Seldom, if ever, has any mining hazard presented itself that some method has not been devised to control it to some extent; the degree of success of such control depends largely upon the intensity of desire to prevent suffering, injury, and death. The economic saving to be realized and the more definitely this is realized by all concerned, the more quickly and effectively will the hazards be handled is an important incentive to prevention of accidents. Preventing coal-mine explosions is by no means a complex problem; all that is necessary is sensible, conscientious, sustained effort. The fact that explosions can be prevented has been well-demonstrated by the record of the post few years; the average annual death toll from explosions for the 5 years 1906-1910 was 438, and for the 20 years prior to 1929 it was 265: during the past 4 years an average of only 32 deaths per year resulted from this cause, although the annual production during that time varied but slightly from that of 1906-10. This is a truly remarkable reduction, and if other types of mine accidents had been reduced in the same ratio only about 300 would be killed annually in our mines instead of the nearly '1,300 killed in 1936 and the approximately 2,000 killed annually for many years. Although frequency of occurrence of explosions has not lessened greatly during the last decade, their severity decreased markedly, which would indicate that effective means are being taken to prevent the spread of explosions, even though ignitions and their causes are not being handled nearly as effectively as they might or should be handled. Several large coal-producing States, which in the past have experienced numerous disastrous explosions, have been free from such disasters for continuous periods as long as 8 years in the relatively recent past. The application of rock dust to underground surfaces has been an important factor in preventing widespread explosions; some of the mast dangerous mines have been rock-dusted fairly adequately, and this has been amply repaid in the reduced severity of explosions, as heretofore indicated; however, many have applied rock dust apparently without giving much consideration to the amount required to prevent

Definite progress has been made in accident prevention in Illinois during the past few years; the State Department of Mines and Minerals is receiving excellent cooperation from coal companies and employees, the companies are making greater effort to maintain their mines in good condi- tion, and the employees are eliminating more unsafe practices. As a result, some coal companies have made commendable safety records that prove that coal can be mined with a comparatively low accident rate. However, there is need for further improvement, as the accident rate of the State as a whole is much higher than it should be. During the 55-year period 1882-1936, in- clusive, reports of the State Department of Mines and Minerals show a total of 7,005 (an average of 127.36 per year) men killed in and around the coal mines. Of this number, 6,425 (91.7 percent) were killed underground, 346 (4.9 percent) in the shaft, and 234 (3.3 percent) on the surface. Of the fatalities underground, 3,300 (51.3 percent) were killed by falls of roof, sides, or face coal, 1,167 (18.1 percent) by haulage, 639 (9.9 percent) by handling explosives, 579 (9 percent) by explosions, 151 (2.3 percent) by electricity, and 589 (9.1 percent) by other means. Of the fatalities in the shaft, 171 men (46.5 percent) were killed by falling down the shaft, 14 (41.6 percent) by the cage, and 31 (8.9 percent) otherwise. On the surface, 113 (48.2 percent) of the fatalities were due to railroad cars, 51 (21.7 percent) to machinery, and 70 (29.9 percent) to other causes. The fact that 7,005 lives (an average of 127.36 per year) were lost during 1882-1936 is sufficient evidence that in the past too little interest has been taken in safety by either the management or workers. A realization of this deplorable loss of life should act as an incentive to the industry to make greater effort to prevent accidents in the future. After an accident occurs, the facts pertaining to it become history, and anything that may be done afterward cannot change in any way the damage that has already been done, such as loss of life, personal injury, and destruction of property. The main benefit that can be derived from an acci- dent is that suitable procedure may be adopted and some lesson may be learned to aid in preventing a similar accident in the future. Tremendous interest has been evidenced in the subject of dewatering and drying ooal for the past 10 years, and yet little effort has been made to summarize the literature, at least so far as this country is concerned. Only a few published articles have dealt solely with dewatering and drying coal. In most cases the subject has been discussed briefly, either in general terms or as to specific installations. It is desirable that a compendium be prepared collecting in one place information on the dewatering and drying of coal, the needs for this process in various fields, the available equipment, and the current American practice in regard to it. This work was underta..lten by the :Bureau of Mines in cooperation with the University of Alabama. New coal-washing plants in which various types of dewatering and drying equipment were in operation were visited in-Pennsylvania; Ohio, India...~a~ and Illinois. The dewatering·and drying of coel has .been studied in this coimtry by the Surface Preparation ·Committee of the ·coal Operato~s• Committee of the .American Mining ·Oongress. In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

This report3/ gives the results of a reconnaissance of mining districts in Eureka County, Nevada, made from September 25 to October 20 and from October 27 to November 5, 1577. During this time, virtually all the districts were visited and many data obtained on active and inactive properties. This report covers the locations of the various districts, geological background, ownership and brief descriptions of mines and prospects, information on past and current operations, and, other data likely to be useful to those interested in the development of our mineral resources. From the viewpoint of past production in the county, the silver-lead-gold deposits at Eureka have been tie most important, followed by the silver deposits at Cortez and Mineral Hill. The period of greatest activity in the foregoing districts was from 1870 to 1990, when Eureka was one of the principal mining areas in Nevada; the production of lead was sufficient to affect its price in all the commercial centers of the world. Eureka also merits the distinction of being the birthplace of the silver-lead smelting industry in the United States.

This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

Inquiries and instructional work on the determination of the number concentration of dust in atmospheres known or suspected to contain pneumoconiosis (silicosis and asbestosis) - producing particulate matter indicate a need for a description of the impinger method used by the Bureau of Mines. The impinger method consists of the collection of dust in a liquid medium and the counting under the microscope of the particles in a known portion of this liquid. The dust-collecting device is called an impinger. The dust in the air drawn through this collector at a known rate impinges at high velocity upon a smooth surface under a bubbling column of liquid. The dust is either picked up from this surface by the liquid or removed from the air as it passes through the liquid.

This paper gives the cost and describes the mining of 55 tons of nickel-bearing rock by hand methods from a prospect in southern Nevada, June 15, 1937, by the Mining Division of the Bureau of Mines. The geology, mineralogy, and problems related to future development also are discussed briefly. The main object was to obtain a 55-ton sample within the limited period during which funds were available; little time was available to make a first-hand detailed study of the possibility of commercial ore deposits being found. The sample was desired by the Metallurgical Division of the Bureau for experimental purposes at the Electro-Metallurgical Station at Boulder City, Nev. The term "ore" is used loosely in the following discussion to designate dike material containing nickel and copper, without consideration of its commercial value. One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

Since man first mined underground, there has been need for adequate illumination; this need has never been fully supplied. At first, suitable lamps were not available. Gradually they have been developed, but along with that development the need for better and better lamps has continued owing to the following conditions and factors: 1. Increasing hazards from gas and dust ignitions. 2. The speeding of operations with mechanized mining, which necessitates greater visibility. 3. A demand that cleaner coal be loaded, which requires higher levels of illumination. 4. The cost of compensation for injuries that has created a demand for better illumination and safer lamps. Use of better lamps has been retarded by: 1. Prejudice and resistance to change on the part of the workers in some districts. 2. The cost and upkeep of the lamps. 3. The present types of lamps, while a great improvement over the old lamps, do not entirely fulfill the requirements for a safe and efficient light for underground workers.

A stick of explosive is a package of stored energy that can be released when needed to blast rocks, coal, and other materials; but, unlike fuels such as coal and gasoline, its potential energy is self-contained, there being enough oxygen within the package to complete the almost instantaneous reaction. When an explosive is ignited or detonated, the solid or liquid materials of which it is composed are converted rapidly into highly heated gases, which, if free to expand, would have a volume many times larger than that of the original explosive. At the instant of explosion these gases occupy only the volume of the shot hole and are therefore produced at a very high pressure, which causes the material that is being blasted to be broken or disrupted. In blasting coal efficiently the proper placement of the shot hole and the confinement of the explosive therein are both of prime importance. When these are not adjusted properly, only a small amount of the energy is expended in bringing down coal, consequently the balance of the energy tends to be expended by the emission of a flame into the working place that may lead to a gas or dust explosion. Permissible Explosives Defined The term "permissible explosive", as applied by the Bureau of Mines to explosives it has approved for use in blasting in coal mines, embraces not only the requirement that the explosive, when used, shall be similar in all respects to the basic sample that passed all the tests necessary for its admission to the published permissible list, but also that the explosive shall be used under certain prescribed requirements.

The Bureau of Mines was created in 1910 largely to determine methods of preventing coal-mine explosions; the Bureau's studies have proved that coal dust, except possibly that of some grates of anthracite, can initiate an explosion in the absence of gas and that its ability to extend or propagate an explosion of either gas or dust has been responsible for nearly all of the widespread explosions that have taken place in bituminous and other nonanthracite mines in the United States in the present century. It is believed by many persons that all atmospheric dusts may be harmful if breathed in large enough quantities for long enough time; bituminous coal dust is generally considered to be essentially harmless physiologically, yet there is abundant evidence of definite damage from inhalation of bituminous dust mixed or unmixed with the dust of other materials. Attention un¬questionably should be given to allaying dust in bituminous mines, especially at principal dust-producing sources. This publication enumerates some of the sources of dust and describes practical methods of employing water as one of the most effective of the known methods to allay dust in bituminous mines.

No attempt has been made to include in this report all the mines and prospects in the various mining districts, and it should be stated that whether or not a property is mentioned herein has no. bearing on its merits. The report rovers the situation of the various districts, types of ore deposits, ownership and description of mines and prospects, information on past and current activity, and other information of economic interest likely to be useful to those interested in the development of our mineral resources. The names of the various districts mentioned are those generally used when they were organized for purposes of record and regulation. When originally organized, the districts embraced large areas with no well-defined boundaries, so that the names have little geographical significance.

Float-and-sink tests indicate what results are obtainable by gravity separation and rare therefore an invaluable adjunct to most coal-cleaning processes. However, it is difficult to make a direct interpretation of float-and-sink data on coal, and several systems for interpreting them have been proposed. Of these, that developed and used extensively by Bird3/, Yancey4/, and Gandrud5/ is considered by the author to be the most satisfactory. It makes use of four interrelated curves (hereafter referred to as be "washability curves"). Fine ventilation was discussed. much more 15 to 20 years ago than it is now, yet today there are tendencies in connection with ,-line ventilation (in fact, numerous ventilation systems have been installed in recent years) indicating that the lessons learned by bitter experience in the past either have been forgotten or lave not been brought to the attention of the present generation. Possibly, the mining min of today considers that conditions have changed so much that experiences of the past cannot be repeated today. At any rate, it seems desirable to restate some of the principles of mine ventilation that were understood more or less in the past and to call attention to some danger in connection with present-day trends or practices.
