This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The German experience in dealing with the health hazard of respirable dust in underground mines is reported from first-hand observation in this Bureau of Mines paper. The report covers-- 1. The control of dust by water infusion, water spraying, and ventilation. 2. The sampling devices (tyndalloscope , konimeter , and BAT-I) and methods used to determine the dust concentrations in mines. 3. The systems of classifying hazardous and safe dust levels in mines. 4. The research facilities devoted to theoretical and applied work on mine dust and pneumoconiotic disease. The purpose of this study was to develop methods for the financial evaluation of mineral deposits. This includes the selection of the best alternative mining and processing methods and production rates. This was done by performing a financial evaluation through computer simulation using sensitivity and probabilistic risk analysis. The criterion used to measure the relative advantages of these investment and operating alternatives is the discounted-cash-flow rate of return. Included is a description of the theory and methods used in the probabilistic analysis approach, which is based on the premise that the expression of a range of values in establishing an estimate for a parameter is more realistic than the choice of a single value. Numerous simulations are made using randomly selected values of the input parameters resulting in a frequency distribution of the rates of return and their relative probability of occurrence. The sensitivity analysis method is described and combined with the probabilistic analysis to interrelate mineral reserves, capital investments, operating costs, and production rates. The ability to vary these input parameters on successive runs has permitted the selection of the best alternative mining and processing methods and production rates for a given mineral deposit. For illustrative purposes the evaluation of a mineral deposit was performed using three alternative mining and processing methods at three different quantities of resources and various production rates and prices. The computer program used in this analysis was written in FORTRAN II for maximum compatability and should run without modification on most computers having BK (8,000-word) core memory, a card reader, and printer (120 characters per line).

Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.

New applications and concepts of solvent extraction as a unit operation in extractive metallurgy have been developed in the last decade. Wider use is being made of established solvent extraction techniques in processing spent nuclear fuel elements and in winning columbium-tantalum, hafnium-zirconium, thorium, tungsten, uranium, and vanadium. Commercial application has been extended to recovery of beryllium, boron, bromine, copper, molybdenum, phosphorus, rare-earth metals, and rhenium. Systems in use and proposed typically extract metals or salts as anion, cation, or neutral species from aqueous media by reaction with a recycleable organic reagent.

The Federal Coal Mine Health and Safety Act of 1969 requires that each operator of a coal mine shall take accurate samples of the amount of respirable dust in the mine atmosphere to which each miner is exposed, a measure designed to prevent the development of coal workers' pneumoconiosis. This textbook manual is used in the training of personnel to operate respirable dust sampling devices and to conduct sampling programs. It contains the portions of the act applicable to respirable dust standards, the procedures to be followed to insure compliance with Federal regulations, and descriptions of sampling devices.

Statistics For 1956-66 show that mine transportation accidents accounted for 19 percent of fatalities in bituminous coal mines, second only to roof deficiencies as a cause of death. Productivity per man-shift increased from 10.2 tons in 1956 to 18.4 tons in 1966, but the fatalities per million man- hours of exposure also increased from 0.19 to 0.21 during that same period, indicating that transportation hazards still persist. Consequently, the Bureau of Mines reviewed the transportation fatalities that occurred in bituminous coal mines during 1956-66. The data were processed by computer to find what constitute hazardous conditions and unsafe actions as well as to correlate occupation and age of victims, transportation type, and mine production. Environmental factors and equipment defects which create hazards, as well as unsafe actions of personnel, were determined for each type of mine transportation: Track haulage, mobile nonrail haulage, conveyors, hoists, automotive operations, and front -end loaders, and for transfer stations (loading points, slope and shaft bottoms, surface transfers) and railroad yards. Man-trip accidents, a group with a catastrophe potential, also were analyzed. The basic design and operational features of each transportation type were outlined and procedures considered safe in the light of accident experience were suggested. Findings show that unsafe actions of personnel and hazards created by environmental deficiencies or equipment malfunctions contribute equally in causing transportation accidents. Accordingly efforts should be directed toward improving working conditions, equipment maintenance, and education and training of employees. The trend is toward using safer modes of transportation, notably conveyors. More attention should be given to track haulage operation, railroad yards, and nondestructive field testing of materials.

This is the second of two interrelated studies of waterborne transportation. The first study discussed transportation of mineral commodities on the inland waterways of the South-Central States.2 Together, the two surveys describe and analyze the flow of foreign and inland waterborne commerce of the gulf coast. All the principal mineral-industry imports and exports of the gulf coast are mentioned in the report, including metals, nonmetals, and mineral fuel products, The gulf coast foreign trade in mineral industry products was determined to be composed of a small number of commodities.

This Bureau of Mines report describes 2nd evaluates iron ore resources in California and Nevada and analyzes the California and Japanese iron ore markets in which these resources will be used. The competitive position of California-Nevada ores, in these markets, was estimated by comparing regional iron ore prices, production costs, and transportation costs with those of foreign suppliers. Resources were determined to be sufficient to produce the equivalent of 585 million tons of 64-percent iron pellets at a price of less than $15 per ton delivered at California ports. Much higher tonnage could be produced at higher prices. Iron ore requirement of the California iron and steel industry will increase to an estimated 15.9 million tons by the year 2000. A study of the iron ore production potential of California-Nevada deposits and of out-of- State sources indicated that this ore requirement can be supplied most economically by California-Nevada ores. Iron ore import requirements of the Japanese iron and steel industry will increase to an estimated 150.0 million tons by the year 2000. A study of price trends in this market indicated that very little California-Nevada iron ore will be sold in Japan after 1973 when existing sales contracts expire. Iron ore-exports might be economically possible if ore could be transported from California to Japan at ballast rates as backhaul on existing petroleum shipping.

This Bureau of Mines publication considers the feasibility of augmenting the present transportation system by pipelining taconite concentrates from the Mesabi Range to the Chicago area. The cost of pipelining in the hypothetical system using water as the carrier is estimated to be between $3.66 and $3.97 per long ton. This appears competitive with the 1970 rail-vessel transportation rate of $4.08 even after allowing a few cents per ton for barging from the terminal to existing furnaces. Political obstacles requiring solution before such a pipeline could be built and the feasibility of using crude oil as the carrier fluid are also discussed. FORTRAN routines used to calculate unit transportation cost for specific estimated values of cost items and for a range of values are presented. The effect of deviations from estimated values of cost items on the total unit transportation cost are shown graphically.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.
