The material that composes the roof in coal mines differs in strength according to variations in its physical nature and characteristics. Some material such as limestone and massive sandstone, (free from slits) and carbonaceous shale or bone, will often remain in place in narrow work without the use of timber or other means of support, but in wide places the use of supports becomes a real necessity. Roof material composed of shale, fire clay or small laminations of sandstone, or shale or sandstone interspersed with laminations of thin coal, presents conditions that call for timber support in both narrow and wide work. However, in narrow work such unstable roof material may be taken down until the strata assume an arch that is self-supporting for overlying firm strata such as a roof coal, a touch weather-resisting, shale, sandstone, or limestone. The proper support of the roof in roadways used for haulage or travel adds to the economy of operation by preventing delays in transportation and increases the safety of those who travel these roadways.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. To evaluate the potential use of battery-powered vehicles, the Bureau of Mines studied the performance of a battery-powered truck propelled by a 9.6 kw dc motor in considerable detail under various driving conditions. Some of the factors investigated were: Gear ratios, payload (1,468 lb maximum), road grade, stops made per mile, and charging time. With the exception of some difficulty with brush wear, operation and maintenance of the truck was generally trouble-free. On range tests carrying an 868-lb payload a distance of about 50 miles at an average speed of about 19 mph in normal driving, the Bureau's battery-powered truck averaged 1.6 to 1.9 miles per ac kwhr input. Stop-and-go tests indicated that prospects for the use of battery-powered trucks in house delivery service within city limits are good; performance of the Bureau truck was sufficiently high for that type of service. The estimated power cost of 2.65 cents per mile while making 10 stops per mile was attractively low from the standpoint of fuel costs.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

A solvent extraction procedure was developed on a laboratory scale for recovering trisodium phosphate, zinc, and iron from waste phosphate sludge as separate products. The sludge was dissolved in hydrochloric acid, and iron was extracted as ferric chloride by isopropyl ether. Zinc was extracted by di-2-ethylhexyl phosphoric acid in kerosine. The efficiencies of the one-and two-stage extractions ranged from 98 to nearly 100 percent. Trisodium phosphate was recovered by crystallization from the raffinate. The value of two marketable products is considerably more than than the costs of the major reagent. The process was developed to permit recycling of values in this waste and to consequently reduce stream pollution from this source.

This Bureau of Mines report describes the results of research to develop a process for recovering additional beryllium from a commercial mill waste product, fluoferrate leach residue. Forty-five percent of the total beryllium in the leach residue was recovered in a beryllia product assaying over 98 pct Be0 by a process comprising (1) leaching with 1 N sulfuric acid, (2) adjusting the acidity of the leach liquor to pH 2, (3) extracting the beryllium with di-2-ethylhexyl phosphoric acid (EHPA), (4) stripping the loaded extract with sodium hydroxide solution, (5) boiling the sodium beryllate strip solution to precipitate beryllium hydroxide, and (6) calcining the beryllium hydroxide. Calculated reagent requirements per pound of Be° recovered by a proposed flowsheet were 28.1 lb sulfuric acid, 0.04 lb flocculent, 0.15 lb EHPA, 0.06 lb isodecanol (IDA), 0.22 gal kerosine, and 6.3 lb sodium hydroxide.

"Electron spin resonance (ESR) spin trapping experiments have been carried out to investigate the mechanism of sulfite oxidation em¬ploying 5,5-dimethyl-l-pyrroline-1-oxide (DMPO) as a spin trap. The results show that sulfite autoxidation, catalyzed by Mn(II), involves not only the SO-3 radicals but also the •OH radicals. An addition of H2 02 to the sulfite aqueous medium significantly increases the •OH radical formation. This result provides new clues to the chemical mechanism of the sulfite oxidation and the sulfite toxicity.INTRODUCTIONStudies of the oxidation of the sulfite (SO 2-/3) ions under various conditions are of high current interest because excessive exposure to sulfite is toxic and the origin of this toxicity seems to involve sulfite oxidative pathways [1]. An important fact is that human exposure to sulfite is on the increase [1,2]. Some of the increase in the sulfite exposure is linked to the fact that SO2 is a major air pollutant [2] and in aqueous media SO2 exists in equilibrium with SO2-/3. In addition, beverages and foods are common sources of sulfite intake. For example, sulfite is used extensively in the wine industry as an inhibitor of yeasts and bacteria and is present in finished wines in concentrations up to 6 mM [1]. Sulfite is also often added to dehydrated fruits, vegetables and soups, as well as fruit juices and beer [1,3,4]. Because of these, the mean daily intake of sulfite from diet (in the United States) has been estimated to be between 0.0014 and 0.14 mM/kg body weight [1]. At such high levels, sulfite exposure can have toxic effects, such as the induction of an acute asthmatic state [5,6]. Sulfite also appears to have adverse genetic effects [7] and can act as a mutagen or comutagen [8] and a cocarcinogen [5,7-9]."

This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. The Bureau of Mines investigated alloys containing lanthanum (La), praseodymium (Pr), neodymium (Nd), cobalt (Co), copper (Cu), iron (Fe), and magnesium (4g) as possible components of a permanent magnet mate¬rial utilizing a cerium-free synthetic mischmetal (M) as a substitute for scarce samarium (Sm) metal. Magnets containing M-Co-Cu-Mg and M-Co-Cu-Fe-Mg were fabricated by powder metallurgy techniques and evaluated. A synthetic mischmetal (M20) containing 20 pct La, 60 Pr, and 20 Nd yielded the best overall magnetic properties. The M20-Co-Cu-Mg alloys had energy products as high as 13.2 MGOe, remanences as high as 7.89 kG, normal coercivities as high as 6.26 kOe, and intrinsic coercivities as high as 13.4 kOe. The best value of intrinsic coercivity, 22.9 kOe, was obtained with an M-Co-Cu-Mg magnet in which the synthetic misch¬metal contained 30 pct La, 50 Pr, and 20 Nd. These values compare favorably with those of the Sm-Co magnets fabricated and measured at the Bureau's Reno Research Center, which had energy product of 15.1 MGOe, remanence of 7.8 kG, normal coercivity of 7.5 kOe, and intrinsic coercivity of 27.4 kOe. Iron substitution for part of the cobalt resulted in a decrease of magnetic properties, although several percent iron can be added before a drastic loss of magnetic properties occurs.

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

Horizontal stresses are caused by global plate-tectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20° in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed.

Past reports by the Bureau of Mines have described the extraction of alumina from numerous aluminum silicate materials by the lime-soda sinter process. The results from pilot-plant investigations of six materials, with alumina-to-silica mole ratios from 0.3 to 8.7, indicated a relationship between the alumina-silica ratios and the processing characteristics of the sinter. A series of laboratory tests was conducted to define this relationship. Sinter and leach tests determined that an alumina-to-silica mole ratio of 0.90 or greater resulted in the best alumina and soda recoveries while leaving the leach slurries practically free from any tendency toward gelation. The widely different chemical and mineralogic properties of the various aluminous materials used in compounding the mixes had no perceptible effect on the leaching characteristics of the sinter. The blending of low-cost, high-alumina materials with aluminum silicate materials to give an alumina-to-silica mole ratio of 0.90 or greater would improve alumina and soda extraction and minimize operating problems in the lime-soda sinter process.

Bastnaesite is a natural rare-earth fluorcarbonate of the cerium group that affords an abundant and high-grade source of the lighter rare-earth elements. A simple and efficient method has been developed by the Bureau of Mines for extracting rare-earth compounds from this mineral. Digesting of a flotation concentrate with sulfuric acid converts the rare-earth compounds from fluorcarbonates to sulfates. Action of the acid releases gaseous com-pounds of fluorine and silicon, leaving the sulfated material free of these elements; carbon dioxide from carbonate decomposition is eliminated at the same time. Calcining the sulfated material at 1,200° F. renders the gangue constituents insoluble, whereas the rare-earth sulfates are left in water-soluble form. Leaching with water yields a solution of pure rare-earth sulfates. Bastnaesite could become prominent as a source of cerium-group rare-earth elements. It is rich in the light rare-earth elements and comparatively easy to process; reserves of the mineral are extensive enough to supply a greatly expanded market for many years.

Those four samples were collected earlier, but releases granting permission to publish were not received until 1984. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-eight publications have presented the results of 13,957 gas analyses made prior to 1984. The first three bulletins (1-3)2 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-28) containing 8,453 analyses of samples collected since 1960.

"INTRODUCTION Discovery and development of a southwestern Arkansas quicksilver district are recent history. In July 1930 4/, a specimen was discovered near the Little Missouri River in sec. 1, T. 7S. R. 26 W., which was identified as cinnabar. In the summer of 1931, Leo Yount began prospecting for cinnabar near the Little Missouri River. In the fall of that year he operated a small three-tube retort near the present Parker Hill mines and produced several flasks of quicksilver. Yount optioned a considerable block of ground containing the best showings in the Little Missouri River area, and on February 19, 1932, he and W. C. McBride, Inc., of St. Louis, Mo., formed the Southwestern Quicksilver Co., which was the largest producer in the district until operations ceased in September 1934.The Southwestern Quicksilver Co. installed a rotary furnace on Parker Hill in April 1932, which treated ore from the three principal mines Gap Ridge, Parker Hill, and Parnell Hill. In 1934 production was entirely from the Gap Ridge and Parker Hill mines. Nothing was done at Parnell Hill except a little small-scale work on a share basis.Mercury Producers, Inc., later took an option on the holdings of the Southwestern Quicksilver Co. and in June 1935 began operations. The company produced considerable quicksilver before the lease and option were surrendered in the summer of 1936. Most of the work of Mercury Producers, Inc., was on Parnell Hill, but some work was done on Parker Hill and at the Bell prospect on ground not controlled by the Southwestern Quicksilver Co."

A small, annular-retort gasifier having a nominal capacity of 40 pounds of lignite per hour was designed and constructed at the Lignite Experiment Station, Grand Forks, N. Dak. The purpose of the investigation was to increase the capacity of an annular-retort gasifier by better temperature distribution in the heating chamber (adjacent to the annulus) and by supplemental internal heating with controlled amounts of air. Correct control of air admission should yield crude ammonia-synthesis gas having a (H2+CO)-N2 ratio of 3. Dakota Star stoker-size lignite was used during the exploratory experimental program. The effects of temperature level and distribution in the heating chamber and of addition of air to the reactor were investigated. Hydrogen - carbon monoxide ratios ranged from 1.9 to 2.5, and (H2+C0)-N2 ratios were as low as 2.9. Hourly gas production ranged from 970 to 2,580 cu. ft., or 62.0 to 164 cu. ft. per sq. ft. of heated surface, or 350 to 940 cu. ft. per cu. ft. of reactor volume. Data from the small gasifier could be readily correlated with those previously obtained in the commercial-scale unit under comparable experimental conditions.
