The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

This paper describes the key circumstances of the underground coal gasification (UCG) process, which is planned to be carried out in the Polish hard coal mine ?Wieczorek?. The construction and field tests of a UCG pilot plant have key issues that need to be addressed to realize the research project goal: the elaboration of a highly effective technology of fuel and electricity production. The project will conduct several monthly tests of gasification in the pilot geo-reactor, which will be constructed based on the results of laboratory tests. The realization of the process requires numerous appropriately prepared actions adjusted to natural conditions in the hard coal deposit. Based on scientific principles, it is necessary to elaborate the procedures related to the location of the UCG installation (including its legal and safety aspects), and to perform a technical risk analysis. In addition, it is necessary to determine the required mining, geological, technical, economic and organizational circumstances, while at the same time considering the real but constantly changing process conditions.

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

Movements in the mineral trade cycle are almost invariably out of phase with the gradua- tion rate of mining engineers, metallurgists and geologists. This commonly leads to situations where graduates are scarce in "boom" periods and in free supply when the trade cycle is depressed. This problem reflects the difference in elasticity and flexibility between the educational and industrial environments. In the educational system the decision that brings students to graduation is made three to five years prior to the event. This is quite a lengthy period of time in terms of mineral trade cycles. By contrast, the mineral industry has far more elasticity in responding to short term fluctuations in mineral trade. The authors do not believe that the mis- match between the availability of skilled personnel and the manpower requirements of industry in the short term is intractable. Much is to be gained by more realistic and rational manpower forecasting combined with greater flexibility in the educational realm.

IN February 1952 Freeport Sulphur Company started exploration work on a group of lateritic deposits at Moa Bay, Cuba. As a result of successful exploration work and a vast amount of metallurgical research over the past five years, these deposits will soon become a new Free World source of nickel and cobalt. Moa Bay lies on the north coast of Oriente Province, the easternmost part of the island, about 600 miles east of Havana and about 40 miles east of the U. S. Government nickel plant at Nicaro.

"In this work the dissolution, precipitation and adsorption behaviour of gold in acidic iron sulphate media containing small amounts of chloride ions is investigated via batch laboratory tests and OLI thermodynamic calculations over the temperature range 25-250°C. Chloride ions may be present in industrial pressure oxidation/pressure leaching (POX/PL) operations due to elevated water salinity levels or due to intentional addition as is the case of the CESL Copper Pressure Leaching Process. Thermodynamic calculations show that AuCl4 - may form depending on the free Cl-/Au ratio and temperature, its stability increasing with increasing Cl- concentration and decreasing with increasing temperature. On the other hand during POX/PL, we know that massive precipitation of iron in various hydrolysis products and compounds occurs. Hence of interest is the question how AuCl4 - that may form during leaching interacts with the iron precipitation products. Gold(III) chloride was found to co-precipitate with iron(III) (oxy) hydroxides and arsenates forming in the autoclave but not with natrojarosite. Upon further investigation it was discovered that activated carbon added in the autoclave (as done in CIL) acts as preferential sink for the mobilized gold, hence opening the potential for the development of a direct cyanide-free gold recovery process in acidic sulphate leach reactors.INTRODUCTIONThe recovery of gold from ores and concentrates has evolved over the years with processing routes becoming increasingly complex. Given the high value of gold, any reduction in losses during recovery operations constitutes an important economic benefit. One such loss that needs to be addressed is the potential solubilisation of gold during pressure oxidation (POX) of refractory sulphidic gold feedstocks. For example, Agnico Eagle Mines reported a loss in gold recovery due to the formation of a gold chloride complex (Garofalo, 2009). Gold is known to form complexes in solution, such as gold(III) chloride, if an excess of chloride ions are present. The fate of such soluble gold chloride during pressure oxidation and the subsequent neutralization of the acidic discharge slurry will determine if gold is lost or recovered in the downstream cyanidation operation. Thus it is of interest to know under what conditions gold chloride may stay soluble or co-precipitate along primary (formed in the autoclave) or secondary (formed during neutralization) precipitates. Furthermore, the mode of co-precipitated gold, such as adsorption on iron compounds, like goethite and hematite (Machesky et al., 1990; Nachayev, 1984); substitution in one of the precipitated phases; or finally chemical reduction to metallic state would have consequences in terms of gold recovery."

The present work considers the essence of fragmentation: on the level of a simple model as a material response to the curvature accumulated by it at large deformations. It is on this basis that the correlation between curvature and fragment sizes is determined. It is shown that at deformation the area of curvature center inevitably changes. It is revealed that a specific value of variation of center surface area, i.e. ^As parameter, is numerically equal to the value of curvature acquired by a material. Minimum sizes of fragments and grains depending on ^As have been estimated, and the dependence of this parameter on strain has been established. Besides, the present paper considers the effects exerted by curvature center geometry, material distortion, directions of deformation and thermal warming up in the localization zones on structure refinement when various techniques are applied.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). "In this paper a review of the current status in recycling technologies for cathode ray tubes is given for both the glass and phosphors. Particular emphasis is placed on the opportunities for the recovery of the rare earth elements (REE) from the phosphor coatings. This is placed in the market context of alternative virgin sources and some of the advantages and disadvantages for REE waste recovery. Future opportunities are explored and also some experimental detail on a low cost leach system is presented. INTRODUCTIONThe disposal of cathode ray tube (CRT) based colour televisions has accelerated world-wide with the development of high definition flat screen panels. The total number of colour CRT televisions that have been sold in the United States in the mid-20th century is estimated to have been over 2 billion (U.S. Environmental Protection Agency, 2007), with high current rates of disposal. It is estimated that of the 20 million televisions annually discarded, 78% are send to landfill (Nnorom, Osibanjo & Ogwuegbu, 2011). However, this easily accessible item of electronics cannot only be turned into a valuable resource using the right recovery procedures, it can also prevent the substantial environmental contamination arising from improper disposal. In this review we focus on previous and current work performed on the recycling of CRT based televisions. Due to the increasing demand for rare earth metals, the main focus will be on the possibilities and challenges of recycling the fluorescent phosphor powders on the CRT’s panel glass.CATHODE RAY TUBE’S GLASS RECYCLINGConventional cathode ray tubes consist of three main parts, the panel, the funnel and the neck (Figure 1). To produce the different colours on the screen, the inside of the panel is coated with a matrix of hundreds of thousands of small phosphor dots. Each dot is one of three types of coloured phosphors, emitting either red, green or blue light. These emit light when excited by a beam of electrons generated by electron guns located in the neck of the CRT. These beams pass through holes in the shadow mask and excite the phosphor coating on the inside of the panel, to give light of variable RGB composition, see Figure 1."

This paper describes," the application, of a modular or building block approach to the analysis, design, and control of complex mineral treating processes. The main purpose of the paper is tutorial, to show the reader how such processes can be modeled using a modern digital computer" and, not to discuss in any detail the results that may be achieved in such studies. It is proposed that, the main techniques be illustrated by reference mainly to the Bayer process for alumina extraction and purification; in cooperation with the Aluminum Company of Canada Ltd. the author and his Colleagues at McMaster University and their students have studied this, process as a means of applying new computer techniques to extractive metallurgical processes. The plant described was studied by the author and his colleagues as a senior undergraduate project in cooperation with the Aluminum Company of Canada. It is one of several studies that have been carried out with Canadian industry. (1)

How do you fit a processing plant underground with minimal change to mine infrastructure and yet maintain economic recovery, operability and maintainability? By combining fine crushing, continuous-gravity recovery and flotation. A modular, transportable processing plant has been designed that is capable of being installed in underground drives/drifts or on the surface. The Python processing plants have been designed to treat 20 or 50 tons per hour of ore to a particle size of approximately 500 µm and recover gold and sulfides into the concentrate. The plant is only three meters wide (including bolt-on platforms) and can be installed on a 1:50 slope, making for very simple installation. Test work carried out by Gekko Systems Pty. Ltd. has indicated that up to 50% of ores tested to date would achieve gold recovery rates of over 90% using this method. The projected benefits of this strategy are numerous and include low overall capital and operating cost, significantly less power consumption compared with traditional milling circuits and low environmental footprint.

DREAMS do come true at times, although it is evidently better to believe in engineers than to "believe in fairies" if most dreams are to be translated into fact. It was a fine dream that David H. Moffat had when he projected a railway directly west from Denver; a dream of opening a new empire in northwestern Colorado, and of quickening transportation from the Middle West to the Pacific slope. But Moffat had been a miner and had become a banker. He knew that dreams, untranslated into works, benefit no one and pleasure only the dreamer, so he employed an engineer, H. A. Sumner, to study and plan the route to be followed by the rails. Previous main lines had run to the north, the Union Pacific, or the south, the Santa Fe. The Denver and Rio Grande, it is true, wriggled its way bravely across Colorado but, in order to reach a point 74 miles in an airline west of- Denver, travelled 281 miles following two canyons and crossing Tennessee Pass at 10,240 ft. Valuable as such a road is, it could never accomplish what Moffat had in mind. It was known that no low pass could be found directly west of Denver but up to 9000 ft. the topog-

I. LOCATION. THE Mojave mining district is situated in a group of small hills centering around Soledad peak, in the Mojave desert, Kern county, Cal. These hills are about 4.5 miles SSW. of Mojave, a railroad town at the junction of the Santa Fé and Southern Pacific railroads. The town of Mojave is about 50 miles north of Los Angeles, to which it is connected both by telegraph and by rail. The distance on the Southern Pacific railroad is 102 miles, covered in 3 hr. and 45 min. by express train. A sketch-map of this region is shown in Fig. 1. The Mojave district is relatively isolated. The only other mining towns in this section of California are Randsburg and Johannesburg, in a district (containing the well-known Yellow Aster mine) at the northern end of a low ridge of hills, which begins about 20 miles NE. of Mojave, runs nearly N. for 35 miles, and varies in width between 3 and 6 miles. As will be seen later, the origin and formation of these hills are not the same as those of Soledad peak. II. CLIMATE AND VEGETATION. The climate and vegetation of the Mojave district are typical of the arid regions of the southwestern United States. During the winter and spring there is some rainfall, and the tempera-ture is generally from 60° to 70° F. in the day-time. The rainfall in the spring is often very considerable for short spaces of time, and cloud-bursts are not infrequent. In summer there is continual sunshine, with temperatures, as a rule, exceeding 100° F. in the day-time, while 115° F. in the shade of a house is not at all unusual; but at night the temperature falls considerably. Abstract -The Molopo Farms Complex is a major, layered ultramafic/mafic, early Proterozoic intrusion which is totally covered by sediments of the Karoo and Kalahari Formations and situated in southern Botswana and northeastern South Africa. The approximately 3000 m thick, generally fine- to medium-grained ultramafic and mafic cumulates are intrusive into equivalents of Transvaal Supergroup sediments and lavas. Multiphase deformation resulted in tilting and segmentation of the Complex into individual tectonic blocks. Sr isotopes document at least two chemically distinct parental liquids which interacted in a complex manner to form an approximately 1000 m thick rhythmically layered succession which straddles the ultramafic/mafic boundary. Repeated mixing resulted in a complex cryptic layering pattern and numerous sulfide-enriched layers which contain significant PGE +Au concentrations.

The deposit, which forms a ridge -adjacent to the York river, in Mont-eagle township, is held by Monteagle Minerals Limited, of Toronto. The ore is in a Precambrian gneiss which is composed of nepheline, scapolite, andesine and microcline feldspars, muscovite and biotite micas, and -corundum. The major orebody is tabular and is exposed for 1,200 feet along the crest of the ridge. It aver-ages about 90 feet in thickness, dips at about 70°, and was intersected by drilling at a vertical depth of 600 feet. The deposit was prospected for corundum in the early 1900's. Recent exploration was undertaken to deter-mine its potential as a source of high-alumina ceramic material, with by-product corundum and white mica. The program included prospecting, mapping, trenching, diamond drilling, bulk sampling, beneficiation research, a large-scale beneficiation test, product evaluation, market investigations, and plant design. Reserves, to a depth of about 300 feet, are estimated at about 3 million tons.

Cobalt basic carbonate particles were precipitated from 1.0mol cobalt nitrate or cobalt sulfate solution with ammonia carbonate. By controlling the zeta-potential of the particles and the ionic strength of the solution, the uniform particles with ellipsoid or rod shapes were obtained. During the precipitation process, the interface tension was diminished to the minimum and therefore the Ostwald ripening and secondary nucleation were both inhibited. The morphology and the size control by zeta-potential seem to be the result of thermodynamics rather than classical crystalline kinetics. The particle sizes were in the range of 0.4-0.6, 0.3-0.4 micrometer. After thermolysis, the spinel-type C0304 particles were produced. The morphologies of C0304 particles were similar to that of their precursors.

In the USSR, the Moscow Institute of Radio Electronics tronics and Mining Electro-Mechanics (MIRGEM) has started what it hopes will become a nationwide movement to educate mining students in the precise specialties that industry has come to require. Courses for mining engineers, the MIRGEM faculty proposes, should dovetail as exactly as possible with specific jobs available in the mining profession. Acting upon this thesis, MIRGEM revised its own curriculum in 1962 and has since presented an over-all plan for Soviet mining education before two mining school conferences as well as the Ministry of Higher Education and a number of major Soviet industrial ministries. The plan was universally approved with some suggested revisions. SOVIET MINING EDUCATION TODAY At present, mining education in the Soviet Union covers the exploitation of solid minerals and raw materials, including coal as well as ferrous and nonferrous metals. The extraction, storage, and refining of oil and gas is treated as a separate discipline. In all, there are 33 Soviet universities and institutes that train mining engineers for careers in the industrial, research and educational fields.
