I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

As a general rule for gold treatment the presence of reasonable amounts of 'coarse' free gold will dictate the use of a gravity circuit. The actual particle size of gold that constitutes the por­tion of' coarse' free gold can vary widely. The larger its size the more troublesome it is, mainly because of the tendency for this gold to quickly settle out from slurries in regions of relatively low velocities. There are a multitude of places where 'coarse' gold can find a resting place, namely, in chutes, between and behind lines, in pump hoppers and in pumps themselves. Fortunately, the problems associated with recovering very 'coarse' free gold, say greater than Imm, is rare on most gold mines that have grinding and cyanide leaching circuits. For these operations it is common practice to have a gravity circuit situated within the milling circuit to recover 'coarse' free gold. Should the 'coarse' free gold constitute 15% to 20% of the total gold in a deposit then its recovery by gravity separation is seri­ously considered. As a gold mine 'matures' the availability of soft oxide ore decreases and the likelihood that harder ore having sulphide gold association increases. To maintain gold production rates in this situation either the gold grade of the treated ore must increase or more ore needs to be treated. In the latter case this is achieved by installing more grinding capacity, an expensive option, or coarsing the grind, with the downside of loss in gold recovery. In general the less expensive capital options is fol­lowed. There is, however, some upside to improve recovery when reasonable quantities of sulphide containing gold are pre­sented that can be recovered by flotation or gravity separation. Concentrates produced from these unit operations can be finely ground and reintroduced to the cyanide leach circuit to improve gold recovery. This scenario is a much less costly option than one where all the ore is ground finer. In this paper the experiences of recovering gravity gold from the Telfer Gold Mine, and gold associated pyrite from the New Celebration Mine will be discussed.

The accurate determination of free cyanide and metal cyanide complexes is of increasing interest to Carbon-in-Pulp (CIP) gold extraction operations as cyanide consumption is an important economic factor in the processing of complex ores. Characteristically complex ores are high cyanide consumers and these ores usually contain a range of sulfide minerals e.g. covellite (CuS), digenite (Cu1,S), chalcocite (Cu, S), Pyrrhotite (Feci-x)S), marcasite (FeS2), arsenic and antimony sulfides and zinc sulfide. These minerals can consume significant quantities of cyanide, e.g. various copper(!) cyanide complexes such as CuCN, Cu(CN)2·, Cu(CN)/ and Cu(CN)/ can form, depending on the cyanide to copper ratio in solution. Measurement of free and complexed cyanide is thus a prerequisite for efficient cyanide dosage control. Free cyanide can be determined potentiometrically or amperometrically but the methods are prone to error and are laborious [1]. Metal cyanide complexes can be determined by reverse phase HPLC, however, the species ofa single cation (e.g. Cu(CN)i-, Cu(CN);2 and Cu(CN)/) elute as one species [2]. Additionally the high amount of suspended matter in CIP leach solutions tends to introduce errors. Raman spectroscopy has the potential to be used as an in­line or on-line method of analysis. Free cyanide and the cyanides of gold, silver, copper and iron have been studied in aqueous alkaline solutions with a view to developing such a method. Spectra were obtained with a Bruker RFSl00 FT-Raman spectrometer using a 1064 nm laser delivering 800 mW of power at the sample. Depending on the solution, 250, 1000 or 4000 scans at 4 cm-1 resolution were accumulated. The cyanide stretches observed were relatively narrow (10 15 cm-1 full width at half height) and well resolved (Figure 1 ).

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

The presence of goethite in a hematite ore has been shown to strongly affect the time of heating to the firing temperature. The investigation of spalling of single pellets and of packed beds has enabled free water and goethite spalling to be identified as separate phenomena. In addition, it has been shown that even for an 18 inch deep bed of green balls the free water and goethite drying periods can be considered separately. Based on this observation, a method of predicting production rate and hood temperature profile is presented. The method required knowledge of the ore goethite content, ore grind and the green pellet bulk density. Laboratory results were found to be in good agreement with actual plant practice and have led to improved process performance.

Aquatic organisms are sensitive to free cyanide (HCN) though the presence of certain metals that can form stable complexes and thereby reducing both the amount of bioavailable cyanide. Recent work has suggested that consideration of HCN rather than total cyanide can provide the basis for water quality criteria. Cyanide is often present in complex effluents that affect speciation and bioavailability. We have developed a model to predict the speciation of cyanide in complex effluents and have shown that this model can predict the toxicity of metal-cyanide complexes in terms of HCN. This study evaluated available cyanide toxicity exposures with this model to assess the role of water chemistry (e.g., metal-cyanide interactions) on the observed. Toxicity endpoints based on total cyanide ranged over several orders of magnitude for a variety of metal-cyanide mixtures. However, predicted HCN concentrations among these same tests described the observed toxicity data to within a factor of 2. Aquatic toxicity can be well described using HCN though in certain metal-cyanide mixtures toxicity was jointly described by HCN and elevated levels of bioavailable metals. This work was performed in support of an industry-sponsored reassessment (Gensemer et al 2006) of the U.S. EPA water quality criteria for cyanide (EPA 1985) using free cyanide as the basis for the re-calculation. The work presented in this manuscript presents technical support for using free cyanide as the preferred basis for this recalculation.

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. Generally, free-cyanide concentrations greater than 0.1 mg/l are expected to kill sensitive species in freshwater or marine environments (Doudoroff, 1976;

Introduction In contrast to the general type of crushing mechanism in which the crushing surfaces alternately approach and withdraw from each other, described earlier in this section, and continuous-pressure break¬ers such as rolls and roller mills that will be described in a later chapter, impact crushers load by striking pieces of rock while in free fall and hurling them at high speed against stationary surfaces. Because the impact crusher depends for its effectiveness upon high velocity, wear is greater than in the slower-moving jaw and cone¬type wear parts, and for this reason its use is strictly limited to rela¬tively soft, friable, and sticky rocks that are characteristic of many nonmetallic mineral deposits. A few of these are phosphates, lime¬stone, barite, clay, asbestos rock, and coal. However, several examples of their use on soft lead-zinc and precious metal ores have been known. Although the use of impact crushers is expanding today into the range of ores containing as much as 15-18% silica, Taggart16 set the practical limit at 5%, and in the 1940s and 1950s several installa¬tions in the US and western Europe exceeded the limits of economical maintenance and were quickly superseded by the slower-moving, con¬ventional crushers. A rock that tends to be plastic or bouncy in a jaw or gyratory crusher when the force is applied slowly to reach ultimate strength, may become brittle with rapid loading and thus increase the effective¬ness of the applied forces. For this reason it is to be expected that as the quality of hammers, grates, plates, and cages improves with advances in steel technology, the use of high-speed crushers of this kind will increase. Terminology Modern usage differentiates between the impactor and the hammer mill, the former relying primarily on the impact of hammers (fixed or free-swinging) and secondarily upon pieces striking one another or steel surfaces; the hammer mill relies on both the centrifugal impact force of free-swinging hammers and the attrition and shear action between these hammers and well-placed grates suspended at the bot¬tom just below the hammer circle. The hammer mill, because of its grate discharge, restricts discharge of oversize rock to the grate open¬ing, while at the same time providing a trap for removal of tramp iron or other uncrushables. The impactor discharges free, so generally works with a screen to control product sizes. The question of terminology, impactor vs, hammer mill, creates difficulties because the similarities appear to outweigh the differences by far; if one were to list the similarities in order of importance and then the differences, he would be forced to conclude that they would best be dealt with as a single kind of crusher. Taggart16 gave it four names and added "as it is variously known," but it must be remembered that in 1945 the machine was nearly exclusively of the flailing-hammer type, while today the fixed-hammer rotor is also com¬mon. In this chapter the terms impactor and hammer mill will be used where they seem to apply. It is perhaps unfortunate that this terminology is being confused with rock breaking at the mine, usually with hand-held tools, e.g., the article "High-Energy Impact Rockbreaking" by Grantmyre and Hawkes, CIM Bulletin, August 1975. General Description Impact breakers, impact crushers, and hammer mills accomplish material breaking and reduction primarily through impact action of the material with fixed or free-swinging hammers revolving about a central rotor. The material to be crushed enters through an opening at the top or top side known as the "feed opening" or "hopper opening" and falls into the path of rotation (hammer circle) of the hammers. Initial breakage is accomplished in midair by collision of the dropping feed material with high-speed hammers. The second stage of breakage occurs when the pieces hit plates or breaker bars which line the crusher boxlike frame. Hammer mills rely further on a shearing and attrition action between free-swinging hammers and grid bars or grates at the crusher bottom which restrict discharge of oversize material until it is broken sufficiently to pass through the grid opening. The term hammer is used in reference to the piece which strikes the material, whether it is fixed on the rotor or free-swinging. It

The kinetics of electrodeposition of gold from dilute solutions of alkaline KAu(CN)2 at different gold and free cyanide concentrations on a gold rotating disk electrode were investigated by use of a steady-state linear potential scan technique. The design and performance of a laboratory electrowinning cell with a reticulated nickel cathode, operating in the flow-through mode, for the removal of low levels of gold ions from aqueous cyanide media is described. During the batch recirculation of oxygen-free gold cyanide solutions, the gold concentration was reduced from 10 ppm to <0.5 ppm with current efficiencies of up to 80%. The influence of solution flow rate through the cathode and of the pore size of the reticulated nickel foam is discussed. The removal of gold ions from solutions of low ionic strength was also investigated.

Talc deposits in the Precambrian of southwestern Montana (Beaverhead and Madison Counties) are unique within the U. S. A. in that large bodies of tremolite-free talc can be open-pit mined. All known deposits are in pre-Beltian dolomite units. The origin is suspected to be metasomatic, with the siliceous component having been contributed by an intrusive Precambrian granite gneiss. Precambrian deformation was extreme and is characterized by multiple periods of tight isoclinal folding and the flowage of less competent rocks, rather than by faulting. Post- Precambrian folding has been relatively negligible; the characteristic Laramide structure is block-faulting developed along northwest-southeast trends. The talc is thought to have been formed in Precambrian time; the high-angle block-faults probably have no significance with regard to the formation of the talc, but do tend to complicate mining operations. Tremolite-free talc ore bodies with horizontal widths of more than 200 feet, vertical depths of several hundreds of feet, and strike-lengths of as much as one-half mile are known in the Ruby Range and the Gravelly Range. Where dolomite is interbedded with tremolite-free talc in the Gravelly Range, the scale of this relationship permits the use of conventional open-pit mining methods with subsequent upgrading by hand-sorting techniques. Underground mining has been used in the past, but all current Montana talc-mining operations are on the surface. The hand-sorted ore, some of which is shipped overseas, is finely ground or micronized in roller mills and fluid-energy mills. The products are distributed both nationwide and abroad.

INTRODUCTION This paper presents a method of calculation of internal moments and thrusts in tunnel liners of any material. The method is intended for hand calculation, but as it is numerical in nature it can be programmed for use in computers. The information required for design or analysis is presumed active internal and external pressures, the effective moment of inertia and cross-sectional area of the tunnel liner, the liner&apos;s modulus of elasticity, and the coefficient of subgrade reaction of the material surrounding the tunnel. Starting with active external and internal pressures and following the procedure described herein using the structural properties of the liner and surrounding medium, external passive reactions and internal moments and thrusts are calculated. The method is intended for use by design engineers. GENERAL Experience has shown that flexible tunnel liners have less internal bending stresses than those calculated using classical structural theory applied to free-standing arches. In fact, liners which are very flexible in relation to the surrounding soil or rock have virtually no bending moments when compared to free-standing arches supporting equal active loads. In order for this phenomenon to occur, the original active pressure diagram must be "modified" by additional external reactions (passive pressures) from the surrounding material, so that the thrust line within the lining follows the centroid of the tunnel arch more closely than that of a similar free-standing arch. HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p&apos; is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p&apos;, the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p&apos; is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. Introduction Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale be- cause of larger solids contact pressures, thermal shocks, or unforeseen temperature excursions often cause full-scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow properties measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full-scale design or existing plant modifications. Solids flow properties The basic solids flow property definitions are given in Table 1 (Johanson, 1966, 1976, 1978, 1985). In this section, the author will discuss each property and its potential for creating full-scale pilot plants. Unconfined yield strength The unconfined yield strength of a bulk solid determines the tendency for cohesive hangups of the solids in the process and is effected by the time at rest, chemical reactions, temperature, liquid content, solids size consist, and phase changes of solids or fluids involved in the process. One of the common mistakes is to consider the solids condition only at the beginning and the end of the process. For example, consider the direct reduction of iron ore. The feed solids are free-flowing, hard lump ore or pellets. The end result is a hard, free-flowing reduced sponge iron lump or pellet. One might conclude that the process involves free-flowing lumps. This conclusion may seem reasonable based on laboratory studies oreven pilot plant studies where solids contact pressures are very low. Unfortunately, during the reduction reactions at high temperatures, the rock or pellets soften and, with solids contact pressures associated with the full-scale plant, may fuse together, thus providing a possible solids hangup in the moving bed reactor not evident in the low pressure pilot scale. Fig. 1 shows some typical unconfined yield strength measurements for pellets as a function of solids contact pressure at various times at rest. Note at low consolidation pressures, generally associated with laboratory or pilot plant studies, the pellets show no strength unless held at rest for an extended time. This will produce a very free-flowing condition in pilot plants that will not exist in the full size reactor.

The emphasis in the title of this paper should be placed on the world "Total", since the detoxification of cyanide in its free and weakly-complexed form with H202 has already found application in many areas, including the treatment of mining effluents. One of the most common forms of cyanide found in gold-mill effluents is hexacyanoferrate (usually ferrocyanide), which is included in measurements of total cyanide but is too stable to be oxidized by H202 or any other conventional oxidizing agent. This has led to the view that H202 cannot be used to detoxify effluents containing hexacyanoferrates, when a limit has been set on total cyanide. A process is described in this paper which does meet this requirement, and which has already been demonstated in two Canadian gold mills. Before describing the new process, the terms "free", "total" and "weakly-complexed" cyanide will be defined as they are used in this paper.

Ion exchange technology is becoming more prevalent for metal recovery from low concentration solutions. The products of ion exchange are typically a metal free stream (product stream) and a concentrated metal stream (byproduct). The metals in the concentrate stream are usually precipitated and returned to the process or discarded. The unique features of emew® technology enable metals to be recovered directly from the concentrated stream. The advantage of the IX-emew® combination is the ability to have two product streams: 1) clean metal free solution and 2) metal product for sale. In addition to recovering metals from solution, it is also possible to separate metals from each other and recover more than one metal product. In this paper, examples of IX-emew® combinations are detailed including the recovery of copper, nickel and cobalt from an industrial waste stream, recovery of nickel from a spent electroless nickel plating solution and recovery of cobalt from an hydroxide cake.
