A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.

"This paper charts, briefly, the :salient facts of international trade in minerals and their products and Canada's place in it. It also reviews inter-national agreements, economic groupings and national measures to channel and regulate production and trade in minerals. Canada's mineral industry now produces raw materials worth $3.7 billion per year, making this country a giant among mineral producers. Two-thirds of this production is exported, chiefly to the United States, accounting for about 30 per cent of Canada's merchandise exports and topping all other classes.However, several other nations are also pressing the development of their mineral resources and markets. The Soviet Bloc, China and principally Australia and Africa are becoming important suppliers of basic raw materials to some traditional markets of Canada in Europe and Japan.The outlook for Canadian mineral exports to the countries of the Common Market, Great Britain and Japan is good, although some tariff barriers remain troublesome.Concerning the United States, our most important market, Canada is seeking to have that country lift import quotas on lead and zinc, and re-cent statements by U.S. authorities give hope that this may be achieved soon. Moreover, Canada wishes to obtain easier access to the American market for several of its metals and minerals.Canada is now participating in the Kennedy Round of tariff talks under the auspices of the General Agreement on Tariffs and Trade (GATT), and is seeking to open wider doors for its exports of products.In summary, Canada has done reasonably well in some mineral commodities on world markets, but has lost ground in others. Any slackening of Canada's efforts in the development and marketing of mineral resources would soon lead to the decline of its role in the world miueral economy."

"Most of the minerals employed in Canadian refractory production are imported; in fact, most of the refractories consumed in Canada are imported. Whereas this situation is partly due to a definite shortage of suitable raw materials, e.g., fire clays, it is possible that the potential of certain mineral deposits which could be usefully exploited has not been recognized. There are exceptions, notably magnesite and dolomite, from which refractories are produced in Canada.In many cases, known mineral deposits are located either in inaccessible areas or in areas where transportation would be a major economic factor. This paper lists some minerals and their respective known deposits which could be employed in the production of refractories, irrespective of economics."

In describing the Canadian mineral industry in a world setting, this paper examines the industry from four points of view. First, mineral industry growth is related to trends in economic activity thereby providing a measure of the industry's importance in the Canadian economy. To give perspective to the Canadian scene, reference is made to economic trends in several of the world's leading mineral producing and mineral consuming countries. The Canadian mineral industry is next examined in terms of its major developments of the past 20 years and the resultant size, structure, and production diversity of 1964. The position of the Canadian mineral industry in the world industry is then analyzed by tracing changes in mineral supply and demand patterns. Growth of the Canadian industry depends greatly on expansion of export markets because three fifths of the value of production is accounted for by exports. Finally, attention is directed to the outlook for the Canadian mineral industry. Problems facing the industry are surveyed, and an appraisal is made of economic policies that have encouraged industry growth. A forecast of mineral production value in 1970 is included.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

IT IS almost exactly fifteen years since the discovery of the Leduc oil field and, as this luncheon is part of the Thirteenth Annual Technical Meeting of the Institute's Petroleum and Natural Gas Division, it seems, therefore, a singularly appropriate time to discuss the theme which the program committee has suggested for the occasion -the progress of the Canadian oil industry during the fifteen years since the discovery of the Leduc field. As you will see, I plan to take a few minor liberties with this suggested theme. I shall present ample evidence of growth and progress, but, at the same time, I want to refer to some areas where progress has been anything but conspicuous and to see what can be learned from these areas for the future. The achievements of the Canadian oil industry since the Leduc discovery in 1947 have been substantial, and the public is relatively familiar with the more spectacular developments.

This investigation was undertaken to determine the quality of different iron blast-furnace slags as desulfurizing agents, and the possibility of using, in the blast furnace, materials of higher sulfur content than is now common. The solution of the problem would render possible the use of higher sulfur iron ores for pig iron and cokes containing more sulfur than now employed, and the economic manufacture of irons and steels of lower sulfur content. It is generally assumed that the sulfur that reaches the lower part of the iron blast furnace is removed from the pig iron by combining with lime to form calcium sulfide. Most of the sulfur introduced with the charge is in combination with iron or manganese or, perhaps in the coke, as a carbon compound.1 The iron and manganese sulfides are more soluble in the iron than is calcium sulfide, and as the latter is generally said to to be more soluble in the slag than the iron and manganese sulfides, this greater solubility of calcium sulfide in the slag tends to free the metal from sulfur. This greater solubility of the calcium sulfide is used not only to reduce the sulfur contents of the pig iron in the blast furnace, but by this means also low-sulfur steels are produced in the open-hearth and electric furnaces. The reaction2 FeS + CaO + CO = Fe + CaS + CO2 requires a high temperature and strongly reducing conditions in the presence of lime. The shaft-plant here described was put in operation in September, 1895, and the No. 6 slope-motor was started in May, 1896. The plant comprises : One Norwalk three-stage compressor l21/2, 91/2 and 5 in. diameters of air- and 20 in. diameter of steam-cylinder, all 24 in. stroke; capacity at 100 revolutions, 296 cu. ft. of free air per minute, compressed to 600 Ibs. per sq. in. A main pipe, 5 in. diameter, 4380 ft. long, with five charging-stations in No. 6 Shaft, and a branch of 3 in. pipe, 3100 ft. long, with three charging stations, in No. 6 Slope. These pipes on each line charge a Porter compressed-air motor, with 7 by 14 in. cylinders, and four 24 in. drivers, weighing about eight tons, with a tank-capacity of 130 cu. ft. of air at 550 lbs. pressure in the main tank, reduced to 160 lbs. in the 8-in. auxiliary tank of 4.2 cu. ft. capacity, supplying the cylinders. The No. 6 shaft run averages 4000 ft. each way on grades of $ to 23/4 per cent., and averaging close to one per cent. in favor of the loaded cars. The No. 6 slope run averages 2100 ft. with nearly the same grades. The mine-cars weigh 2800 Ibs. empty, and about 9800 lbs. loaded, and are hauled in trips of 12 to 20, averaging about 15 cars. The Porcupine gold area, located on the Hudson Bay slope of northern Ontario, has produced over $100,000,000 in gold and has paid more than $28,000,000 in dividends, since the first real production in 1912. The character of the ore has been studied by the geologists of the Bureau of Mines of Ontario, the geological staffs of the operating mines, and engineers commissioned to examine properties there. What information the Government has is free to everybody; the geological staffs of the several properties also give to the visiting engineer what information regarding ore deposition they possess, and the author wishes to express his indebtedness to the geologists of the Ontario Bureau of Mines and the staffs of the operating mines for their free discussion of geological questions. This paper is based on the examination of several properties, various petrographic reports, not only on specimens from Porcupine but from elsewhere in northern Ontario, and interviews with Government and mine staff geologists. The petrographic work has been done by Prof. R. J. Colony, of Columbia University. Geological History The geological history of the district may be summarized as follows: The outpouring of great floods of lava accompanied by beds of tuff, flow following flow; the contacts of different flows can be seen in various parts of the camp. This period mas followed by an uplift and the production of the Temiskaming sediments by erosion. Later, dynamic action turned the sediments and underlying lavas on edge; this was followed by the intrusion of igneous rocks—in the Porcupine area the quartz porphyry, which is of such great importance in connection with the gold deposits. Doctor Burrows says: "The intrusions of quartz porphyry have in some way influenced the deposition or location of the gold but it is not likely the porphyry has been the source of the gold-bearing solutions." This statement of Doctor Burrows I indorse. The formation of non-gold bearing quartz veins followed the intrusion of the porphyry. These veins occur along or near the contact of

This paper presents the results of a series of experiments made in the metallurgical laboratory of Columbia University, New Pork City. The object of the investigation was to determine, as far as possible, the changes in micro-structure and physical properties caused by short periods of heat-treatment and the longer malleable cast-iron process. It was proposed to do this by means of micro-photographs, heating- and cooling-curves, and tensile tests after the various heat-treatments. I. Micro-Constituents of Iron and Steel. The list of the micro-constituents of iron and steel has grown till now it includes seven different substances, called ferrite, cementite, pearlite,* martensite, austenite, sorbite and troosite. Only the first five of these are mentioned in this paper, to facilitate the understanding of which, the following brief definitions are given: 1. Ferrite (named by Prof. Howe) is, chemically, iron free from carbon. It is the softest of the constituents, and is not colored by etching, except when long-continued. Under the microscope it is easily determined by its regular polygonal etructure; or, if structureless, as in malleable cast-iron, by the ease with which it is scratched. Ferrite appears in mild steel in small amount, in grey cast-iron, and in malleable cast-iron. 2. Cementite (also named by Prof. Howe) is now generally conceded to have the formula Fe3C. It is the hardest of the micro-constituents, having the hardness indicated by 7 of the mineralogical scale; and hence it is always left in relief after

Canadian nickel-copper ore deposits have been a major source of nickel, copper, cobalt and precious metals for more than 100 years. The two main minerals of interest, pentlandite (Pn, (Ni,Fe)9S8) and chalcopyrite (Cp, CuFeS2), are usually accompanied by large quantities of pyrrhotite (Po, Fe1-xS). Until the 1950s, Po containing small amounts of nickel was routinely smelted as part of the valuable Ni concentrate. The rapid growth in Ni demand following the Second World War created impetus to treat the Po separately. This action would liberate a valuable smelting capacity for higher value Pn, allow for recovery of Ni locked in Po, convert the Fe to iron oxide or metallic iron pellets, and recover S as sulphuric acid or elemental sulphur. The roasting process also has the potential to produce energy due to the highly exothermic oxidation of Po. The Ni industry would then have a “waste-free” process. Both Inco (now Vale) and Falconbridge (now Glencore) developed processes and built large industrial plants for this purpose that operated with some success. But technical issues and tenuous economics were continual challenges. By the early 1980s these industrial operations were closed. Sophisticated froth flotation methods of rejecting Po were developed, and Po containing up to 1% Ni became a waste material reporting to the tailings stream. As part of a major study on possible processing methods of Po for both value recovery and waste remediation, this paper presents a historical perspective on Canadian Po tailings with regards to their generation, inventory, value, and attempts to process them.

"Canada developed pioneering rare earth solvent extraction methods to recover the rare earths and thorium as by-products of uranium recovery operations in Elliot Lake, Ontario, and was a major supplier of these key elements from about 1960 until 1990. At one stage, Elliot Lake was supplying perhaps one third of the world’s yttrium as well as much of its thorium. This paper reviews the development of Canada’s early rare earth and thorium production facilities. INTRODUCTIONThe rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960s the invention of rare earth-based phosphors for the cathode ray picture tube used in colour television sets launched a major demand for certain rare earths.The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths.Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available but unquestionably Elliot Lake made a significant contribution to world thorium and the rare earth production. This paper, presented earlier in an abbreviated form (Goode, 2012), is intended to present as much of the information that is available."

Canadian steel foundry practice has made marked progress during the past decade. Equipment suppliers, development engineers, and foundry personnel have focussed their attention on every phase of the foundry operation, with a resulting lower demand on manpower and materials. Also, more rigid specification requirements as to dimensional tolerances and quality have necessitated improvement and increased control at every stage from the pattern shop to the cleaning room. The growing trend toward mechanization is clearly evident. Equipment such as sand mixers, sand reclamation systems, material handling devices, moulding machines, core blowers, etc., is being increasingly employed by the steel foundryman. This equipment not only increases production but also tends to lessen the human variable so prevalent and disconcerting in the early days of steel founding. The result has been an improved and more reliable steel casting, which is gradually obtaining wider acceptance by design engineers. The purpose of this paper is to discuss briefly some of the practices being used, and also the direction of development that is being pursued by Canadian steel foundrymen.

WE in Canada want to see industry get back to a normal economic basis as soon as possible but wartime controls cannot be dispensed with immediately the war is over. Perhaps never again will we be entirely free from some of the types of controls such as those set up during the war. Certainly the taking over and disposal of surplus materials contemplates the continuation of some form of control for many years to come. However, to the extent that it is possible, the Allied nations are exponents of free enterprise.

The present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there ha's been a good deal of unliecessary duplication of attempts and failures. Yet, especially uilder the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, . original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss us. the Anaconda Copper Mining Co., the Montana Suprenle Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental farms of the company ill the so-called "aff'ected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by tlle wide distribution of the sulyhurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft, distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the coilcentrator and furnace waste-products or recovered in the flues, Nevertheless, neither the peace in Montana nor the armistice
