This paper describes one approach in our search for greater stope efficiency and lower costs. The uppers technique with wagon drills in cut-and-fill stopes was commenced, on an experimental basis, in our Sudbury mines in 1961. To date, the method has developed into an accept-ed production operation. This technique minimizes the intermittent aspects of the drilling, blasting, mucking and filling operations associated with other cut-and-fill methods. However, studies show that not all cut-and-fill stopes are suitable for uppers, the governing factors being ore width, dip of the orebody, and ground conditions where large areas of unsupported back remain stable for ex-tended periods of time until rockbolting can be accomplished. Introduction F ALCONBRIDGE Nickel Mines Limited operates seven mines within a radius of 30 miles of the city of Sudbury, Ontario. These mines extend in depth from 1,500 to 6,300 ft. The ore consists of brecciated, massive and disseminated sulphides, and the ore minerals consist primarily of pentlandite, pyrrhotite and chalcopyrite. Widths are generally irregular and vary up to 150 ft. The ore dips at between 35 and 90 degrees.

According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.

At the 2017 ICGCM-conference in Morgantown, WV, a case study was presented with measurements of the upward surface movements or uplift after the closure of two neighboring coal mines (Winterslag and Zwartberg, Belgium). One was closed in the sixties, and the other closed in 1988. The study was based on satellite data (Radar-interferometry or InSAR). The analyses showed both a significant variation of uplift values above the mined area and the surrounding zones, and a variation of the uplift rate as a function of time. In other words, the phenomenon of uplift is complex. At that time, it also was clear that more research was needed to better understand this phenomenon, e.g., an identification of the various mechanisms that are relevant for the process of uplift and the quantification of the various impacts. A systematic analysis of all relevant parameters resulted in a framework that forms the basis for the analytical calculations of uplift values. These calculations show that the main impact is due to changes in the hydrostatic pressure. However, the expansion of the softest parts, i.e., the collapsed or goaf material, is not only important, but the expansion of the (stiffer) non-collapsed strata layers due to a change in pore pressure also must be integrated into the model. For the case study, the partial flooding of the underground after closure of the mine that was abandoned in the sixties is integrated into the model. Larger stiffness values also are applied for this mine, in comparison to the values of the more recently closed mine. Overall, a very good correlation is observed between the InSAR-measurements and the calculated values along a north-south transect.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. INTRODUCTION Surface mining and in situ leaching of uranium have the potential to alter ground-water quality around mines and leach sites. Of particular concern is the fate of uranium and its associated trace elements: molybdenum, arsenic, and selenium. We wish to under- stand the natural processes that control trace element concentrations in ground water and how these processes will influence dispersion of the elements from a mineralized zone, both naturally and during and after mining or restoration. For example, it is commonly recognized that the trace elements are soluble in oxidizing ground water but are insoluble, and can be precipitated, in reducing ground water. Thus oxidizing, metal-bearing water leaving a deposit could re- enter reduced ground, causing the water to be re- reduced and the trace elements to be, reprecipitated. In a sense, this is recreating the original mineralization process. To accomplish the above goals, we have (1) examined the theoretical controls of concentrations based on the available geochemical and thermodynamic data, (2) determined the major ion composition and oxidation-reduction status of Oakville waters because of the influence of these factors on trace element solubility, and (3) determined trace element concentrations and distribution in Oakville ground water. The last approach is used to evaluate how well actual behavior follows predicted behavior. This report focuses on two elements, uranium and molybdenum, because they exemplify the results obtained. The report also is restricted to a regional study of Oakville ground water. Results of more de- tailed study in and around major uranium districts in the Oakville and much of the raw data that support the conclusions in this report are presented in Galloway, Henry and Smith (1980). This report is part of that larger study, which concerned the depositional systems, hydrology, and geochemistry of the Oakville. The U.S. Environmental Protection Agency funded the study, under grant numbers R-805357-01 and R-805357-02. Theoretical controls were determined by reviewing the available literature on aqueous chemistry and behavior of uranium and molybdenum. To aid in under- standing water chemistry, Oakville water analyses were run through a modified version of the computer model WATEQF (Plumer, Jones, and Truesdell, 1976). WATEQF calculates speciation of dissolved ions and determines saturation with respect to a variety of minerals. In the discussion below, ion activity products (IAP) are compared with the equilibrium constant (KT) for various reactions and mineral products. Values of log IAP/KT near zero indicate that the water is in equilibrium with a mineral. Values less than -1 indicate considerable undersaturation and values greater than +1 indicate oversaturation. Galloway, Henry, and Smith (1980) give a more complete discussion of the application of this approach to Oakville water chemistry. Eh-pH diagrams have been constructed or adapted from the literature to predict what form -- dissolved ion or stable mineral species -- uranium and molybdenum assume under various conditions. Construction of the diagrams has followed procedures described by Garrels and Christ (1965). This approach is particularly appropriate because the solubility of the elements is Eh-dependent, and Eh varies greatly within the Oakville aquifer. A number of assumptions or approximations are inherent in the use of Eh-pH diagrams and chemical models such as WATEQF and in the interpretation of water chemistry in general. Both Eh-pH diagrams and chemical modeling rely entirely upon available thermo- dynamic data, including free energies of formation and dissociation constants for various reactions. These values are known to varying degrees of accuracy. Most major ions and minerals are relatively well control- led; however, data for trace metals are much poorer. Thermodynamic data are not available for some minerals, and for other minerals, two or more divergent values exist. By necessity, we have relied on the judgment of others to evaluate thermodynamic data. Calculations by WATEQF and constructions of Eh-pH diagrams are based on an assumption of equi1ibrium. Equilibrium may not be comnon in low-temperature aqueous environments; at best, ground-water composi tion may be in a state of dynamic equilibrium, continuously changing due to changes in environmental conditions. Eh-pH diagrams show what phases are stable at equilibrium under given conditions; they do not prove that the phases actually exist. Many minerals persist or form metastably under conditions outside their equilibrium stability field. The kinetics of reactions, which cannot be evaluated here, are important in determining what phases occur. Kinetics may be less of a problem for ground water that travels and evolves slowly through a semihomogeneous matrix than for many other natural systems. Eh-pH diagrams show equilibrium fields only of phases included. They do not indicate anything about stability relative to phases not included in the diagram. WATEQF, obviously, cannot calculate the degree of saturation of a mineral not included in the program or for which the appropriate ions were not analyzed. Thus, a mineral that was not considered may be the most stable phase under a given set of conditions and may control the solubility of a trace element. Several of these compounds have been prepared and fabricated into compacts. The apparatus used for hot pressing, and for the measurement of thermoelectric power, electrical conductivity and thermal conductivity, is described. Detailed attention has been given to the properties of the nitrides. Preliminary studies on a number of other uranium compounds are reported. The figures of merit of the best materials so far examined are one-tenth of those necessary for a useful thermo-electric material. THE efficiency of thermoelectric materials for power generation and cooling is determined by their figure of merit, Z = a2 a/K, where a, a and K are thermoelectric power, electrical conductivity and thermal conductivity, respectively. It is well known that the largest values of Z are achieved with semiconductors (1). "Uranium deposits in the Rabbit Lake-Collins Bay area are associated with the sub-Athabasca unconformity which separates crystalline Archean or Aphebian basement rocks from Helikian clastic sedimentary rocks of the Athabasca Group. The basement rocks are a part of Wollaston lithostructural domain.Most of the high grade deposits, such as Collins Bay ‘A’ and 'B' Zones and Eagle Point are associated with altered rocks of the basal unit of the Wollaston Group. Some deposits, such as Raven and Horseshoe are confined to the uppermost unit of this Group. The Rabbit Lake deposit occurs in the middle, meta-arkose unit of the sequence. Locations of some deposits (Rabbit Lake, Collins Bay ‘A’ and 'B' Zones) are also controlled by thrust faults, such as Rabbit Lake Fault and Collins Bay Fault.The deposits contain either monometallic (uranium) mineralization (Rabbit Lake, Raven, Horseshoe) or polymetallic (mainly uranium-nickel) assemblages (Collins Bay “A’ and 'B' Zones).IntroductionThe Athabasca Basin region, a part of the Churchill Geological Province of the Canadian Shield, is composed of Archean and Aphebian crystalline basement and younger, Helikian, unmetamorphosed supracrustal rocks. The Rabbit Lake-Collins Bay area is situated at the eastern margin of the Athabasca Basin region, which hosts a substantial proportion of Canadian uranium resources.The crystalline basement complex was subdivided by Lewry and Sibbald (1979) into lithostructural domains and these domains were grouped into major crustal units designated, from northwest to southeast, as Western Craton, Cree Lake Mobile Zone, consisting of Wollaston, Mudjatic and Virgin River domains, and Rottenstone Complex (Fig. 1)."

"IntroductionMUCH PROSPECTING, exploration, and development work was done for uranium in Canada in 1952, chiefly in northern Saskatchewan and in the Great Bear Lake region of the northwest Territories. The outstanding feature of the year was the great amount of work done in preparing for production at the Ace mine of Eldorado Mining and Refining, Limited, in the Goldfields region . of Saskatchewan. Many private companies and prospectors were also active in this region. Most of the other parts of Canada where uranium has been found received less attention than during the last few years, partly because so much interest was taken in the Goldfields region.In presenting this short summary of the year's activities now, the writer is handicapped because the season is not yet over; some discoveries have probably not yet been announced, and there has not yet been time to digest the numerous reports that have been sent in by companies and prospectors. In any case it would be impossible to give details for most of the discoveries and properties, because that would require a long report, and because that information is classed as confidential until released by the discoverers and companies concerned. It is only possible, therefore, to give a few generalizations, a brief out-line of the activities in northern Saskatchewan, even briefer ,accounts of the work in other parts of the country, and a few details that property owners have informed the writer he may publish or that have already been published by the owners."

The use of uranium metal in non-ferrous metallurgical practice is dis-cussed with reference to its alloying behaviour and chemical activity. It is suggested that the more promising applications are in the treatment of molten metals to combine with impurities. Mines Branch work along these lines is described for copper, zinc, magnesium, aluminum and nickel alloys. It is shown that a cop-per-uranium master alloy (25 per cent U) successfully deoxidizes molten copper without detriment to the electrical or mechanical properties of the product at residual uranium levels of up to 0.8 wt. per cent. Additions of uranium to alpha brass in amounts greater than the lead impurity content were found to remove the deleterious effect of lead on hot-workability. Similar deoxidizing and malleableizing effects were found with uranium additions to nickel. It is thought that uranium forms stable intermetallic compounds with many impurity elements. A significant malleableizing effect can therefore be expected in the presence of other elements besides lead.

Beginning in 1906, data has been compiled on the distribution of uranium in phosphate de- posits. Particular emphasis has been placed on uranium in phosphate by a number of geologists and geochemists in the US Geological Survey in research sponsored by the US Atomic Energy Commission (now Nuclear Regulatory Commission) and the US Department of Energy (DOE) during the 30-year period from 1951 to 1981. A comprehensive study of uraniferous phosphate resources the United States and the Free World was completed, under the auspices of DOE, in 1979. Apatite is the main carrier of uranium in phosphate. Uranium generally replaces calcium in the mineral lattice. In marine phosphorite throughout the world, the uranium content is characteristically in the range of 0.005 to 0.02% by weight. Phosphorite takes in uranium by structural substitution in apatite or other mineral phases, by absorption, or by the formation of independent mineral phases. Apatite derived from the interaction of ground water, guano and limestone is typically relatively low in uranium content-in the 0.001 to 0.005% range. In primary accessory apatite of igneous rocks, as well as magmatic and metasomatic apatite segregations of alkalic rocks and carbonatite, uranium content is generally between 0.001 and 0.01%. "IntroductionThe leaching method selected for the dissolving of uranium ore depends in part on the physical characteristics of the ore, as well as the uranium mineralization. There are two main methods of leaching employed in uranium circuits in North America, one being ""Carbonate Leaching"" on sandstone, and pitchblende type ores, and ""Acid Leaching"", on quartzite type ores.This chapter deals with the acid leaching of uranium ores found in the Elliot Lake area, using sulphuric acid, for the leaching reagent, and ""pachucas"" for the contactor.The basic leaching process involves the pregrinding of the ore and the mixing of the ore with hot sulphuric acid, the mixture is air agitated, the air being used to oxidize the ore as well as produce agitation. A very important factor that has to be determined during initial test work are the amount of acid consumers in the ore. Within the Elliot Lake orebodies are minerals such as chlorite schist, diabase, and basement material, all very high acid consumers, consuming up to 1000 lbs. of acid per ton of ore. "Milling operations in northern Saskatchewan’s Athabasca Basin have produced uranium continuously since 1975. Over that period, the Athabasca Basin has been one of the world’s premier uranium camps, yielding more than 660 million lb of U3O8. In this paper, the author describes former and current milling operations and discusses why and how the milling process has changed and developed over the past 35 years. The author’s considerations for the future of uranium extraction in the Athabasca Basin close out the paper.INTRODUCTIONThe roughly oval Athabasca Basin in northern Saskatchewan occupies nearly one third of the surface area of the Saskatchewan Shield. Its sandstone-like deposits lie unconformably on the older basement. The basin hosts many high-grade unconformity-type uranium deposits(Saskatchewan Energy and Resources, 2010) for which the Athabasca Basin is world famous. Uranium production in the Athabasca Basin has come from four mills. In the order of startup these are Rabbit Lake, Cluff Lake, Key Lake and McClean Lake. General data (AREVA, 2010; Cameco, 2010; Denison 2010) for each mill are shown in Table 1."

INTRODUCTION The delayed fission neutron, or DFN technique for uranium ore body analysis uses the first down-hole method for detecting uranium in place quantitatively. This technique detects the presence of and measures the amount of uranium in the formation. DFN TECHNIQUE DESCRIPTION The DFN technique depends upon inducing a fission reaction in the formation uranium with neutrons, resulting in an anomalous and quantitative return of neutrons from the uranium. Since there are no free, natural neutrons in formation, a good, low noise assessment may be made. There are several methods available for determining uranium quantity in situ. The method used by Century uses an electrical source of neutrons. This is a linear accelerator which bombards a tritium target with high velocity deuterium ions. The resulting reaction emits high energy neutrons which diffuse into the surrounding formation. They lose most of their energy until they come to thermal equilibrium with the formation. Upon encountering a fissile material, such as uranium, these thermal neutrons will react with the material. These reactions produce additional neutrons, the number of which is a function of the number of original neutrons and the amount of fissile material exposed. The particular source used, the linear accelerator, has several distinct advantages over other types of sources: 1. It can be turned off. Thus, it does not constitute a radioactive hazard when it is not in use. 2. It can be gated on in short bursts (6 to 8 microseconds). This results in measurements free of a high background of primary neutrons. 3. The output can be controlled. Thus, the neutron output can be made the same in a number of tools, easily and automatically. There are several interesting reactions which take place during the lifetime of the neutrons around the source. During the slowing down or moderating process the neutron can react with several elements. One of these is oxygen 17. This results in a background level of neutrons in any of the measurements which must be accounted for in any interpretation technique. These elements are usually uninteresting economically. The high energy neutrons will also react with uranium 238. However, the proportions of uranium 235 and 238 are nearly constant. Therefore, this reaction aids detection of uranium mineral and need not be seperated out. Upon reaching thermal energy the neutrons will react with any fissile material, uranium 235, uranium 234, and thorium 232. At present, we do not have good techniques for seperating out the reaction products of uranium 234 and thorium 232. However, uranium 234 is a small (.0055%) percentage of the uranium mineral and thorium 232 is usually not present in sedimentary deposits. When the uranium 235 reacts with thermal neutrons it breaks into two or more fragments and some neutrons. This occurs within a few microseconds after the primary neutrons have moderated and is the prompt reaction. One system uses this; the PFN or prompt fission neutron technique. We don't use this method because the neutron population is low and, therefore, the signal is small and difficult to work with, accurately. Within a few microseconds to several seconds the fission fragments also decay with the emmission of additional neutrons. Now, with a long time period available and a large neutron population we gate off the generator and measure the delayed fission neutrons after a waiting period. These neutrons can be a measure of the amount of uranium present around the probe. Thermal neutrons are detected with the DFN technique instead of capture gamma rays to avoid some of the returns from other elements than uranium. LOGGING TECHNIQUE The exact logging technique will depend, to some extent, upon the purpose of the measurement. However, the general technique is to first run the standard logs. These will include: 1. The gamma ray log for initial evaluation of the mineral body and for determining the position of the borehole within the mineral body, 2. The resistance or resistivity log for determining the formation quality, lithology, and porosity. 3. The S. P. curve for estimating the redox state and shale content, and measuring formation water salinity, 4. The hole deviation for locating the position, depth, and thickness of the mineral (and other formations), and 5. The neutron porosity curve. The neutron porosity curve is most important to the interpretation of the DFN readings. The neutrons from this tool are affected in the same way by bore hole and formation fluids as the DFN neutrons are. Therefore, we can use this curve to determine effect of the oxygen 17 in the water. Of course, this curve can be used to determine formation porosity. It can also be used to calculate formation density.

ABSTRACT Cameco Corporation is revitalizing its Key Lake Operation uranium mill in northern Saskatchewan. The mill currently uses ammonia stripping in solvent extraction (SX) and ammonia yellowcake precipitation. As part of the revitalization, the company considered installing strong acid stripping in solvent extraction (used at its Rabbit Lake Operation), which would lead to using hydrogen peroxide for uranium precipitation. As part of the process evaluation, tests were carried out to study how the drying temperature in indirect fired dryers would affect the uranium peroxide yellowcake precipitate properties. This paper discusses the test work results, including the relationships between drying temperature and product reactivity with water, product colour, product grade, and energy input requirements.

Uranium Recovery Corporation was incorporated in the State of Florida in 1968 for the sole purpose of developing a method to economically recover uranium from Florida phosphoric acid. The preliminary laboratory work culminated in the demonstration of the process to United Nuclear Corporation in the spring of 1971. This was quickly followed by a pilot plant program to identify any unusual problems such as those arising from the day-to-day variation which occurs in a fertilizer phosphoric acid plant production system. After two years of pilot plant operation, United Nuclear Corporation purchased controlling interest in Uranium Recovery Corporation and committed several million dollars to the design and construction of the first commercial plant for this purpose in the State of Florida, or anywhere else in the United States, for that matter. After many start-up problems were resolved at the production plant located at the W. R. Grace fertilizer complex near Bartow, sustained production began March, 1971, and has continued to date. We still have some problems to solve but are currently producing sufficient uranium to make shipments to the UF6 converters for preparation of Florida uranium for use in nuclear power plant fuel materials.

A granular sorbent, prepared by gel-coating polyethyleneimine (PEI) on high surface area silica followed by crosslinking with a low-molecular weight diepoxide, has significantly higher uranium capacity, greater salt tolerance, and faster kinetics than the commercial resin Dowex 21K. Though having lower U(VI)/Fe(III) selectivity than Dowex 21K, the gel-coated PEI affords much higher sorptions of both U(VI) and Fe(III) and also their separation by selective stripping with acid.

More than half of global cobalt reserves are located in the Southern African Copperbelt, stretching over the northern tip of Zambia and southern area of the Democratic Republic of Congo. In these areas, cobalt is not typically produced as a primary product but as a byproduct of copper production. Ores from this region often contain uranium, which is readily leached under typical copper leach conditions and enters the process. Uranium does not pose a challenge to copper production, but it becomes a significant problem when it follows cobalt to the cobalt precipitation process and results in unacceptably high levels of U in the final Co product. This paper evaluates the existing process technologies that can be used to remove uranium from cobalt-bearing process streams, including phosphate precipitation and ion exchange. Advantages and disadvantages of the uranium removal processes are discussed, and important design considerations are highlighted.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a
