The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

This interpretation of the laws of Nicaragua has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State .

This paper, describing the mining practices at the Pilares mine, Pilares de Nacozari, Sonora, Mexico, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts. At present (1930) practically all the mineral production from the Nacozari district is from the Pilares mine of the Moctezuma Copper Co., a subsidiary of the Phelps Dodge Corporation. The ore is mined for its copper but contains associated silver in small quantities.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

The work of the electrical section of the Bureau of Mines may be considered to have had its beginning in April , 1909 , when H. H. Clark was , appointed electrical engineer in the U. S. Geological Survey. The first manuscript prepared by members of this section was Miners Circular 5, which was issued in October , 1911. During each succeeding year additional papers have been published dealing with questions relating to electrical safety. Since 1916 the electrical section has also conducted laboratory investigations on flame safety lamps and gas- detecting devices and has published reports relating thereto . The following selected list of publications covering safety studies and activities of the electrical section has been prepared for the convenience of those who wish to keep themselves advised concerning electrical safety matters . The list includes only such publications as are applicable to present-day prac tices .

This paper describing the mining practices at the Argonaut mine, Amador County, California, is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The mining practices described are those used in exploiting the low-grade gold ores in the heavy and swelling ground that occurs on the Mother Lode belt. The author acknowledges the assistance of E. A. Stent, vice-president, James L. Fontenrose, cost clerk, Joseph Mohorovich, mine foreman, of the Argonaut mine, and of E. D. The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

Thorium and cerium are two of the group of elements known as "rare earth metals," and are obtained from the mineral monazite. Previous to the employment of thorium and cerium in incandescent gas mantles these elements were nothing more than laboratory curiosities, as the rest of the rare-earth metals are to-day. The most important salts of these rare earths are the nitrates. In the manufacture of gas mantles, thorium nitrate is the principal ingredient and forms prom 92 to 99 per cent of the impregnating material; the other 1 or 2 per cent is largely cerium nitrate and is quite as necessary, for without it there would be little luminosity to the mantle when in use. When the mantle is "burned off," the nitrates are changed to oxides. The monazite used as a source of thoria contains from 6 to 9 per cent of thorium oxide (Th02) and 24 to 32 per cent of cerium oxide (Ce203). As only the thoria and a very small hart of the ceria from the monazite could be used in gas-mantle manufacture, for a time the residues consisting mostly of ceria with somewhat smaller quantities of other rare earths found no commercial application. Later, however, they came to be utilized in several ways, the most important being: (1) the manufacture of cored flaming arc carbons, a great, irmprovement over the plain arc carbons used in electric lighting; (2) cerium metal used in the manufacture of pyrophoric or sparking alloys or "flints" for automatic pocket lighters and miners' lamps; and (3) the production of special kinds of optical and art glass.

This paper describing the mining practices at the Teck-Hughes mines at Kirkland Lake, Ontario, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in various mining districts. HISTORY Prospecting was begun in the neighborhood of Kirkland Lake in 1906, but staking did not take place until 1911. Gold-bearing veins were discovered by surface trenching in 1913 on the mining claims which now make up the Teck-Hughes Gold Mines (Ltd.). A small mill was erected in 1916 after the completion of some underground exploration. A transmission' line was built in 1917 to the camp to provide adequate power for a vigorous underground campaign. Also in 1917 the present management took control operations since 1916 have been continuous,' with a steady increase in production to date.

This paper dealing with the mining methods used in producing iron ore from an underground operation located in the central-western part of the Mesabi Range in Minnesota is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts in the United States. The mine here discussed was laid out in accordance with a plan adapted to a rather unusual type of ore body, the nature of which is such that the mining method necessarily differs in certain respects from the method used at most of the mines in this district. A description of it may therefore be of interest.

Tantalum is a rare element ; estimates indicate that there is less tantalum than gold in the earth's crust . After remaining a laboratory curiosity for many years , it was used to a limited extent and for relatively few years (1903- 1911) for incandescent electric-light -bulb filaments . Another wave of interest in tantalum appeared when its electrolytic-valve action was taken advantage of in charging storage batteries , especially for radio work . Tantalum chargers were eventually displaced by other types of chargers , but for a time they were manufac tured in sufficiently large numbers to create a demand for the metal and to bring about its production on a commercial scale in the United States . As tantalum became available in larger quantities and at substantially lower prices , and as high prices for platinum encouraged the employment of tantalum as a substitute , the metal was put to many new uses . Ferrotantalum was made and sold before the World War , and patents have been taken out for a number of special alloys for industrial purposes , but probably the largest use for the metal to-day is in vacuum tubes .

This circular outlines salient facts regarding the sulphur industry of the United States and the world. It is founded chiefly upon published information available in the literature of the subject. The Bureau of Mines has in its files additional, more detailed data upon many of the topics presented very briefly here, and will endeavor to assist the mineral industries and the public by giving further information in response to individual inquiries. It will welcome comments, criticisms, and contributions of data that may assist in making later editions of this circular more accurate, or in developing more fully the bureau's mineral files pertaining to sulphur. Throughout this paper sulphur is used to designate crude sulphur or brimstone, not sulphur produced from pyrites or' smelter gases.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. This interpretation of the mining law of Australia was first compiled from the best information available in Washington; it was then sent to the American Consulate General , in Australia, where through the direction of Thomas H. Robinson , American consul in charge , it was submitted for criticism to the mining authorities in the various States of Australia , whose suggestions have been incorporated in this digest .

There are three researches upon the specific heat of water vapor by the method of explosion that are sufficiently advanced in technique and suitable in plan to justify careful study of their results , with the double purpose of fixing the best available experimental values and indicating the attainable accuracy of the method. These three researches comprise the work of Pier , Bjerrum , and Siegel.5 The work of earlier date than Pier's suffers from obvious inaccuracy of measurement , while the experiments more recent than Siegel's , such as those of Womersley6 , of Bone and his collaborators , and of Maxwell and Wheeler , 8 are for the most part not well designed for the accurate determination of the heat capacities in question . Some of the errors to which they are especially subject have been discussed by David and by David and Thorp.
