One of our War Plants processed Bolivian concentrates as low as 17% Sn by the Arnhem process (pressure leach with HCL) and sent the waste acid down a ditch to Galveston Bay where the chlorides, mostly iron, hydrolyzed. Oyster men, and Texas, demandedimpoundment until a disposal process could be developed. A recycle process found by lab work was recommended, piloted and a plant built. This involved cementation of As Sb, Cu, Bi and Ag on light moving scrap iron and of Sn & Pb on Al turnings (then not recyclable), evaporation and crystallization of hydrous FeCl2, roasting crystals in a muffle furnace and absorbing HCI for reuse. The residue from leaching the low grade concentrates was floated to remove undissolved sulfides, classified and passed over sand and slimes tables to get a smeltable concentrate, a discardable sand tail and a slimes tail worth treating After desliming at 2 micro meters cassiterite, oxide flotation gave good, lab results; but commercial equipment wasn't adequate then. Chloride volatilization, with or without smelting gave high recoveries of Sn as SnCl2, whose marketing was questionable. I have heard this was finally fluxed and smelted.

Early flotation dealt primarily with the bulk concentration of sulphide minerals or the separation of one sulphide from another and was referred to as oil flotation because oils and fats were used as reagents. The separation or concentration of one nonmetallic mineral from another developed later with the use of fatty acids. Fatty acids are organic acids present usually as glycerides in tall oil and oils of fish, peanut, cottenseed, soya beans and ethers of veg¬etable and animal origin. Some, of these oils and their derivatives were used by the Phoenicians as early as 600 B.C. in making soap, and the use of such reagents in mineral dressing is referred to as "soap flotation". The first use of oleic acid for the recovery of minerals was the early agglomeration process.' The coarse particles of ore, from 1/16 to 1/4 inch diameter, were coated with large amounts of soap or oil and after screaming from the gangue were recovered by screening, hydraulic or table classification. In 1886, a patent was issued to Mrs. Carrie Everson in which the essential feature was the constituted commingling of pulverized ore, fat or an oil, either animal, mineral, or vegetable, for the purpose of effecting .a. union of the free metal or metallic portion of the ore with such admixed material whereby the same may be changed in subsequent separation of quartz or other rock therefrom by washing or other suitable means. The patent mentions the use of red, cotton seed, caster, sperm and linseed oils, In the early use of collectors the amount of oil for froth flotation was often 2 to 6 per cent by weight of the ore rather than pounds per ton.

"A history of mill strain gaging at Metso is presented. The output of these strain-gaging programs is compared with calculated stress ranges from different finite element solutions. These comparisons expose the amount of approximation that exists in the analytical solutions, starting from geometry, and material properties, and ending with different forms of internal load models. The influence of strain gaging results on mill design and analysis practices is also discussed. While these instrumentation programs are valuable in identifying areas of high stress in mills, and locations of stress concentration factors, they are by no means extensive or comprehensive enough to verify general internal load models. The vast majority of the programs were aimed at getting additional data about potential failure points, rather than describing overall mill stress behavior. This is especially true since the more recent gaging programs have not included the difficult task of gaging the mill rotating structure interior. This paper tries to avoid the novice path of leaping to general conclusions on the basis of insufficient data."

In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.

DAVID COLE, EL PASO, TEXAS (communication to the Secretary*).-I have read with great interest Dr. Gahl's painstaking paper giving us the details of development of flotation at Inspiration, and it seems to me that he has covered the ground so completely that there is little to discuss or criticize in connection with his subject. While it was in operation, the test mill in which the campaign was carried on was the Mecca of mill men and metallurgists. There was much to interest students of milling methods in addition to the flotation experiments, and readers of Dr. Gahl's paper will miss the information they hoped to get when the "pilot" mill results were. finally compiled, and I hope that the following remarks outlining from a distance some of the things that happened there will bring forth the rest of the story of the performances recorded in these important experiments. Prior to the use of flotation methods in concentration it had long been recognized that the "unavoidable" losses of sulphides were in the slime which is inevitably produced in the grinding operations required to free the minerals to be separated. Classifying the feed prior to its final stage of treatment had long been in style in milling. This assisted the sand-handling machines and resulted in lowering the tailings made by them, but at the expense of the slime-handling department; and while little was expected of the latter, the wisdom of complicating the process by hydraulic classification was being seriously questioned. NOT every organization on reaching the relatively ripe age of three score and fifteen can say with truth that its purpose and objects remain precisely the same as prescribed by its founding fathers. Of course, constancy of purpose may be something else than unalloyed virtue. It could merely reflect slavish worship of tradition, intellectual stagnation, or sheer inertia. On the other hand, it could establish the fact that the founders were men possessed of broad outlook, of prophetic vision, and of an acute sense of direction. In addition to charting the course with precision, the founders of the A.I.M.E. surely showed a flair for expressing clearly in a few words what others might say obscurely in many words. To quote verbatim from the "call" for the meeting, in 1871, the proposed organization was to have: "two great objectives: "First, the more economical production of the useful minerals and metals. "Second, the greater safety and welfare of those employed in these industries." This text underwent some refining on several subsequent occasions but today the ultimate product, as set forth in the Constitution reads: "to promote the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by all lawful means." The original call was dated "Wilkes-Barre, Pa., April, 1871," and was signed by Eckley B. Coxe, of Jeddo, and by R. P. Rothwell and Martin Coryell, both of Wilkes-Barre, each of the three subscribing himself as "mining engineer." The authors proceeded to explain briefly just how it was proposed to achieve these objectives: "In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed, as the free interchange of experience among those actually engaged in these industries; and this object has been accomplished mainly through the medium of `Institutes,' `Associations,' or `Societies,' composed of those engaged in these occupations, and by the periodical publication of `essays' or `papers' communicated to such societies by their members. HOG MOUNTAIN is in the north central part of Tallapoosa County, Alabama, about 13 miles northeast from Alexander City. The Hog Mountain Mining and Milling Co. controls 1658 acres of land and is the only company operating in the district. The principal mine workings are in sections 10 and 15, T.24N., R.22E. The region has been visited by geologists many times, has been briefly described in several papers,1 and mentioned in many others. No detailed map of the mine or vicinity has been published. The field work for this report was started in March, 1934, as part of the Public Works reemployment program. About a month and a half was spent mapping both the surface and underground geology. The mine owners and operators have cooperated in every way possible to facilitate the work. N. 0. Johnson, the mine engineer, E. W. Ells-worth, J. E. McCoy and J. G. Englebert have acted as assistants for part of the work. The University of Alabama and the State Geologist's office have aided materially by permitting free use of their libraries and laboratory equipment.

Introduction Research concerning all phases of hoisting practice, but more particularly the causes and prevention of hoisting rope deterioration and the improvement of safety dogs 158 for shaft conveyances, has been carried on intensively for the past three years in the Province of Ontario. Prior to the hoisting accident at the Paymaster mine on February 2nd, 1945, there had been no fatalities in the Province due to a hoisting rope failure. It was probably on this account that little original research on hoisting problems had been undertaken here and that the mining industry had been content to look to British, South African, and United States investigators for new developments in this field. Except for the Paymaster accident this might still be the case since, in any industry, it is apparently necessary for a serious accident to occur before any extensive programme of preventive research is launched. When this accident occurred, the Government of Ontario, with the close co-operation of the Paymaster officials and the mining industry as a whole, took immediate steps to determine the cause. A five-man, non-industry committee, selected from the Faculty of the University of Toronto with Dean C. R. Young as Chairman, was appointed by the Government, and a three-man Committee consisting of R. D. Parker, General Superintendent of the International Nickel Company of Canada, Limited, R. L. Healy, General Manager of Wright Hargreaves Mines, Limited, and R. E. Dye, General Manager of Dome Mines, Limited, with the latter acting as Chairman, was appointed by the Ontario Mining Association.

The Ozark Lead Company operating facilities are located in Reynolds County at the south end of the "New Lead Belt" of southeast Missouri. Development of this wholly owned subsidiary of Kennecott Copper Corporation started in May 1964, with a six foot diameter by 1250 foot deep steel lined shaft. A 20-foot diameter, 1480 foot deep, concrete lined production shaft was collared in March 1968. Production from the facilities began that month and has reached a present average of approximately 6000 tons per day. This paper describes the fully automatic system used to hoist the lead-zinc ore from a depth of 1420 feet to the surface crushing and concentrating facilities, as well as the man and materials hoisting system which allows the lowering of large equipment into the mine. MINING Galena, sphalerite and some copper minerals are found in several mineralized zones of the relatively flat lying dolomite of the "Bonneterre formation". The mineable ore zones vary from 10 feet to 110 feet thick, from 200 feet to 1200 feet wide, and several thousands of feet on strike. Two-boom diesel-hydraulic jumbos equipped with rotary percussion drills are used for both development and production. The jumbos are used principally to open the room and pillar stopes, and a track mounted down hole drill is used to bench in areas where the ore thickness warrants. Explosives used are ANFO, dynamite, and water-jell which are detonated by electric blasting caps. Broken ore (and waste) is hauled by rubber tired transports to chuted transfer raises. Approximately every 500 feet, these raises connect the orebody to the 15 foot by 28 foot train haulage level below. Two twenty ton diesel-hydraulic locomotives haul 160 tons per trip to storage pockets which have a total storage of 1500 tons of material. From these pockets the material is fed over a 6 foot by 20 foot mechanical vibrating feeder which includes one 4 foot by 6 foot grizzly section to a 48 inch by 60 inch jaw crusher. The grizzly and crusher products are transferred horizontally 45 feet on a 48 inch conveyor belt, to one of two 750 ton storage pockets. The material can flow unimpeded into one pocket or be deflected into the second pocket by a movable rock filled hopper. LOADING POCKET The material in each storage pocket is controlled by six lengths of ship anchor chain. The upper end of the 20 foot chain is anchored behind a brow in the pocket, while the lower ends are joined by a header. The lower ends of the chains are raised by two electric powered marine barge winches using 3/4 inch cables. The crusher operator controls the raising and lowering of these chains from a console in the crusher station. The upper and lower travel of the chains is controlled by cams and limit switches on the winch drive. The winches are located within 5 feet of the shaft, and shaft water continually causes problems with the electric components. A malfunction in the upper travel switch will cause the winch to pull the chains into the cable sheave (breaking the cable or sheave), while the lower switch causes the winch to unwind too much rope. Serious consideration is being given to changing the electric motors to pneumatic, since pneumatic motors will eliminate the need of any electrics at the winches. The winches can be "bottomed out" against the sheave without damage to the cable or sheave when raising the chains, and can be allowed to "free wheel" to lower the chains. During the past year the news media has come in for its share of criticism. Some of it, without doubt, is justified. Much of it, like that which has been leveled against some of the rest of us, is not. We can sympathize with the newspapers and magazines, the radio and television stations. Like the coal industry, which I represent, they are a part of the free enterprise system. They depend upon advertising for their existence, and advertisers patronize those media which reach the most people interested in their product. The various news media are therefore In avid competition for circulation. Although they do have an unquestioned influence on the public, they are primarily a reflection of the public and it is in this context that we will consider them. Granted that this reflection is sometimes a bit distorted, let us admit that any subject which does not strike a responsive chord In the public will soon be dropped by the media.

Highwall failures in large deep open cut mines have very significant safety and commercial implications. There are many factors influencing the stability of highwalls. The major influence is the interaction of the local geology with the shape of the pit wall. This factor is in the realm of the geotechnical engineer and is beyond the control of the blasting engineer. However, a secondary influence is the blastinduced damage to the wall. In most open cut metal mines the blasting strategy to control this damage involves the use of separate production and trim blasts bounded by presplits at the final wall.

"The Hollinger gold mine is in the Porcupine area, Cochrane district, in northern Ontario. The adjacent town of Timmins, which has a population of 25,856, lies 490 miles by railway north of the city of Toronto.The property was staked in the late summer of 1909. The original four claims were staked by Benjamin Hollinger, after whom the mine was named. Development commenced in the autumn of 1909 and mill construction in the winter of 1910. A catastrophic forest fire swept the district in 19ll, destroying the surface plant, so that the original 300-ton mill was not completed until June 1912. From that date up to December 31, 1945, 44,280,750 tons of ore have yielded 13,636,796 oz. gold and 2,613,354 oz. silver. The total value of the production has been $363,638,315.0REBODIES AND MINERALIZATIONThe orebodies consist of quartz veins, stringer lodes, and scockworks, with associated pyritized wall-rocks. The width of individual orebodies, as exposed by mining operations, ranges from 1 to 70 feet and averaged approximately 10 feet in 1942. The vein system forms a complex pattern in a favourable zone, which in places is 6,000 feet long and 4,000 feet wide. The deepest level being developed is 5,150 feet below the surface. Few veins are persistent for long distances, although some are continuous for more than 1,000 feet longitudinally and vertically.The host rocks consist of a closely folded series of Precambrian lava flows of Keewatin age. These are schistose and hydrothermally altered, but are believed to have originally been of intermediate to basic composition. The schistosity strikes N.70°E. and dips to the south at 75° to 80°. The structure of the formations is complex, but in the principal ore-bearing zone the general dip of the flows is to the south at a slightly flatter attitude than the schistosity."

HOLLINGER mining operations have required development by 24 vertical shafts having a total length of 28,160 feet. Seventeen of these are sunk from surface and seven are interior shafts. Four surface shafts and three interior shafts are now active and, excepting the recently completed new main ore-hoisting shaft, the remainder are either abandoned, or are used for passes or for ventilation. The new shaft bottoms 60 feet below the 3,050 level, but there is much work to be done before it is placed in service. The term 'shaft practice' is intended to include shaft construction and a general treatment o typical equipment. It is a large subject for an organization the size of Hollinger and this paper is intended only to present the salient features. This work is a continuation of a paper presented in the 32nd DFI Annual Conference, Colorado 2007, titled ?Hollow Core Bar Micropiles - Design parameters interpreted from 260 load tests.? The first paper presented the results of the verification and proof tests performed for the retrofit of two bridges with hollow core bars that used 260 micropiles. It included an interpretation of the unit bond values in the different soils where micropiles were installed. Recently two additional bridges within the same geological environment were also retrofitted using 144 hollow core micropiles. This paper includes the interpretation of the additional data from the proof tests performed and refines recommended values for design of hollow core bar micropiles in soils similar to those encountered in these two projects. The authors believe that the data collected will significantly add to the relatively small existing database on micropile tests and may also be useful during implementation of the LRFD design methodology.

INTRODUCTION he most important information required for the engineering design of structures in rock is its inherent rock properties. Without providing adequate parameters on the rock property, high quality of the engineering design cannot be expected. Many laboratory rock testing methods have been developed, but they are mostly for testing intact homogeneous rock without appreciable discontinuities. In reality, the intact rock properties do not represent the behavior of rock masses because rock masses include irregularities such as joints, cracks, interlayers, variations in mineral compositjon, etc. In general the type and intensity of the rock defects may be much more important than the type of rock which will be encountered (Terzaghi, 1977; Bieniawski, 1984). In-situ rock testing can provide better information on rock parameters, but it takes a tremendous amount of effort, time and cost. In recent years, numerical modeling techniques are gaining popularity as a design tool for structures in rock bodies due to the enormous progress in computer technology (Wang, 1985; Kripakov and Melvin, 1983; Park and Ash, 1985), but it is quite dangerous to use numerical techniques without having proper input data. Bieniawski (1984) states as follows: Some design methods such as numerical techniques have outpaced our ability to provide the input data necessary for the application of these methods. In order to provide an adequate amount of input data, an extensive testing program may be required, thus major efforts in time and expenses are commonly spent, In this paper, a new rock testing method, which utilizes the principles of laser holographic interferometry, is introduced. This method requires only a few minutes to measure the modulus of elasticity and quality of a rock core sample, which does not have to be cut or ground. The Poisson's ratio can also be measured in a few minutes from a sliced rock specimen. HOLOGRAPHIC INTERFEROMETRY Principles of Holographic Interferometry In 1948, Gabor invented holography, which is the technique of reviving three dimensional images using a monochromatic light source. A full demonstration was not made then because a clean monochromatic light source was not available. Later, in the early 19601s, the laser was adopted as a monochromatic and coherent light source (Leith and Upatnieks, 1963). Since then, applications have been made in many different fields ranging from crime prevention to three dimensional television. In this technique, an image is usually recorded by means of constructing a hologram which is a record of the interference pattern formed on a high resolution photographic system as shown in Figure I. A beam splitter divides the laser beam into two beams: (1) an object beam which is expanded while passing through a beam expander and illuminates the object, and (2) a reference beam which is expanded and illuminates the holographic plate. Subsequent to an exposure, the holographic plate is developed and illuminated by the expanded reference beam. The original scene of the object is revived in a three-dimensional image. The entire instrument should be placed on a vibration free environment. The wave fields reflected by the object in two slightly different configurations can be superimposed to form an interference fringe pattern. Thus, it is possible to measure the displacement that took place between the two configurations. This method is called holographic interferometrv. There are two methods of achieving this phenomena. The first is the double exposure method, wherein two exposures of the object are made prior to developing the film. The first exposure represents the original condition and the second, the disturbed condition. The second method is the real time holographic method. In

DURING the early years of Homestake operations, shaft signaling from the cage tenders to the hoisting engineers was done by mechanical means. Small steel cables or jointed steel rods were suspended in the shaft compartments and counterbalanced with weights or springs. These cables or rod strings were connected to the mechanically operated gongs at the engineers' stations by means of bell cranks and steel wires. The system was simple and economical and served the purpose well until the mine reached a depth of 1000 ft., then the system became slow and cumbersome and required a considerable amount of muscular effort to operate it with much speed, because of the inertia of the heavy moving parts. The mechanical signaling was superseded by a simple electrical system consisting of a single pair of wires in steel conduit for each shaft compartment. In the shaft at each station a pull switch was connected to the wires. The switches were operated by means of bell cords, which extended from station to station. This electrical system was a great improvement over the mechanical one, but it had one serious drawback, which also applied to the older system; namely, the engineer did not know where a signal originated. Later on this signaling was improved to overcome this drawback, and to give the engineer a positive indication of a signal's origin. In this system a separate return wire from each pull switch is carried to an annunciator at the engineer's station, where it indicates the signal's origin. While the annunciator system used by Homestake is very safe and reliable, it has the inherent drawback of all wire-connected systems in that it is impossible to send a signal from a moving cage. A number of years ago Homestake became interested in the possibility of using some sort of radio transmission for shaft signaling. The company did much experimental work with purely radio signal transmission, but no practical way was discovered to use radio transmission in a mine shaft for signaling to or from a cage. Therefore, all efforts were directed to devising a practical way of using the hoisting rope as part of the circuit. It was realized that the return circuit from the rope would need to be through electrostatic coupling between the cage and the earth or ground sides of the shaft, because the guides would not always be wet enough to make possible good electrical contact between the cage and earth, therefore relatively high-frequency alternating current was chosen as the medium of transmission. Soon a practical system was developed for transmitting an electric current from a moving cage over an electric circuit of which the hoisting rope was a part. BACKGROUND Homestake Mining Company began milling operations at the Bulldog Mountain Mine near Creede, Colorado in 1969. The Bulldog Mill, rated at 350 tpd, produces a bulk flotation condentrate assaying about 180 oz/T Ag and 20% Pb, from heads of about 16 oz/T Ag and 2% Pb. The circuit is straightforward with two-stage grinding to 1-5% plus 65 mesh, followed by rougher and cleaner flotation. Reagents used are Z-6, Z-11, Aerofloat 242 and Aero Promoter 404, with an Aerofroth 65-MIBC mixture for a frother. Additional information on the geology, mine and mill are available in references (1) and (2). A flow sheet for the mill and CIP plant together is attached as Figure 1. Final flotation tailings normally vary from 1.5 - 2.0 oz/T Ag. These tailings are cycloned to produce sand for underground backfill. After cycloning, the sands are repulped and given a final scavenger float. This sand scavenger recovers a small additional amount of silver which recycles back to the main flotation circuit. The tailings are recycloned and pumped to the mine or, if the mine cannot accept sand, to tailings. The majority of the silver in the flotation tailings exists in the fine fractions; cycloning upgrades the slimes and lowers the assay of the sand. The sand, after scavenging, typically assays 0.5 oz/T Ag, and the slimes assay about 3.0-3.5 oz/T Ag.
