Longwall mining has gained acceptance as a safe method of maintaining coal production where conventional systems were unsuccessful or uneconomic due to bad roof conditions (Kuti8). One of the major problems confronting American operators involves the correct choice of equipment which should be selected to suit the local mining and geologic conditions for optimum productivity. To achieve this, factors such as rock strengths, local geology, panel geometry, and panel orientation must be examined to optimize production and minimize down time due to ground control problems. Little quantitative information is available in the literature regarding the effects of geologic conditions on American longwall operations, and past implementations of longwall systems appear to have been based largely on experience. When mining engineers are able to assess the geologic conditions both quantitatively and qualitatively, they can more fully optimize equipment selection and panel design.

The use of longwall/shortwall mining systems is under increasing scrutiny by the U. S, coal industry as a means to reverse the decline in productivity. The success of these mining systems depends to a great extent upon designing the system hardware to best suit local conditions. Of particular importance in this regard is designing the various elements of the total ground support system, including face, face end, and gate road supports, to accommodate local geologic conditions. This presentation centers on the problem of selecting the face support system. The existing geologic situation can influence the selection of the face support hardware in a variety' of ways. In general terms, these influences can be grouped into the following four areas: 1. The capacities required of the support unit; 2. The roof, coverage supplied by the support units; 3. The flexibility required of the support unit to meet changing geologic conditions; and 4. The required stiffness characteristics of the individual support units both vertically and horizontally. The following will center on the first area, i.e., the required d capacities of the support unit, in particular, the maximum required load density for a particular geologic situation.

"Fine-grained hematite ore can be concentrated by the process of selective flocculation and dispersion, which relies on proper reagent selection and control of water chemistry. While many previous studies have been performed analyzing the effects of different reagents on this process in a laboratory environment, this paper focuses on investigating the water chemistry within the process in a pilot-scale continuous deslime thickener.The pH, sodium concentration, calcium concentration and magnesium concentration were varied to determine their effects on the iron concentrate grade and recovery, and the phosphorus concentrate grade and rejection in the pilotscale selective deslime thickener. The ideal pH for the iron grade and recovery of the process using a starch selective flocculant was found to be 10.5. Phosphorus rejection, however, was increased at lower pH values. Minimization of sodium concentration was shown to improve iron grade, iron recovery and phosphorus rejection. Calcium acted as a nonselective flocculant showing higher iron recovery, lower iron grade and lower phosphorus rejection with increasing concentration. Conclusions could not be drawn from the experiments that varied magnesium concentration.The zeta potential of the solid-liquid interface of particles in each sample taken was also analyzed to show relationships between zeta potential and process performance. In all cases, a maximization of the magnitude of zeta potential correlated with increased iron grade and recovery. This supports the hypothesis that a higher level of dispersion enhances the selective flocculation and separation process.IntroductionThe United States produced 53.2 million metric tons out of the 3,000 million metric tons of concentrated iron ore produced worldwide in 2012 (Tuck, 2013). With this in mind, there has been a large increase in iron ore processing research (Bolen, 2014; Carlson and Kawatra, 2008, 2013; Halt and Kawatra, 2014; Halt et al., 2014; Haselhuhn et al., 2012a,b, 2013a,b; Liu et al., 2014; Manouchehri, 2014; Sandvik and Larsen, 2014; Semberg et al., 2014). Of the 53.2 million metric tons produced, roughly 8 million metric tons of hematite (Fe2O3) concentrate were produced using a process known as selective flocculation and dispersion (Cliffs Natural Resources, 2011). This process is the only economically viable method for concentrating low grade (< 40% Fe) fine grain (< 25µm liberation size) hematite ores. It is scarcely used due to difficulty in controlling the surface chemistry of the ore and high reagent costs (Department of Energy, 2001; Haselhuhn et al., 2013a). The process is highly dependent upon both reagent selection and precise control of the water chemistry during separation. This study shows the dependence of the process performance of a pilot-scale deslime thickener on the water chemistry in the feed slurry."

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low-and high-rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

Secondary Ion Mass Spectroscopy (SIMS) was used to study adsorption of sulfide collectors such as modified thionocarbamates and thioureas, xanthate, dithiophosphate, and dithiophosphinate, on galena, chalcocite, chalcopyrite, and quartz under flotation related conditions. In the case of the adsorption of modified thiourea on chalcopyrite, chalcocite and Cu-activated quartz, and of dithiophosphinate on galena, SIMS measurements have provided direct evidence for the presence of metal-collector (1:1) complexes on surfaces. In the other systems, only the collector molecular ion and its fragments were detected. The distribution of adsorbed species on the surfaces was obtained by using SIMS in the imaging mode. On chalcopyrite, only the copper-collector complex was found; there was no evidence for iron-collector complex. In the case of quartz, adsorption of selective collectors was observed only after activation by copper ions.

A study was conducted to evaluate the applicability of large wheel loaders (Cat 994 class) as primary loading equipment in open pit iron ore operations. Field visits were made to taconite and gold mines that used large wheel loaders. Data were gathered on loader selection rationale; operating and maintenance experience; and production, availability, and cost information. Brief time studies were conducted to indicate machine performance and utilization. The paper summarizes the field data and includes economic comparisons of wheel loaders versus cable shovels in an iron ore application.

Fall of ground accidents continue to be a source of injury in underground metal mines. MSHA accident statistics indicate that most rock fall accidents occur at a new face where drilling and blasting methods are used. Removing loose rock by scaling is imperative to removing the potential for rock fall injury. Detection of potentially loose rock could improve the scaling process and result in fewer rock falls. Infrared thermal imaging cameras were investigated as far back as 1966 as a tool for loose rock detection. Early on it was clear that sensitivity (e.g. detectable temperature increment) is a key factor in this application. Both pixel resolution and temperature resolution have greatly improved with modern instruments. This paper describes an evaluation of modern infrared thermal imaging camera technology to detect loose rock conditions at six underground metal mines in the western U.S. It was found that thermal images provide a high resolution visual discrimination between loose rock and intact rock. However, detecting loose rock was difficult in cases where the rock and ventilation air were at the same temperature. Loose rock was detected when rock was both warmer and cooler than the ventilation air temperature. Warm rock with cool ventilation air provided the best conditions for detection.

"A large-scale wildfire had broken out at Fort McMurray in Alberta, Canada during May 2016. Many oil sands mining activities were affected due to the wildfire and the associated ash emissions. In particular, ash emission generated from the fire outbreak is a huge problem during the post-fire cleanup. These emissions pose a severe health hazard to workers, environment, and global climate. The ashes emitted into the atmosphere are caused by either human activities or climate conditions. The objective of this research is to assess the effect of three different ash dust suppressants, namely water, #1 surfactants, and #2 polymers at various volumetric concentrations on ashes samples to prevent propagation of fine solid emissions into the atmosphere. It is found that both #1 surfactants solution and #2 polymers solution are effective in retaining fugitive ash dust generated from the ashes. Volumetric concentration efficiency of 0.05% of #1 surfactant and 5% of #2 polymers in 500 ml of water have been proven to provide ash dust retention efficiency greater than 99% after the spraying of these suppressants. It is also found that both #1 surfactants solution and #2 polymers solution maintain an ash dust retention efficiency higher than that of the use of only water. This confirms the merit of using chemical dust suppressants on fugitive ash dust for a longer period, which is proven by the 72-hour data from this experiment. This study gives a general view of how effective chemical suppressants on fugitive ash emissions work. INTRODUCTION On May 1st, 2016, a large-scale wildfire gutted Fort McMurray, Alberta, Canada. Many oil sands mining activities were affected due to the wildfire and the associated ash emission. Due to the wildfire, some of the biggest oil sands companies in Fort McMurray such as Royal Dutch Shell and Suncor Energy shut down their oil production, at 255,000 and 350,000 barrels per day respectively [1]. Syncrude Canada Ltd scaled down its normal production capacity level of 350,000 barrels per day [1]. This generated an estimated loss of about 1.1 million barrels of oil production per day, constituting a 30% reduction in the Canadian daily oil production, crippling the economy [2]. This loss in production by the companies translated into 0.33 % of the Alberta GDP in 2016 constituting a loss of $985 million and 0.06 % of the entire Canadian economy [3]. In 2017, it is estimated that the rebuilding and reclamation of the affected areas in Fort McMurray will add $ 1.3 billion in GDP to Alberta’s economy [3]. A population of over 90,000 people was evacuated from the location and its surroundings for health and safety reasons [4]. The fire destroyed about 2,400 structures and over 500,000 hectares of forest vegetation in Fort McMurray, leaving an estimated 232,000 tonne of post-fire ashes [5,6]."

Conditional simulation provides a model of the ore body that represents variability in the data. This can be used to determine the impact of various grade control and mining strategies. A number of transfer functions are discussed that assist in optimizing grade control sampling. The cost effectiveness of various drilling and trenching techniques are discussed. Modelling of the expected performance of a mill head grade sampler is investigated. Conclusions are drawn about the likely impact of various sampling techniques on the economic performance of an operation and about applying sampling theory to grade control sampling.

The hydrology of in situ leach mining operations is being studied by the U.S. Bureau of Mines using a variety of techniques, and the Bureau has made significant advances in tracking and modeling the flow of leach solutions in rock formations. However, the influence that leach solution composition has on the hydrology of these systems is poorly understood, and geochemically-controlled changes in the hydrologic characteristic of ore deposits during in situ leach mining of porphyry-hosted, copper oxide ores have not been previously studied. The Cyprus Casa Grande in situ leach mining operation mines fracture-hosted and disseminated copper oxides (predominantly chrysocolla) hosted by granodiorite porphyry using a pattern of underground wells. The injection solution consists of sulfuric acid raffinate from a solvent extraction-electrowinning plant. Chemical analysis of representative injection and recovery solutions reveals that gangue cation concentrations in these solutions are high, and geochemical modeling shows that the solutions are saturated or nearly saturated with respect to gypsum, jarosite, and various amorphous oxides. Precipitation of these solids is evoked by calcium-exchange reactions, rising pH, and perhaps locally rising redox potential, as the leach solution reacts with the ore minerals, host rocks, and the atmosphere. Mass and volume balance calculations show that approximately 25 cm of precipitates are formed per gram of copper recovered at Cyprus Casa Grande. The results of geochemical modeling agree with petrologic examination of pre-and post-leach core samples from the leached horizon. Moreover, hydrochemical modeling and hydrologic field data suggests that chemical precipitation causes significant decreases in porosity and permeability during in situ leach mining of porphyry-hosted, copper oxide ore.

Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

Engineering mine design encompasses a range of situations, and each situation has its own range of detail and fineness. The most time consuming, and perhaps repetitive design situation involves evaluation of new or alternate mining methods. Many man years are consumed examing alternatives conjured up at all levels of the design team, from the number crunching engineer to the engineering manager. Many alternatives are intuitively disregarded, some are briefly evaluated and thrown out, and many others are started but not completed due to time constraints. All alternatives have similar input characteristics and evaluation procedures. In the design process, production requirements are known and equipment production capabilities are generated to determine the numbers and costs of an equipment type required to match a given situation. The end result is some comparative figure, typically cost per ton or yard upon which a decision is built. The similarity of input data and problem solving techniques lends design to computer solution. Computer aided equipment evaluation is not new to the mining industry. An existing and accepted technique is exemplified with the programs used by truck manufacturers. Given a haulage profile and production requirements, the number of anyone capacity, horsepower, tire size, gear ratio or similar characteristically identified truck can be determined. This information can be outputted in varying degrees of complexity and the results used with equally varying percentages of credibility by design or production engineers. Most engineers are willing to accept-the computer&apos;s effort with relief and a desire for belief. Although inherently more complex, the ultimate end of computer manipulation should be total mine design. This is an extremely large step in the evolution of mine design, and not many engineers, including the authors, believe the results would be directly applicable or necessarily correct. As with computer simulations of an operation, total computer design of mines requires such complex and lengthy input that each mine might be manually designed more quickly and cheaply. The existence of computer programs which initially evaluate a mining system or part of the system is upon us, however.

"NIOSH’s mine fire simulation program, MFIRE, is widely accepted as a standard for assessing and predicting the impact of a fire on the mine ventilation system and the spread of fire contaminants in coal and metal/nonmetal mines, which has been used by U.S. and international companies to simulate fires for planning and response purposes. MFIRE is a dynamic, transient-state, mine ventilation network simulation program that performs normal planning calculations. It can also be used to analyze ventilation networks under thermal and mechanical influence such as changes in ventilation parameters, external influences such as changes in temperature, and internal influences such as a fire. The program output can be used to analyze the effects of these influences on the ventilation system. Since its original development by Michigan Technological University for the Bureau of Mines in the 1970s, several updates have been released over the years. In 2012, NIOSH completed a major redesign and restructuring of the program with the release of MFIRE 3.0. MFIRE’s outdated FORTRAN programming language was replaced with an object-oriented C++ language and packaged into a dynamic link library (DLL). However, the MFIRE 3.0 release made no attempt to change or improve the fire modeling algorithms inherited from its previous version, MFIRE 2.20. This paper reports on improvements that have been made to the fire modeling capabilities of MFIRE 3.0 since its release. These improvements include the addition of fire source models of the t-squared fire and heat release rate curve data file, the addition of a moving fire source for conveyor belt fire simulations, improvement of the fire location algorithm, and the identification and prediction of smoke rollback phenomena. All the improvements discussed in this paper will be termed as MFIRE 3.1 and released by NIOSH in the near future INTRODUCTION The MFIRE program, originally developed in the 1970s by the U.S. Bureau of Mines (now the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH)) and Michigan Technological University, has been a mainstay in modeling of the mutual influences between a fire and the mine ventilation system during an underground mine fire. Several update versions have been released over the years, including MFIRE 1.27, 1.29, 1.30, 2.0/2.01, 2.10, and 2.20. The MFIRE program logically comprises four parts: (1) a conventional network calculation, where it performs the basic network balancing without considering heat or mass transfer; (2) a temperature calculation to establish the reference temperature distribution before a non-steady state (transient-state) simulation; (3) a transient-state simulation that follows changes in ventilation step-by-step to produce a continuous description of the temperature distribution, smoke, and contaminant spread through the ventilation system during a fire event; and (4) a quasi-equilibrium simulation to predict the state of the ventilation system after a relatively long period of time (defaulted as 5 hours in MFIRE) as the fire reaches a quasi-steady state. In summary, MFIRE is a computer simulation program that performs normal ventilation network planning calculations and dynamic transient-state simulation of ventilation networks under a variety of conditions including the influence of natural ventilation, fans, fires, or any combination of these (Chang et al., 1990)."

The use of plate and frame filter presses for dewatering cement copper at Kennecott&apos; s Bingham Canyon precipitation plant is described. The dewatering process begins by periodically flushing a dilute copper slurry from cone precipitators to a rake thickener. The thickener underflows intermittently to an agitated surge tank which feeds the filter presses with a relatively constant slurry containing 10 to 20% solids. The presses operate with a three-stage cycle; loading, air blowing and discharging. Exothermic reactions occur during the air blow which cause actual drying as well as promoting dewatering via simple filtration. At the completion of the air blow, the presses are discharged onto a conveyor belt which transfers material to the load-out building for shipment to the smelter. An extended investigation was undertaken to relate moisture content in the filter cake to maximum press temperature, acidification of press feed, percent solids in the feed, and percent insol in the copper. Of these, press tempera¬ture and feed pH (3. 5 to 1. 0) have the greatest impact on drying. Because the discharged filter cake is hot and continues to undergo exothermic oxidation, significant drying occurs during subsequent handling so that a product containing 8 to 14% moisture is delivered to the smelter.

The depressing effects of different inorganic chemicals on the flotation of pyrite have been investigated in this study. The results of the flotation tests indicate that pyrite can be depressed by oxidizing as well as reducing agents under controlled conditions of pH and reagent dosage. Oxidizing reagents such as potassium chromate and potassium dichromate were found to cause complete depression of pyrite in the acidic pH range. These effects are similar to those obtained in the pyrite-cyanide system. A less stable oxidant, potassium permanganate, inhibited the flotation of pyrite at a concentration as low as 0.1 mol/L at all pH values, Addition of reducing chemicals such as ferrous chloride or manganous sulphate to the flotation of pyrite were found to produce depressing effects depending on the additive concentration and pH of the solution.

"In his 1989 book, The New Realities, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, Claremont, CA, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized” (p. 209).The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze and interpret data that are material to a mineral-valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral-valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality and transparency, the three pillars of mineral valuation (minerals valuation, mineral-property valuation).The International Mineral Valuation Standards Template (IMVAL Template), third edition dated May 2018, defines mineral valuation as: “The estimation of the value of a mineral property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the valuation conclusion) or to refer to the preparation of the estimated value (the act of valuing)” (p. 14).Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The template deals with valuation, which is distinct from evaluation. The distinction inherent in these defined terms is that valuation addresses the estimation of value of a mineral property, whereas evaluation addresses the broader assessment of a mineral property for an investment decision (p. 2).”This is an important difference because the minerals industry commonly makes investment decisions using feasibility studies to evaluate a proposed mineral development and production project. The purpose of such investment-decision analysis is distinctly different from valuation of a mineral property, no matter where that property lies upon the mineral explorationdevelopment- production-reclamation timeline (Fig. 1). Valuation involves terms such as market value, just compensation, fair value, etc., whereas investment-decision analysis is concerned with the economic viability of a given proposed project. Although feasibility analysis and market valuation can both use discounted cash flow (DCF) analysis as a tool, the formulation of the DCFs and their interpretation are different."

The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process. One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907(1). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886(2). Numerous other methods have been invented, tested, discarded and sometimes re-invented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes&apos; Law, shows that the rate of settling of a particle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the particle diameter. Anything that can increase the latter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

"Controlling float coal dust in underground coal mines before dispersal into the general airstream can reduce the risk of mine explosions while potentially achieving a more efficient and effective use of rock dust. A prototype, flooded-bed scrubber was evaluated for float coal dust control in the return of a continuous miner section. The scrubber was installed in line between the ventilation tubing and an exhausting auxiliary fan. Airborne and deposited dust mass measurements were collected over a period of three days at set distances from the fan exhaust to assess the changes in float coal dust levels in the return due to the operation of the scrubber. Mass-based measurements were collected on a per-cut basis and were normalized per foot of advance by the continuous miner. Results show that average float coal dust levels measured under baseline conditions were reduced by over 91% when operating the scrubber. INTRODUCTION In 2012, underground mining in the United States produced over 342 million tons of coal [EIA 2013]. During the cutting, crushing, and transport of this coal, dust is generated and can be entrained in the air ventilating the mine. Title 30 Code of Federal Regulations Part 75.400-1 (30 CFR§ 75.400-1) defines float coal dust as particles of coal that can pass a No. 200 sieve. These coal particles can be carried by the ventilating air into return entries before settling onto mine surfaces [NIOSH 2006]. If this float coal dust becomes re-entrained into the airstream, it can propagate an explosion throughout mine workings [Harris et al. 2010]. Application of rock dust in underground coal mines is required by Federal regulation as a means of preventing the propagation of explosions by float coal dust. In order to meet Title 30 Code of Federal Regulations Part 75.403 (30 CFR § 75.403), 80% incombustible content must be maintained in the composition of dust deposited in mine entries [76 Fed. Reg. 35968 (2011)]. This fraction of incombustible content is increased if elevated levels of methane are present. In order to maintain the required incombustible content, frequent or constant application of rock dust is undertaken by mine operators. This paper examines new copper production from waste-grade ore using Blue Planet Strategies’ DEMET™ (Dynamic Electrode Mining Effluent Treatment) technology, which aims to bridge the practical weak pregnant leach solution (PLS) processing gap in heap leach-solvent extraction/electrowinning (SX/EW) operations by electrochemically removing metals from weak streams and generating product streams strengthened in target metals in a functional analog to SX. Weak PLS treatment was studied and used to estimate the economic and production impacts for a representative hypothetical brownfield copper heap leaching and DEMET-augmented SX/ EW operation to utilize "waste ore." Copper removal at 86% plating efficiency to below 0.1 g/L copper with power consumption of 0.55 kWh/lb copper and product strengths of over 10 g/L copper are presented. Modeling yielded approximately $2/lb total copper production and = $1/lb treatment costs with an immediate operation gross margin increase of 12% for the augmented brownfield. Potential mine life extension with an average 38% gross margin on "waste ore" augmented production at copper values of $3.25/lb was also indicated.

At a time when water resource planning is proceeding on a continental scale, such as the proposed $100 billion North American Water and Power Alliance, which would redistribute water among three nations, including seven provinces of Canada, 35 of the United States, and three States of Mexico, the selection of a single river basin for study may seem to require an apologia. None is offered because of ( 1) the magnitude of the Indus , itself a part of the great Indo-Gangetic Plain drainage system, with Himalayan sources, upon which the thickly populated northern sub-continent of Indo-Pakistan depends for agriculture and hydroelectic power; (2) the extraordinary problems created by dismemberment of the world?s largest irrigation system through legal beheading of the Eastern Waters under the Indus Waters Treaty of 1960; and (3) the herculean effort to contain the twin encroachments of waterlogging and salinization in a basin which faces a shortage of fresh water. The British irrigation system of barrages and canals on the Indus was a venture admirable in conception. Unfortunately, it is now a legacy burdened with unwanted consequences, due to interference with the hydrological regimen, particularly the rise of water table occasioned by leakage.
