Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

THE wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. [ ] Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually 3/16 or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired angle. The usual drive is by a 10-hp. motor through a gear reducer, on which are mounted two grooved sheaves, one of which is keyed and the other free running on the shaft. J: H. POLHEMUS, New York, N. Y. (written discussion*).-The Joplin .mining and milling practice has largely influenced operating methods in the Wisconsin district. Milling equipment is essentially of the same type with the notable exception that no tables are used. The treatment of the flue 'sands has been attempted several times but without commercial success. Table material coming from any one mill is low both in tonnage and zinc content. The iron is comparatively high as the pyrite-line "chat" is much more prevalent than the zinc-lime attached particle. In the finer sizes the zinc occurs mainly as free mineral. These condi-tions make the production of good-grade table concentrates very diffi-cult. The accompanying tabulated results from several mill tests indi-cate the character of the mill tails. I think the average mill tails in the district assay nearer 1.5 per cent. zinc than under 1 per cent., as stated by Messrs. Boericke and Garnett.

IN my opinion, the concentration of minerals by flotation is the most interesting problem in ore-dressing, and will command eventually far more consideration than it has at present. For many ores it furnishes a complete method of concentration absolutely independent of specific gravity, and thus simplifies the milling of many difficult combinations. Not having to recognize the influence of specific gravity, we are also able to dispense with some of the complications resulting from classifying-conditions. Where flotation cannot be used for a complete separation of the minerals from the gangue, it will be found, in nearly all cases, to save those portions which are generally lost by reason of their fine state of division. For this reason, it should be looked upon mainly as an aid to general concentration, although there are many ores so well adapted to flotation that more than 90 per cent. of the valuable metals can be recovered from them in one operation by this process. In presenting the results of my investigations in. flotation, I have endeavored to theorize as little as possible. That side of the subject has been extensively discussed by others. My earliest work with flotation was done in 1895, when I used various oils, grease, soap, etc., with results that were remarkable. I did not realize then that with water alone equally good separations could be made. Up to 1906, my endeavors were confined to attempts to keep the concentrates on the tables well wetted and away from exposure to the air. In common with others, I observed that when there was any obstruction in. the wash-water on the table of sufficient size to divert the water to either side, the concentrates collected, and, on exposure to the air, would promptly float away. This convinced me that the sulphides were all good " swimmers," and that if,

The U.S. Economy in 1982 In 1982 U.S. gross national product (GNP) in current dollars increased at a rate of 4 percent, but GNP adjusted for inflation (real GNP) declined at a rate of 1.8 percent. Yearend 1982 real GNP was at roughly the same level as in 1980 (table 1). Thus no growth in real terms had taken place in the United States during the 1980-82 period.

On Nov. 4, 1981 the newly installed 1000tph wet-process iron-ore ball mill of A/S Sydvaranger completed its first four months of uninterrupted, successful full-load operation in Kirkenes/Norway. This 6.5m diameter mill is driven by a gearless ring or wrap-around motor of 8100kW at 13.1RPM - a first of a kind in this segment of industry. (Fig. 1) This paper analyses the reasons that have led to the selection of this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes in some detail the installation in Norway. General aspects of possible design variations, and application information for designers and users of such mills conclude the presentation.

Flaubert, as we know, laid stress on the selection of the right word, le mot juste, the precise epithet, the word that belongs to the thing. A sentence, or even a paragraph, may be spoiled by the use of a word that is not proper, that does not fit or is foreign to the meaning intended. An Australian mining expert is reported to have said: You have a property of considerable value, and what I saw warrants a good development of very rich cubicular galena, with gossan intermixed. 'Cubicular' means `belonging to a small bedroom', a `cubicle' being a sleeping compartment. He meant `cubic', of course. This is a malapropism, and reminds me of the lady from Chicago that, on her return from Europe, said how much she had enjoyed the rural parts of France, because, among other things, it was "so delightful to hear the French pheasants singing the mayonnaise to the tune of the Los Angelus". It is impossible to amalgamate coal-tar thoroughly with the pulp in the agitating-tank. In metallurgy, `amalgamate' refers to the combination of mercury with one or both of the precious metals, forming an amalgam, which is an alloy of mercury with another metal. It differs from other alloys, such as brass or bronze, in being made without the aid of heat, inasmuch as mercury is molten at the ordinary temperature. The word comes to us from the Greek. through Old French and means `something soft'. It is a mistake to use technical terms, having a specific meaning, for purposes that are foreign to that meaning. In the period since 1989 the Yabulu Nickel Refinery of Queensland Nickel has undergone a transformation both in terms of the nickel laterite ore feed and the refined nickel product. These two changes were mutually supporting, as will be shown in the following paper. It had been realised since the early-1980s that the Greenvale orebody would be exhausted by 1992. Consequently planning had been in progress throughout the 1980s for the importation of overseas ore as a replacement for the Greenvale ore. The existence of extensive lateritic ore deposits in New Caledonia and Indonesia made these locations the natural focus of attention. With the three Japanese ferronickel smelters sourcing their nickel garnierite ore feed from these locations it was relatively easy for the miners to supply the overlying limonite ore to Yabulu. This limonite ore was previously discarded as waste. The Yabulu refinery now receives about 85 per cent of its ore from these two overseas sources. The transition from Greenvale ore to imported ore occurred gradually between 1989 and 1993. It was during the ore importation planning stage of the mid 1980s that Queensland Nickel commenced the technical investigation which led to the ammoniacal solvent extraction (ASX) plant installation and the product change from nickel oxide to nickel metal.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

THE primary objective of the young graduate, after the war, will be to obtain a suitable position within the Industry, with adequate pay and opportunity to advance. The positions available to meet this demand will depend on the magnitude and organization of the industry. The size of the mining industry, in particular, will depend on a number of factors, including depletion; new discoveries of mineral deposits; beneficiation of new kinds of mineral deposits, based on research; technical improvements, also based on research, enabling the mining of lower grade deposits; and complex social factors. The organization of the industry will depend on its control and management, which may be greatly affected by social conditions and changes, and may include a wider or a narrower use of technical services. The corresponding training or qualifications of graduates, to meet these conditions, calls for a consideration of educational requirements and facilities in relation to the conditions that are likely to occur. Some forecast of the probable future of the Industry, after the war, based on consideration of. the above factors, is necessary as a basis of discussion, since the graduate must find his place in the industry of that time, and find his work in maintaining and improving it, within the existent social framework. Social factors are pressing and? important at present and their future impact is uncertain. In considering these, a few quotations and extracts may be in order. "A new economic order, based on free access to the sources of raw materials, means free use of the world's wealth by all civilized nations" (The Pope. Also advocated by Churchill and Roosevelt in the Atlantic Charter). "Every citizen should have a voice in the conduct of business or industry which is ?carried on by means of his labour" (Archbishop of Canterbury).

FOR MORE THAN 200 years, the Kochiu district of Yunnan province has been, and it still is, the hub of China's tin industry. The district produces annually from 80 to 90 per cent of that country's out-put of tin, which averages about 9,300 tons a year and places China fifth among the tin producing nations of the world. The tin ore reserves of the country are estimated (1) at 1,873,370 metric tons, of which 1,500,000 tons are in the Kochiu district. The mill of the Yunnan Consolidated Tin Corporation, described in this paper, is the only one of its kind in China. MINING AND SMELTING There are only two tin mines in the Kochiu district operating with modern equipment -the Hsin-Chang and the Lao-Chang, both owned by the Yunnan Consolidated Tin Corporation, a government company. The Hsin-Chang mine has four working levels with cross-cuts 6 ft. by 6 ft. and is equipped with steel mine cars and trucks to haul the ore. The ore is hoisted to surface in a three-compartment shaft and transferred to the mill by a 4-kilometer aerial tram. The Lao-Chang mine has two circular shafts 656 feet apart, each equipped with two cages. Haulage-ways 1,600 meters and 1,000 meters long, respectively, have been driven to the southwest from these shafts and are connected by three cross-cuts.

AT the beginning of 1944 it was expected that the production of metallic zinc in the United States from domestic and foreign concentrates would exceed the 1943 figure though domestic production of concentrates was expected to drop below the 1943 rate, mostly in the Tri-State area. Imports of concentrates were estimated to more than take care of such deficiency. North American concentrate production, available for import to the United States or elsewhere during the year, was estimated at over 200,000 tons recoverable zinc content; South American at about 65,000 tons; Australian at about 50,000 tons. Production of both concentrates and metal in the United States, however, did drop, attributable in considerable part to man-power shortage in the industry. However production exceeded consumption, which fell off, and stocks of metal increased. These stocks have increased since the middle of 1942 but production and consumption are coming nearer to a balance. The A, B, and C premiums, which have played an important part in keeping up domestic production of concentrates, extend only to the middle of 1945 by present legislation. (written discussion*).-In connection with Mr. Waring's quotation of Urbain's work, attention may be drawn to a remark found in the report of the session of the Société de Chimie Physique,1 held in December, 1909, that, while all blendes contain gallium in larger or smaller quantities, those blendes carrying indium are generally free from germanium, and vice versa. Urbain, furthermore, . expresses his conviction that this behavior, being related to the condi-tions of deposition of the ore, should be an important factor in determining the origin and mode of formation of zinc blende deposits., In. searching the literature for the naturally expected sequel to these remarks, there is found a report on the extraction of germanium from blende, after many months' work, on a commercial scale;2 then a paper3 on some Spanish blendes, all containing cadmium, examined by Urbain's 'method (this paper contains, also, very important work on the com-position and color of blendes, as well as on the occurrence of organic .matter and of inclusions in such blendes), and a second paper on Spanish blendes in general, in which this original point of Urbain's concerning the relative quantities of the three rare elements is taken up.4 Angel del Campo finds that of 68 specimens examined, four only were entirely free of germanium, gallium, and indium;. 38 had small proportions, while 19 were notably, and seven relatively rich in the three rare metals. He found the relative frequency to be: gallium in 60, germanium in, 50, and indium in 38; all three occurred in 29 cases; germanium and gallium together in 18; gallium and indium together in four; germanium and indium together without gallium, in none; four had gallium only, three had germanium only, and one had indium only; in 23 it appeared feasible to extract these elements. THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first' at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.

"EXECUTIVE SUMMARY The use of membranes for the treatment of Acid-Mine-Drainage (AMD) water has been a 35 year mining industry quest that has only recently produced commercial scale Zero-Liquid-Discharge (ZLD) plants. The process of development of the membrane treatment of AMD has been defined by the water treatment industry’s efforts to control gypsum scaling of the membranes, an artifact of the concentration of calcium and sulfate ions on the concentrate or “brine” side of the membranes. Improved anti-scalants, changes to membrane surface geometry and a lowered permeate flux rate were all part of solving the calcium sulfate (gypsum) scale formation problem. Whether used singly or as part of a multi-stage membrane treatment process, the production of “left over” membrane concentrate or brine, in any volume large or small, was a second barrier to adoption of the method by the mining industry. The two identified “final brine” treatments were a) solar evaporation ponds and b) mechanical evaporators. Brine disposal by solar means is typically site limited to flat terrains or high net evaporation locations. Mechanical evaporation-crystallization is applicable at all sites but, typically, at onerously high ownership and operating costs. Miwatek, a South African water treatment start-up, has entered the mining AMD ZLD marketplace with two new, pilot-scale tested, processes, both of which are predicated on the innovative treatment of a reasonably concentrated AMD and neither of which produces a final brine that requires disposal. In the Miwatek Brine Treatment, MBT, method the membrane brine is caustic pH adjusted and de-calcified precedent to passage through a second membrane plant. The caustic is generated on-site by a lime treatment of the second-membrane concentrate. The first- and second-stage permeates are blended for discharge. The process usually yields no “final brine” for disposal. In the Miwatek Ettringite Treatment, MET, method a low pH first-stage membrane brine is lime treated in two or three steps in the presence of aluminum in a way that metal hydroxide and calcium sulfate solids are formed and purged from the system. Sufficient aluminum is often present in the feed water to, with judicious recycling, enable operation of the lime-aluminum treatment without the purchase of outside aluminum reagent. The first-stage membrane permeate is blended with the lime-aluminum treated membrane concentrate for discharge. The indications are that the method can comfortably meet the low 250 -500 ppm SO4 discharge water quality standards that have most recently been proposed in South America. The process yields no “final brine” that requires disposal. Projected own-operate costs for the MBT and MET systems are less than the estimated costs for all identified alternative treatments."

The “Mill Redesign Project” was completed on time, under budget and delivered the promised improvement in recoveries.This paper describes the methodology of the Mill Redesign Team, details of the process improvements and the critical success factors that helped the team deliver on its promises.With a payback of under one year, the Mill Redesign Project will play a key role in ensuring a competitive edge as INCO embarks on its second century of operation.INTRODUCTIONIt is not uncommon in milling operations to encounter a crisis. That is the point when the process does not behave as expected and fails to respond to the increasingly desperate efforts of the metallurgists and operators. Flowsheet and process changes are attempted and abandoned. With luck, one or more of the changes achieves some mitigation of the original problem or more usually, the original cause of the problem disappears. Regardless, the metallurgist can sit back and bask in the apparent success of his or her endeavours.Less common is when a problem is carefully diagnosed, a team put together to explore all avenues and recommend a path of action that is implemented on time, on budget and immediately delivers on the promises which are sustained over time. This is one such story. It is the story of the Mill Redesign Project at INCO’s Clarabelle Mill in Copper Cliff, Ontario.BACKGROUNDThe Clarabelle Mill was built in 1971 on the southern rim of the Sudbury basin. At that time it was one of four mills operated by INCO in the Sudbury area. During the 1970’s, 80’s and 90’s, the need for increased process efficiency, higher levels of sulphur rejection to tails and the concurrent development of high capacity mills and flotation cells, resulted in the consolidation of INCO’s Sudbury area milling operations into a single, expanded facility at Clarabelle."

THE history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development ?of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers ill the mines which the white men started. The Kaffirs of South. Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed. them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent-have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribe's in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country, are much finer workmen than the degenerates from less favorable sections: It is universal in South Africa to speak. of the .Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a " boy," and in this paper the word " boy " is synonymous with Kaffir.
