The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. The microtunneling project for the State of Hawaii's Natural Energy Laboratory (NELH) facility in Kona, Hawaii, was awarded to Nova Group Inc., Napa, California. Nova has developed both microtunnel and deep pile cofferdam experience. Both of which would be required for this project. The project was designed by Makai Ocean Engineering of Honolulu as a continuation of the Ocean Thermal Energy Project (OTEC). The world's first OTEC plant has been successfully operational at NELH since 1982 netting approx 50 kw of usable electric power from a gross generation of 210 kw. A second plant designed to draw 39°F cold water from 3,000 ft below sea level and produce a gross output of 1 mw with a net 500 kw of usable power required 2 - 54 in. finished diameter pipelines. An ongoing problem with earlier offshore pipelines has been the damage to the near-shore pipes within the surf zone. The necessity for a deeper connection between the land based pipe and submerged sea pipeline was obvious. Earlier pipelines had been drilled and shot through the shoreline. This process was only practical at shallow depths. Makai Ocean Engineering and the NELH scientists looked at different methods to get the pipeline through the shoreline at a depth of 80 ft below sea level. Initially, the direction drilling method was proposed as the most potentially practical method. A contract was awarded and various attempts were made to complete a successful

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. Strong demand for copper in developing nations such as China and India, plus the additional demand for industrial minerals to supply the Arizona construction market, brought about a record-setting year for the state?s mining industry. The value of Arizona?s copper production set a new high of $5.5 billion and pushed the total value of mineral production to $7.58 billion. This was also a record. As it has for many years, Arizona ranked first in nonfuel mineral production in the U.S. In addition to leading the nation in copper, Arizona ranked in the top five in molybdenum, sand and gravel, gemstones, perlite, silver, zeolites and pumice. Generally strong and rising prices, especially toward year?s end, fostered a bullish atmosphere that encouraged significant levels of acquisition and exploration. This activity has spread beyond the normal commodities to include some, such as manganese and fluorspar, that have not been mined in Arizona for decades.

The heart of mine ventilation science and technology is the protection of the life and health of the miner. Lung diseases that result from overexposure to various mine aerosols can largely be prevented by maintaining concentrations below prescribed limits. Maintaining safe aerosol concentrations depends, in part, on our ability to know what mine aerosol concentrations are in a timely and accurate way. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has been developing several new tools to help miners monitor respirable coal dust, silica and diesel particulate matter. This paper will discuss three main topics. First, the latest results of the person wearable dust monitor (PDM), developed by Rupprecht and Patashnick under CDC contract. The PDM was tested side-by-side with conventional samplers at a number of US coal mines and results indicated that the PDM was comparable to conventional samplers. Second, improvements to the dust dosimeter monitoring technique that includes a new pump with built-in pressure transducer and algorithm to convert differential pressure to dust concentration have shown good precision. Third, advances in the use of the detector tube technique to monitor tailpipe diesel emissions and ambient diesel particulate matter show that strong correlations exist between differential pressure measurement and elemental carbon in the samples.

Electroslag remelting (ESR) today and into the future, will still be the main process for producing high-quality ingots by suppressing segregation, not just refining chemical composition from impurities. This paper analyses state-of-the-art electroslag refining with a focus on ESR with consumable electrodes, and recent technology with liquid metal supply (ESR LM) in view of their refining abilities and development trends, taking into consideration that the size of the ingots required by industry continues to grow, and the composition of new materials sophisticates to withstand increasingly higher mechanical and temperature loads . The yield of suitable metal in large ingots produced by conventional casting is low due to problems of element segregation by height and crosssection. For example, conventional ingots for nuclear powerplant rotors today reach nearly 700 t in weight. Attempts to directly replace such giant ingots with big-diameter ESR ingots weighing approximately 400 t were also unsuccessful because of growing segregation. Modern ESR equipment and technologies produce 200–250 t of ingots of satisfactory quality, reaching 2.5 m in diameter, implementing the change of consumable electrodes during remelting to increase ingot length. Another way to mitigate segregation is to enlarge the smaller diameter ESR ingot by a 500– 800 mm coaxial layer to the desirable diameter by ESR in the current-supplying mould (CSM). Modelling and experiments prove that refining from impurities and non-metallic inclusions at ESR most effectively occurs at the slag bath and liquid metal pool interface because the ESR LM has provided the same desulfurisation. ESR’s special refining capabilities in CSM come from the much longer time of LM residence shown at titanium purification from hard-melting nitride inclusions that are unremovable in vacuum arc remelting (VAR) and electron beam melting (EBM). Implementation of ESR technologies in CSM, especially with LM supply, is prospective to produce heavy enlarged and hollow forging ingots with prevented development of segregation due to dividing cross-section and reducing overheat of solidifying metal.

There has been a steady increase in shiploading capacities in the last 20 years. One of the reasons has been the general increase in ship sizes, with the largest vessels currently around 280,000 DWT in the bulk trades. Obviously, the large vessels can accept loads faster and their economic utilization justifies higher loading rates, up to a point. The high capacity facilities have loading rates far beyond this point. The economic logic of these facilities is based on the fact that for a given annual throughput the capital and operating cost of a single high capacity system is less than that of two smaller systems. Thus, where the projected throughputs are large, there is a great incentive to reduce capital costs by maximizing capacity. Tubarao, in Brazil, designed for a 100 million ton per year throughput with one finger pier and one high capacity berth is a successful demonstration of this approach. In the current state of the art, the high capacity systems have shiploading capacities in the range of 10,000 - 16,000 TPH, for annual throughputs of 20 million tons and larger per loading berth.

At various stages during their manufacturing processes - from casting to finishing before delivery - semi-finished steel and special alloy products must be cut and surface-treated as well. The requirements for the individual conditioning steps, however, can be quite different. For example, the work piece can be hot, warm or cold. At any rate, the product must always be perfectly prepared for the next manufacturing step - reliably, in the shortest-possible time and at the lowest-possible cost. It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

General Electric introduced electric drive systems on 85 ton Off-Highway mining trucks in the early sixties. Due to favorable economics, trucks have increased in size to handle larger payloads. Series Motorized Wheel systems were developed to meet this demand. When the technology was available, General Electric switched from use of Series motors to separately excited motors with the added benefits of static exciters and simplified control. Over 20 years of electric drive experience have been incorporated in the STATEX drive systems, which covers truck sizes from 85 to 220 tons. This paper traces the drive system developments from the early stages to the present and takes a look at what's ahead.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

"This paper outlines some of the work associated with a research study into the relationship between the characteristics of coal mine dust and the incidence of coal workers' pneumoconiosis (CWP). The project involves study of the chemical, mineralogical, and morphological characteristics of the dust. Early stages of the study have dealt primarily with the size analysis and elemental composition of airborne dust in continuous miner sections. This paper outlines the procedures and findings of the elemental analysis portion of the study.Most of the previous elemental analyses of coal were made available in the quest for information on the combustibility of coal dust or on causal agents and prevalence of CWP. However, no extensive studies have been performed to date, primarily due to the limitations of the analytical methods. A review of the analytical methods for elemental characterization of coal and coal dust particles is presented. TI1e comparisons are made based on the sample mass required, the sample preparation required, the destructivity of the test, and the capability of providing an easy multi-element analysis. The reasons for selecting the proton-induced x-ray emission spectroscopy (PIXE) method are outlined.The PIXE method was applied to both the airborne coal mine dust and channel samples collected from seven continuous miner sections in six different mines. Channel samples of the coal, roof and floor were collected and analyzed. Airborne dust sampling was performed using multi-stage cascade impactors and permissible 2.0 I/min pumps. Sampler locations were fixed in the sections with respect to the continuous miner and roof bolter or with respect to the intake and return airways. Sampling times varied from 45 minutes to 6 hours, depending on the dust concentration.The statistical analysis of the resulting elemental data is presented. Of particular importance are the analyses of the variation of elemental composition with size and the variation in elemental composition over the working section. One interesting finding is outlined showing the multivariate statistical analysis of the trace elements and its implications in the identification of the dust sources. The paper concludes with an analysis of the ramifications of the elemental data to related medical studies."

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The control systems engineer is often faced with the problem of designing tests or experiments where the cost of obtaining information is expensive. This is true in aerospace as well as in process industries. In these situations the details of test design should be carefully evaluated before any test is executed so that the maximum amount of information is obtained for the effort expended. In recent years there has been a steady trend towards increased automation, In the process industries this has resulted in extensive review of process variables and, instrumentation techniques, development of more accurate system mathematical models, and extensive investments in complex control system as well as completely automated plants. When planning and developing these systems, where each measure of a process variable is usually expensive, it behooves the design engineer to give considerable thought to the details of test design before instrumentation is procured and installed so that the maximum amount of information can be obtained for the expense incurred.
