Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. As metal prices fluctuated over the years, so too have the fortunes of many of those mining in Canada?s Yukon province. With a rich mining history that dates back to the Klondike gold rush of 1896 to 1898 and continues to thrive today, Yukon has experienced several ?boom-and-bust? cycles. However, during the world?s most recent mining ?bust? Yukon has held strong and has re-mained one of the world?s hottest destinations for mineral exploration. In fact, the area even exceeded forecasts in 2009, more than doubling last year. And the near-future looks just as bright.

This summary of international mineral exploration activities for 2008 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for 2008: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia (Metals Economics Group, 2008a, b), and 2) information on regional and site-specific exploration activities that took place in 2008 and compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2008, primarily for precious metals (gold, platinum-group metals and silver) and base metals (copper, lead, nickel and zinc). MEG includes information on additional mineral commodities only where it is available. Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis. The MEG survey methodology was changed in 1999 to include companies with exploration budgets between $100,000 and $2.9 million, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2008 survey is reported by MEG to cover an estimated 95 percent. Companies that chose not to participate in the MEG study, private companies that do not publish data, and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 91 more companies in its 2008 survey than it did in 2007 USGS compilations of site data described here primarily include nonfuel minerals, with an emphasis on base metals, diamond and precious metals. Analyses are based on information provided by USGS mineral commodity and country specialists and by other USGS scientists, as well as industry contacts and trade journals.

Since 1983, Korea Ocean Research and Development Institute (KORDI) have performed surveys on deep-sea mineral deposits in various areas with respects to their occurrences in Pacific ocean including manganese nodules in the C-C area of Northeast Pacific, Co-rich manganese crusts in various seamounts of West Pacific and hydrothermal sulfide deposits in back arc basins of Southwest Pacific. Among the results of these activities of KORDI, remarkable things were the registration as a pioneer investor in 1994 through the Government of Korea and the accomplishment of relinquishment on the allocated area in 2002 according to the relevant regulations. KORDI is faced to handle detailed surveys to select the optimum mining sites in the allocated area of 75,000 km2 and environmental studies to meet the requirements of the regulations or recommendations of the ISA. In respects of future exploration strategies, it is considered that methods and tools of previous exploration activities should be changed to the highly advanced technology. Establishment of an advanced exploration system and actual practice in appropriate areas become one of important tasks of KORDI in exploring deep-sea minerals, particularly manganese nodules. A technical strategy for future detailed surveys in the allocated area is realization of simultaneous and precise data acquisition on bottom information, such as variations of microtopography, nodule distribution, and transparent layer thickness of sediments in relatively small area (10 km x 10 km) representing certain specific regions, by high resolution survey technology. It would be not only a challenge for new exploration system in deep-sea environment, but also a mission for deep seabed mining venture.

Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. The production of coal from underground mines in Washington declined during the recent war owing to shortage of manpower, and coal was shipped to the Pacific Northwest from mines in the Rocky Mountain region. The movement of this coal into Washington required the use of railroad equipment that otherwise could have been used for transporting war materiel and personnel. Strip mining uses a minimum of manpower, and the development of coal areas in the Pacific Northwest that can be mined by the strip method should increase production in the area, thus releasing railroad equipment from the necessity of transporting coal long distances and also providing consumers with a lower-cost product. The development of a strip mine to supply the demand at low cost requires a large investment in heavy equipment. In order that the fixed charges due to large investment in plant and equipment may be kept at a minimum, large reserves of coal must be proved. A reconnaissance of an area near Toledo, Lewis County, Wash., indicated a large bed of lignite that could be mined by strip methods. The area is approximately midway between Portland, Oreg., and Tacoma, Wash. (refer to fig. 1), and the opening of a large mine in the area would supply fuel to these and other nearby centers.

"Spark plasma sintering has gained a considerable amount of attention over the past decade, due to its rapid sintering rates, and low temperature requirements, but has so far been usually limited to the production of simple geometries. The present paper examines the current-activated production of extended geometries through the process of spark plasma ""extrusion"". Of interest in the present study is exploratory research into the effect of electrical current activation on the reactive consolidation of powder systems to form intermetallic materials.IntroductionSpark Plasma Sintering (SPS) has been the subject of intense research over the past decade [ 1,2, 3,4,5,6]. The process boasts unique advantages which include ultra fast heating rates, shorter sintering times and lower sintering temperatures than needed in conventional sintering. The process is however limited to the generation of predominantly simple geometries. Recently one of the authors investigated the spark plasma extrusion of aluminum, where an aluminum powder compact is directly (Joule) heated through an applied DC electric current. Here extended geometries can be generated under the influence of electric current. A number of heating sources were identified including the heat source from current, i.e. Joule heating, frictional heating and heat from the deformation energy. However in the case of reactive powder systems, an extra ""one-time"" transient heating source can be supplied. By considering combustion synthesis of powders, this heating source is derived from the reaction between elemental powders to exothermically form a product at some ignition temperature [7]. This exothermic energy heats the compact to the maximum ""combustion temperature'', which could be hundreds of degrees higher than the ignition temperature. Hence a high temperature processing window (of short duration due to heat losses to the surroundings) becomes available in which the material is most suitable for stress-induced deformation and consolidation. For reactive spark plasma extrusion, two scenarios can be envisioned. The first is where the reactive powder compact is ignited through the application of current, and extruded within the high temperature processing window (also under the influence of current). The second scenario is to allow the heat of deformation/friction to heat the material during extrusion, to simultaneously force a reaction and consolidation. Here it is expected that the processing window will be very small if feasible."

The influence of high density (104 -105 A/cm2) electric current pulses (70 us duration) and continuous DC (~103 A/cm2) on the flow stress and ductility in tension of a high carbon steel wire were determined at 204°, 427° and 649°C. Electropulsing (100 pulses per second) with an effective current density of 100-200 A/cm2 gave a 10% enhancement in the uniform elongation of the wire at 204°C, but had no effect at 427°C and 649°C. In contrast, continuous DC either had no significant effect on the ductility or gave a decrease. The electropulsing per se decreased the flow stress only slightly at 204° and 427°C, but gave a significant decrease at 649°C. Continuous DC increased the flow stress at all three temperatures. The present results along with those by others suggest that the enhanced ductility by electropulsing and the reduction in flow stress may be further increased by raising the effective current density through increases in either the pulsing frequency, maximum current density of each pulse or pulse duration. This could conceivably increase the reduction per pass during wire drawing or the number of passes between anneals.

"To satisfy their continuing need to replenish or expand their ore reserves, mining companies are faced with the dilemma of arriving at a proper balance between the dual avenues of discovery through in-house exploration and of acquisition of properties that are relatively proven or are even in production. The returns from exploration activities may be spectacular, but are unpredictable. The allure of an acquisition lies in its promise of quick and risk-reduced addition to reserves. However, it is historically clear that quantum increments in shareholders’ values have arisen primarily through major exploration discoveries, rather than through major late-stage acquisitions. Late-stage acquisitions can prove highly profitable, sometimes based upon the planned use of superior mining or metallurgical technology, but more often occur as the result of unexpected windfalls. At the other extreme, they can become expensive failures through inadequate due diligence, or unforeseeable factors.Citing numerous case histories and industry statistics, it is concluded that a judicious combination of both exploration activity and the acquisition of prospects is the most advantageous strategy for adding new ore reserves. A skilled exploration staff is essential for success, be it through exploration discoveries or through opportunistic acquisitions, preferably at their early stages. In the future, it is anticipated that there will be fewer opportunities for acquisition because of reduced funding for junior exploration companies, leading to increased competition and higher costs for fewer properties, both in the advanced exploration and mining stages."

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

The exploration for a commercially acceptable deposit of limestone is consid¬ered by many to be a relatively easy task; however, trying to locate a zone of high calcium limestone of economic thickness within a formation, which outcrops only in a narrow band varying in width from a quarter mile to ten miles, adds considerably to the normal problems experienced during an exploration program. The existence of varying glacial and karst features in the outcrop area intensified the problems encountered and complicated the interpretation of the economic value of the deposit. This paper highlights a recently completed five year exploration program during which approximately 3,900 acres of ground in seven civil townships were evaluated as potential sources of high-calcium limestone. Details are given with respect to the final site chosen and the methods used in determining the suitability of the site. This site exhibited many karat features and several methods were utilized to determine the effect of these features on the gross characteristics of the deposit. Aerial photography for both mapping and interpretation were utilized. Black and white panchromatic photography, black and white infrared and color infrared photography were flown. Resistivity, diamond core drilling and close-interval angering were used to supplement the information obtained from the aerial photography.

As more and more mining operations around the world either switch to, or trial, electronic initiation systems, the breadth of knowledge and experience regarding their effective application has widened considerably.In South America, for example, there is a strong perception that in order to achieve the finest possible fragmentation, very short electronic delays must be used between successive holes within a row. Limited field studies involving measurement of fragmentation have been conducted to support that paradigm and there are few long term studies which have been strongly supported by measurements of productivity either in the pit, in the plant, or in the leaching pads.On the other hand, some well documented studies have been conducted in North America, showing not only the impact of delay timing on fragmentation but also the effect on semi-autogenous grinding (SAG) mill productivity over extended periods of in excess of 12 months. To date, those studies suggest that optimum timing is considerably longer than the times commonly used in South America.This paper explores the current knowledge of the effects of delay timing on issues ranging from size distribution to vibration impacts in pit walls, to vibration and overpressure impacts in surrounding communities. It also explores how fragmentation modelling can be adapted to reflect fragmentation trends that have been reported in various technical conferences around the world.

This study revealed significantly less favorable perceptions of the existing organizational safety climate among workers in the underground coal-mining sector compared with those in the industrial-minerals and sand, stone and gravel (SSG) sectors. Consequently, it is important to consider pragmatic ways in which health and safety management systems (HSMS) in coal mines can alter processes to improve these perceptions. Given the interdependencies of safety climate factors and HSMS elements, researchers explored mineworker perceptions of the supportiveness of organizational safety climate factors among mineworkers and identified significant differences in perceptions across sectors. In this paper, we suggest that health and safety professionals in underground coal mining and organizations with fewer resources or less mature HSMSs focus on these factors to bolster support for proactive safety performance. Potential barriers to implementing or improving relevant HSMS elements and ideas to help foster more favorable perceptions of organizational safety climate are also discussed.

"It was identified that clay minerals adversely affect fine coal flotation through slime coatings. In the study, it was interesting to find that an anionic polymer dispersant, lignosulfonate, successfully mitigated the negative effect of clay minerals in coal flotation using fresh water, but in saline water, it exacerbated coal flotation.In order to understand the mechanisms underpinning the different behaviour of lignosulfonate in coal flotation using fresh and saline water, the adsorption isotherm, and dynamic light scattering (DLS) measurements were conducted in this study. While DLS monitored the molecular conformation change (swelling or shrinking) of the polymer in fresh and saline water, adsorption isotherms enabled polymer adsorbed amount on clay and coal mineral surfaces to be determined. It was found that lignosulfonate adsorbed on the coal and clay mineral surfaces providing effective electrostatic repulsions and resulting in a mitigation of clay minerals from coal surfaces in deionised water. In the presence of saline water, however, polymer molecular conformation changed. Polymer molecules were compressed and adsorbed in form of aggregates. The adsorption amount of lignosulfonate on clay minerals increased in saline water. A low dosage of lignosulfonate could not provide sufficient electrosteric repulsion to disperse clay minerals. Moreover, the high adsorption amount of the polymer on coal and clay surfaces led to a more hydrophilic coal surface, and coal flotation was therefore depressed in saline water. This study provides a new insight into understanding the role of anionic polymeric dispersants in mineral flotation using different quality water."

It has been shown that bacteria Acidithiobacillus ferrooxidans can be used to depress pyrite in seawater flotation at natural pH, which opens the possibility for its use as an alternative to lime to depress pyrite in copper sulfide flotation. In order to have a better understanding of the mechanisms involved in pyrite depression with A. ferrooxidans, an exploratory experimental campaign was carried out, including attachment density and contact angle measurements, and the effect of adding bacteria before or after collector. Biodepression of pyrite improves when increasing pH from 3 to 8, with a decrease in recovery from 92% to 36%. This increase in depressing capability is accompanied by an increase in attachment density, from 2.58×108 bacteria/g to 1.99×109 bacteria/g at pH 3 and 8, respectively, suggesting that the mechanism of depression is related to the attachment of bacteria to the pyrite surface. It was observed that the conditioning sequence with collector and bacteria influences the biodepression capacity of A. ferrooxidans. Having as a reference a value of pyrite recovery equal to 97%, when using only xanthate in seawater flotation at pH 8, the effect of both conditioning with bacteria-followed-by-xanthate and xanthate-followed-by-bacteria were assessed. When bacteria were added before the collector, the recovery of pyrite decreased to 36%. On the other hand, when bacteria were added after collector, the recovery was 64%, showing that biodepression of pyrite with Acidithiobacillus ferrooxidans is more efficient when the conditioning is carried out first with bacteria. The contact angle values show that there is little effect of the second component added to the system, i.e., if pyrite is first conditioned with bacteria, the contact angle does not change significantly once the xanthate is added (bacteria-followed-by-xanthate). The same was observed when the conditioning sequence was xanthate-followed-by-bacteria.
