom, making the general shape of the ore-body not exactly a basin, but more nearly a trough, usually with a longitudinal trend and sloping sides, and ore much the deepest at the center. As to rock-occurrences inside the ore-body, the properties most largely worked may be said to be particularly free from rock, although much trouble is occasioned by bunches or small masses. In most cases these are not properly described as " horses" of rock, since they have neither continuity nor regularity of trend, but are offshoots connected with the side-walls or bottom.

1st. The fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down ill an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contains no phosphoras or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con . sequently the resulting iron should be free from both of these impurities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferromanganese, I have merely given above the rough outlines of the prows, bat it is my intention, as early as possible, to bring the process more fully before the Institute.

Mr. BIRKINBINE's description of the bad working and sudden chilling of the Warwick Furnace last summer, seems to me quite phenomenal in blast-furnace practice. During my connection with the management of blast furnaces for many years, in the anthracite, cake, and raw-bituminous coal districts, such a me has never come under my notice. It seems to me that the scaffold in the zone of fusion could not have established itself (so that the whole power of the engines, with a blast pressure ranging from 12 to 18 pounds per square inch, could not penetrate), unless the furnace was previously badly scaffolded and bridged in some of its upper sections, from 15 to 30 feet above the hearth level, either in the zone of chemical action or the beginning of the zone of fusion. Such a 'barrier to the upward gaseous currents would cause a suspension of combustion which may have superinduced the scaffold that is assumed to have existed in the zone of fusion. It is difficult to conceive that an agglomerated mass almost across the section of the lower bosh should have formed all at once, if the furnace was free and porous for the reaction of the gaseous currents, above. Therefore, I think, the Warwick furnace was by no means in as free, open, and fine internal condition at the time the trouble commenced as the description of its regular working would lead us to suppose. I do not question the accuracy of the statements relative to the output of iron, etc I merely claim that the phenomenta, as described, could not have been almost instantaneously developed, unless there had been an incipient scaffold and lodgment above the zone of fusion. I would state my hypothesis to be that the stock lodged or collected in some of its upper sections during fie process of blowing-in, on which, as a basis, more or less accumulations may .have lodged, and thus, indirectly, caused the formation of the suc-

"The property owned by the Lamaque Mining Company comprises a group of forty-four claims and fractions occupying an area of about 2,458 acres, in west-central Bourlamaque township, Abitibi county, Quebec. It is on ,the outskirts of the towns of Bourlamaque and Val d'Or, about 70 miles east of Noranda, near the eastern end of the belt of greenstones of Keewatin and Timiskaming age that extends eastward through Kirkland Lake into northwestern Quebec, terminating in Haig and Jurie townships 40 miles to the east.The claims on which the orebodies occur were first staked in 1923; No. 3 vein was discovered the following year. The original discovery was made by R. Clark in 1923. This was a small quartz vein containing a pocket of coarse gold on the north side of a hill near the northwestern corner of block 3. It is said that all the gold was removed in one shot in blasting into the vein; elsewhere it was barren. A picket line was then run west along the strike of the vein, which occupied a narrow shear zone, and about 2,000 feet west, in prospecting on either side of the picket line, a large boulder of quartz and tourmaline containing visible gold was found. This led to more intensive prospecting by trenching in the vicinity with the result that the No. 3, or 'float' vein, about 250 feet north of the boulder, was found. Due to low ground this vein was exposed in only one trench. The only other important vein found on the surface was the No. 1, or H, vein, which was exposed in several places by stripping and trenching, but it did not carry appreciable amounts of gold."

Due to the increasing worldwide demand for raw materials and the resulting rise in commodity prices more expensive processing that is able to utilize complex ores becomes economically viable. This and increasing ecological awareness is why the interest in recycling and urban mining is steadily growing in Germany. In addition to that; landfills do also contain elements, which were not targeted over the period, when they were being accumulated. Examples are rare earths, indium, gallium, cadmium, arsenic, selenium and tellurium. Also copper, zinc and lead, the target components of ancient mining, can be obtained due to more effective processing and smelting technologies. Funding by the German Federal Ministry for Education and Research, entitled "r³ ? Strategic Metals and Minerals ? Innovative Technologies for Resource Efficiency" also indicates the high level of strategic interest. It is against this background that the research project "Exploitation of the Raw Material Potential of Mining and Metallurgical Tips in Respect of Sustainability as Exemplified in the West Harz Mountains (ROBEHA)" has been implemented. A major concern of this project is the possible transfer of results to landfills in other areas. Therefore the development of an expert system based on the innovative processing methods and a method manual for urban mining are the central components of the investigation. This will provide an important contribution to the cost optimization of ensuing urban mining projects. To ensure the success of landfill mining projects it is necessary to record the composition and quality of the deposits accurately. Also the environmental impact caused by landfill mining and changes in the natural and cultural landscape will be considered in a multicriteria evaluation method. Depending on their origin the tips are divided into the categories mining, processing, and smelting. The content of a landfill and thus the economic potential in terms of urban mining is dependent on the type and composition of the deposits (host rock, gangue, and ore mineral), the available processing and smelting technology, and the target components at the time of mining. Zinc, for example, was not been processed until the 19th century, when it gained attention as being material of economic importance. After such knowledge about a landfill is obtained the decision for further investigations can be made. For a total of 158 landfills in the Harz Mountains, both the volume and the approximate contents of copper, zinc, and lead has been estimated for the different types of tips within past research projects. Based on the prices of the London Metal Exchange (LME) and a euro/dollar exchange rate of 0.76 (as of 03/05/2012) and assuming a minimum density of ? ? 1.5 t/m³ a average value of 1.6 billion ? in copper, zinc, and lead can be obtained. Although only these three metals are considered in this first estimate, it demonstrates the potential of landfill mining and the need for further research. KEYWORDS Urban Mining,
