Bio-hydrometallurgy technology was applied for the extraction of copper from the raw ores of Chambishi Mine in Zambia. A copper extraction of 93.29% was obtained for small scale column bioleaching within 63 days, while a copper extraction of 89.05% was achieved for large scale column bioleaching in 90 days, thus confirming the amenability of the raw ores for effective extraction via bioleaching. The bacteria were cultured in a 6-stage enlarge cultivation. The bacterial cultures with cell concentration of more than 1×108 cells/mL were added into a spray pond of sulfuric acid to be applied in the dump leaching, and a copper extraction of about 50% was achieved within 2 months. The production report revealed that the copper extraction increased by approximate 20%, and the acid consumption was reduced to around 35% as a consequence of adding the bacteria. The industrial demonstration of the bio-hydrometallurgy technique is now well established in Zambia, and further applications of bio-hydrometallurgy in both Zambia and Congo are currently in progress.

Based on the scientific investigations on mechanochemical synthesis of metal sulphides from metals or metal compounds and sulphur or sulphur compounds, the article describes the industrial production of nanoscale metal sulphides. Special operational conditions such as inert atmosphere, size and type of the grinding balls, grinding time and specific energy input are taken into consideration. A system configuration for the manufacturing of sulphides at a capacity of 100 kg/h is presented.

Mercury is present as trace contaminant in many raw materials for metallurgical plants. When such materials are treated with pyrometallurgical processes the mercury is volatilised. Mercury has a high vapour pressure, even at low temperatures, and therefore it is removed only partly by normal gas cleaning processes. The Boliden Norzink scrubbing process removes elemental mercury by converting it to calomel. It is widely used in the base metals industry. This paper gives examples of the application, and also outlines the background for the development of the process. Another technology developed by Boliden for mercury removal is the Selenium filter. This is a fixed bed filter based on the reaction between elemental gaseous mercury and selenium, by which mercury selenide, HgSe, is formed. The mercury selenide is a highly stable compound with extremely low solubility in water and very low vapour pressure. Mercury is removed selectively without any side reactions. Special applications for the selenium filter technology include mercury removal from gases containing sulphur dioxide and geothermal off-gases.

"IntroductionIndustrial Relations combines two very important relationships - employee relations and union relations.Employee relations always come into play when people are hired to perform tasks. Because mineral processing plants cannot be operated successfully without people, at least not yet, if they ever will be, employee relations must exist in an operatingplant.If the employees choose to be represented by a union, then a relationship with the union as an institution also comes into play. It is very important to note that unionization does not mean that the employee relationship is replaced by a relationship with the union. The latter is superimposed on the former, but it does not replace it. Similarities and overlaps in the two relationships will be present, some of which are of fundamental importance. Nevertheless, they are two different relationships and the reader should bear this in mind when reviewing those parts of this chapter which discuss unionization, collective bargaining, collective agreements, and work stoppages.These two important relationships, which we have chosen to combine and call industrial relations, have crucial roles to play in the social system which interrelates people performing the necessary tasks involved in the operation and maintenance of a plant. The technological organization - equipment, process layout and so forth - and this social system are interdependent and complementary. This chapter attempts to show that the potential level of effectiveness of both the technological organization and the social system depends on the recognition and nurturing of this nexus between them.Occupational health and safety and training are subjects for another chapter. But, both of these have been critical and longstanding employee relations topics . They are destined to take on added importance in the future. As issues in collective bargaining, they are also attracting increasing attention in all union relations. It is hoped that the reader will not isolate from industrial relations those topics which are being dealt with in another chapter. They are very much a part of it and we cannot refrain from making some reference to them."

My subject Is Industrial Relations. Thus, I may appear as an intruder at this annual meeting of the Society of Mining Engineers. But I am no more an intruder here than is Industrial Relations in the day-to-day functioning of an engineer either in a staff or a line job. Engineers deal with people, as well as with blueprints, organizational charts, production data, etc. Where you have people, you have emotions, gripes, wants - real or imagined. Or you may just need some people or, at the other end of the pole, you may want to free yourself of people. But whether it is the wants or the needs, the pleasant or the unpleasant aspects of dealing with people, an Industrial Relations Department within an organization is there to help with these human relationships. This is the point for a definition of terns. Reference has just been made to "dealing with people? and to "human relations." This is, precisely the area in which Industrial Relations operates in the western Mining Divisions of Kennecott. In other organizations, what we refer to as Industrial Relations, may be called personnel relations, personnel administration, employee relations, or labor management relations. In our opinion the term Industrial Relations is best descriptive of the activity because it embraces the broad field of human behavior, reactions and satisfactions growing out of an individual?s entire employment relationship including his hiring, his lifetime on the job, and his termination. This is an individual?s industrial life. However, despite the use of the word "industrial", we are ever conscious that Industrial Relations is limited to human relations. Operational activities and decisions relating to the mining, milling, smelting and refining processes are for the line organization. The Industrial Relations interest in these line organizations activities and decisions relates only to the impact they nay have on employees - on people generally within the organization.

INDUSTRIAL relations in the United States Smelting Refining and Mining Company's Western operations covers the field of personnel and labor relations, and the principal aims are to render service to the employes of the Company and to its operating departments. Accident prevention Safety is a primary function. A safety engineer is employed at each operation. The wholehearted support of Company officials, staff, and the working force has been most successful in preventing accidents. Constant vigilance has been combined with a policy of building safety into all operating activities whether these are in the construction of a new facility, the developmnt of a mining system, or the direction of the working force. That this policy has produced results is attested to by the fact that the accident frequency rate at the Company's major mining operations in Utah has been reduced approximately 75 per cent in the ten-year period ending Dec. 31. 1946.

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

For almost 350 years, industrial rocks and minerals have been produced, used locally and exported from New Brunswick to markets throughout the world. Up until the early 1960s, commodities like grindstone, building stone, gypsum, and limestone served as the foundation of the province's non-fuel mining industry. The importance and high level of activity surrounding industrial rock and mineral development in New Brunswick is reflected in a multimillion dollar industry generating substantial revenue and providing a valuable service to its people. New Brunswick's varied geology is reflected not only by the diversity of industrial rock and mineral resources presently under development but also in several promising exploration and potential development opportunities. The province also hosts several industrial rock and mineral processing facilities, each with established technologies ensuring high-quality products and each with sufficient flexibility to supply customized products for various specialized niche markets. With the imminent availability of natural gas to parts of the province, the prospects for additional value-added processing and re-examination of known, yet presently undeveloped deposits, appear excellent. These variables coupled with the province's advantageous geographical location, highlighting tidewater access to global markets and within one day's trucking distance to a regional market of several million people, guarantee prompt delivery of high-quality products at competitive prices.

The industrial minerals industry in Newfoundland and Labrador is a significant contributor to the provincial economy. The variety ofcommodities produced reflects the diverse geological environment from which they come. A highlight of the past decade has been the continuing development of dimension stone quarries, with producers now active in anorthosite, gabbro, granite and sandstone. Other dimension stone prospects have been identified and are in various stages of assessment and development. Western Newfoundland hosts a large resource of limestone, dolomite and marble. It provides raw material for industries that produce Portland cement, agricultural limestone and aggregate, as well as chemical-grade limestone and dolomite products. In western Labrador, dolomitic marble is quarried for use in the production of self-fluxing iron ore pellets. The recent opening of a new gypsum quarry at Fischells Brook signalled the beginning of a new era in the commercial production ofgypsum, a commodity which the province has produced since the 1950s. Hopefully it will emulate the nearby Flat Bay Quarry (now closed) which was a long-time exporter to markets along the U.S. eastern seaboard, in addition to supplying local demands. Oil production and continuing exploration in the Newfoundland offshore has renewed interest in local barite deposits for potential use in drilling fluids. Already there has been some production from the Collier Point deposit, and at Buchans, an existing plant is being refurbished to recover barite from a large tailings pond. Emerging new industries include the development of an antimony mine in central Newfoundland, the development of silica deposits near Labrador City for silicon metal production, and reactivation of the St. Lawrence fluorspar mine. The province has many deposits with development potential such as rare metals at Strange Lake, white marble at Roddickton and salt deposits near St. George's Bay region.

THE growth of and profession depends on meeting and solving new problems. It is a continuous process. 'A period free from new, or hitherto unknown, questions will be a period of arrested development in the profession it affects. The present generation has witnessed a' mechanical development that has been truly marvelous: Almost every day marks the advent of a new, or the improvement of an old; process, method or machine. Wonders are now commonplace. The impossible is regularly accomplished. Yet, with all our progress in every realm of science and with our development in the engineering field, advances which have made possible the marvelous growth in industry, we have not made commensurate gains in methods affecting the human factor. Without the cooperation of the worker, we shall always fall short of our goal in a mechanical or statistical sense. If we do not make the individual members of the human family strong, healthy, happy, and ambitious for better things for themselves and their children, we will have failed utterly, for that is the real reason for our existence as men and the purpose of our organized effort as an engineering group. The use of deep wells for waste disposal is not a new technique. The production phase of the oil industry has been using this method to dispose of unwanted oil field brine since the 1930's The adoption of this method by other branches of industry, however, to dispose of manufactured wastes is a relatively new development, but one which is finding increased use (2). Deep well waste disposal is not an ordinary technique even though it is finding relatively wide application. In fact, just the opposite is true; it is still a rather extraordinary measure. It is not now, nor is it ever likely to be a disposal method which can be assured of success before it is tried.

"Mineral and industrial raw material mining and preparation make a negative impact on the environment. The main types of impact are the land resources gathering, soil and water balance disturbance, surface-water, underground space and atmospheric air pollution, as well as the vast amount of solid and liquid waste production. Considerable attention in recent decades has been given to waste recycling. The task is to maximize the use of both newly formed and accumulated solid and liquid wastes. The mining and mining and smelting enterprises industrial waters are a very promising source of secondary hydromineralic raw materials. They have high concentrations of not only calcium, sodium, but also, for example, lithium, rubidium, heavy non-ferrous metals. In general, unfortunately, we have to state that today there is no wide practice of extracting valuable components from waste enrichment, as well as processing of man-made waters to extract metals from them. The quantity of extracted components from underground, and furthermore passing waters, is insignificant. At the same time there is a tendency to increased demand for rare metals: Sr, B, Br, I. This is explained by their wide use in many industries. For example, the consumption of lithium products is steadily increasing. The obtained results showed that in the liquid phase in connection with high salt content and a significant difference in the macro- and microcomponents contents, conditions are initially created for the microcomponents selective isolation possibility. The identified conditions realization is most possible in such technological processes as cryotechnology, sorption and ion flotation. There is an urgent need to expand research in this direction and to recognize as a publicly important task the mining and industrial waste processing full-scale introduction into the practice of operating mining and processing enterprises and iron and steel companies.INTRODUCTION Mineral and industrial raw material mining and preparation make a negative impact on the environment. "The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

To meet the requirements of high-performance steel plates, while reducing manufacturing costs and saving energy, the advanced cooling system for plate mill (ADCOS-PM) with functions of accelerated cooling (ACC), ultra-fast cooling (UFC), and direct quenching (DQ) was researched and developed by the State Key Laboratory of Rolling and Automation (RAL). Since 2003, several sets of ADCOS-PM device were developed and implemented in industrial practice. To fully utilize the ADCOS-PM technology, the combination of various strengthening mechanisms was promoted by NG-TMCP technology and low-cost, high performance plates were produced such as pipeline steels, and high-strength construction machinery steel.

ALTHOUGH statistical data are not at hand to justify definite statements as to progress in health, and safety in the mining and allied industries during 1935, it now appears probable that in both coal mining and in metal- mining the rate of accident occurrence as well as the absolute number of accidents will show slight increases for the year. Much: of the responsibility for this increase lies with the large number of relatively. small mines that have more or less recently come into existence, partly because of 'the lack of opportunity for work in the larger mines for large numbers of unemployed miners, and partly due to increased prices for some of the mineral products, especially gold. In general, the larger long-established nines show downward accident trends and this is decidedly encouraging as it shows that where mines are operated with real efficiency, mining can be done in relative safety.

The Pennsylvania Joint Coal and Gas Committee Gas Well Pillar Study of 1956 is the bases for well protection pillar design in the US and many other countries. An update was necessary because the well construction common to the gas and coal industries as well as mine configurations, mine depth, and extraction thickness have changed considerably since 1956. As initially envisioned the update would involve a similar empirical study that formed the basis of the initial investigation. However, there are no records of any gas or oil well failures related to coal mining since 1956 when mines followed the initial recommendation, making an empirical study problematic. Thus, the study had to be more analytical, which in return required at least some fundamental research into the behavior of the interaction of coal mining and oil and gas wells. A call to industry about research they have undertaken resulted in obtaining excellent research on the subject from three companies; Alpha Natural Resources, Inc., CONSOL Energy Inc., and Range Resources. These research projects were initially undertaken for internal use and not previously published. John T. Boyd Company reanalyzed these studies and determined how their results would affect protective pillar designs. These research projects pointed to the importance of horizontal movement and shear caused by subsidence and the strength of pillars and their foundations. The importance of geology is important in understanding horizontal shear, ground movement, and floor strength. The failure modes of casing and pipe needed to be understood so the threshold of these movements and stresses could be determined.

All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.
